[pt] O Brasil é um dos líderes mundiais no uso de energia renovável. Além da
fonte principal hidroelétrica, que historicamente tem dominado a produção de
energia no país, duas fontes renováveis tornaram-se competitivas para a expansão
de grande porte nos últimos cinco anos: a bioeletricidade (BE), proveniente da
cogeração a partir do bagaço de cana de açúcar, e as pequenas centrais
hidroelétricas (PCHs), com capacidade de geração de até 30 MW. Em torno de
8.000 MW de BE e PCHs já estão em operação ou em construção. Esta tese
descreve as soluções técnicas para o planejamento da rede de transmissão de
integração destas usinas à Rede Básica. O problema de planejamento é complexo
haja vista que as usinas encontram-se dispersas por áreas extensas. Como
consequência, a rede de integração pode apresentar camadas de subestações
subcoletoras de diferentes níveis de tensão. O problema consiste em definir a
topologia da rede, o posicionamento das subestações, o comprimento dos circuitos
e suas capacidades e o dimensionamento dos equipamentos de transformação que
resulte no plano de investimento de menor custo global. Isto envolve o trade-off
entre o uso de circuitos individuais de maior comprimento e capacidades menores
conectando cada gerador diretamente à Rede Básica ou circuitos mais curtos
conectando os geradores à uma subestação subcoletora, que concentrará o fluxo
em um único circuito de maior capacidade, o qual levará a energia à Rede Básica.
As perdas na transmissão podem ser também consideradas no planejamento. Este
problema é formulado por Programação Não-linear Inteira Mista, com restrições
lineares. / [en] Brazil is one of the world leaders in the use of renewable power. In addition
to the mainstream hydropower, which has historically dominated the country’s
electricity production, two renewable sources have become competitive for large
scale expansion in the last five years: bioelectricity (BE), cogeneration from
sugarcane bagasse; and small hydro (SH), which comprises hydro plants smaller
than 30 MW. About 8,000 MW of BE and SH plants are already in operation or
under construction. This thesis describes the technical solutions to the planning of
the transmission network that integrates them to the main grid. The planning issue
is complex because the plants are spread over large areas. As a consequence, the
integration network has layers of collector substations at different voltages. The
problem is to define the network topology, positioning of the substations (SE),
length of circuits, circuits capacities and dimensioning of transformation
equipment that result in the least cost investment plan. This involves the trade-off
between using longer circuits with individual lower capacities connecting each
generator to the main grid or shorter circuits connecting the generators to a SE,
which concentrates the flow in a single circuit of higher capacity that will
transport the energy to the main grid. Transmission losses can be also considered.
This problem is formulated as a Mixed-Integer Non-Linear Program with linear
constraints.

[pt] O objetivo desta dissertação é desenvolver uma metodologia
para determinar a
estratégia ótima de despacho de usinas térmicas
considerando as especificações do
contrato de combustível e suas cláusulas de take-or-pay, as
oportunidades de compra e
venda de energia no mercado spot e as características da
usina. Como as decisões de uma
etapa têm impacto nas etapas seguintes, há um acoplamento
temporal entre as decisões
tomadas e o problema tem um caráter de decisão multi-
estágio. Além disso, o principal
guia para a tomada de decisão é o preço spot, que é
desconhecido no futuro e modelado
através de cenários. Desta forma, a estratégia ótima de
despacho torna-se um problema de
decisão sob incerteza, onde a cada etapa o objetivo é
determinar a operação que
maximize a rentabilidade total (ao longo de vários
períodos) da central térmica. A
metodologia desenvolvida se baseia em Programação Dinâmica
Estocástica (PDE).
Exemplos serão ilustrados com o sistema brasileiro. / [en] The objective of this work is to present a methodology to
determine the optimal
dispatch strategy of thermal power plants taking into
account the particular specifications
of fuel supply agreements, such as take-or-pay and make-up
clauses. Opportunities for
energy purchase and selling in the spot market as well as
the plant´s technical
characteristics are also considered in the optimization
process. Since decisions in one
stage impact the future stages, the problem is a time-
coupled in a multi-stage framework.
Moreover, the main driver for the decision-making is the
energy spot price, which is
unknown in the future and modeled through scenarios.
Therefore, the optimal dispatch
strategy is a decision under uncertainty problem, where at
each stage the objective is to
determine the optimal operation strategy that maximizes the
total revenues taking into
account constraints and characteristics of the fuel supply
agreement. The developed
methodology is based on Stochastic Dynamic Programming
(SDP). Examples and case
studies will be shown with the Brazilian system.

[pt] O objetivo desta tese é desenvolver uma metodologia para
estratégia de oferta de geradoras em leilões de contratos de energia
elétrica, que determine a quantidade ótima que deve ser ofertada de cada contrato
para cada nível de preço de leilão, levando em conta os perfis de risco de cada
agente e os riscos associados à contratação. Em particular a incerteza quanto
ao montante de energia produzida e ao seu preço no mercado de curto prazo (preço
spot), também conhecida como incerteza de quantidade e preço. Desta
forma, são realizadas aplicações desta metodologia para dois tipos de leilões de
energia existente, mono e multi-produto. Neste segundo caso (multi-produto) é
realizado um estudo de caso para o Leilão de Transição que ocorrerá em dezembro de
2004, onde serão leiloados 75% da eletricidade disponível hoje no país (55
mil MW), segundo as diretrizes do novo modelo do setor elétrico brasileiro. / [en] The objective of this work is to develop a methodology for
bidding
strategies in multi-unit auctions for long-term electricity
power purchase
agreements (PPA). Considering a descending price auction
design, the objective
of a generating agent is to determine the optimal amount of
energy to be offered in
each contract for the actual auction prices at each round
that maximizes the
revenues of the agent given their risk profiles and the
contract risks involved. The
main risk treated in this work is the so-called price-
quantity risk, related to the
negative correlation between energy produced and the short
term prices (spot
price). The modeling of the risk profile for each agent is
done using utility
functions. This methodology is then applied on two types of
auctions: singleproduct
(only one contract being auctioned) and multi-product (more
than one
product is simultaneously auctioned). Case studies are
presented with data from
the Brazilian system. In particular, on the second type
(multivariated auction) the
case study is realized for the transition auction that will
occur on December 2004,
where 75% of the generation market of the whole country
(about 55GW) will be
negotiated under the guidelines of the new Brazilian
electrical sector model.

[pt] O objetivo desta monografia é investigar a aplicação de
distintas metodologias de
alocação de energia firme de usinas hidrelétricas através
da teoria dos jogos de coalizão.
Mostra-se que não existe uma maneira ótima, única, de se
fazer esta repartição, mas
existem critérios para verificar se uma metodologia de
repartição específica apresenta
algum aspecto inadequado. Um desses critérios é a justiça.
Mostra-se que este critério
equivale a pertencer ao chamado núcleo de um jogo
cooperativo. O cálculo da energia
firme será formulado como um problema de otimização linear
e serão investigadas
vantagens e desvantagens de distintos métodos de alocação
(a benefícios marginais,
geração média no período crítico, última adição e
nucleolus). Em seguida será
desenvolvida uma aplicação do esquema Aumann-Shapley (AS) à
repartição da energia
firme de usinas hidrelétricas. Demonstra-se que além de
robusto em relação aos tamanhos
dos recursos e eficiente computacionalmente, este método
fornece para o problema do
firme uma alocação pertencente ao núcleo e, portanto,
atende à condição de justiça. A
aplicação do esquema AS será apresentada para o Sistema
Brasileiro e serão comparados
os resultados obtidos por este método com outros esquemas
de alocação adotados no
Sistema Hidrelétrico Brasileiro. / [en] The objective of this work is to investigate the
application of different
methodologies of allocation of firm energy rights among
hydro plants using a gametheoretic
framework. It is shown that there is not an optimal and
unique approach to make
this allocation but there are criteria to verify if a given
approach presents any inadequate
aspect. One of these criteria is the justice,
or fairness. It is shown that this criterion is
equivalent to the condition of the core of a cooperative
game. The calculation of the firm
energy will be formulated as a linear program and
advantages/disadvantages of different
allocation methods (marginal allocation, average production
on the dry period,
incremental allocation and nucleolus) will be
investigated. Next, an application of the
Aumann-Shapley (AS) scheme to the problem of allocation of
firm energy rights will be
developed. It is shown that, besides being robust and
computationally efficient, this
scheme provides an allocation that belongs to the core of
the game and therefore meets
the condition of justice. The AS scheme will be applied
to the Brazilian system
(composed of about 100 hydro plants) and the results
obtained will be compared with the
allocation schemes currently adopted in the Brazilian
system.

[pt] O mercado brasileiro de energia elétrica ainda não
encontrou um modelo de mercado e de formação de preço que
garanta a expansão auto-sustentada da oferta. Investigando
em detalhe o modelo atual de despacho da geração e formação
do preço, demonstramos a sua pouca eficácia na atração de
investimentos, e identificamos a causa dessa falha como
sendo a miopia do modelo de despacho, uma vez os estados
críticos do sistema só aprecem de forma significativa
quando o sistema já estiver degradado. São estudados
três modelos alternativos que modificam a função-objetivo
ou a regra de formação do preço, ajustados de modo a
viabilizar e tornar suficientemente atrativos os
investimentos na expansão da oferta. Finalmente, estes
modelos são então comparados entre si e com o modelo atual,
quanto ao valor para o investidor e quanto ao custo para o
sistema e para o consumidor. Um mercado é dito completo se
permite aos agentes alocar livremente seus recursos e
demandas quando estiverem disponíveis e/ou forem
necessários e permite que os agentes condicionem estes
recursos / demandas ao estado (preço) do mercado. Estas
funcionalidades são implementadas através dos derivativos
financeiros, negociados no mercado futuro. Neste trabalho
fazemos uma análise conceitual do mercado futuro de energia
elétrica, indicando a diferença em relação ao de outras
commodities e apresentando um modelo da oferta e demanda
por contratos futuros de energia elétrica. / [en] The Brazilian Market of Electrical Energy has not yet found
a stable market and price model that ensues the feasibility
and makes attractive a self-sustained investment for the
expansion of electrical energy generation. Researching the
current generation dispatch and spot price model, we show
that it is ineffective to attract investments because the
model is myopic, since the range of critical system states
that is foreseen at the current state is not significant
until the system is already too degraded. Stemming from
this conclusion, we develop three alternative models,
modifying the dispatch model objective and the price
formation rule. These alternative models are tuned to make
the investments in generation expansion feasible and
attractive. The models are compared regarding their value
to the investor and the cost to the system and to the
consumer. A complete market allows the economic agents to
freely allocate their resources and requirements whenever
they are available and/or required. A complete market also
allows conditional settlement, i.e., to condition the
resource availability and/or requirement to a particular
market state (price). These features are realized by
financial derivatives, in the, so called, futures market.
We present a conceptual analysis of the electrical energy s
future market, pointing the differences to other
commodities future markets that are due to economical
unfeasibility of storing electricity. We also present an
equilibrium model for the forward electrical energy
contracts.

[pt] O objetivo desta dissertação é desenvolver uma metodologia
para oferta estratégia
de uma empresa geradora em ambiente de mercado com
múltiplas usinas hidrelétricas,
levando em consideração múltiplos estágios e a incerteza
nas afluências, e ilustrar a
aplicação da mesma em sistemas realistas. Mostra-se
inicialmente que o problema de
oferta estratégica pode ser formulado como uma recursão de
programação dinâmica
estocástica (PDE), onde as variáveis de estado são os
níveis de armazenamento dos
reservatórios no início de cada estágio e as afluências
observadas nos estágios anteriores.
Entretanto, a dificuldade computacional dos algoritmos de
PDE restringe sua aplicação a
sistemas com poucos reservatórios, limitando bastante a
aplicação da técnica a sistemas
realistas. Assim, a abordagem proposta nesta dissertação é
estender a metodologia de
programação dinâmica dual estocástica (PDDE), até então
aplicada a problemas de
minimização de custos, ao problema de otimização da
oferta. Isto é feito através de dois
passos principais: (i) Uso de uma estratégia de oferta por
quantidade somente (análogo a
um modelo de Cournot em problemas de equilíbrio econômico)
e (ii) a recursão de
PDDE, que por ser baseada numa aproximação por hiperplanos
requer que o problema
seja convexo, o que não ocorre necessariamente no caso da
oferta estratégica. A
abordagem proposta consiste em aproximar a cada estágio a
função de benefício futuro
(FBF) por sua envoltória côncava (concave hull). Com isso,
a técnica de PDDE pode
ser aplicada para resolver o problema de ofertas multi-
estágio e estocástico de uma
empresa hidroelétrica com múltiplas usinas. Exemplos e
estudos de caso serão ilustrados
com os sistemas reais da Romênia e El Salvador, ilustrando
a aplicabilidade da
metodologia proposta em estudos e análises de poder de
mercado. / [en] The objective of this work is to present a methodology for
the strategic bidding (or
bid-based) problem of a hydropower based company, taking
into account multiple hydro
plants, time-coupling, multiple inflow scenarios and
illustrate its application for real case
studies. It is initially show that the bid-based dispatch
for a hydro plant can be formulated
as a stochastic dynamic programming (SDP) recursion
scheme, where the state variables
are the storage levels and the past inflows. As widely
known, the computational effort of
the SDP algorithms restricts its applications for systems
with just a few reservoirs, which
is not the case of the real world systems. Therefore, the
approach proposed in this
thesis is to extend the stochastic dual dynamic
programming (SDDP) scheme, usually
applied to cost minimization problems, to the strategic
bidding problem. This is done
through two main steps: (i) use of a quantity-only bidding
scheme (similar to the Cournot
model of economic equilibria); (ii) SDDP recursion, which
is based on a linear
approximation by piecewise linear segments and thus
requires that the underlying
problem to be convex. This is not necessarily observed in
the strategic bidding problem.
Thus, the proposed approach consists in approximating, at
each stage, the future benefit
function (FBF) by its concave hull, which then assures
that the SDDP scheme can be
applied to solve the multi-stage and stochastic strategic
bidding problem of a company
with a portfolio of several hydro plants. The proposed
approach is illustrated with
examples and case studies from real hydro systems from
Rumania and El Savador, where
market power analysis will be presented.

[pt] O objetivo do planejamento da operação hidrotérmica de médio e longo
prazo é definir as metas para geração de cada hidroelétrica e termelétrica, a fim de
atender à carga ao menor custo esperado de operação e respeitando as restrições
operacionais. Algoritmos de Programação Dinâmica Estocástica (PDE) e de
Programação Dinâmica Dual Estocástica (PDDE) têm sido amplamente aplicados
para determinar uma política operativa ideal o despacho hidrotérmico. Em ambas
as abordagens a estocasticidade das afluências é comumente produzida por
modelos periódicos autoregressivos de lag p - PAR(p), cuja estimativa dos
parâmetros é baseada nos dados históricos disponíveis. Como os estimadores são
funções de fenômenos aleatórios, além da incerteza sobre as vazões, também há
incerteza sobre os parâmetros estatísticos, o que não é capturado no modelo PAR
(p) padrão. A existência de incerteza nos parâmetros significa que há um risco de
que a política da operação hidrotérmica planejada não será a ótima. O objetivo
desta tese é apresentar uma metodologia para incorporar a incerteza dos
parâmetros do modelo PAR (p) no problema de programação estocástica
hidrotérmica. São apresentados estudos de caso ilustrando o impacto da incerteza
dos parâmetros nos custos operativos do sistema e como uma política operativa
que incorpore esta incerteza pode reduzir este impacto. / [en] The objective of the medium and long-term hydrothermal scheduling
problem is to define operational target for each power plant in order to meet the
load at the lowest expected cost and respecting the operational constraints.
Stochastic Dynamic Programming (SDP) and Stochastic Dual Dynamic
Programming (SDDP) algorithms have been widely applied to determine the
optimal operating policy for the hydrothermal dispatch. In both approaches, the
stochasticity of the inflows is usually produced by periodic auto-regressive
models - PAR (p), whose parameters are estimated based on available historical
data. As the estimators are a function of random phenomena, besides the inflows
uncertainty there is statistical parameter uncertainty, which is not captured in the
standard PAR (p) model. The existence of uncertainty in the parameters means
that there is a risk that the hydrothermal operating policy will not be optimal. This
thesis presents a methodology to incorporate the PAR(p) parameter uncertainty
into stochastic hydrothermal scheduling and to assess the resulting impact on the
computation of a hydro operations policy. Case studies are presented illustrating
the impact of parameter uncertainty in the system operating costs and how an
operating policy that incorporates this uncertainty can reduce this impact.
