[pt] Esta tese pretende indicar vínculos entre o pensamento político desenvolvido sob o influxo da filosofia da ilustração, a política colonial praticada pela Metrópole européia e os modelos literários do Arcadismo. O trânsito de idéias proporcionado pelo Iluminismo foi festejado por homens de letras brasileiros que começavam a estabelecer seu espaço político e cultural na Colônia: empregados em altos cargos da administração colonial, tais letrados conspiraram contra essa mesma administração. O espírito de autonomia, cunhado em ambiente metropolitano, apresentava descompassos em relação ao ambiente colonial americano. Os poetas da época, subordinados a fortes convencionalismos literários e políticos, dramatizaram esses descompassos: a literatura foi usual veículo do complexo pensamento político da época. / [en] The objective of this thesis is to point out the links between the political thought, developed under the influence of the Enlightenment philosophy, the colonial politics employed by the European metropolis and the literary patterns of Arcadism. The exchange of ideas brought about by the Enlightenment was welcomed by Brazilian scholars who started to acquire political and cultural status in the colony: those scholars who were high ranking officials in the colonial administration conspired against that same administration. The spirit of independence, which thrived in the metropolitan environment, was ahead of the situation in South America. The poets of that period, subordinated to political and literary conventions, dramatized this mismatch: literature became a common vehicle for the complex political thought of the time.

[pt] A presente dissertação pretende discutir duas representações distintas da Ibéria, presentes no pensamento social brasileiro, a partir do debate travado entre Simon Schwartzman e Richard Morse, por ocasião do lançamento do livro deste último, O Espelho de Próspero. Entende-se que a representação de uma sociedade é marcada pelo discurso construído a respeito dela. A compreensão de como discursos divergentes competem entre si, aliado à perspectiva de que o discurso é construído e funciona como instrumento de poder, poderá enriquecer o debate em torno da nossa, sempre em construção, identidade, produzindo uma compreensão mais rica sobre nós mesmos. / [en] This dissertation discusses two distinct representations of Iberia, illustrated in brazilian social thought, from the debate between Simon Schwartzman and Richard Morse, due to the occasion of the book release of the latter, O Espelho de Próspero. It is understood that the representation of a society is marked by a discourse constructed about it. The comprehension of how divergent discourses compete with each other, allied to the perspective that discourse is constructed and works as an instrument of power, will be able to enrich the debate of our everbuilding identity, producing a richer understanding about ourselves.

[pt] O presente trabalho tem por escopo desenvolver uma análise sobre os três conceitos fundacionais do Estado Novo, quais sejam, Democracia, Autoridade e Educação e como estes foram empregados no vocabulário político do jurista mineiro Francisco Campos. A influência de Campos no direcionamento dos caminhos seguidos pelo Estado Novo era tão potente que o mineiro fora escolhido por Vargas para redigir a Carta Constitucional de 1937, fundadora do regime ditatorial. Identifico, ao longo dos discursos, monólogos e escritos de Francisco Campos, uma teoria onde perpassam, necessariamente, três variáveis - Democracia, Autoridade e Educação - onde, juntas, formariam, para o intelectual mineiro, os desígnios nacionais, que culminariam na edição de um Novo Estado Brasileiro. A literatura política, via de regra, indica que entre Democracia e na Autoridade de cunho autoritário desejada por Campos, há um abismo, dada a incompatibilidade entre os conceitos apresentados. Entretanto, percebo que é através do conceito de Educação que o jurista imagina uma convivência pacífica entre as duas construções. Para Campos, a educação seria a ferramenta necessária para a construção de um Novo Brasil. Analiso, neste trabalho, as influências intelectuais de Campos, tais quais, Carl Schmitt e John Dewey, além de teóricos contemporâneos ao jurista mineiro, como Oliveira Vianna, Gustavo Capanema e Azevedo Amaral. Os estudos de Rogério Dultra dos Santos, Luiz Werneck Vianna, Elisa Pereira Reis, Bernardo Ferreira e Simon Schwartzman ofertam, ainda, importantes ferramentas para uma compreensão mais dinâmica do momento histórico, da metodologia e das interpretações sobre o Brasil. / [en] This present dissertation aims to develop an analysis of the three foundational concepts of Estado Novo, notably Democracy, Authority and Education, and how these were used in the political vocabulary of the mining lawyer Francisco Campos. Campos influence in directing the paths followed by the Estado Novo was so potent that the miner had been chosen by Vargas to draft the Constitutional Charter of 1937, founder of the dictatorial regime. I identify, throughout the speeches, monologues and writings of Francisco Campos, a theory where necessarily three variables - Democracy, Authority and Education - where, together, would form, for the mining intellectual, the national designs, which would culminate in the edition of a New Brazilian State. Political literature, as a rule, indicates that between Democracy and in the authoritarian authority desired by Campos, there is an abyss, given the incompatibility between the concepts presented. However, I realize that it is through the concept of Education that the jurist imagines a peaceful coexistence between the two constructions. For Campos, education would be the necessary tool for the construction of a New Brazil. I analyze in this work the intellectual influences of Campos, such as Carl Schmitt and John Dewey, as well as theoreticians contemporaneous with the jurist from Minas Gerais, such as Oliveira Vianna, Gustavo Capanema and Azevedo Amaral. The studies of Rogério Dultra dos Santos, Luiz Werneck Vianna, Elisa Pereira Reis, Bernardo Ferreira and Simon Schwartzman also offer important tools for a more dynamic understanding of the historical moment, the methodology and the interpretations about Brazil

[pt] Esta tese apresenta uma história do conceito balance of power. Com base na abordagem Begriffsgeschichte, busca-se compreender como um dado espaço de experiência e um dado horizonte de expectativas foram constituídos através desse conceito. O argumento está organizado em duas partes. Na primeira o objetivo é compreender a emergência desse conceito em meio à crise que se seguiu à desagregação da ordem medieval. É possível identificar neste período aquilo que pode ser chamado de corolário anti-imperial. Essa dimensão axiológica precisa ser considerada nessa história como referência para o surgimento desse conceito no vocabulário político. Na segunda parte será examinada a fixação desse termo na linguagem internacional corrente. Um elemento que contribuiu para isso e que será examinado foi a existência de uma sociabilidade comercial como parte do mundo político. Além disso, essa fixação traz consigo um corolário conservador que se relaciona a uma concepção específica de funcionamento da política internacional. Por fim, os capítulos dessa parte apresentarão uma discussão sobre o componente temporal de balance of power com especial destaque para a afirmação de que esse conceito funciona como um regulador ontológico da história. Do ponto de vista temporal, o argumento desta tese lida com um período que vai, basicamente, dos séculos XIII ao século XIX. / [en] This dissertation aims at offering a history of the concept balance of power. Drawing on the Begriffsgeschichte, I will try to understand how a given space of experience and a given horizon of expectations have been constituted through this concept. The argument is divided into two parts. In the first part the aim is to understand how the concept emerged out of the collapse of the Medieval order. It is possible to identify in this period what will be called an anti-imperial corollary. This very axiological dimension needs to be contemplated as a reference to the appearance of this term in the political lexicon. In the second part the fixation of the concept in the current international language will be examined. An element that brought about this process and that will be analysed was the presence of a commercial sociability as part of the political realm. Furthermore, the fixation is related to a conservative corollary which elicits a specific conception of the functioning of international politics. Last but not least, the chapters in this part will present a discussion of the temporal dimension of balance of power with special attention to the claim that this concept works as an ontological regulator of history. From the temporal point of view, the argument of this dissertation deals with a period that goes from the 13th to the 19th century.

[pt] A presente tese propõe a análise da produção intelectual do cubano José Martí, com foco em seus estudos sobre a sociedade norte-americana do século XIX, observada durante o período de mais de uma década (1880-1895). As fontes que formam o cerne do objeto de investigação são o conjunto de crônicas publicadas em diferentes periódicos da América Hispânica, comumente chamados de Escenas Norteamericanas. A investigação da base filosófica que constituiu a visão de mundo do autor; sua interpretação acerca do significado da modernidade, a realização do exercício de perspectiva, propiciado pela experiência do exílio; o diálogo com as correntes históricas do pensamento social norte-americano, sobretudo o abolicionismo, o pensamento reformador, o debate da forma da vida religiosa em interação com a vida política, o anarquismo e o socialismo, nos permite valorizar a compreensão da história dos Estados Unidos por ele investigada, de um modo que destacou a importância da análise da vida espiritual para uma consideração correta da história e da cultura desta sociedade. Desse modo, a literatura, a filosofia, o pensamento social e político foram os elementos essenciais e indissociáveis de seu exercício de interpretação histórica. / [en] The present thesis proposes the analysis of the intellectual production of the Cuban Jose Marti, focusing on his studies on the American society of the 19th century, observed during the period of more than a decade (1880-1895). The sources that form the core of the object of investigation are the set of chronicles published in different periodicals of Hispanic America, commonly called Escenas Norteamericanas. The investigation of the philosophical basis that constituted the world view of the author; his interpretation of the meaning of modernity, the realization of the exercise of perspective, propitiated by the experience of exile; the dialogue with the historical currents of American social thought, especially abolitionism, reformist thought, the debate of the form of religious life in interaction with political life, anarchism and socialism, allows us to value the understanding of the history of the United States by him investigated, in a way that emphasized the importance of the analysis of spiritual life for a correct consideration of the history and culture of this society. In this way, literature, philosophy, social and political thought were the essential and inseparable elements of his exercise of historical interpretation.
