A History of the Administrative Development and Contributions of the Federation of North Texas Area Universities, 1968-1991

The Federation of North Texas Area Universities was mandated by the Coordinating Board of the Texas College and University System on 3 December 1968, and this consortium was given legal empowerment by the Texas State Legislature. The three federated Universities--North Texas State University, Texas Woman's University and East Texas State University--developed a plan of cooperative action to maximize use of available resources, a plan which included sharing facilities and faculty as well as developing joint program offerings. At a time in history when educational institutions were obliged to maximize their resources, minimize their expenditure, and eliminate duplication, the consortium was an innovative approach to higher education as well as an interesting alternative to having degree programs cut and funding diminished.

The municipal jurisdiction has two foci of activity: the matters of exclusive competence and matters of concurrent jurisdiction, ie, those that are shared by the local entity with the Union and the States. For the exercise of the concurrent jurisdiction, the Federal Constitution provides in article 24, a rule: the general norms are edited by the Union and are supplemented by the States and Federal District. Although article 24 did not mention the municipalities, the entity was awarded by the supplemental legislative competence in the article 30, II, which gives it permission to complement Federal and State laws as appropriate . We follow analyzing the interpretations offered by the Brazilian courts and the specialized doctrine. Settled this discussion, we depart for the analysis of four cases: the straw burning of sugar cane, the free distribution of plastic bags in the supermarkets, the entry of people wearing helmets in public places or open to the public, and accessibility at commercial establishments. Despite the usual centralization of decisions in the framework of the Union, which depreciates municipal activity in the analyzed cases, we identified a trend of reorientation of this interpretation by the Brazilian courts and doctrine that confirms what we defend: a stronger role of the municipality in the Federation, because it is the closest political entity of the society / O foco desse estudo é especificamente a atuação legislativa suplementar dos Municípios. A competência municipal tem dois focos de atuação: as matérias de competência exclusiva do ente local e as matérias de competência concorrente, ou seja, aquelas que são por ele compartilhadas com a União e os Estados. Para o exercício das competências concorrentes, a Constituição Federal estabelece, no seu artigo 24, uma regra: as normas gerais serão editas pela União e a suplementação dessas normas fica a cargo dos Estados e do Distrito Federal. Apesar do artigo 24 não incluir os Municípios, o ente foi contemplado com a competência legislativa suplementar no artigo 30, inciso II da Constituição Federal, que lhe dá permissão para suplementar legislação Federal e Estadual no que couber . Discutimos o tema a partir do estudo da origem da federação, da análise histórica da Federação brasileira e da organização municipal no Brasil e de conceitos trazidos pela Constituição Federal de 1988, que alçou o Município a ente federado. Seguimos analisando as interpretações oferecidas pelos Tribunais brasileiros e pela doutrina especializada. Assentada essa discussão, partiremos para análise de quatro casos concretos: a queima da palha da cana-de-açúcar em alguns municípios do interior paulista, a distribuição gratuita de sacolas plásticas em supermercados, a entrada de pessoas usando capacetes em locais públicos ou abertos ao público e da acessibilidade nos grandes estabelecimentos comerciais das municipalidades. Apesar da centralização costumeira de decisões no âmbito da União que desprestigia a atuação municipal nos casos analisados, identificamos uma tendência de reorientação dessa interpretação pelos Tribunais brasileiros e doutrina que vai ao encontro do que defendemos: uma atuação mais contundente dos Municípios na Federação, por ele ser o locus político mais próximo da sociedade

This study deals with the historical compromise between Labour and Capital—the so-called “Swedish model”—and the abandonment of this compromise in connection with the third industrial revolution. The focus of the study lies in the transformations in working life and labour internationalism from 1973 to 1993. The strategies of the trade union regarding the protection of workers’ rights at local, national and international levels are of particular interest. The relations between the Company Union Group at LM Ericsson, the Swedish Metalworkers’ Federation and the local union at Ericsson’s work premises in Colombia (Sintraericsson) are examined in depth. The research is conducted through archive studies and interviews according to oral history theories. The theoretical perspectives in the dissertation are mainly inspired by postcolonial and materialist world system theories. The examined relations took place in a time that from the point of view of the trade union was characterized by uncertainty and anxiety about the future. The visible effects of the technological and industrial processes of transformation in Sweden as well as in Colombia had increased, and one of the main manifestations of the changes was the decreasing demand of manual labour. The introduction of the electronic AXE-system at LM Ericsson industries constituted a significant pass toward increasingly minimized and decreasing labour-intensive telecommunication systems. In Colombia, the local management took advantage of both the political unrest and instability and the absence of functional legislation praxis of work in order to set back and, finally, repudiate Sintraericsson. Many obstacles were mounted impeding the realization of collected and vigorous international labour actions which, had these been successful, would have constituted a response to the union-hostile actions initiated by the company. The Swedish Metalworkers’ Federation and the Company Union Group at LM Ericsson in Sweden were faced with several strategical and ideological issues resulting in their support of Sintraericsson appearing as obligatory or even absent. The study further shows that LM Ericsson as a company had advantages when compared with the Labour Organizations in Sweden and Colombia. The company early established business connections in Colombia and had knowledge about, and was an active part of, the Colombian society. The company was not driven by moral principles though it on the one hand could point at Colombian laws and norms, and on the other hand at overreaching economical “laws” when it came to motivating the politics vis-à-vis the employees, the local union and the frequent dismissals of union activists at Ericsson de Colombia.

Ukrainian dance is a popular means of expressing Ukrainian cultural affiliation, for the dancers as well as for the audience. It also performs a didactic function by sanctioning specific identities through the instruction and presentation of dances. This thesis examines the interaction of politics and the arts in shaping these identities in Saskatchewan.<p>By tracing the establishment and development of staged dance, this thesis explores the formation of the Ukrainian Canadian identity in the twentieth century. Through analysis of primary documents, archival footage, and interviews with leaders in the dance community, a record of the development of Ukrainian dance in Saskatchewan has been created. As the reasons for the dances changed over time due to internal and external pressures, so did the dances and identities that were expressed and encouraged.<p>This study also reveals that dance and politics are inextricably intertwined in the province. An internal nationalist / progressive political division shaped Ukrainian Canadian identity and the expression of that identity, including dance. Politics were imposed through control over the locations of dance training and performance. The legitimacy of the political divide, however, was challenged in the postwar period as artistry and aesthetics were emphasized. Political influence upon Ukrainian dance also extended beyond the Ukrainian Canadian community, and included consequences of general Canadian developments, such as the multicultural policy. By tracing the intersection between politics, identity and the arts in this ethnocultural community, how various influences shaped Ukrainian cultural identity is explored and critically examined.

Aktuelle Softwaresysteme erlauben die verteilte Authentifizierung von Benutzern über Ver-zeichnisdienste, die sowohl im Intranet als auch im Extranet liegen und die über Domänen-grenzen hinweg die Kooperation mit Partnern ermöglichen. Der nächste Schritt ist es nun, die Autorisierung ebenfalls aus der lokalen Anwendung auszulagern und diese extern durchzu-führen – vorzugsweise unter dem Einfluss der Authentifizierungspartner. Basierend auf der Analyse des State-of-the-Art wird in dieser Arbeit ein Framework vorges-tellt, das die verteilte Autorisierung von ADFS (Active Directory Federation Services) authenti-fizierten Benutzern auf Basis ihrer Gruppen oder ihrer persönlichen Identität ermöglicht. Es wird eine prototypische Implementation mit Diensten entwickelt, die für authentifizierte Be-nutzer Autorisierungsanfragen extern delegieren, sowie ein Dienst, der diese Autorisierungs-anfragen verarbeitet. Zusätzlich zeigt die Arbeit eine Integration dieses Autorisierungs-Frameworks in das .NET Framework, um die praxistaugliche Verwendbarkeit in einer aktuel-len Entwicklungsumgebung zu demonstrieren. Abschließend wird ein Ausblick auf weitere Fragestellungen und Folgearbeiten gegeben. / Current software systems allow distributed authentication of users using directory services, which are located both in the intranet and in the extranet, to establish cooperation with part-ners over domain boundaries. The next step is to outsource the authorization out of the local applications and to delegate the authorization decisions to external parties. In particular the authorization request is back delegated to the authentication partner. Based on an analysis of the state of the art this paper presents a framework which allows the distributed authorisation of ADFS authenticated users. The authorization decisions are based on the user’s identity and groups. In this work there will be developed a prototypical imple-mentation of services which are capable of delegating authorization requests. Additionally, this work points out the integration of these services into the .NET framework to demonstrate the usability in a modern development environment. Finally there will be a prospect of further questions and work.

Organizing Women: Women's Clubs and Education in Georgia, 1890-1920

The rise of women’s volunteer organizations can be linked to the social changes that the United States was undergoing during the Progressive Era. The movement from an agrarian society to an industrial one, massive migration of Americans from rural areas to the cities, and increased immigration all contributed to social challenges in the United States in the late 1800s and early 1900s. Recently historians have begun to explore how women’s contributions helped to combat these challenges and this study shows how women’s clubs in Georgia were able to exercise their philanthropic power through their involvement in education. By 1860, the women’s club movement was well underway in the United States, with most of the activity in the Northeast, Midwest, and the West. The South, due to the devastation of the Civil War, did not see an emergence of women’s clubs until 1890. Southern middle class white women felt compelled to help those they perceived as less fortunate at a time when they themselves were trying to establish their own placement within the social structure of the Progressive Era South. Women, due to changing societal roles, were beginning to move beyond the home. They began to use the expertise they acquired through managing a household and applied this knowledge to social programs that would help those in need. Often times these social programs were focused on the education of young children and women. Women’s clubs in Georgia provide a lens for exploring how women were able to influence educational developments during the Progressive Era. Archival data show that the Georgia Federation of Women’s Clubs, the Atlanta Woman’s Club, and the Athens Woman’s Club played in important role in educational advancements in Georgia during the Progressive Era. Archival and primary source materials were used to support an analysis of gender, social class, and geographic differences on women’s roles in educational changes. This study analyzes how women were able to affect education in Georgia at a time when men dominated educational decision-making.
