This paper aims to investigate the trade union movement fighting actions in the Post Office in Alagoas between 1985 and 2002, identifying, through the process of Brazilian democratization, causes that led to the organization of these workers class. Concerning to documentation for research, we worked with the newsletters of the Association of the Post Office Employees in Alagoas (ASCOR), the Labor Union in Postal and Telegraph Company in Alagoas (SINTECT-AL), local widely circulated newspapers in the 1980’s and 1990’s, as well as photographs, minutes, letters and other documents from the Labor Union files in the Post and Telegraph Company in Alagoas. It was addressed the economic issues of the investigated period and the administrative model inherited from the military who were in charge of the Post Office between the 1970’s and 1980’s. The 1980’s is presented as adecade characterized by a political opening, by an explosion of strikes in various workers categories, the emergence of unions and various workers associations of, that may be remembered by the resurgence of "combative" trade unionism in "opposition" to the bureaucratic union structure in Brazil. Therefore, this paper aims to expose the actions, progress, dilemmas and challenges of the Postal Services workers in Alagoas between 1985 and 2002, a period that begins with the democratization process in Brazil going to the eight years of President Fernando Henrique Cardoso government (1995-2003), when it was attempted to approach the relationship, in this period of government, with the trade union movement of the Post Office. / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Esta dissertação tem por objetivo investigar as ações de luta do movimento sindical nos Correios de Alagoas entre 1985 e 2002, identificando durante o processo da redemocratização brasileira as causas que levaram a organização de classe desses trabalhadores. Quanto à documentação para as pesquisas, utilizamos os boletins informativos da Associação dos Empregados dos Correios em Alagoas (ASCOR), do Sindicato dos Trabalhadores na Empresa de Correios e Telégrafos em Alagoas (SINTECT-AL), jornais locais e de grande circulação na década de 1980 e 1990, além de fotografias, atas, cartas e outros documentos existentes nos arquivos do Sindicato dos Trabalhadores na Empresa de Correios e Telégrafos em Alagoas. Abordamos as questões econômicas do período investigado e o modelo administrativo herdado dos militares que estiveram no comando dos Correios entre as décadas de 1970 e 1980. Os anos de 1980 se apresentaram como uma década caracterizada pela abertura política, por uma explosão de greves em várias categorias de trabalhadores, pelo aparecimento das centrais sindicais e de diversas associações de trabalhadores, podendo ser lembrados pelo ressurgimento do sindicalismo ―combativo‖ em ―oposição‖ à burocrática estrutura sindical no Brasil. Portanto, o presente trabalho visa expor as ações, os avanços, os dilemas e desafios dos trabalhadores dos Correios em Alagoas entre 1985 e 2002, período que se inicia com o processo de redemocratização do Brasil indo até os oito anos dos governos do presidente Fernando Henrique Cardoso (1995-2003), quando procuramos abordar as relações, nesses dois governos, com o movimento sindical dos Correios.

nÃo hà / O intuito deste estudo na linha de pesquisa Trabalho e EducaÃÃo à debater a importÃncia das lutas sindicais para a educaÃÃo dos trabalhadores que extrapola os limites das fronteiras escolares formais, reconhecendo que a formaÃÃo humana nÃo deve se reduzir unicamente aos conhecimentos tÃcnicos e imediatos, mas que possa possibilitar a elevaÃÃo da consciÃncia de classe na disputa de uma alternativa operÃria para a sociedade. A pesquisa investiga as formas atravÃs das quais a classe trabalhadora, mediada pela aÃÃo sindical, contraditoriamente, se educa, no interior das relaÃÃes de produÃÃo capitalista. A tradiÃÃo marxista - que pressupÃe salientar a ideia de formaÃÃo da classe como sujeito histÃrico-coletivo - nos remete Ãs obras de Marx, Engels, LÃnin, Trotsky e Gramsci, na busca de contribuiÃÃes teÃricas que possibilitam compreender as mediaÃÃes educativas subjacentes Ãs prÃticas polÃticas do movimento operÃrio ao longo da histÃria do capitalismo, examinando seus nexos com a superaÃÃo das relaÃÃes sociais capitalistas, tendo como centro a categoria do sindicalismo. Na introduÃÃo, sÃo traÃados o roteiro e critÃrios da pesquisa bibliogrÃfica adotada. No primeiro capÃtulo, à feito um resgate sobre os sindicatos desde Marx e Engels, cujo centro à a relaÃÃo do movimento sindical com o conjunto do movimento operÃrio e socialista, principalmente da Europa, ambos em franca ascensÃo, e as vÃrias formas organizativas que assumiram as prÃticas de resistÃncia dos trabalhadores em suas lutas reivindicativas contra os efeitos da exploraÃÃo capitalista no sÃculo XIX. Aqui sÃo tratados o tema das associaÃÃes sindicais ou sociedades de resistÃncia; das glosas ao Manifesto Comunista; as primeiras uniÃes legais da classe trabalhadora; e o marxismo e os sindicatos depois do Manifesto Comunista. Depois passamos pelos sindicatos em LÃnin, Trotsky e Gramsci. Com o capitalismo jà em sua fase monopolista - que LÃnin designou de âfase superiorâ - o imperialismo, os debates sobre a questÃo sindical giram em torno das possibilidades de combinar ou nÃo, a luta econÃmica e sindical como parte fundamental da luta de classes. Como resultados finais, procuramos demonstrar a atualidade e a vigÃncia das definiÃÃes desses marxistas sobre os sindicatos. E, finalmente, podemos chegar a uma conclusÃo sobre o sentido do sindicalismo na tradiÃÃo marxista a partir do panorama dos debates no interior do marxismo sobre os sindicatos e do entendimento de educaÃÃo como inerente ao processo social da prÃxis sindical que promove aprendizagens, conhecimentos e construÃÃo de saberes. Assim, concluÃmos que a organizaÃÃo independente dos trabalhadores em sindicatos, na defesa dos seus interesses, mesmo imediatos, pode educar a classe sobre a necessidade de unir as lutas imediatas à luta polÃtica, dando um rumo estratÃgico a cada aÃÃo tÃtica. Os sujeitos, desde a indignaÃÃo com a realidade dada e a insurgÃncia contra as injustiÃas e desigualdade social, Ãs prÃticas de organizaÃÃo para denunciar a situaÃÃo existente e pensar na possibilidade de nova sociabilidade, passam, entÃo, a confiar em suas prÃprias forÃas, e as bandeiras erguidas ao longo das lutas travadas pelos sindicatos. E apesar dos limites e contradiÃÃes, as lutas sindicais contribuem para que os sujeitos forjem a sua consciÃncia de classe rumo ao socialismo.

O eixo essencial deste estudo traduz a presenÃa dos ferroviÃrios na cartografia de Fortaleza, expressa em diferentes temporalidades e nas diversas formas de sociabilidade construÃdas por esses sujeitos na histÃria do movimento operÃrio cearense. A pesquisa evidencia a aÃÃo desses trabalhadores no cotidiano da cidade e analisa o processo de formaÃÃo das entidades organizativas da categoria, momentos nos quais enfrentam conflitos com a empresa e governo e sedimentam um ponto de coesÃo da "famÃlia ferroviÃria". Sua experiÃncia nas lutas sociais da classe trabalhadora ganha outra dimensÃo apÃs o golpe de 1964, quando passam a sofrer perseguiÃÃes, prisÃes, torturas e morte nos cÃrceres da ditadura militar.

A história do século XX teve como grande divisor de águas a Primeira Guerra Mundial. Por mais que o conflito tenha devastado apenas partes do Velho Mundo, este foi seguido do que Eric Hobsbawm chamou de um tipo de colapso verdadeiramente mundial, sentido pelo menos em todos os lugares em que homens e mulheres se envolviam ou faziam uso de transações impessoais de mercado. A militarização da economia e a crise do fim da guerra foram fenômenos mundiais, assim como o acirramento das lutas sociais. A Argentina, como uma das principais economias da América do Sul, não ficou imune à estas perturbações, transformando a cidade de Buenos Aires durante este período em um importante palco de mobilizações operárias. Este trabalho, que tem como principal objeto de investigação a trajetória da Federación Obrera Regional Argentina IXª e sua interação com o Estado, patronais e outras agrupações operárias e de esquerda, pretende realizar uma análise desse período, relacionando os efeitos das flutuações econômicas desencadeadas pela guerra com a ascensão e o refluxo das mobilizações operárias naquela cidade / The history of the twentieth century had as its great watershed the First World War. As the conflict had devastated only some parts of the Old World, it was followed by what Eric Hobsbawm has called \"a kind of truly global collapse, felt at least everywhere where men and women were involved or were using the impersonal transactions of market\". The militarization of the economy and the war crisis were a global phenomenon, as well as the intensification of social struggles. Argentina, as one of the leading economies in South America, was not immune to these disorders, transforming the city of Buenos Aires during this period into an important stage for workers mobilizations. This work, which has as its main object the investigation of the trajectory of the Federación Obrera Regional Argentina IXth and its interaction with the state, employers and other workers and leftist groups, intends to conduct an analysis of this period, in which the effects of the economic fluctuations triggered by war relate to the rise and flow of workers mobilizations in that city

A review of the collective bargaining system in the public service with specific reference to the general public service sector bargaining council (GPSSBC)

ollective bargaining continues to play a prominent role in shaping employment relations in South Africa, without which the individual worker is powerless and in a weaker bargaining position against his employer. Collective bargaining can be described as an interactive process that resolves disputes between the employer and employee. In South Africa the advent of democracy was accompanied by numerous interventions to level the historically uneven bargaining field. Therefore in examining the history of collective bargaining in South Africa it is necessary to reflect on the state of labour relations prior and post the 1994 democratic elections. The study provides an overview of the practices and processes of public service collective bargaining in the old and new public service. The public sector accounts for a very significant proportion of employment in all countries around the globe, South Africa is no exception. Although the state as employer is in a stronger position than its private sector counterpart, the public employee is potentially also in a stronger position than its private sector counterpart. A defining characteristic of most government activity and services is that they are the ones available to the public. This means that industrial action which disrupts such services has a very significant impact on the public, serving as a substantial leverage in collective bargaining. The bargaining councils in the public sector which ensure the effectiveness of collective bargaining are maintained, are examined to provide a comprehensive understanding of the workings of these institutions. Some of the gains and challenges are also explored to provide a holistic picture of state of collective bargaining in public service. A comparison of countries seeks to analyse and compare globally the developments of collective bargaining in public administrations. The different political systems around the world have developed various labour relations processes in the public service, an examination of the approaches and mechanisms provides alternative ways of doing things. Recommendations are made regarding the changes that need to be made, as well as matters, which need to be analysed and examined further.

Reluctant realists: the Pacific Northwest lumber industry, federal labor standards and union legislation during the New Deal

The relationship between government and business during the New Deal can best be understood as one based on mutual dependence rather than endemic hostility. This is demonstrated with reference to the Northwest lumber industry and its response to New Deal labor standards and labor union legislation. The Northwest lumber industry during the 1920s and 1930s was beset by the problems of overproduction and cut throat competition which plagued much of American industry during the Great Depression. Industry leaders strove for ways in which to regulate a fiercely competitive marketplace. Attempts to foist higher production standards on marginal competitors through the promotion of voluntary trade associations failed because of the absence of enforcement mechanisms within the associational structure. The National Recovery Administration (NRA) similarly failed to provide a disciplined framework for competition in the region because the federal government failed to fulfill its role as an enforcement agent, although the experience of the NRA did suggest to the industry the potential benefits of stabilizing the marketplace through the regulation of labor costs, which were such a significant and vulnerable item in the business calculations of lumber operations. The problem of enforcement, however, remained. Labor unions had a record under the NRA and in the coal and clothing industries as an effective regulator of labor standards, but the memory of radical unionism in the early lumber industry combined with a concern for managerial prerogatives to forestall any voluntary support on the part of Northwest lumber leaders for unionisation in the region. The elevation of unions under the National Labor Relations Act, however, prompted versatile lumber executives to use the empowered unions for their own regulatory purposes. Never entirely comfortable with the potential costs of strong unions, the Northwest lumber industry turned to the federal regulation offered under the Fair Labor Standards Act as an additional, effective and less risky method of securing much needed stability in the industry. / Arts, Faculty of / History, Department of / Graduate
