La confessionnalisation de l'aide canadienne au développement

Plusieurs indices permettent de croire que la politique étrangère canadienne ainsi que l’Aide publique au développement (APD) ont été remodelées de manière considérable durant la dernière décennie. Sur plusieurs thèmes, l’arrivée du gouvernement conservateur de Stephen Harper coïncide avec ces changements. Parmi ceux-ci, il semble que certaines Organisations non gouvernementales religieuses (ONGR) en partenariat avec l’Agence canadienne de développement international (ACDI) soient favorisées dans leur financement fédéral. L’objectif de ce mémoire est donc, dans un premier temps, de quantifier cette tendance dans l’allocation des fonds de l’APD. Dans un second temps, il s’agit d’expliquer les raisons ayant initié ce virage du régime de l’APD canadienne. L’hypothèse de recherche est que l’aspect religieux de l’idéologie du cabinet de Stephen Harper constitue un élément fort de la culture stratégique (CS) qui modifie le comportement et les décisions quant à la gestion de son régime de l’APD. Ce mémoire, en utilisant une démarche empirique, démontre que les théories institutionnalistes typiquement utilisées dans les études de l’APD ne permettent pas de saisir adéquatement le phénomène observé. Ce mémoire résout de manière novatrice ce déficit théorique en utilisant le concept de la culture stratégique et les approches constructivistes. / Several indicators suggest that Canadian foreign policy and the Official Development Assistance (ODA) have been remodeled significantly during the last decade. Several of these changes coincide with the arrival of the Conservative government of Stephen Harper. Of these, it seems that some religious non-governmental organizations (RNGO) in partnership with the Canadian International Development Agency (CIDA) are favored in their federal funding. The objective of this thesis is twofold; first, to quantify the trend in the allocation of funds to the RNGO. The second objective is to explain the reasons for this shift in the orientation of Canadian ODA. The research hypothesis is that the religious aspect of the ideology of the Harper cabinet is a strong element of its strategic culture that can influence the behavior and decisions facing the management of its ODA. This thesis, using an empirical approach, shows that institutionalism theories typically used in the studies of ODA do capture adequately the observed phenomenon. This thesis solves in a novel way, this theoretical gap by using the concept of strategic culture and constructivist approaches.

Vinnare och förlorare på biståndsarenan? : En analys av EU:s biståndsflöden

Aid effectiveness is a reoccuring theme in the social sciences. Maybe rightfully so, as development is slow in many parts of the developing world. Core literature on the matter seems to suggest that aid effectiveness is contingent on recipients’ level of corruption. Assuming this to be true, I examine the EU’s disbursements of Official Development Assistance over the past decade by running regressions: is there a relationship between the level of aid received, and a country’s level of corruption? As the EU is one of the largest donors of foreign aid globally, and has the power to shape the global foreign aid agenda, this question puts to the test whether the EU is leading the way, or rather is an obstacle in front. My findings suggest that corruption is not a determinant for aid. The EU thus fails to provide the much needed incentive for reforming political structures and fighting corruption in the developing countries.

This thesis explores the relationship between development, Official Development Assistance (ODA) and the military in order to determine both the nature and effects of that relationship, and how the involvement of the military within ODA can be conducted in the most appropriate manner to support development. This study was conducted with regard to the current links between security and development within international relations and concerns that ODA is being drawn from a primarily development role to one that more explicitly supports national foreign and security policy ends instead. This issue is explored by defining development, ODA and the military as separate variables and then employing a grounded theory approach to develop an understanding of the relationship between them. The results of the study show that the involvement of the military within ODA and development may occur throughout the full range of operational contexts in which the military may be employed and can encompass activities throughout the scope of the functions of development. This involvement can in turn create a range of positive and negative impacts upon the conduct of ODA and development as the military serves to moderate the direction and strength of the relationship between the two. From this, the role of the military within ODA is identified as potentially an enabling, implementing and coordinating agency – primarily during times of crisis and conflict. The study then relates this role back to the wider context through considering the management of the military’s role and identifying the policies, parameters and procedures that may help to ensure that this role is conducted in the most appropriate manner for development.

The thesis analyzes the role of NGOs in the field of international development assistance, mainly analyzes the structure of funding and links with the expenditures of the state budget. Total expenditures on official development assistance are set into the structure of the state budget, revenues are quantified in selected non-profit organizations and their structure is outlined. The thesis also covers legislative changes introduced by the new Civil Code. There are used analytical, comparative and descriptive methods by which the author comes to the conclusion that the form of projects implemented by non-profit organizations can be influenced by the Concept of development assistance and subsidies which can be obtained from the state.

Gone with the Crises? : A Case Study on Aid Flows in Sweden, the United States and the United Kingdom in Times of Crises

Determining whether great crises in donor countries, such as the contemporary COVID-19 pandemic, alter foreign aid allotment represents an urgent research problem. This thesis aims to disentangle if and how aid is increased, reduced or remained the same during crises. The work conducted is a case study of three donor countries: Sweden, the United States and the United Kingdom. Their aid is scrutinized in relation to three crises, the Nordic crisis, the global crisis of 2008 and the COVID-19 pandemic. An identified disagreement in the previous research helps create the theoretical framework guiding this study. A hypothesis is drawn from said framework, that aid allotment is to decrease during crises in donor countries. The findings of this thesis can neither confirm nor reject the hypothesis. Case-specific patterns emerge, implying a relationship between crises and alterations of aid. Seemingly, crises affect foreign aid allotment both positively and negatively, opening up for further research to verify the relationship.

The use of stakeholder language and the application of analysis, planning and management methods directed towards different interest groups are increasingly becoming commonplace, especially amongst some anglophone donors, Three main general applications of stakeholder ideas have been developed in the literature: - the involvement of Stakeholders in Participatory methods of Development intended to achieve sustainable poverty relief; - the use of Stakeholder Analysis to assure the implementation soundness of development projects; and - its use as a means of understanding the many economic interests and processes that relate to "systems" for Natural Resource Management, this understanding to be applied in a number of developmentally beneficial uses.Naturally the three strands of applying stakeholder ideas draw from each other. 「政府開發援助」長期以來在日本對外關係的經營被視為是舉足輕重的政策工具。本研究認為「政府開發援助」在本質上牽涉到國家利益與國際公益的辯論,為了進一步分析日本援外政策在東南亞的實踐,本研究擬將國家利益與國際公益進行類型化分析,並且以「國家利益的在地化」作為研究途徑,觀察日本如何將國家利益發展成國際公益,並且透過國際公益的轉化,結合在地的國家利益,實施對外援助的兩階段過程。 本研究嘗試著將兩階段的過程對應到日本東南亞外交政策的發展脈絡上,發現日本的東南亞政策歷經「信任醞釀期」、「擴大合作期」與「深化協力期」三項主要轉折。從政策發展脈絡中,可以發現日本對於援外政策的理念驅動政策的變遷,不同時期的援外政策代表著不同的國家利益,而國家利益的形塑則來自於不同時期日本對東南亞的認識與關注。 在當前日本東南亞政策的討論中,本研究發現日本所組建的「日本-湄公協力」是一套以對話形塑理念的多邊機制。上述機制突破傳統以雙邊關係為基礎的援助關係,顯示日本逐漸採行區域開發的整體形式,將自身的外交作為與存在感融入區域開發議程中,進而強化日本、湄公區域乃至於東協十國的全方位連結。 本論文認為援助在日本的外交層面、貿易層面以及國家品牌的建構上,扮演至關重要的角色。從次區域的角度來看,跨域援助的實現是強化與東南亞交往的重要政策工具,不僅有助於日本建構區域論述權、持續主導區域開發議程,更能將區域的成長動能轉化為日本國內產業升級、培養高層人際網絡的政治資源。日本在亞洲所樹立的援助模式與轉型,尤其值得臺灣參考。 / Official Development Assistance (ODA) has been an important tool of Japan’s foreign policy. This thesis argues that ODA involves with the debate on national interests and international welfare. For observing the practice of Japan’s foreign aid in Southeast Asia, this research conducts classification analysis. First, national interests and international interests are defined respectively. Second, “localization of national interests” approach is used to observe the process in which national interests are transformed into international interests by integrating local concerns into the original targets. Two phases above correspond into the development of Japan’s Southeast Asia policy, which could be separated into three stages, including “trust-building stage”, “cooperation-enhancing stage” and “cooperation-deepening stage”. These policy variations are motivated by Japan’s concept on ODA, shaped by Japan’s perception towards Southeast Asia. Japan-Mekong Cooperation is a multilateral mechanism to shape shared idea through dialogues. The Japan-Mekong Cooperation suggests Japan’s holistic approach on regional development issues to increase its presence in the region. Furthermore, it could be a basis to strengthen the connections between Japan and ASEAN member states. Japan's ODA plays important roles in its diplomacy, trade and construction of Japan’s national brand. From sub-region perspective, Japan’s aid is also an important policy leverage to strengthen its relations with related states, to establish its discourse power in the region, and to upgrade Japanese domestic industries. Japan’s aid paradigm could be a useful experience for policy makers in Taiwan.

Thus, Japan emphasized its performance in the international scene through the economic way, being distinguished, until the present moment, as one of the main actors in the international cooperation for development disbursing Official Assistance for Development (ODA). However, it would be ingenuous to assume that the supply of assistance to the developing countries occurs in reason of altruistic positions. Therefore, the objective is to analyze how the ODA is inserted in the context of the Japanese foreign policy. Initially we will evaluate the theoretical explanations developed in the field of the International Relations on the developed countries‟ aid disburses, emphasizing the case of Japan. Thus, we will seek to identify the motivations that support the Japanese ODA, using an empirical research. Dessa forma, o objetivo deste trabalho consiste em analisar como a ODA se insere no contexto da política externa japonesa no período de 2003 a 2008. Inicialmente serão avaliadas as explicações teóricas desenvolvidas no campo das Relações Internacionais para o fornecimento de ajuda por parte de países desenvolvidos, dando-se ênfase ao caso do Japão.
