Previous issue date: 2013-04-30 / Universidade Federal de Minas Gerais / Through an ethnographic study with input in the Centro de Acolhida para Refugiados (CAR), assistance program coordinated by Caritas Arquidiocesana de São Paulo Catholic non-governmental organization, attached to the Caritas Internationalis network, that develops and finances projects for humanitarian and social development around the world this research sought to access the mesh of relations established by the government apparatus of refugee populations in Brazil. Connected to organizations such as the United Nations High Commissioner (UNHCR), the Comitê Nacional para Refugiados (CONARE) and other NGOs and civil society organizations, the work of care for refugees and refuge applicants in the CAR is part of a broader management device, which involves, in addition to humanitarian assistance, also simultaneous actions of care, management and control that permeate this specific population. Rather than address the refuge itself, from the category of refugee posted by the juridical normative, I tried to understand the process of subjectivation operated by the ethnographed apparatus and how this creates a certain target group of knowledge, which should receive particular care: a population that needs to be managed. So a general theme that runs through the work are the operatory ways of a government mechanism, here termed the eye of the state, and how it produces, and integrates the power relations composite that is the refugee subject. Above all, it s about, how this mechanism makes these subjects visible, turning them liable to be governed as they become the center of a social and political issue. Thus, analyzing this particular mechanism of government, I sought to describe how these subjects are produced and categorized as refugees and, at the same time, as subjects of rights that may become full citizens whose human dignity still need to be rescued by the apparatus described, as vulnerable subjects and, at the same time, as subject with political demands. From the polysemy of this subject, as evidenced through the ethnography, is established, finally, a refuge social issue , recent in Brazil, which also entails a renewed notion of an universal citizenship , driven by managers and institutions caught up in this government device. In describing this process of subjectivation, so I tried to understand how it to compose a subject graspable to the eye of the state, from the analysis of the mesh of relationships that these subjects have to establish with the several organizations with which they come in contact when apply for refuge the refugee camp without fences . / Através de um trabalho etnográfico com entrada no Centro de Acolhida para Refugiados (CAR), programa assistencial coordenado pela Cáritas Arquidiocesana de São Paulo organização não governamental católica ligada à rede Caritas Internationalis, que desenvolve e financia projetos de ajuda humanitária e de desenvolvimento social em todo o mundo a presente pesquisa procurou acessar a malha de relações estabelecidas pelo aparato de governo das populações refugiadas no Brasil. Conectado a organizações como o Alto Comissariado das Nações Unidas (ACNUR), o Comitê Nacional para Refugiados (CONARE) e outras ONGs e organizações da sociedade civil, o trabalho de atendimento aos refugiados e solicitantes de refúgio no CAR é parte de um dispositivo mais amplo de gestão, que envolve, além da assistência humanitária, também ações simultâneas de cuidado, administração e controle, que perpassam essa população específica. Mais do que abordar a questão do refúgio em si, partindo da categoria refugiado afixada pela normativa jurídica, procurei compreender o processo de subjetivação operado pelo aparato etnografado e como este cria um grupo alvo de determinados saberes, que deve receber um cuidado particular: uma população que precisa ser gerida. Um tema geral que perpassa o trabalho, portanto, são as formas de operação de um mecanismo de governo, aqui denominado de olho do estado, e de como este produz e integra o compósito de relações de poder que é o sujeito refugiado. Trata-se, sobretudo, de como esse mecanismo faz visíveis esses sujeitos, tornando-os passíveis de serem governados na medida em que se tornam o centro de uma questão social e política. Assim, analisando esse mecanismo particular de governo, busquei descrever como esses sujeitos são produzidos e categorizados como refugiados e, ao mesmo tempo, como sujeitos de direitos que podem se tornar cidadãos plenos , cuja dignidade humana precisaria ainda ser resgatada pelo aparato descrito, como sujeitos vulneráveis e ao mesmo tempo como sujeitos com demandas políticas. Da polissemia desse sujeito, evidenciada pela etnografia funda-se, enfim, uma questão social do refúgio, recente no Brasil, que enseja a também renovada noção de uma cidadania universal , acionada por gestores e instituições embrenhados no referido dispositivo de governo. Na descrição desse processo de subjetivação, portanto, procurei compreender como se compõe um sujeito apreensível ao olho do estado, a partir da análise da malha de relações que estes sujeitos têm de estabelecer com as diversas organizações com as quais entram em contato ao solicitarem refúgio o campo de refugiados sem cercas .

Larval Biology and Estuarine Ecology of the Nemertean Egg Predator Carcinonemertes errans on the Dungeness Crab, Cancer magisterDunn, Paul Hayven, 1981- 09 1900 (has links)
xix, 166 p. : ill. / The nemertean worm Carcinonemertes errans is an egg predator on the Dungeness crab, Cancer magister, an important fishery species along the west coast of North America. This study examined the estuarine distribution and larval biology of C. errans. Parasite prevalence and mean intensity of C. errans infecting C. magister varied along an estuarine gradient in the Coos Bay, Oregon. Crabs nearest the ocean carried the heaviest parasite loads, and larger crabs were more heavily infected with worms. Seasonal infection patterns were seen at some sites within the bay. Crabs from coastal waters carried significantly more worms than did crabs from the bay, suggesting that the estuary may be acting as a parasite refuge for estuarine crabs. In laboratory experiments, C. errans all died in salinities below 10 within 6 days, but C. errans showed some tolerance to salinities 20 and above. These results suggest that salinity alone does not likely account for the estuarine gradient of C. errans in Coos Bay.
Larvae of C. errans raised from hatching never settled in the laboratory. Competent larvae taken in plankton tows were morphologically distinct from larvae raised in laboratory cultures and did settle successfully on C. magister under laboratory conditions. Initial settlement was reversible within a 24-hour window. After 48 hours, a non-reversible metamorphosis occurred wherein worms lost one pair of eyes and the propensity to swim. In field settlement experiments, C. errans was capable of infecting hosts from the water column and preferred to settle on crabs already infected with juvenile worms, although this preference was density dependent. In monthly plankton tows, larvae of C. errans were found only between August and November, suggesting a long larval life for this species. Larvae did not feed under laboratory conditions, nor did they absorb dissolved organics. When exposed to a natural angular light distribution, larvae of C. errans were rarely photopositive. Larvae were most sensitive to blue-green light. Low intensity light invoked a photonegative response. Previous issue date: 2007-11-21 / Conselho Nacional de Desenvolvimento Científico e Tecnológico / In Latin America we have little bibliography on Psalm 23. Nevertheless, we have a few researchers who are able to dialogue academically with European scholars about our object of study. In spite of the great attractiveness of this text in the pastoral world in our continent, exigetically we have come up short with this Psalm, which has become our justification for making a study of this Psalm.
Psalm 23 in enwrapped in the Psalter. It is Hebrew poetry, which is characterized by the repetition of the meaning of its phrases. Its content is between the lines, thanks to the frequent use of images, symbols, and figures. For these and for other reasons, it is difficult to point to its date of origin, but it must be pre-exilic.
Our text reveals, as a vital place, a liturgical community. This community is located in the Jerusalem temple. There are there, each in turn, priests, levites, organic intellectuals, in sum, persons who have witnessed up close the controversy of a person who has sought refuge in the temple and who has found a supportive place in the sanctuary. From this we deduce that Psalm 23 was written by someone with poetic sensibility, inspired by the life of the person sheltered.
The Psalmist has experience Yahweh s care. There in the temple, in the area of the kingdom of Yahweh, those who threaten him cannot capture him. The reasons for persecution may suggest debt matters and at the same time matters of justice.. Once in the sanctuary, he is lacking for nothing, because his shepherd/ king provides him with what he needs, that is, food, drink, protection, security, dignity and fraternity. The agressors are witnesses of the happy state of their enemy, but they can do nothing to him. For this reason the Psalmist has no fear and, in the presence of Yahweh, finds comfort.
Yahweh as shepherd/ king is host to the one he protects. From the innocence of the refugee is born the air of celebration, because the liturgical community celebrates the salvation which has been received. The graces received have for the Psalmist a communitarian repercussion, the good and the solidatiry which he has experienced will come back to those who surround him, not by obligation but as gratitude. For reasons fo security and gratitude the Psalmist wishes to remain in the house of Yahweh.(AU) / Na América Latina temos pouca bibliografia sobre o Salmo 23. No entanto, contamos com alguns pesquisadores que podem dialogar academicamente com cientistas europeus sobre nosso objeto de estudo. Apesar do grande atrativo deste texto no mundo pastoral de nosso continente, o aporte exegético deste Salmo estava em dívida, o que se tem convertido numa de nossa justificação científica para o estudo do Salmo 23.
O Salmo 23 se incrusta dentro do saltério. É poesia hebraica, a que se caracteriza pela repetição do sentido de suas frases. Seu conteúdo está nas entrelinhas pelo uso freqüente de imagens, símbolos e figuras. Por estas e outras razões é difícil assinalar sua data de origem, mas deve ser pré-exílico.
Nosso texto revela, como lugar vital, uma comunidade litúrgica. Essa comunidade está localizada no templo de Jerusalém. Ali se encontram, por sua vez, sacerdotes, levitas, intelectuais orgânicos; enfim, pessoas que têm testemunhado de perto a controvérsia de uma pessoa refugiada no templo, a que tem achado no santuário um lugar de amparo. Desde aqui deduzimos que o Salmo 23 foi escrito por alguém de sensibilidade poética, inspirado na vida do asilado.
O salmista tem experimentado os cuidados de Javé. Ali, no templo, na área do reino de Javé, seus ameaçadores não podem capturá-lo. Os motivos de perseguição podem sugerir assuntos de dívidas e, ao mesmo tempo, assuntos de justiça. Uma vez no santuário, não carece de nada, porque seu pastor/rei lhe fornece o que precisa, isto é, comida, bebida, proteção, segurança, dignidade e fraternidade. Os agressores são testemunhas do estado de felicidade de seu inimigo, mas não podem fazer-lhe nada. Por isso o salmista, não teme e, na presença de Javé, encontra seu consolo.
Javé, como pastor/rei, hospeda a seu protegido. Pela inocência reconhecida do refugiado, nasce o ambiente de festa, porque a comunidade litúrgica celebra a salvação alcançada. As graças recebidas têm para o salmista uma repercussão comunitária, o bem e a solidariedade que experimentou voltarão aos que o circundam, não por obrigação e sim por gratidão. Por assuntos de segurança e agradecimento o salmista deseja permanecer na casa de Javé.(AU)

This work, which adopts the dialectical method, sought in his two chapters address the integration and convergence of asylum and refuge in the Cartagena Declaration, and its regional advances. Asylum and refuge institutes consolidated on the global agenda, through the Universal Declaration of Human Rights of 1948 and the Convention of the High Commissioner of the United Nations for Refugees, 1951. This building process took place in the architecture of the nation-state model representing a view of Eurocentric colonialism. Thus, the modern system of nation-state interferes in the agenda of human protection, the coloniality and Eurocentric vision of treating the subject, which historically legitimize a process of human rights restrictions on the State's interests. The Cartagena Declaration of 1984 may represent a process of Decoloniality of thought and sense of State in the regional context of Latin America, it extends the definition of refugee and recognizes the massive violation of human rights as refuge hypotheses. Thus, the spirit of Cartagena is the main regional political document whose parameters establish more comprehensive protection to people in vulnerable situations in the context of international human mobility, and includes in its definition the causes of asylum. The integration and convergence of asylum and refuge in the Declaration of Cartagena provides understand Decoloniality the classic model of treating protection of human beings, victims of international human mobility, because the definition of both institutes is bonded on the broad concept of refugee. Therefore, the process of Cartagena is the Decoloniality the Eurocentric conception of the asylum and refuge, and makes it possible to expand the protection of the human person, whose achievements are conditional on political will of the Latin American states. / O tema central do presente trabalho é a análise da integração e da convergência dos institutos do asilo e do refúgio na Declaração de Cartagena. Os institutos do asilo e refúgio consolidaram-se na agenda global, por meio da Declaração Universal dos Direitos Humanos de 1948 e a Convenção do Alto Comissariado das Nações Unidas para Refugiados de 1951, mas é na Declaração de Cartagena que eles adquirem uma maior relevância na perspectiva dos países latino-americanos. Esse processo demonstra a superação da visão eurocêntrica sobre o tema e a emergência de uma visão decolonial sobre o mesmo. Este avanço é fruto da maior preocupação da América Latina, após um longo e duro ciclo político autoritário, com a proteção dos direitos humanos para além dos Estados soberanos. É por isso, que a Declaração de Cartagena amplia a definição de refugiado e reconhece a sua possibilidade diante da ameaça de violação dos direitos humanos. Desta forma, é possível afirmar que o espírito de Cartagena impulsionou uma forma avançada de proteção das pessoas em situação de vulnerabilidade no contexto da mobilidade humana internacional, além de incluir na sua definição as causas do asilo. A integração e convergência do asilo e refúgio na Declaração de Cartagena possibilita, assim, a compreensão de como o pensamento decolonial pode impulsionar a formação de um novo parâmetro para a proteção da mobilidade humana internacional no caso conflito político e de ameaça aos direitos humanos. Portanto, a Declaração de Cartagena supera a concepção eurocêntrica sobre os institutos abordados e possibilita uma proteção mais ampla aos direitos humanos na situação de conflitos políticos. A análise do tema e suas implicações é feita utilizando-se o método dialético.

The Effects of a New Bridge on Manatee (Trichechus manatus latirostris) Use of the FPL Discharge Canal at Port Everglades, FloridaViragh, Brea 01 July 2012 (has links)
The Florida manatee (Trichechus manatus latirostris) is an endangered species that migrates to warm water refuges such as natural springs or power plant effluents during the winter months to escape cold water. The Florida Power and Light (FPL) discharge canal in Port Everglades, Ft. Lauderdale, FL., is utilized as a refuge by overwintering manatees. Construction of a new bridge over the FPL effluent canal had a potential effect on manatee usage of the canal. Discharge is often 10-15° C warmer in the winter season than the surrounding waters of the Intracoastal Waterway. Previous data, including age class and cow/calf abundance from pre-bridge winters (2004-2009), were compared with data from winter 2010, during bridge construction and winter 2011, postbridge construction. No manatees were present at the survey sites during winter until surface water temperatures fell below 22° C. Although monthly mean surface water temperatures were not statistically different between 2008-2009, 2009-2010, and 2010-2011 (21.9±0.4° C, 21.8±1.8° C and 21.4±0.6° C respectively), manatee abundance did vary. 2008-2009 had higher monthly mean numbers of manatees per survey from December through March (29.7, 27.3, 48.1, 2 respectively) than 2009-2010 (0, 30, 10.7, 5 respectively) and 2010-2011 (18.7, 6.7, 0.1, 0 respectively). A Poisson distribution analysis showed a significant difference in adult manatee counts among the study years (α < 0.05). No significant differences were found for juveniles and calves. While I cannot decisively state that bridge construction reduced the number of overwintering adult manatees during 2010, there appears to be the potential for an effect.

Drying Times: Integrating Citizen Science to Examine Survival of Florida Largemouth Bass in a Coastal Refuge HabitatLee, Jessica A 26 March 2015 (has links)
In aquatic systems refuge habitats increase resistance to drying events and are necessary for maintaining populations in disturbed environments. However, reduced water availability and altered flow regimes threaten the existence and function of these habitats. To test refuge function I conducted a capture-mark-recapture (CMR) study, integrating citizen science angler sampling into fisheries-independent methods. The objectives of this study were twofold: 1) To determine the contribution of citizen science anglers to improving CMR research, and 2.) to quantify apparent survival of Florida Largemouth Bass, Micropterus salmoides floridanus, in a coastal refuge habitat across multiple years of drying severity. The inclusion of angler sampling was determined to be an effective and feasible method for increasing capture probability. Apparent survival of Florida Bass varied among hydrologic periods with lowest survival when marshes functionally dried (< 10 cm). Overall mortality from drying events increased with the duration of marsh drying upstream.
