With the creation of CREAS occurred the reorganization of specialized services and programs which were scattered within the socialassitantial network and began to be part of this center, creating a mosaic of actions directed to people with their rights violated. At the same time, there was a significant arrival of psychologists to the field of Social Assistance and their questioning facing specialized social demands and the (un)definitions of SUAS‟ policy concerning to special social protection. Was aimed in this research to investigate how psychologist‟s practices are developed at CREAS using semi-structured interviews and following the practices developed by three psychologists at a CREAS in the state of Rio Grande do Norte (RN), indicated by the Ministry of Social Development and Fight against Hunger (MDS) as one of the national references in 2008. It was highlighted a complex work field, which is delineated between the user?s rights perspective and the maintenance of historical difficulties concerning to the Social Assistance. In which the professional is requested to act toward the fight against rights violation, but does not find a field where is possible inter-sector and articulated work, in addition of being exposed to the precariousness of work and the weakness of employment ties, associated to the lack of formation to work in the area. Accordingly, there is still a range of challenges to psychologists in the building of a profession which confront risk situations and break off rights violation. / O objetivo desta pesquisa foi investigar a atua??o do psic?logo no Centro de Refer?ncia Especializado de Assist?ncia Social (CREAS), unidade da prote??o social especial de m?dia complexidade do Sistema ?nico de Assist?ncia Social (SUAS). Com a cria??o do CREAS ocorre o reordenamento de servi?os e programas especializados que estavam dispersos na rede socioassistencial que passam a compor esse centro, formando um mosaico de a??es voltadas para as pessoas com os direitos violados. Concomitantemente, h? a entrada significativa de psic?logos no campo da Assist?ncia Social e os questionamentos desses profissionais frente ?s demandas sociais especializadas e ?s (in)defini??es da pol?tica do SUAS quanto ? prote??o social especial. Buscou-se nesta pesquisa investigar como a atua??o do psic?logo ocorre no CREAS por meio de entrevista semi-estruturada e de acompanhamento das pr?ticas desenvolvidas por tr?s psic?logas em um CREAS no Rio Grande do Norte (RN), apontado como uma das refer?ncias nacionais pelo Minist?rio do Desenvolvimento Social e Combate ? Fome (MDS) em 2008. Evidenciou-se um campo complexo de atua??o, que se delineia entre a perspectiva do direito do usu?rio e a manuten??o de dificuldades hist?ricas pertinentes a Assist?ncia Social. Em que o profissional ? solicitado a agir para enfrentamento da viola??o do direito, mas n?o encontra um campo que possibilite o trabalho intersetorial e articulado, al?m de estar exposto a precariza??o do trabalho e a fragilidade dos v?nculos empregat?cios, associado ? falta de forma??o para atuar na ?rea. It is concluded that the intervention Professional and approaches used in it depend on multiple determinants, but the Professional task of Social work take a critical stance the front situations that require the development of their actions, proposing to the fulfilment of this objective, the use of the gender perspective in understanding of your theoretical-methodological setting. / Análisis sobre la utilización de la perspectiva de género en la intervención social de las/os trabajadoras/es sociales del área de la salud en la Ciudad de Cali-Colombia, a partir de la implementación de los protocolos de atención para las mujeres en situación de violencia, formulados por la política pública para las mujeres. A partir de la orientación del método del materialismo histórico-dialéctico, de la técnica de entrevista semiestructurada y de la revisión documental, se hace un acercamiento sobre los elementos históricos que marcaron la conformación de la profesión de Trabajo Social en Colombia y sobre las dinámicas, estrategias, herramientas y enfoques utilizados en el proceso de intervención social de las/os trabajadoras/es sociales, intentando evidenciar las contradicciones y conflictos inmanentes de su práctica profesional, al estar inserta en las lógicas de la sociedad capitalista. Igualmente, se analiza el uso de herramientas y teorías como la perspectiva de género, que contribuyan en el desarrollo de una visión crítica en el quehacer profesional, principalmente, en la atención de las violencias contra las mujeres. De esta forma, se concluye que la intervención profesional y los enfoques utilizados en ella, dependen de múltiples determinantes, sin embargo, es tarea del profesional de Trabajo Social asumir una postura crítica frente a las situaciones que necesitan del desarrollo de sus acciones, proponiéndose para tal caso, la utilización de la perspectiva de género, comprendiendo su configuración teórico-metodológica. / Análise sobre a utilização da perspectiva de gênero na intervenção social das/os trabalhadoras/es sociais da área da saúde na Cidade de Cali-Colômbia, a partir da implementação dos protocolos de atendimento para as mulheres em situação de violência, formulados pela política pública para as mulheres. Metodologicamente a pesquisa segue o método do materialismo histórico-dialético, com o uso das técnicas de entrevista semiestruturada e da revisão documental. Faz-se uma aproximação com os elementos históricos que marcaram a conformação da profissão do Trabalho Social na Colômbia e com as dinâmicas, estratégias, ferramentas e enfoques utilizados no processo de intervenção social das/os trabalhadoras/es sociais, tentando desvendar as contradições e conflitos imanentes da sua prática profissional ao estar inserida nas lógicas da sociedade capitalista. Igualmente, analisa-se o uso de ferramentas e teorias como a perspectiva de gênero, que contribuam no desenvolvimento de uma visão crítica no exercício profissional, principalmente, no atendimento das violências contra as mulheres. Conclui-se que a intervenção profissional e os enfoques utilizados nela dependem de múltiplos determinantes, mas é tarefa do profissional de Trabalho Social assumir uma postura crítica frente as situações que precisam do desenvolvimento de suas ações, propondo-se para o cumprimento deste objetivo, a utilização da perspectiva de gênero na compreensão de sua configuração teórico-metodológica.

Med intervjuer som det största empiriska materialet behandlar uppsatsen ämnen som anses vara relevanta för eleven på sfi-bransch. Sfi-bransch framträder som en plats för lärdom men också som en del av en kedja av restriktioner som tillsammans motverkar syftet med sfi, det vill säga att berättiga sig ett arbete och i vidare mening integreras. Uppsatsen diskuterar även enheter som under studien framträtt som betydelsefulla för eleven, utifrån syftet med sfi. Med teoretisk utgångspunkt i Bourdieus symboliska kapital ger sig många intressanta aspekter inom sfi-utbildningen tillkänna.</p> / <p>The aim of this essay is to analyse whether sfi (education in the Swedish language for immigrants)-bransch has been a successful social politic commitment from Linköpings municipality. O sujeito da pesquisa foi o trabalhador urbano de Campo Grande (MS), que se constituiu no universo pesquisado, e o período considerado foi o compreendido entre 1996 e 1998, correspondente à primeira fase do Plano Nacional de Educação Profissional - PLANFOR. Por tratar-se de uma situação particular de uma comunidade, optou-se pelo estudo de caso, procurando-se desenvolver análises enfocando o PLANFOR, da concepção (no âmbito federal) à execução, - de responsabilidade da esfera estadual, subsidiada pela administração pública municipal, - até os resultados obtidos. Para tanto foi realizada pesquisa de campo, através da qual foram coletados dados que possibilitassem a identificação: 1) do índice de desemprego registrado antes e depois do desenvolvimento dos Planos Estaduais de Qualificação Profissional/MS, no período considerado; 2) dos cursos de qualificação oferecidos e das categorias profissionais beneficiadas; 3) dos resultados obtidos. A abordagem foi qualitativa, embasada na vertente dialética, podendo, quanto à finalidade, ser classificada como pesquisa descritiva e explicativa. A pesquisa de campo envolveu a análise documental e observação direta ou participante e foi complementada pela pesquisa bibliográfica, que perpassou todo o processo. Concluiu-se que as medidas governamentais voltadas para o desemprego não obtiveram, em Campo Grande (MS), os resultados esperados. / Abstract: The thesis in hand is the result of studies developed with the objective of investigating the causes of unemployment and the effects of government social politics directed towards reducing it. The subject of the research was the urban worker in Campo Grande (MS), who builds his life in the universe researched and the period under consideration was between 1996 and 1998, corresponding to the first phase of the National Professional Education Plan - PLANFOR. As a specific community situation was being handled, the case study was chosen, endeavouring to develop analyses focusing on the PLANFOR, from its beginning (on a federal level) to its carrying out, - of responsibility in the state sphere, subsidized by municipal public administration, - up to the results obtained. For this, field research was carried out, from which data were collected which made possible the identification: 1) of the index of registered unemployment before and after the development of the State Plans for Professional Qualification /MS, within the considered period; 2) of the qualification courses offered and of the professional categories that benefitted; 3) of the results obtained. The approach was qualitative, based on a dialectic thrust, making possible, according to the intention, the classification of descriptive and explanatory research. The field research involved documental analysis and direct or participating observation and was complemented by bibliographical research, which permeated the whole process. It was concluded that government measures directed towards unemployment did not obtain, in Campo Grande (MS), the results expected. / Doutor

Orientador: Ana Maria Ramos Estevão / Resumo: A situação das crianças e adolescentes ameaçados ou violados em seus direitos básicos, em Franca, não é diferente da maioria das cidades brasileiras. Há ainda um longo caminho a ser percorrido no sentido da proteção integral, no entanto, os passos que já foram dados servem de experiência acumulada para os próximos. O resgate histórico da construção da política voltada à criança e ao adolescente em Franca, mais do que um registro desta experiência - que traz características comuns a outros municípios, visto que faz parte de uma totalidade, mas que também contém traços particulares - pretendeu verificar e demonstrar como são percebidas as contradições no âmbito municipal e no cotidiano de quem lida com esta realidade de perto. Mais do que compreender este universo, o presente estudo procurou investigar se existem possibilidades de contribuir - por parte daqueles que têm a oportunidade de participarem da elaboração das políticas sociais - com a efetivação dos direitos e não, ao contrário, com a efetivação da dominação, atenuando os conflitos sociais decorrentes das precárias condições de vida a que se encontram submetidas as classes subalternas. Utilizamos metodologia qualitativa, entrevistando alguns dos sujeitos que participaram e/ou participam de alguma forma na elaboração da política voltada à criança e ao adolescente na cidade de Franca e realizamos observação participante no Conselho Municipal dos Direitos da Criança e do Adolescente e no programa "Rede Criança/Adolescente" (da prefeitura municipal). Juntando as vivências, as percepções, as interpretações, os conhecimentos, é que conseguimos identificar os desafios, mas principalmente, as possibilidades de atuação através da política social a favor, enfim, das crianças e adolescentes. / Abstracts: The situation of children and adolescents threatened or violated in their basic rights in Franca is not different from the most of the brazilian cities. There is a long way to pass through in the path of total protection, however, the steps that have been given serve as accumulated experience for the next ones. The historic of the political construction turned to the child and adolescent in Franca, more than just a register of this experience - what brings common characteristics to other cities, seen as part of a totality, but even have particular lines - pretend to verify and demonstrate how the contradictions are understood in the municipal field and the daily of a person who nearly deals with this reality. More than to this universe, the present study tried to investigate if there are possibilities to contribute - for the ones who have the opportunity to participate at the social politics elaboration - with the effective rights of the domination, diminishing the social conflicts originated from the life contradictions in wich the subordinated from the life contradictions in wich the subordinated classes are submitted. We use qualitative methodology, interviewing some people who have participated or are still participating in any way children and adolescent in the city of Franca and we do participant observation at the Municipal Consil of the Children and Adolescent Rights and at the "Child/Adolescent Net" (from the Municipal Aty Hall) Adding the existences, the perceptions, the interpretations, the knowledge, we can identify the challenges, but mainly, the possibilities of acting through social politics in favor of, at last, the children an adolescents. / Doutor

Esta tese teve como foco investigar e compreender os fatores inter-relacionais que envolvem e constituem o contexto de vida das crianças de uma vila popular urbana de Porto Alegre. Os quais determinam seu modo de ser e de estar no presente, e os intercursos/relações com a instituição de Educação Infantil construída e gerenciada pelos moradores da comunidade para atender a esta infância. Neste movimento de pesquisa busquei compreender as inter-relações existentes entre: crianças provenientes das camadas mais pobres da população (crianças populares) – vida infantil de mendicância – comunidade popular – políticas sociais – educação da primeira infância – creches comunitárias conveniadas com a Secretaria Municipal de Educação de Porto Alegre – estratégias utilizadas pela comunidade para sobreviver e melhorar de vida. Para tanto convivi com a comunidade da vila por cerca de quase três anos participando e dividindo com crianças e adultos, dentro e fora da creche, seus problemas, alegrias, frustrações, sonhos, buscando compreender as condições de vida que constituem o cotidiano das pessoas, sobretudo das crianças na faixa etária de 0 a 06 anos, que vivem naquela comunidade e suas práticas de relacionamentos sociais entre elas e com a instituição educacional da Vila. A compreensão dessa rede de inter-relações é importante porque nela estão impressos os elementos e as circunstâncias concretas que conformam o modo de ser e estar no mundo das crianças, ou seja, o modo como suas infâncias são construídas. A fim de contextualizar teoricamente a investigação, foram estudados os aspectos mais significativos da construção histórica da idéia de infância, na modernidade e na pósmodernidade, assim como alguns dos elementos principais das políticas sociais para a educação infantil oferecida à população carente do país. A imersão na vida da comunidade permitiu-me relatar e paralelamente analisar as vivências com as crianças e educadoras da creche e as relações da comunidade com a instituição. Como parâmetros para essas análises, elegi os aspectos que predominaram no ambiente investigado: o tempo dos sonhos e a realidade da Vila: a rudeza, a pobreza e a violência no contexto social e na vida das crianças; o cotidiano das relações entre crianças e adultos da comunidade: sobre as estratégias das quais são lançadas mão para sobreviver; o educar como um desafio: a creche e suas rotinas do cuidado; e por fim, as representações e sonhos das educadoras da creche. / This thesis had as focus to investigate and to understand the inter-related facts that involve and constitute the children’s life context from a popular urban village of Porto Alegre. Which determine their way of being in the current time, and the intercourses/relations with the institution of Infantile Education, constructed and managed by the community citizens to assist their childhood. In this research movement I tried to understand the existing inter-relations among: children from the poorest population (popular children) – beggary childhood life – popular community – social politics – first childhood education – community nurseries in agreement with Educational Municipal Department of Porto Alegre – strategies used by the community to survive and get better life. So that, I lived about three years in the community participating and sharing with children and adults, inside and outside the nursery, their problems, happiness, frustrations, dreams, always trying to understand life conditions which constitute the everyday life, principally children from 0 to 6 years, who live in the community and their social relationship with educational institution. The importance to understand this inter-relation net is because on it, it’s printed the factual elements and circumstances which mold the way of being in children world, in other words, the way how their childhood is constructed. In order to contextualize theoretically the investigation, it has been studied the significant aspects of historical construction of childhood idea, in the modernity and pos-modernity era. As well as, some social politics elements to infantile education offered to needed population. The immersion in the community life permitted me to relate and analyze the relationship between children and their nursery teachers and also the relation between the community and the institution. It was selected the most important aspects to be analyzed, such as: the dream time and the village reality; the rudeness; the poverty and the violence in the social context and in children’s life; the everyday relations between children and adults from the community; about the strategies used to survive; the education as a challenge; the nursery and its everyday careful, and at last, the representations and dreams of the nursery teachers.

Concluiu-se que as medidas governamentais voltadas para o desemprego não obtiveram, em Campo Grande (MS), os resultados esperados. / The thesis in hand is the result of studies developed with the objective of investigating the causes of unemployment and the effects of government social politics directed towards reducing it. The subject of the research was the urban worker in Campo Grande (MS), who builds his life in the universe researched and the period under consideration was between 1996 and 1998, corresponding to the first phase of the National Professional Education Plan - PLANFOR. As a specific community situation was being handled, the case study was chosen, endeavouring to develop analyses focusing on the PLANFOR, from its beginning (on a federal level) to its carrying out, - of responsibility in the state sphere, subsidized by municipal public administration, - up to the results obtained. For this, field research was carried out, from which data were collected which made possible the identification: 1) of the index of registered unemployment before and after the development of the State Plans for Professional Qualification /MS, within the considered period; 2) of the qualification courses offered and of the professional categories that benefitted; 3) of the results obtained. The approach was qualitative, based on a dialectic thrust, making possible, according to the intention, the classification of descriptive and explanatory research. The field research involved documental analysis and direct or participating observation and was complemented by bibliographical research, which permeated the whole process. It was concluded that government measures directed towards unemployment did not obtain, in Campo Grande (MS), the results expected.
