Criteria for assessing the cooperative extension program planning process in the West central district of Virginia

The success of cooperative extension depends on the knowledge of how to apply the principles of extension education to situations where the activities are to be performed. The cooperative extension services dynamic localized approach to the solution of the common persons problem has stood the test of time. It is not necessary to establish a new system, but what is needed is to increase accountability and efficiency in the way programs are planned and developed. The overall purpose of this study was to develop criteria for assessing the local cooperative extension program planning process in Virginia. Specific objectives that served as a basis for accomplishing the overall purpose of the study were: 1. To identify principles that are basic for planning an effective local extension program. 2. To verify these principles with a panel of experts. 3. To formulate criteria, based on the verified principles, to assess if on-going local extension programs were developed following the accepted programming principles. 4. To field test the criteria to determine the degree to which the criteria are used as guides during the local extension program planning process. This study was a qualitative study. The principles identified and the criteria developed were reviewed by a panel of eight experts, then field tested in randomly selected extension units in the West Central Extension District of Virginia. Using personal interview methodology, unit directors of the randomly selected units were used for the field testing stage of this study. Six of the seven principles identified as basic for planning/developing effective local extension programs were accepted by the panel of experts. Eighteen criteria were formulated based on the accepted principles. Criteria as used in this study implies an overall description of a set of related actions and/or operations which will be called standards of the planning process. It was found that most of the unit directors in the West-Central Extension District of Virginia interviewed for this study use the criteria as guides during their respective programming process. The panel of experts and unit directors agreed that the criteria were important as guides for local extension programming processes. Based on the findings the author concluded that: (a) there are six essential principles for planning effective social extension programs; (b) that there are 18 criteria that can be used as guides for assessing if local extension programs are planned/developed using the essential extension program planning principles; and (c) that it is possible to assess local program planning activities in extension. A recommendation made from the study that the process of assessing local program planning activities be tested statewide to increase the usability potential of the criteria and give possible directions for statewide in-service needs of unit directors and extension agents. / Ed. The extension programs aimed at, among its objectives, the training for university students taking social commitments and work towards a less unequal society. We choose then as a field of research, an outreach program at a Catholic university (here called the Center), who works for social inclusion of people with disabilities from an interdisciplinary perspective, taking his team teachers and students in different areas of their undergraduate courses. From a brief history of higher education in Brazil, the implementation of continuing education in institutions of higher education and in this context, the debate on the responsibilities of the State and the University for the development of society, emphasize the importance of assessment procedures university extension programs. From our point of view, these processes are essential to advance these programs and play an important role in the formation of student extension. We argue that the evaluation of extension programs is necessary to address the inseparability of the axes of teaching and research-extension, interdisciplinarity, and to the peculiarities of the specific study, the inclusion of people with disabilities. We develop a meta-evaluation of goals: (1) determine what are the strengths of the evaluation process conducted by the extension program put into the study, (2) ascertaining the weaknesses of this process, and (3) to reflect about which aspects of this assessment contributes to the formation of students participating in the program. This is a case study, and the methodological procedures used were document analysis of the program, literature review, and conducting semi-structured interview with the Coordinator of the program. The empirical analysis was constructed qualitatively and quantitatively. The results showed that operating a process to assess the extent is a complex and that gaps and contradictions must be analyzed carefully, may limit the contributions that the extension activities have potential for the training of students who took part. / A partir do interesse em compreender a forma??o do estudante universit?rio, focalizandoo como futuro profissional que deve ser capaz de atuar de forma diferenciada nas diversas situa??es de sua trajet?ria profissional e pessoal e com elevado compromisso social, entendemos que os programas de extens?o universit?ria podem cumprir importante papel neste sentido. Os programas de extens?o visam, dentre seus objetivos, a capacita??o para os estudantes universit?rios assumirem compromissos sociais e trabalharem por uma sociedade menos desigual. John K. Friesen : adult educator, mentor and humanitarian

Dr. John K. Friesen is a Canadian who, for over 50 years worked first in the field of adult education in Canada and then in population planning internationally. He gained prominence in his own country, considerable international stature and a reputation for his vision and capability. Friesen successfully used a democratic, cooperative approach in discovering and responding to community requirements in adult learning. This biographical study provides new material about his character, goals, influences. The thesis focuses on Friesen’s work as Director of Extension for the University of British Columbia (UBC), Vancouver, Canada (1953 - 1966) but also outlines his life and career before this term and gives a synopsis of his international work. A brief description is given of Friesen’s upbringing in a small rural community in Manitoba, his experiences as an educator and leader during the great depression and of his war service in the RCAF. His work in organizing adult education programs for the Manitoba Federation of Agriculture and his life during post-graduate studies at Columbia University are described. He was involved in the cooperative movement and provided informed, effective leadership in Manitoba’s post-war efforts to renew its educational system and to develop a network of hospitals. The thesis examines Friesen’s commitments, methods and the management style he applied in expanding the UBC Extension Department into a sophisticated organization. Under his leadership the department became influential in adult education, leadership and citizenship training in British Columbia; also it was involved in international adult education work. Research was conducted into the work of Friesen and others in originating a graduate program in adult education at UBC. The nature and outcomes of his work in promoting continuing professional education is also examined. The role of Extension in the Vancouver International Festival and other cultural development work is discussed. Friesen is shown to have extended the work of the University into communities throughout the province using study-discussion groups, lectures, credit and noncredit programs in this work. A change in University policy (1963) forced the Department to abandon much of its community based work; the consequences of this shift are considered. Comment from seven of Friesen’s senior colleagues provides insight into his leadership quality and the perceived value of the work carried out during his term. Some conclusions are drawn about Friesen’s life as an educator and humanitarian and on his approach to adult education. The ideas, ideals, commitments and convictions demonstrated by Friesen remain valid today.

University adult education approches: developing a model for the Qwa-qwa campus of the University of the North

This study develops a model for university adult education to guide the Qwa-Qwa Campus of the University of the North in its quest to play a role in adult education practice. It explores the route that the Qwa-Qwa Campus could take in extending its resources to a wide range of individuals, special interest groups and targeted audiences in the North-Eastern Free State community that was historically marginalised from university education. In developing the envisaged model the study explores a number of international and local (South African) approaches in university adult education. This academic endeavour is intended to provide some guidelines for the Qwa-Qwa Campus’ envisaged role in university adult education. In pursuance of these aims (lie study investigates the typical role that a university plays in adult education by reflecting on the following issues: _ University outreach __ Distance education _ University Extension programmes / service _ University adult and ccntmuing education _ Universities and communities __ Sources o f funding for university adult education practice. A review of literature including a home-page survey are used as methodologies of unravelling typical University Adult Education approaches of four universities in Australia ii(La Trobe, Deakin, Ballarat and Charles'STtirt), one university in the United States of America (Tuskegee), two universities in Southe; s Africa (Botswana and Lesotho) and four Universities in South , . . Africa (Western Cape, Cape ToWd, Witwatersrand and Transkei). Key people at selected South African Universities actively involved in adult education practice were interviewed. Three people fi/nn the community were interviewed to assess the needs of surrounding people in the Qwa-Qwa area. The study brings these elements together in an attempt to develop a realistic model for the involvement of the Qwa-Qwa Campus in adult education.

Esta pesquisa discute a prática da extensão universitária no pensamento defendido por Paulo Freire. Nesta pedagogia dialógica, docentes e discentes interagem com a realidade que apreendem e extraem o conteúdo da aprendizagem, com possibilidades de fazê-lo melhor, a fim de nela atuarem, proporcionando um espaço privilegiado à transformação social. Para tanto foram entrevistados 10 discentes do curso de Odontologia e Fonoaudiologia da Faculdade de Odontologia de Bauru Universidade de São Paulo, participantes do Projeto de Extensão FOB USP Rondônia. Trata-se de um estudo transversal onde foi utilizado método qualitativo para coleta de informações, análise do conteúdo de entrevistas e documentos, mapeamento das ações quanto ao plano acadêmico, relação docente/discente/sociedade num novo espaço de ensino aprendizagem. Através da análise documental, das entrevistas realizadas, da observação e interação no cenário onde desenvolvem as atividades propostas no projeto de extensão da FOB em Rondônia, docentes, funcionários da universidade, discentes e sociedade; interagem e a mudança do cenário de aprendizagem contribui para a formação dos discentes de Fonoaudiologia e Odontologia em dois níveis: na formação técnica e na formação para a qualidade das relações. Conclui-se ancorado pelo conceito de Paulo Freire, onde os discentes dialogam com a realidade local, respeitam à diversidade cultural e a autonomia de seus atos; o projeto de extensão da FOB em Rondônia propicia a reflexão e ação em cenários da realidade nacional e regional, produz conhecimento interdisciplinar e favorece a visão integrada do social, sendo indissociável do ensino e da pesquisa. / This research discusses the practice of university extension in thinking advocated by Paulo Freire. In this dialogical pedagogy, teachers and students interact with the reality they learn and extract the content of learning, with opportunities to do it better, in order to act on it, thus providing social transformation with a privileged space. Therefore, 10 students from the dental and speech therapy courses of the Dental School with the University of São Paulo, campus at Bauru, participating in the FOB Rondônia Extension project were investigated. This is a cross-sectional study which used a qualitative method for information gathering, analysis of the content of interviews and documents, mapping of the actions as to the academic plan, teacher/student/society ratio in a new teaching/learning space. Through documentary analysis, interviews performed, observation and interaction in the scenario where extension activities are developed, it is clear that the contribution to the training of dentistry and speech therapy students occurs in two levels: in the technical training and the training for relation quality, anchored by Paulo Freire´s concept, in which students dialogue with the local reality, respect cultural diversity and the autonomy of their actions. Thus, it can be concluded that the activities proposed in FOB´s extension project in Rondônia involve teachers, university staff, students and society; it provides the reflection and action in scenarios of national and regional realities, producing interdisciplinary knowledge and promoting the integrated vision of society, being inseparable from teaching and research.

Aims to analyze the proposal and practice of extension policy at the Federal University of Pelotas and relate them to the issues of human rights and citizenship. The analysis takes into account the extension projects developed in UFPEL in the range from 2009 to 2011, are also considered the National University Extension, the Extension Proposal Policy and Institutional Development Plan of UFPEL. The methodology includes a literature review on the issues and a case study on the practical extension and the proposed extension of UFPEL policy for the area of human rights and citizenship. For analysis, in addition to documents that define the national policy, the proposed university policy and PDI were used management reports provided by the Information Systems and Project Management Dean of Extension. Initially, the paper presents the topics listed here, and then exposes the practical extension of the Federal University of Pelotas in recent years and the new Policy Proposal Extension. Finally, after a theoretical analysis based on authors as Freire (2006), Gurgel (1986), Demo (2001), Botomé (1996), Santos (2010), Piovesan (2004), Benevides (1994), Vieira (2000) Carvalho (2006), Bobbio (2004), Behring & Boschetti (2007) among others, the work appreciates the university extension practiced in UFPEL on the principle of an extension worried about citizenship and the struggle for the realization of human rights. From the analysis of information and data available work addresses some issues to be reviewed as a way to build a truly public university and integrated with the community in the struggle for a more just, equitable and democratic / O presente estudo está inserido no Programa de Pós-Graduação em Política Social da Universidade Católica de Pelotas, na linha de Pesquisa Questão social, direitos humanos e acesso à justiça. Tem como objetivo analisar a proposta e a prática da política de extensão na Universidade Federal de Pelotas e relacioná-las com as temáticas de direitos humanos e cidadania. A análise leva em consideração os projetos de extensão desenvolvidos na UFPEL no intervalo de 2009 a 2011, são considerados também a Política Nacional de Extensão Universitária, a Proposta de Política de Extensão e o Plano de Desenvolvimento Institucional da UFPEL. A metodologia utilizada inclui a revisão bibliográfica sobre os temas e um estudo de caso sobre a prática extensionista e a proposta de política de extensão da UFPEL para a área de direitos humanos e cidadania. Para análise, além dos documentos que definem a política nacional, a proposta política da universidade e o PDI, foram utilizados relatórios gerenciais fornecidos pelo Sistema de Informações e Gestão de Projetos da Pró-Reitoria de Extensão. Inicialmente o trabalho apresenta os temas aqui relacionados, e posteriormente expõe a prática extensionista da Universidade Federal de Pelotas nos últimos anos e a nova Proposta de Política de Extensão. Este estudo trata dos processos de mudança na formação em saúde, especialmente das questões político estruturais da articulação do ensino e da extensão para a construção de estratégias de transformação dos cursos da área da saúde. Tem por objetivos analisar as perspectiva dos sujeitos envolvidos na transformação curricular no que diz respeito à articulação entre práticas de ensino, extensão universitária e saúde, a constituição de novos cenários de prática e sua relação com a extensão universitária, assim como examinar os sentidos atribuídos pelos sujeitos aos processos políticos internos e externos às instituições de ensino. Parte-se da compreensão de que há em andamento um grande movimento de lutas pela mudança na formação em saúde e de algumas das ideias que têm sido discutidas e difundidas na defesa da reorientação da formação em saúde baseada em princípios e diretrizes consoantes com a política de saúde e com a defesa de direitos de cidadania. Baseia-se em concepções de espaço cotidiano das instituições de formação superior em saúde e dos serviços de saúde e outros cenários de prática. Reflete sobre a responsabilidade política das instituições formadoras e da extensão universitária como lugar de tornar públicas as posições e valores defendidos para as práticas do cuidado e da relação social e política da universidade. Para a operacionalização do estudo, foram escolhidas duas instituições universitárias que se apresentaram e que foram selecionadas no programa do Pro-Saúde. Foram realizadas entrevistas com roteiro semi-estruturado com protagonistas de processos de mudança na formação nestas instituições, em três profissões da área da saúde, enfermagem, medicina e odontologia. Fez-se analise hermenêutica a partir dos sentidos que foram atribuídos a estas experiências concretas pelos atores que as empreenderam. Definiu-se três categorias de análise, a dimensão das políticas governamentais de incentivo a mudanças na formação em saúde e os efeitos das mesmas para as instituições de ensino; a ampliação de cenários de prática, as estratégias de aproximação entre os mundos do ensino e do trabalho e se significaram novas práticas de cuidado; relação existente entre os processos de transformação curricular e a extensão universitária. A extensão vem adquirindo protagonismo na construção de dispositivos de enfrentamento e superação das dificuldades e resistências nos processos de transformação curricular, além de criar com relativa liberdade novas possibilidades espaciais e conceituais para o cuidado em saúde, porém pelos próprios sentidos que assume desde a invisibilidade até a redenção da universidade sua baixa institucionalidade e reflexão impede que sua potencialidade seja tomada como aliada nestes processos de modo mais sistemático e impactante. / ABSTRACT This study attend the changes in health training procedure, especially the politic structural issues of teaching joint and construction of strategy for related health courses extension. Aims to analyze the perspective of those involved in curriculum transformation with respect to the relationship between teaching practices, extension education and health, the creation of new scenarios of practice and its relationship with the university extension, as well as examining the senses attributed to internal and external political processes at education institutions. It starts with the understanding that there are ongoing struggles of a great movement for change in health education and some of the ideas that have been discussed and disseminated in the defense of the reorientation of health education based on principles and guidelines consonant with the policy health and the protection of citizenship rights. It is based on concepts of everyday space of the institutions of higher education in health and health services and other practice settings. Reflects on the political responsibility of educational institutions and university extension as a place to make public the positions and values espoused in the practices of health care and social and political relationship of the university. To the operationalization of the study, two universities, that had been selected by the Pro-Saúde program, were chosen. Interviews were performed with semi-structured itinerary with protagonists of changing process in education of these institutions, in three health care professions, nursing, medicine and dentistry. Hermeneutic analysis was made from the senses that were allocated to these concrete experiences by the actors who have undertaken them. Three categories of analysis were defined, the size of government policies to encourage changes in health education and their effects on the institutions of education; the expansion of practice settings, strategies to bring together the worlds of education and work and if it meant new health care practices; relationship between the processes of curriculum transformation and the university extension. The extension has been gaining prominence in the construction of devices for coping and overcoming the difficulties and resistance in the processes of curriculum transformation, besides the creation of new spacial and conceptual possibilities for health care with relative freedom, but by their own meanings that assumes from the invisibility to the redemption of the university, with its low institutional and reflection that provides its potential of being considered an ally in these processes in a more systematic and effective way.

O enfoque da promoção da saúde nos projetos de extensão universitária na área da saúde / The focus of Health Promotion in the university extension activities in the area of health

Introdução: A extensão universitária é uma das atribuições da universidade. Acredita-se que os projetos de extensão representem um instrumento de formação de profissionais aptos para atuar na perspectiva da Promoção da Saúde preconizada pelo SUS. Nesse contexto, o enfoque da Promoção da Saúde para olhar estas intervenções na área da saúde é pertinente para verificar as potencialidades de tais atividades. Objetivos: Analisar as atividades de extensão universitária desenvolvidas em três unidades da USP - Faculdade de Medicina, Faculdade de Saúde Pública e Escola de Enfermagem -, sob o enfoque da Promoção da Saúde e conhecer a percepção de professores e estudantes quanto à contribuição da extensão universitária em saúde na formação profissional dos estudantes participantes. Material e Métodos: Foram identificadas e quantificadas as atividades de extensão realizadas entre 2005 e 2009. Em seguida, foi feita análise documental dos projetos selecionados (Projeto Assunção, Projeto Bandeira Científica e Jornada Universitária de Saúde) e entrevistados seus professores coordenadores e estudantes participantes. Resultados: A quantidade de projetos foi menor em relação às outras categorias de atividades de extensão universitária existentes. O projeto Assunção foi o que apresentou mais aproximações e convergências com a perspectiva da Promoção da Saúde. Professores e estudantes destacaram as contribuições dos projetos de extensão para a formação profissional. Conclusão: Os projetos de extensão são importantes instrumentos na formação de profissionais aptos para atuar com a perspectiva da Promoção da Saúde junto ao Sistema Único de Saúde / Introduction: The extension is one of the powers of the university. It is believed that the extension projects are a training tool for professionals able to work in the perspective of health promotion proposed by SUS. In this context, the focus of Health Promotion to look at these interventions in health is relevant for evaluating the potential of such activities. Objectives: To analyze university extension activities carried out in three units of USP - Faculty of Medicine, School of Public Health and School of Nursing - under the focus of Health Promotion and know the perception of teachers and students on the contribution of university extension health professional training of participating students. Material and Methods: We identified and quantified the extent of activities carried out between 2005 and 2009. Then was documentary analysis of selected projects (Projeto Assunção, Projeto Bandeira Científica e Projeto Jornada Universitária de Saúde) and interviewed their teachers and coordinators participating students. Results: The number of projects were low in relation to other categories of existing university outreach activities. The project was the assumption that showed more similarities and convergences with the perspective of Health Promotion Faculty and students emphasized the contributions of the extension projects for vocational training. Conclusion: The extension projects are important tools in training professionals able to act with the prospect of Health Promotion by the Sistema Único de Saúde
