[pt] A partir do aumento no fluxo migratório venezuelano para o Brasil no início de 2017, a mobilidade venezuelana passou a ser veiculada na mídia e reproduzida nos discursos de autoridades governamentais brasileiras tanto como um problema e um risco a ser controlado quanto como um imperativo para o acolhimento e proteção dessa população vulnerável. Tais representações e discursos foram reforçados em março de 2018 com a criação da chamada Operação Acolhida, operação logística governamental constituída para gerenciar o fluxo das centenas de milhares de venezuelanos adentrando as fronteiras nacionais. A fim de questionar como os discursos de perigo e controle das fronteiras coexistem com uma lógica de acolhimento e defesa dos direitos humanos, a dissertação analisa as práticas discursivas que participam da construção da governança humanitária do fluxo migratório venezuelano no Brasil, especialmente através da Operação Acolhida. Partindo de uma análise de discurso pós-estruturalista, argumenta-se que a Operação Acolhida, ao articular uma lógica específica de engajamento com o outro venezuelano, funciona (re) produzindo uma representação específica do Estado e da nação brasileira. Enquanto uma prática de construção de fronteiras e identidades, a Operação Acolhida apresenta-se, assim, como propõe David Campbell (1992), como, uma prática de política externa e de construção de fronteiras. Nessa perspectiva, a representação da identidade estatal não se refere a um relato objetivo sobre como o Estado realmente é – leitura esta dominante nos estudos de Política Externa no Brasil, mas sim como uma representação de uma subjetividade instável, provisória e continuamente reformulada. Assim, a dissertação contribui para pensar como as práticas de representação do eu e do outro, do dentro e do fora, do nacional e do internacional articuladas na Operação Acolhida, especialmente por seus atores militares, não apenas (re) produzem o que é o problema dos refugiados venezuelanos no Brasil –e como ele deve ser gerenciado– quanto funcionam estabilizando, provisoriamente, uma imagem – precária e contestada - de um Brasil benevolente, acolhedor e amigo. / [en] Since the increase in the Venezuelan migratory flow to Brazil in early 2017, Venezuelan mobility has been portrayed in the media and reproduced in the discourses of Brazilian government authorities both as a problem and a risk to be controlled and as an imperative for the reception and protection of this vulnerable population. Such representations and discourses were reinforced in March 2018 with the creation of the so-called Operation Acolhida, a government logistics operation constituted to manage the flow of the hundreds of thousands of Venezuelans entering the national borders. In order to question how the discourses of danger and border control coexist with a logic of reception and defense of human rights, the dissertation analyzes the discursive practices that participate in the construction of humanitarian governance of the Venezuelan migratory flow in Brazil, especially through Operation Acolhida. Starting from a post-structuralist discourse analysis, it is argued that Operation Acolhida, by articulating a specific logic of engagement with the Venezuelan other, functions (re) producing a specific representation of the Brazilian state and nation. As a practice of border and identity construction, Operation Acolhida presents itself, as David Campbell (1992) proposes, as a practice of foreign policy and border construction. From this perspective, the representation of state identity does not refer to an objective account of how the state really is - a dominant reading in Foreign Policy studies in Brazil, but rather as a representation of an unstable, provisional and continuously reformulated subjectivity. Thus, the dissertation contributes to think how the practices of representation of self and other, of inside and outside, of national and international articulated in Operation Acolhida, especially by its military actors, not only (re) produce what is the problem of Venezuelan refugees in Brazil - and how it should be managed - but also function by temporarily stabilizing an image - precarious and contested - of a benevolent, welcoming and friendly Brazil.

[pt] Esta tese de doutorado investiga o acolhimento humanitário de pessoas LGBTI+ pela Operação Acolhida (2018-2022) como resposta do Brasil para o fluxo de migrantes e refugiadas venezuelanas no país, pensando um panorama dos serviços oferecidos e das questões que surgem no acolhimento e na integração dessa população no território brasileiro. Uma abordagem da performatividade de Judith Butler amparada por Jacques Derrida será usada como estratégia analítica para entender as práticas, os discursos, os protocolos e as regras empreendidas nesse caso pensando a reiteração de normas de gênero, sexo e sexualidade, do humanitarismo e de Estado. Nesse sentido, o texto é um enquadramento parcial de reiterações performativas da Operação Acolhida que podem (re)criar (im)possibilidades não-intencionais para migrantes e refugiadas venezuelanas LGBTI+. A realidade social LGBTI+fóbica traz consigo atravessamentos culturais locais e transfronteiriços em que imperam lacunas, silêncios, segregação e violências. Enquanto a lógica humanitária traz consigo as narrativas e protocolos da crise, da emergência estabelecendo pressa e reforçando ausências constitutivas; e o Estado traz consigo a demanda da contenção, da gestão e governo das populações e espaços, criando narrativas de (des)acolhida. Nessa sobreposição normativa e regulatória do contexto de acolhimento da Operação Acolhida, a população migrante e refugiada LGBTI+ necessita de integração a médio e longo prazo e de políticas que garantam seus direitos no país. Demandas de empregabilidade, saúde e assistência social se multiplicam em um universo em que o pensamento de curto prazo é reproduzido de forma central. Os limites, problemas e avanços da estrutura logística humanitária são foco do trabalho e delinearão os achados da pesquisa apontando para uma reflexão em torno da adaptação de protocolos e de uma crítica dialógica. / [en] This PhD thesis investigates the humanitarian reception of LGBTI+ people from Operação Acolhida (2018-2022) as a response from Brazil to the flow of Venezuelan migrants and refugees in the country, thinking about an overview of the services offered and the issues that arise in the encounter and integration of this population in the Brazilian territory. An approach to Judith Butler s performativity supported by Jacques Derrida will be used as an analytical strategy to understand the practices, discourses, protocols and rules undertaken in this case thinking about the reiteration of norms of gender, sex and sexuality, humanitarianism and the State. In this sense, the text is a partial framing of performative reiterations of the Operação Acolhida that can (re)create unintentional (im)possibilities for Venezuelan LGBTI+ migrants and refugees. The LGBTI+phobic social reality brings with it local and international cultural crossings in which gaps, silences, segregation and violence prevail. While the humanitarian logic brings with it the narratives and protocols of crisis, of emergency, establishing haste and reinforcing constitutive absences; and the State brings with it the demand for containment, management and government of populations and spaces, creating (un)welcoming narratives. In this normative and regulatory overlap of the reception context of Operação Acolhida, the LGBTI+ migrant and refugee population needs medium and long-term integration and policies that guarantee their rights in the country. Employability, health and social assistance demands multiply in a universe in which short-term thinking is centrally reproduced. The limits, problems and advances of the humanitarian logistical structure are the focus of this work and will outline the research findings, pointing to a reflection around the adaptation of protocols and a dialogic critique.

[pt] Este trabalho apresenta a constituição histórica dos regimes de proteção aos refugiados em suas três esferas - global, regional e nacional -, assumindo sua complementariedade na consolidação da proteção aos deslocamentos forçados. Partindo de uma pressuposição construtivista, esta abordagem apresentará os marcos de proteção ao refúgio como construtos históricos fomentados dentro de interações sociais e que estão em fluxo contínuo de especificação sobre os novos carecimentos humanos. Nessa perspectiva construtivista que integra abordagens interdisciplinares para os estudos internacionais, será empregado o vocábulo regime em relação às construções de proteção, com normativas, princípios e vias procedimentais em torno da temática do refúgio. Assim, emoldurado por uma estrutura cronológica, a pesquisa começará da esfera mais ampla da Convenção de 1951, passando pela esfera Regional para culminar no marco de proteção nacional ao refugiado. Especial enfoque será dado à esfera regional na ampliação da definição de refugiado, que se concretiza na América Latina por meio da Declaração de Cartagena de 1984, a fim de superar os limites eurocêntricos da definição clássica. Tal abordagem da região está conectada ao Brasil que incorpora na lei 9.474/97 a definição clássica internacional e a definição ampliada de graves e generalizadas violações de direitos humanos de Cartagena. Traçado o caminho, esta dissertação apresenta dentro do marco do regime nacional de refúgio a resposta brasileira ao fluxo de venezuelanos por meio da Operação Acolhida. Portanto, analisaremos os eixos da gestão migratória militarizada brasileira, que ocorre com forte proeminência das Forças Armadas. A esse respeito, o trabalho destaca a simultaneidade da lógica humanitária e securitária da resposta nacional, que demonstra ambivalência entre proteger o venezuelano e proteger-se dele. / [en] This work presents a historical constitution of the refugee protection regimes, in their three spheres - global, regional, and national – assuming its complementarity in consolidating the protection to the forced displacement. Starting from a constructivist presupposition, this approach will present the refuge protection framework as historical constructs fostered within social interactions, and which are in a continuous flow of specification over the new human needs. From this constructivist perspective that integrates interdisciplinary approaches to the international studies, the word regime will be used, in relation to the constructions of protection, with norms, principles and procedural pathways, around the theme of refuge. Thus, framed by a chronological structure, this research will start from the broader sphere of the 1951 Convention, passing through the sphere Regional, to culminate in the framework of national refugee protection. Special focus will be given to the regional sphere in expanding the definition of refugee, which takes place in Latin America, through the 1984 Cartagena Declaration, to overcome the Eurocentric limits of the classic definition. This approach of the region is connected to Brazil, which incorporates in law 9.474/97 the international classical definition and the expanded definition of serious and widespread human rights violations in Cartagena. Tracing this path, this dissertation presents, within the framework of the national refugee regime, the Brazilian response to the flow of Venezuelans, through the Operation Welcome. Therefore, we will analyze the axes of this Brazilian militarized migratory management, which occurs with strong prominence of the Armed Forces. Thus, this work highlights the simultaneity of the humanitarian and security logic of this national response, which demonstrates ambivalence between protecting the Venezuelans and protecting ourselves from them.
