O processo recente de revitalização na área central de Porto Alegre : uma análise acerca do papel da Universidade Federal do Rio Grande do Sul

Relatar com breve revisão bibliográfica o histórico dos processos de revitalização nos centros urbanos e a sua denominação como gentrificação, aprofundando-se na cidade de Porto Alegre ao identificar os processos mais marcantes nesta área, propondo ações da Universidade Federal do Rio Grande do Sul para maior interação entre as ações da Universidade e dos gestores da cidade. Para tanto, foram descritos exemplos de alguns processos em grandes centros, até o foco principal deste trabalho, que se encontra encontra-se na área central de Porto Alegre e no traçar de paralelo com as ações de revitalização da Universidade Federal do Rio Grande do Sul. Este trabalho foi dividido em três capítulos: o primeiro, intitulado “Gentrificação: sua concretização ao longo das últimas décadas como tendência e fonte de planejamento urbano nas grandes cidades no mundo e no Brasil”, no qual foram descritos exemplos deste processo em alguns grandes centros mundiais e no Brasil, enumerando os processos mais recentes e em fase de planejamento ou execução classificados pelos poderes públicos envolvidos como fonte de revitalização de seus espaços, notadamente em sua área central. O segundo capítulo, intitulado “A origem, crescimento e algumas das atuais ações de revitalização da cidade de Porto Alegre”, narra a história da formação e crescimento da cidade de Porto Alegre e descreve as principais ações de revitalização executadas e em fase de execução na área central da cidade. Já o terceiro capítulo, intitulado “A distribuição geográfica dos prédios históricos da Universidade Federal do Rio Grande do Sul e o projeto Resgate do Patrimônio Histórico e Cultural da UFRGS: histórico e perspectivas”, descreve o projeto de resgate do patrimônio histórico da Universidade Federal do Rio Grande do Sul e a revitalização de seus prédios a partir de 1999, procurando demonstrar que o ensino, a pesquisa e extensão proporcionados pela instituição podem aliar-se de forma mais dinâmica nos processos em andamento e futuros da cidade aos gestores públicos, contribuindo com o saber de seus mestres, doutores e pesquisadores, para o planejamento e execução das ações de revitalização de forma a “humaniza-las”, sem prejuízos para a busca de uma economia dinamizada, bem como oferecendo ferramentas em métodos de estudos, trabalhos e pesquisas de seus alunos de maneira ativamente participativa no desenvolvimento saudável da cidade de Porto Alegre. / Report with brief literature review the history of the revitalization process in urban centers and its name as gentrification, deepening the city of Porto Alegre to identify the most significant processes in this area, proposing actions of the Federal University of Rio Grande do Sul to most interaction between the actions of the University and the city managers. Habits of whiteness in the neighborhood: a critical race analysis of urban ministry paradigms

Recent decades have seen an increased interest among predominantly white, middle-class evangelicals in church planting and organizing ministries in urban centers, often in racially diverse neighborhoods undergoing the process of gentrification. This thesis will analyze the phenomenon of white urban ministry through the lens of critical whiteness studies and psychoanalytic theory, drawing on Shannon Sullivan's notion of whiteness as unconscious habit characterized by ontological expansiveness. I propose that sincere efforts on the part of white urban ministry practitioners to form and nurture diverse communities rooted in place are impeded by habitual modes of relationship to place formed in predominantly white contexts, which reproduce, however unintentionally, patterns of white supremacy and displacement of people of color. The thesis begins with a survey of print and online sources including accounts by white urban ministry practitioners and critiques of their models. I then address the theological and affective motives and rationales for these models, and examine their relationship to wider social patterns of gentrification. Next I will analyze these patterns in light of the work of critical theorists on whiteness, focusing on the nature of white relationship to place shaped by centuries of colonialism. Developmental psychology will then be employed to account for white habit formation, drawing upon Kohut's account of the development of grandiosity. I conclude by calling for a paradigmatic shift toward de-centering whiteness, drawing upon theological and psychological resources to transform white relationship to place into one of respect and deference to diverse ways of being.

Locating the creative class : diversity and urban change in London and Berlin

This thesis explores how creative professionals, i.e. designers, artists and media workers, among others, experience and understand the multicultural and gentrifying neighbourhoods they live in. These neighbourhoods are Dalston in London and Reuterkiez in Berlin, two areas that have a significant immigrant population, experience gentrification and are well-known for their creative industries. Interviews with a total of 48 respondents in both locations, as well as ethnographic observations, reveal that the relationship these creatives have with diversity and gentrification are positive and critical on the surface but often ambivalent and selective underneath. This thesis argues that diversity and multiculture are understood as inspiring for creative work through material and sensory influences. However, not all forms of difference are valued equally. This thesis furthermore describes how gentrification has become a ubiquitous discourse in which respondents locate themselves between fellow gentrifiers and existing working class and/or minority ethnic residents; between wanting to belong and 'being part of a problem'. Lastly, this thesis argues that there are different understandings of multiculturalism in London and Berlin. Whereas multiculturalism in London describes ethnic minorities, in Berlin the term is increasingly used to refer to international, cosmopolitan and mainly white Western Europeans. This is problematic, it is argued, because it renders the defence that participants present of multiculturalism in opposition to its failure less meaningful. This thesis furthermore argues that because of the value of diversity within discourses of creativity and the lack of interaction with minority ethnic neighbours in private networks, many creative professionals have high expectations towards everyday encounters. They are therefore not 'indifferent to difference'. When these expectations are not met by minority ethnic shopkeepers, for example, this can lead to disappointing encounters and ascriptions of self-segregation and lacking openness. These findings are relevant for better understanding how urban multiculture in gentrifying neighbourhoods is experienced by members of the creative class, a demographic that is promoted by urban planning. When neighbourhoods like the two field sites of this study are celebrated for diversity and creativity, the latter is a more powerful discourse and can contribute to the displacement of poorer residents.

That's Just the Way It Is: Stories of Racial, Economic, and Educational Inequality Under Gentrification

abstract: In the years following Lance Freeman’s seminal study, There Goes the ‘Hood: Views of Gentrification from the Ground Up (2006), the literature about how Black residents experience gentrification and its impacts on education, agency, and life has grown only slightly, and tends to explore gentrification as a class-based phenomenon. Yet, in America, race is inextricably linked to economics and geographical space. Therefore any discussion of urban blight and economic redevelopment must necessarily locate race as its nucleus to connect the vestiges of systemic racism to contemporary issues of social transformation. Using Critical Race Theory as a construct, this dissertation attempts to demonstrate the interconnectedness of racism and capitalism to extend the academic and practical discussions of gentrification. This ethnographically inspired study begins with a historical analysis of Olde Towne East (OTE), a gentrifying community in Columbus, Ohio and then moves to a contemporary analysis of relevant data to demonstrate the vast disparities across myriad measures between the neighborhood’s Black and White residents. The crux of the dissertation features interviews with Black residents (N=17) who shared their stories about life in OTE and reflected upon the dynamics they perceive and ascribe to be associated with the transformation of their community. Using grounded theory to analyze the values, attitudes, and beliefs contained in participant reflections, findings indicate that Black folks in this study are keenly aware of the systemic forces, including institutionalized racism, that have resulted in the gentrifying of their community. In addition to the systemic factors these participants ascribe to be associated with the transformation of OTE, they also contend that a lack of Black critical consciousness exacerbated the racially inequitable outcomes associated with gentrification. / Dissertation/Thesis / Doctoral Dissertation Educational Leadership and Policy Studies 2016

Vilas are a string of houses, built privately in an urban plot of land, usually a backyard, facing a narrow street beco. This type of housing is originated in the 19th century in the Brazilian scenario. In Natal, this has become more popular since the late 1960s. This study is aimed at analyzing the urban integration of the vilas, considering that these house a low income population, vis ? vis the speedy development of Natal s most economically dynamic area. The study starts with a discussion of the production of space, taking into consideration categories such as use value, exchange value, commodity and land rent. Field work was undertaken through structured interviews with dwellers of vilas in Nova Descoberta and Ponta Negra neighbourhoods. Owners of vilas were also interviewed. Data collected indicated worrisome housing conditions. Vilas, in the areas researched, are increasingly becoming unwelcome, constituting guetos in a place where landscape is changing rapidly. [pt] O Rio de Janeiro vivencia uma época intensa da sua história urbana, hospedando diferentes megaeventos em um intervalo de tempo limitado, dando origem a uma fase de metamorfoses urbanas e de alta especulação imobiliária. Neste contexto a presente dissertação se propõe a observar a problemática da condição das favelas contíguas aos bairros nobres da cidade e da valorização dos seus solos. O objetivo dessa pesquisa é identificar as dinâmicas políticas, econômicas e sociais existindo hoje em dia no Rio de Janeiro, intrometendo-se no desenvolvimento urbano, e podendo levar a uma gentrificação das favelas no coração da cidade, em particular no caso de estudo do Chapéu Mangueira. O trabalho baseou-se numa revisão bibliográfica sobre o conceito de gentrificação, tanto no contexto internacional quanto brasileiro, em análises do contexto político, econômico e social da cidade e das ações de planejamento urbano, bem como no estudo de caso de uma favela: Chapéu Mangueira, localizada no Leme, na Zona Sul da cidade do Rio de Janeiro. / [en] The city of Rio de Janeiro is experiencing an intense time of its urban history, hosting different mega events in a short period of time, giving rise to a phase of urban metamorphoses and high real estate speculation. In this context, the present work aims to observe the problem of the condition of the favelas adjacent to wealthy neighborhoods of the city and its land valuation. In fact, the Carioca capital, on one hand, still attracts more residents, investors and entrepreneurs and, on the other hand, its most valued central areas are already overcrowded and do not have much options to grow. Urban expansion possibilities exist, but are located in remote areas and have neither infrastructure nor sufficiently attractive centrality to raise interest of certain kind of residents. Because of a limited housing supply and a high demand, rental prices and sales increase steadily. Consequently, the rise in housing value hinders public access opportunities, especially as wage inflation does not track the value of the property. Like many cities in Latin America, the social inequalities in Rio de Janeiro are extremely important and a significant part of the population is classified as low income. At the same time, one of its peculiarities is the presence of favelas in the city center, unlike other cities where the poorest people are located in the urban periphery. The particular feature of the promiscuity of the hills with the noble neighborhoods and trade areas and service of the city makes these favelas strategic areas, with crucial importance in the distribution of urban land. The lack of sanitation and basic infrastructure combined with drug trafficking and violence always left the favelas apart of the formal city. The government did not recognize their existence as part of the city. Today, with urban growth contained and the pressure of international events becoming stronger, the government has shown new interest in the future of this part of the town. Different actions, such as the implementation of the UPPs (Pacifying Police Unit) and works to facilitate access to the favelas, tend to value the land and drawing attention of the real estate market. Materials and studies on the fever of chic favela, new tourist and cultural attraction to these neighborhoods, have also questioned a change of perception of the favela. It has already been observed a rise in rental and sale prices, whether in formal or informal market in the favela.

O presente trabalho busca traçar um panorama urbano, histórico e atual, das políticas públicas implantadas no município de Santos, em especial naquelas voltadas à zona central mais antiga da cidade, a partir da segunda metade do século XX. Trata do conflito entre o processo de requalificação urbana desencadeado pelo projeto Alegra Centro, e a atual política de Gestão Estratégica e City Marketing desenvolvida pela municipalidade. Abarca ainda a implementação das políticas urbanas baseadas nos projetos \"âncora\", e nos Focos de Desenvolvimento do Centro Histórico, ambas prevendo a parceria pública/privada como desencadeadora do processo de gentrificação. Aborda experiências de revitalização e requalificação vividas no exterior - Itália, Espanha e Argentina, e, no Brasil - Salvador, Recife e Vitória. Ao final, enfoca o patrimônio ambiental urbano de Santos a partir de dez focos de desenvolvimento, analisando-os enquanto instrumentos de recuperação do patrimônio edificado mais antigo para o uso do turismo histórico e cultural. / The present work searches to draw an urban, historical and current panorama, of the public politics implanted in the municipal district of Santos, especially in those turned to the older central area of the city, starting from the second half of the century XX. It treats of the conflict between the urban requalification process unchained by the project \"Alegra Centro\", and the current politics of Strategic Administration and City Marketing developed by the municipality. It still embraces the implementation of the urban politics based on the projects \'anchor\', and on the Focuses of Development of the Historical Center, both foreseeing the public and private partnership broken out by the gentrification process. It approaches revitalization experiences and requalification lived abroad - Italy, Spain and Argentina, and, in Brazil - Salvador, Recife and Vitória. At the end, it focuses the urban environmental patrimony of Santos starting from ten development focuses, analyzing them while instruments of recovery of the older built patrimony for the use of the historical and cultural tourism.

Sociabilidades e enobrecimento: o bairro Treze de Julho em Aracaju. / Sociability and ennoblement: Thirteen of the district in July in Aracaju.

This work aimed to survey the Treze de Julho quarter, by the study of the urban usage and its setup, so to understand if we have, in Aracaju a Neighborhood configured by a gentrification policy of residential kind. In the past the Treze de Julho Neighborhood was a popular seaside beach. In that space, the aracajuanos lived experiences of encounters with fishermen, in a pace set by the nature. In the romantic beach, where fishermen, metallurgists lived and, alternately, the summerer vacationists seeking some rest of the urban centre incipient unrest. It was, therefore, a place for entertainment and communitarian sociabilities, which was broken by the passage of the privileged social stratum from downtown and surroundings areas to the coastal south zone. The urban growth and its modernity icons, represented by an at any cost progress, that couldn‟t keep the bath beach and, besides, banished most of the old residents. Today, instead of the beach we see the mangrove, serving as a filter to the urban wastes. In parallel, in order to hide the environment degradation a Sidewalk was built, and in front of it we have the luxurious buildings of the Beira Mar Avenue. To fully understand the consequences of the transformations to the residents and the construction of new types of sociabilities in the Neighborhood, direct observations was made, delimiting three distinct areas, each one presenting distinct characteristics. The first zone is still formed by the remaining old residents. The second one was configured by the residents of the luxurious buildings and the elegant stores. And in the third one there are the ways of usage provided by the Viana de Assis Sidewalk, which distorts the linearity of that urban space, that was projected to be a redoubt for the elite of the Neighborhood. Being so, in the Neighborhood, was established a social-spatial segregation interlacing as one more dynamics in the diversified uses of the Viana de Assis Sidewalk. It was observed that the image of a Neighborhood delimited by rigid borders, it can be dissolved into the flowed zone of the mangrove spill. There, the agents can stroll and offer a distinct noise for the noble Neighborhood. / O trabalho teve por objetivo o mapeamento do Bairro Treze de Julho mediante o estudo dos usos do espaço urbano e a sua configuração física, para entendermos se temos, em Aracaju, um Bairro configurado por uma política de enobrecimento gentrification de tipo residencial. No passado, o Bairro Treze de Julho foi uma praia balneária popular. Nesse espaço, os aracajuanos vivenciavam experiências de encontro com pescadores, num ritmo de tempo marcado pela natureza. Na romântica Praia residiam pescadores, metalúrgicos e, alternadamente, os veranistas para descansarem da incipiente agitação do Centro urbano. Era, portanto, um lugar de divertimento e sociabilidades comunitárias, e foi rompido com a passagem das camadas privilegiadas do Centro e imediações para a zona sul litorânea. O crescimento urbano com os seus ícones de modernidade, representados por um progresso a qualquer custo , não conseguiu sustentar a Praia de banho e, além disso, expulsou a maioria dos antigos moradores. E, hoje, em seu lugar vemos o mangue, servindo de filtro dos dejetos urbanos. Paralelamente, foi construído um Calçadão para esconder a degradação ambiental, e defronte do mesmo temos os luxuosos prédios da Av. Beira Mar. Para conseguirmos compreender as conseqüências dessas transformações para os moradores e a construção dos novos tipos de sociabilidades do Bairro, fizemos observações diretas, delimitando três áreas, as quais se conformam distintamente. A primeira zona é, ainda, constituída pelos reminiscentes dos antigos moradores. A segunda foi configurada pelos moradores dos luxuosos prédios e as elegantes galerias. E, a terceira são os usos proporcionados pelo Calçadão Viana de Assis, que distorce a linearidade daquele espaço urbano projetado para ser um reduto da elite do Bairro. Sendo assim, no Bairro, foi constituído um entrelaçamento de segregação socioespacial mais uma dinâmica de usos diversificados permitidos pelo Calçadão Viana de Assis. Observamos que a imagem de um Bairro delimitado por fronteiras rígidas, pode ser dissolvida na zona fluida de entorno do mangue. Ali, os agentes podem deambular e fornecer um ruído distinto ao nobre Bairro.

A tese visa apresentar os usos, as apropriaÃÃes espaciais, as classificaÃÃes e as disputas simbÃlicas ocorrentes no bairro Praia de Iracema, situado na cidade de Fortaleza, capital do Estado do CearÃ-Brasil, apÃs as intervenÃÃes urbanÃsticas implementadas pelos governos Estadual e Municipal nos anos 1990. Registra as representaÃÃes construÃdas pelos âpraticantesâ do bairro, pelos meios de comunicaÃÃo e diversos atores sociais polÃticos, verificando os seus efeitos sobre as imagens de âbairro tradicionalâ e âbairro degradadoâ atribuÃdas a este espaÃo da cidade. Destaca especialmente as representaÃÃes simbÃlicas associadas à âboemiaâ e à alegoria do âadeusâ, considerando-as como sinalizadoras de marcas temporais e espaciais. A partir da pesquisa empÃrica a tese demonstra como o âpassadoâ do bairro, torna-se um componente importante nos discursos sobre âpreservaÃÃoâ e ârequalificaÃÃoâ da Praia de Iracema. / This thesis aims to present the uses, the space appropriations, the classifications and the symbolic disputes occurred in the neighbourhood of Praia de Iracema, located in the city of Fortaleza, Cearà Stateâs capital - Brazil, after the interventions in the urban planning implemented by the State and Municipal governments during the 1990s. It registers the representations built by the neighbourhood "practisingâs", the means of communication and several political social intervenients, verifying their effects on the images of "traditional neighbourhood" and "degraded neighbourhood" attributed to this city area. And especially detaches the symbolic representations associated to the "bohemia" and the "good-bye" allegory, considering them as signalising of temporary and space marks. Starting from the empiric research, this thesis demonstrates how the neighbourhoodâs "past" becomes an important component in the "preservation" and "requalification" speeches on of the Praia de Iracema.
