O conceito de protagonismo que procuramos construir diz respeito à uma ação propositiva de reflexão, discussão e ação que faz parte do processo de planejamento das ações desenvolvidas nos respectivos projetos para idosos. As instituições definidas como campo de pesquisa foram o Centro Comunitário do Jardim Santa Lucia e o SESI Amoreiras. Ambas contam com a parceria de uma Comissão Gestora formada por idosos e profissionais, para a realização das atividades oferecidas, partindo do pressuposto que a representação pode trazer maiores garantias de sucesso no atendimento das demandas da comunidade. Buscando atingir os objetivos a pesquisadora utilizou a metodologia de história oral ao entrevistar 06 idosos e 2 profissionais das respectivas Comissões Gestoras, além de observar as atividades propostas e a realização das reuniões de planejamento. Concluímos que o protagonismo entre idosos esta fortemente relacionado à objetivos comuns, à criação de vínculos e à força grupal e comunitária que as pessoas criam e recriam ao longo da vida, buscando a realização de um projeto de felicidade. E que o impacto social dos projetos desenvolvidos através do empenho dos idosos das Comissões Gestoras, de seu envolvimento e do uso de suas habilidades pessoais, contribui significativamente com o desenvolvimento da auto-estima, da autoconfiança, do autoconceito, da visão do futuro, do senso de identidade e do nível de aspiração vital dos idosos e possibilitam a conquista de um espaço diferenciado de atuação, de busca de novos papéis sociais como atores responsáveis pela organização, mobilização e fortalecimento do segmento por eles representado / Abstract: Through the present study we intend to find out initiatives role in the elderly members of the Management Commission community, watching how they mobilize and organize themselves into partnerships with different professionals in search of care their demands aimed at an aging process healthy. The concept of the role of elderly that we try to build, refers to a propositional action reflection, discussion and actions that is part of actions developed in their projects for the elderly. Those Institutions defined as a field of research were Community Center Garden Santa Lucia and SESI Amoreiras. Both rely on a partnership with Management Commission formed by elders and professionals to carry out activities offered on the assumption that the representation can provide greater assurance of success in meet the demand of the community. Seeking to achieve the goals, the researcher used the methodology of oral history by interviewing 06 elderly men/women and 02 professionals of the corresponding management commission, and comply with the proposed activities and the meeting planning. We conclude that the role of older people is strongly related to common goals, the creation of linkages and the strength group and community that people create and recreate along of life, seeking to carry out a project of happiness. Also the social impact of projects developed by commitment of elderly Management Commission, its involvement and the use of their personal skills, helps significantly with the development of self-esteem, self-confidence, self-concept, the vision of the future, the sense of identity and level of aspiration vital the elderly and enables achievement of a differentiated area of operation, the search new social roles as actors responsible for organizing, mobilization and strengthening of the segment they represented / Mestrado / Gerontologia / Mestre em Gerontologia

The professional schools have a number of particularities when compared to regular schools, such as: they are full - time, students attend high school integrated to technical education and attend mandatory training. These particularities make them an intriguing object and field of research. It is necessary to present a brief history of professional education in Brazil, since this modality of teaching has been used since the colonial period in several contexts. The bibliographical survey focuses on the concepts of youth and protagonism. Qualitative and quantitative methodological tools were adopted in order to achieve more comprehensive results. The first part of the research consists of observations, interviews and focus groups carried out in an EEEP located in a suburb of Fortaleza - CE. Later, 1300 questionnaires were administered to students of ten schools in the same city, five of which were professional and five were regular. From the questionnaires‘ data, it was possible to create and measure indexes of protagonism among students and compare those from EEEPs with the ones from regular schools. The conclusion is that being a student of a professional school has a positive effect on the indexes of protagonism. / Esta dissertação tem como objetivo investigar o protagonismo estudantil em Escolas Estaduais de Educação Profissional (EEEP) em Fortaleza, traçando um paralelo entre a realidade dos estudantes dessa modalidade de ensino e os estudantes das escolas regulares. Para isso, a pesquisa se desenvolve nesses dois contextos educacionais. As Escolas Profissionais guardam uma série de particularidades quando comparadas às Escolas Regulares, tais como: são de tempo integral, os alunos cursam o ensino médio integrado ao ensino técnico e cumprem estágio obrigatório. Tais particularidades as tornam um instigante objeto e espaço de estudo. Faz - se necessário apresentar um breve histórico da educação profissional no Brasil, pois essa modalidade de ensino vem sendo utilizada desde o período colonial em diversos contextos. O levantamento bibliográfico centra - se nos conceitos: juventude e protagonismo. Adotou - se uma metodologia que engloba ferramentas metodológicas qualitativas e quantitativas, a fim de alcançar resultados mais abrangentes. A primeira parte da pesquisa consiste em observações, entrevistas e grupos focais realizados em uma EEEP localizada em um bairro da periferia de Fortaleza - CE. Para a construção do banco de dados foram aplicados 1300 questionários em dez escolas da mesma cidade, sendo cinco profissionalizantes e cinco regulares. A partir da aplicação dos questionários, foi possível criar e medir índices de protagonismo entre os estudantes dos dois tipos de escola e chegar a algumas conclusões importantes, dentre elas e a principal, a de que ser aluno de uma escola profissional impacta positivamente os índices de protagonismo.

Mas, também, em virtude das escassas opções de equipamentos públicos para lazer num bairro popular e de quais atividades de lazer as crianças desenvolviam frente a esse condicionamento existente na comunidade. Portanto, estudamos o “lazer e infância” a partir do ponto de vista de um grupo de crianças do bairro Castelo Branco II - Rio Grande/RS, situado na periferia da cidade. O problema de pesquisa era então, saber o que elas faziam, o que era lazer para elas e verificar possiveis contribuições sobre a participação infantil. A Sociologia da Infância, ao valorizar a fala e as ações das crianças, ao fazer um enfrentamento teórico as concepções adultocêntricas hegemônicas, me possibilitaram o referenial de fundo ao estudo. Mas, também orientou minhas atividades de coleta de dados ao “deixar falar as crianças”, “ouvi-las”, bem como na análise, sistematização e interpretação dos dados. Ao optar por uma metodologia que tomasse a criança, não por suas incompletudes, mas como um grupo geracional diferente dos adultos, com uma cultura própria da infância, necessitava de instrumentos adequados as peculiaridades e características deste grupo de crianças. Os instrumentos para desenvolver a pesquisa foram as observações participantes, escrita de diários de campo, conversas informais e instrumentos que apelavam para oralidade como entrevistas que se utilizavam de recursos lúdicos. Por fim, diria que, mesmo sem equipamentos para o lazer, as crianças realizam atividades de lazer, criando estratégias para a diversão e prazer. E que lazer é brincar, fazer o que gosta, se divertir. Dentre as atividades descritas pelas crianças, nesta pesquisa, um ponto comum entre todas foram as brincadeiras desenvolvidas no ambiente doméstico, espaço no qual a maior parte das atividades de lazer são realizadas. Mas, as crianças também sonham, melhor, afirmaram suas utopias de lazer. Mostraram que elas têm muito a dizer sobre o lugar onde habitam, de como tornar o bairro mais acolhedor. Espero que o trabalho leve o leitor a repensar a forma como as crianças tem sido tratadas em nossa sociedade, reconhecendo ao final que elas são “seres sociais atuais”que podem contribuir com a elaboração de políticas públicas para a infância nas cidades. / The perturbations about the thematic has come from the previous investigations when I was a holder of an Iniciação Científica scholarship, through the opportunity to systemize the study in the Programa de Educação Ambiental – PPGE/FURG, developing this dissertation. Another reason to develop this dissertation is the low number of options of public equipments for leisure in a popular neighborhood and the search of what leisure activities the children develop facing this condition in the community. Therefore, we have studied “leisure and childhood” since the point of view of a group of children from Castelo Branco II – Rio Grande/RS, located in the neighborhood of Rio Grande. The problem of the research was: to know what they did, what was leisure for them and verify possible contributions about the infantile participation. When doing a theoretical contrast of the hegemonic adult-centric concepts, the Sociology of Childhood valorizes the children’s speech and the actions and gave me the reference to the study. Besides that, it also oriented my data collection activities when “letting the children speak”, “listening them”, and the data analysis, systematization and interpretation. The option for a methodology that analyses children not for their lacks, but as a generating group different from adults, with a childhood culture, needed suitable instruments to the peculiarities and characteristics of this group of children. The instruments to develop the research were the participative observations, confection of a field diary, informal talks and instruments that appeal to the oral activities like interviews using joking resources. Finally, we could conclude that, even without leisure equipments, children do leisure activities, creating strategies for leisure and pleasure. We could conclude that leisure is to play, do what we like and enjoy. A common point, among the activities described by the children, in this research, were the jokes developed in the domestic environment, where the majority of the activities are accomplished. But children also dream and they affirm their leisure utopias. They showed that they have a lot to say about the place they live and how to change the neighborhood into a better place. The objective of this work is to make the reader think about the way children have been treated in our society, recognizing that they are “real social beings” which can the cities.

O estudo situa o conceito \'educomunicação\' enquanto área do campo da inter-relação comunicação/educação. Há, para tanto, revisão epistemológica que contempla o tempo histórico da formação do pensamento prevalente na Escola Crítica Latino-americana de Comunicação, com reflexos nas relações de ensino-aprendizagem. Uma investigação, pois, compreendida por fenômenos socio-históricos da comunicação e da educação e centrada no protagonismo de uma audiência que pode ser compreendida tanto como parte das relações dialógicas da comunicação mediada pela tecnologia como presente nas interações, cognitivas, no espaço da educação formal e não-formal. Da condição de receptor de conteúdos e enunciados hegemonicamente produzidos pela mídia e pelas representações de Estado, mercado e Igreja, aqui postas como hegemonia plena, o sujeito social da contemporaneidade apropria-se das linguagens e, mediante uso de plataformas tecnológicas diversas, aceita ou não os processos comunicacionais que integra, com suficiência para alterá-los ao passo em que também é parte (re)produtora de iguais fluxos de informação. Tais fenômenos configuram o habitus no Paradigma Educomunicativo, uma vez que o indivíduo é aqui compreendido como tendo visão crítica nata, sob permanente influência dominadora das forças do Estado, mas com suficiência para romper com os modelos de desenvolvimento vigentes. É desse contexto que surge o questionamento acerca da competência \'educar para os meios\', parte conceitual da educomunicação, considerando que os processos de letramento transcorrem sob a égide das forças dominadoras da hegemonia. A contextualização do habitus no Paradigma Educomunicativo é feita, epistemologicamente, mediante revisão bibliográfica acerca do trajeto histórico de formação do conceito educomunicação. / The study was carried out to situate the concept of \'educommunication\' as an area of the field of the communication/education interrelation. Therefore, there is an epistemological revision that contemplates the historical time of the formation of the prevailing thought in the Latin American Critical School of Communication with reflexes in the teaching-learning relations. Hence, it is an investigation comprehended by socio-historical phenomena of communication and education, and centered in the protagonism of an audience that can be understood both as part of the dialogic relations of communication mediated by technology, and as present in the interactions, cognitions, in the formal and non-formal spaces of education. From the condition of recipient of contents and statements hegemonically produced by the media, and by the representations of State, market, and Church, here understood as full hegemony, the social subject of contemporaneity appropriates himself of languages through the use of different technological platforms, and accepts or not the communicational processes he integrates with sufficiency to change them to the step where he is also a (re)productive part of information flowing. Such phenomena configure the habitus of the Educommunication Paradigm, since the individual is here comprehended as having a critical natural vision under permanent dominating influence of the forces of the State, but with sufficiency to break the current models of development. From this context arises the questioning about the competence for the teaching of a broadly educational environment; a conceptual part of educommunication, considering that the processes of literacy proceed under the aegis of the dominant powers of hegemony. The contextualization of the habitus in the Educommunicative Paradigm is done, epistemologically, through a literature review about the historical development of the educommunication concept.

Após a promulgação da Constituição de 1988, o Supremo Tribunal Federal passou a integrar a vida cotidiana da população, por meio das diversas informações sobre seus julgamentos, os quais envolvem, cada vez mais, questões políticas, com impacto sobre a vida dos cidadãos. Essa atuação da Corte tem despertado algumas críticas, relacionadas principalmente à sua legitimidade democrática para decidir sobre assuntos políticos e a uma suposta violação do princípio da separação de Poderes. Esse debate está inserido no contexto mais amplo de protagonismo do Poder Judiciário brasileiro no século XXI, expressado principalmente pela expansão da jurisdição constitucional, o que, por sua vez, se deve à consolidação do sistema de controle de constitucionalidade e a uma nova interpretação constitucional. Com efeito, a Constituição de 1988 expandiu as competências do Supremo, incitando o exercício de sua função política. As críticas feitas à Corte em razão de sua atuação com relação a questões políticas estão relacionadas a dois fenômenos, a judicialização da política e o ativismo judicial, sendo este considerado por parte da doutrina como uma indevida interferência do Poder Judiciário no âmbito de atuação dos Poderes Legislativo e Executivo. Casos como o reconhecimento da união estável homoafetiva foram considerados expressão desse ativismo. No entanto, é possível abordar o assunto da legitimidade democrática da Corte e da separação de Poderes de forma diferente, mais flexível. As teorias do diálogo, nessa medida, apresentam uma nova proposta de interação entre o Supremo Tribunal Federal e o Poder Legislativo, conferindo compreensão mais atual da democracia e da separação de Poderes. Isso porque prescinde da opção de predomínio do Legislativo ou do Judiciário em dar a última palavra sobre a constitucionalidade de leis e atos normativos. Desse modo, este trabalho visa a demonstrar, que há de se procurar saídas à rígida estrutura da Teoria da Separação de Poderes de Montesquieu, a fim de que a Constituição possa ser concretizada mediante uma efetiva colaboração dos Poderes. / After the promulgation of the Constitution of 1988, Brazilian Supreme Court became part of everyday life of the population due to the various information about its trials, which involve, increasingly, political issues that impact the life of Brazilian population. Such performance of the Court has aroused some criticism, mainly related to its democratic legitimacy to decide on political affairs and to the violation of the principle of the separation of Powers. This debate is embedded in the broader context of the Brazilian Judiciary protagonism in the XXI Century, specially expressed by the expansion of constitutional jurisdiction, which is due to the consolidation of the judicial review system and a \"new\" constitutional interpretation. Indeed, Constitution of 1988 expanded the powers of the Supreme Court, urging the exercise of its political function. The criticisms addressed to the Court by reason of its performance with respect to policy issues are related to two phenomena: the \"judicialization of politics\" and \"judicial activism\", which are considered by the doctrine as an undue interference by the Judiciary on the performance of the Legislative and Executive branches. Cases such as the recognition of homo-affective union were considered stable expression of activism. However, it is possible to approach more flexibly the issue of democratic legitimacy of the Court and of the separation of powers more flexibly. Theories of dialogue present a new proposal for interaction between the Supreme Court and the legislature, giving more current understanding of democracy and separation of powers. It reveals an alternative to waive predominance of the Legislature or the Judiciary to give the \"last decision\" on the constitutionality of laws and normative acts. Thus, this study aims to demonstrate, there to seek outlets to the rigid structure of Montesquieus Separation of Powers, so that the Constitution can be achieved through effective collaboration of Powers.

O discurso do protagonismo juvenil / The discourse of the youth protagonism

Desde meados da década de 90 observa-se a presença do enunciado ?protagonismo juvenil? nos textos dos organismos internacionais, organizações não-governamentais, órgãos de governo e educadores, em referência a uma certa forma de participação da juventude na sociedade. Este trabalho faz uma análise do discurso que dá suporte ao protagonismo juvenil, identificando a matriz discursiva que o tornou possível: uma concepção de sociedade como um aglomerado de indivíduos ? atores sociais ? que estabelecem relações de negociação com os outros indivíduos enquanto realizam atividades que beneficiam a si próprios e à coletividade. A atuação social, característica dos atores sociais, ocorrida no cenário público constitui a essência da ?nova forma? de política prescrita pelo discurso. A tese deste trabalho é a de que essa ?nova forma? de participação constitui, em última instância, encenação, implicando a anulação da política e funcionando como mecanismo de integração da juventude pobre. A anulação da política ocorre pela adoção do ?fazer coisas? como forma de participação e pela fabricação do consenso pelo discurso, o que impede a fala autônoma e transgressora. / Since the middle of the nineties, the presence of the expression ?youthful protagonism? can be observed in texts of international and non-governmental organizations, government agencies and educators, both in Brazil and abroad, referring to a certain mode of youth?s participation in society. This work makes an analysis of the discourse that supports youthful protagonism, identifying the rationale that became it possible: a conception of society as an accumulation of individuals - social actors - that establish relations with one another while carry through activities that benefit themselves and the collectivity. The social play characteristic of the social actors takes place in the public scene and constitutes the essence of the \"new form\" of politics prescribed by this discourse. The thesis of this work is that this \"new form\" of engagement constitutes, ultimately, a role-play that leads to cancellation of politics and social integration of poor youth. The cancellation of politics occurs by the stimulation of ?making things? as the principal way to accomplish social participation, and also by the fabrication of consensus by discursive means, what hinders the autonomous and transgressive speech.

The goal is to demonstrate that, from the itinerary traveled by the typological figure of the former blind, narrated in John 9:7b-38, the community builds up smartly and boldly its protagonism and its history, becoming a source of inspiration and alternative response to the Synagogue that questions, intimates, intimidates and expels (9:18.22.34). The study, from a hermeneutic bias, presents the situation and the reality of the first century in which lived the Johannine community, punctuating his existential trajectory. It reflects on the use and semantics of the term Jews, highlighting which the identity and role that it assumes. Starting with the semantics of verbs and keywords of the pericope, it seeks to respond to a controversy with the Jews. We Seek to analyze exegetically the judicial process through which the former blind was submitted and his faith profession and how his protagonism was developed, thus making the story a literary response to the historical moment. The research aims to highlight the consequences of former blind confession/protagonism. On the one hand, the expelling; on the other, the accusation forged the gradual gestation of the community identity and building of its christological confession through major titles proclaimed by the former blind man: at the beginning it is only a man named Jesus (9:11), but not only; then a prophet (9:17) and, at last, the Son of Man (9:35). Finally, the former blind protagonism becomes synonymous with professed faith and therefore prophetic paradigm, inspiring and alternative promoter precisely because he preferred to be expelled out of the synagogue in order to remain faithful to the community. / A presente pesquisa se propõe a inquirir exegeticamente a fé professada em Jo 9,7b-38. Objetiva-se demonstrar que, a partir do itinerário percorrido pela figura tipológica do ex-cego, narrado em Jo 9,7b-38, a comunidade constrói inteligente e ousadamente seu protagonismo e sua história, sendo fonte de inspiração e resposta alternativa frente à Sinagoga que interroga, intima, intimida e expulsa (9,18.22.34). O estudo, a partir de um viés hermenêutico, apresenta a situação e a realidade do primeiro século na qual viveu a comunidade joanina, pontuando sua trajetória existencial. Reflete sobre o uso e semântica do termo os Judeus, destacando qual a identidade e função que o mesmo assume. Iniciando pela semântica dos verbos e palavras chave da perícope, busca-se responder a uma polêmica com os Judeus. Procura-se analisar exegeticamente o processo judiciário que o ex-cego é submetido e sua profissão de fé e como se desenvolve seu protagonismo, tornando assim, a narrativa uma resposta literária ao momento histórico. A pesquisa pretende ressaltar as consequências da confissão/protagonismo do ex-cego. De um lado, a expulsão; do outro, a incriminação forçou a gestação gradual da identidade da comunidade e a construção de sua confissão cristológica por meio dos títulos importantes proclamados pelo ex-cego: no início é apenas um homem chamado Jesus (9,11), mas não só; em seguida um profeta (9,17) e, enfim, o Filho do Homem (9,35). Finalmente, o protagonismo do ex-cego se torna sinônimo de fé professada e, portanto, paradigma profético, inspirador e promotor de alternativas justamente porque prefere ser expulso da Sinagoga para continuar sendo fiel à comunidade.

In this sense, the missionary activity of the Latin American Church face of today's realities urges the entire People of God to assume a proactive stance where all the baptized are called, from his gifts, charisms, conditions and ministries to stay on a permanent state of mission. We can see then that this call is directed strongly to the laity. Once belonging to the mystical body of Christ, which is the Church, they are called to be protagonists and share responsibility in continuing the mission of Jesus Christ. However, despite the clarity of the document, some barriers prevent the practical application of the aspirations of the V CELAM Conference. The traditional tension between clergy and laity; the lack of a theological and integral formation of the People of God; the difficulty of dialogue between hierarchy and society; the self-indulgence and lack of awareness on the part of the laity prevent the missionary discipleship becomes, in fact, an established practice in the communities. Given these observations, this paper presents three urgencies in the Latin American Church that can stimulate missionary discipleship and prevent the Aparecida document to be summarized as a beautiful theoretical text, but without practical application: The first consists of a mentality change by the whole Church, leaving aside historical trends hierarchized; the second is investment in a theological and integral formation of the whole People of God; Finally, it is vital a reform in church structures so that the Latin American Church gets a ministerial face, where the co-responsibility and communion of all, clergy and laity in the Church's mission be recognized / O texto conclusivo da V Conferência do CELAM traz o Discipulado Missionário como elemento central para a ação pastoral e evangelizadora da Igreja presente na América Latina e retoma diretamente a eclesiologia conciliar de Igreja Povo de Deus. Nesse sentido, a ação missionária da Igreja latino-americana frente às realidades hodiernas exorta todo o Povo de Deus a assumir uma postura proativa, onde todos os batizados são chamados, a partir de seus dons, carismas, condições e ministérios, a se colocarem em estado permanente de missão. Percebe-se então que esse chamado é direcionado com muita força aos leigos. Uma vez pertencentes ao corpo místico de Cristo que é a Igreja são chamados a serem protagonistas e corresponsáveis na continuidade da missão de Jesus Cristo. Contudo, apesar da clareza do documento, algumas barreiras impedem a aplicação prática dos anseios da V Conferência do CELAM. A tradicional tensão entre clero e leigos; a carência de uma formação teológica e integral do Povo de Deus; a dificuldade de diálogo entre hierarquia e sociedade; o comodismo e a falta de uma tomada de consciência por parte dos leigos impedem que o discipulado missionário se torne, de fato, uma prática constante nas comunidades. Diante dessas observações, o presente trabalho apresenta três urgências na Igreja da América Latina que podem estimular o discipulado missionário e evitar que o Documento de Aparecida se resuma a um belo texto teórico, porém, sem aplicação prática: A primeira delas consiste em uma mudança de mentalidade por parte de toda a Igreja, deixando de lado tendências hierarquizantes históricas; a segunda consiste no investimento em uma formação teológica e integral de todo Povo de Deus; por fim, é fundamental uma reforma nas estruturas eclesiais a fim de que a Igreja latino-americana adquira um rosto ministerial, onde seja reconhecida a corresponsabilidade e a comunhão de todos, clérigos e leigos na missão de Igreja
