[pt] Região é um termo/conceito dotado de uma amplitude de sentidos, o que culmina tanto em debates igualmente amplos e fragmentados como em representações homogeneizadoras acerca de espaços, contextos e indivíduos. Tendo isso em vista, o objetivo central desse estudo é recuperar elementos do imaginário em torno da região no âmbito do internacional e, a partir disso, fazer um paralelo entre as representações sobre o Maghreb nessa literatura onde a metáfora do internacional aparece como topos central e o pensamento crítico de intelectuais que falam a partir do lócus Maghreb. Dessa forma, a escolha por analisar especificamente as obras de Abdallah Laroui e Mohamed Al-Jabri se deve ao engajamento desses intelectuais nos debates sobre descolonização, tradição e modernidade, e manifestação da pós-colonialidade nesse lócus-região. O argumento principal é o de que a região não se configura, apenas, como construção analítica e/ou categoria espacial homogênea e bem demarcada, mas como uma topologia engendrada e performada através de discursos de identificação, diferenciação e resistência não desconsiderados os elementos de ambivalência ali presentes. Os conceitos de mundos imaginados e região como artefato cunhados por Arjun Appadurai e Rogério Haesbaert, respectivamente, bem como elementos do debate sobre pós colonialidade serão centrais aqui. / [en] Region is a term concept equipped with a range of meanings which culminates in broad and fragmented debates as well as in homogenizing representations about spaces, contexts and individuals. This way, the principal aim of this study is to recover elements of the imaginary which surrounds the region in the international domain and, then, make parallels between the representations about the Maghreb in this literature in which the metaphor of the international appears as a central topos and the critical approaches of intellectuals who speaks from the locus Maghreb. Thus, the choice of analyzing the works of Abdallah Laroui e Mohamed Al Jabri specifically is due to the engagement of these intellectuals within debates about decolonization, tradition and modernity, and the manifestations of postcoloniality in this locus-region. The main argument is that the region in general does not configure itself ,only, as an analytical construction and/or homogeneous and well demarcated spatial category, but as a topology engendered and performed through discourses of identification, differentiation and resistance without disregarding the elements of ambivalence present in these discourses. The concepts of imagined worlds and region as artifact created by Arjun Appadurai and Rogério Haesbaert, respectively, as well as specific elements of the debate on post coloniality are substantial here.

Resultado do hibridismo entre a doutrina católica - propagada pelos jesuí­tas e mal assimilada pelos Í­ndios - e as crenças nativas, a Santidade teve o poder de arrebatar para o seu culto os próprios colonos portugueses, fascinados pelo grau de participação exigido em suas cerimónias. É este aspecto que O Ídolo de Pedra utiliza para provar a hipótese de que a popularidade da seita jazia justamente nessa oferta de uma experiência mí­stica inexistente nas celebrações da Igreja Católica da época. / [en] The Stone Idol is a fictional attempt to recreate the episode known in Brazilian history as A Santidade de Jaguaripe (The Jaguaripe Sanctity), an indian cult that flourished in the sixteenth-century, in Bahia, and was labelled as a heresy by the Inquisition during its first visit to Brazil in 1591. A result of the hybridism between the Catholic doctrine - propagated by the Jesuit fathers and misunderstood by the Indians - and native beliefs, the Sanctity had the power of enthralling even the Portuguese settlers, fascinated by the degree of participation demanded in its cerimonies. It is this very aspect that The Stone Idol employs to put forward the hypothesis that the cults popularity lay exactly in the offer of a mystic experience that was absent from the Catholic church celebrations at the time.

[pt] Esta dissertação investiga representações de identidade cultural e de condições coloniais e pós-coloniais, encontradas em parte da produção literária portuguesa e africana, sobretudo na primeira década do século XXI. Centrada em autores para os quais a viagem é o livro (PIGLIA, 2010) e a errância, um procedimento de escrita, o trabalho analisa narrativas de Ruy Duarte de Carvalho (Desmedida: Luanda - São Paulo - São Francisco e volta, 2006), José Eduardo Agualusa (Teoria geral do esquecimento, 2012, e Fronteiras perdidas, 1998), Dulce Maria Cardoso (O retorno, 2012) e António Lobo Antunes (Os cus de Judas, 1979). Quando confrontados, tais livros mostram que, de um modo ou de outro, brotaram da passagem de uma voz narrativa por um conjunto de paisagens significativas, levando à constatação de que o escritor contemporâneo do universo lusófono utiliza suas ferramentas, entre outros objetivos, para espreitar, revelar e questionar realidades e poderes que, inevitavelmente, conduzem a importantes reflexões culturais, sociais e políticas. / [en] This dissertation examines representations of cultural identities and of colonial and postcolonial conditions, found in part of the Portuguese and African literary works, especially in the first decade of the 21st century. Focused in authors for whom the trip is the book (PIGLIA, 2010) and the errantry is the writing procedure, the work analyzes narratives by Ruy Duarte de Carvalho (Desmedida: Luanda - São Paulo - São Francisco e volta, 2006), José Eduardo Agualusa (Teoria geral do esquecimento, 2012, and Fronteiras perdidas, 1998), Dulce Maria Cardoso (O retorno, 2012) e António Lobo Antunes (Os cus de Judas, 1979). When confronted, these books pointed to the fact that they have risen, no matter how, from the passage of a narrative voice through a collective of significant landscapes, which lead us to the conclusion that the contemporary writer originating in the universe of portuguese language uses his tools, among other targets, to observe, reveal and challenge realities and powers that, inevitably, leads to important cultural, social and political reflections.

O trânsito de idéias proporcionado pelo Iluminismo foi festejado por homens de letras brasileiros que começavam a estabelecer seu espaço político e cultural na Colônia: empregados em altos cargos da administração colonial, tais letrados conspiraram contra essa mesma administração. O espírito de autonomia, cunhado em ambiente metropolitano, apresentava descompassos em relação ao ambiente colonial americano. Os poetas da época, subordinados a fortes convencionalismos literários e políticos, dramatizaram esses descompassos: a literatura foi usual veículo do complexo pensamento político da época. / [en] The objective of this thesis is to point out the links between the political thought, developed under the influence of the Enlightenment philosophy, the colonial politics employed by the European metropolis and the literary patterns of Arcadism. The exchange of ideas brought about by the Enlightenment was welcomed by Brazilian scholars who started to acquire political and cultural status in the colony: those scholars who were high ranking officials in the colonial administration conspired against that same administration. The spirit of independence, which thrived in the metropolitan environment, was ahead of the situation in South America. The poets of that period, subordinated to political and literary conventions, dramatized this mismatch: literature became a common vehicle for the complex political thought of the time.

[pt] Parte dos álbuns da série franco-belga As Aventuras de Tintin, a obra Tintin no Congo (ou Tintin na África) foi editada semanalmente entre maio de 1930 e junho de 1931, com diversas publicações posteriores. Sucesso comercial durante as décadas seguintes, passou a ser criticada por demonstrações de atitudes racistas contra negros congoleses, revelando o profundo teor colonial da época entranhado nas páginas escritas e desenhadas por Georges Prosper Remi, o Hergé. Como consequência, passou a sofrer com mais força a partir da década de 1990 tentativas de restrição de disponibilidade para crianças em países como Bélgica, Reino Unido e Estados Unidos. Com base na literatura especializada e em face de movimentos recentes como Black Lives Matter, que levantaram análises sobre monumentos e obras consideradas racistas, este estudo tem o objetivo de analisar e mostrar, sob viés da comunicação e da memória coletiva através de um produto cultural, as representações racistas e coloniais que marcam a obra. A commercial success during the following decades, it came to be criticized for demonstrating racist attitudes against Africans, revealing the deep colonial content ingrained in the pages written and drawn by Georges Prosper Remi, aka Hergé. Based on specialized literature and in the face of recent movements such as Black Lives Matter, which raised questions of prominent monuments and pieces of art considered racist, this study aims to analyze and show how a cultural product can generate representations of the period in which it s inserted. [pt] O chamado Novo Imperialismo e os processos colonizatórios levados a cabo pelas grandes potências europeias nos séculos XIX e XX não apenas tiveram um papel fortemente constitutivo nas disciplinas da História, Sociologia, Antropologia e Relações Internacionais como também definiram em grande medida a geopolítica do sistema internacional contemporâneo. Apagado pela sequência de acontecimentos que fizeram do século XX um dos mais conturbados da História Ocidental, o colonialismo alemão tem passado nas últimas décadas por uma revisão profunda do ponto de vista historiográfico. O presente trabalho apresenta os marcos da inserção da mulher durante o Kaiserreich questionando as narrativas que a apresentam como questão. Uma das soluções à Frauenfrage será a criação das escolas coloniais femininas de Witzenhausen, Bad Weilbach e Rendsburg, temática retomada aqui a partir das lentes epistemológicas da História Global. A partir não apenas da história da experiência de formação colonial feminina, mas também de achados documentais que atestam uma troca de cartas entre as egressas da escola por mais de 20 anos, a pesquisa é guiada pelas seguintes perguntas: onde estão, ou estiveram, as mulheres no projeto de formação colonial? (Enloe, 2014) E o que disseram sobre o mundo ao seu redor? As percepções da realidade política e social partilhadas nas Rundbriefe - correspondências que circularam entre a narrativa pública e privada entre os anos o de 1938 e 1960 - desvelam um outro mapa de relações transnacionais: uma cartografia em que mulheres reescreveram os destinos traçados pelo modelo de formação colonial e política populacional da Alemanha imperial definidos no início do século passado, escreveram a partir de novos lugares materiais e sociais e, por fim, construíram narrativas da geopolítica do decorrer do século XX com efeitos até os dias de hoje. / [en] During the XIX and XX centuries, what was known as New Imperialism and the wave of colonization fuelled by major European powers played a leading role in structuring studies of History, Sociology, Anthropology and International Relations, while also defining the international framework of contemporary geopolitics, to a great extent. Eclipsed by the string of events that made the XX century one of the most turbulent in Western History, German colonialism has undergone a sweeping review during the past few decades from the historiographic standpoint. This analysis explores the roles of women during the Kaiserreich, examining narratives presenting them as a question. One of the solutions to Frauenfrage was to set up colonial girls schools at Witzenhausen, Bad Weilbach and Rendsburg, exploring this topic here through the epistemological lenses of Global History. Based not only on the track-record of colonial schooling for women, but also documentary findings reflecting exchanges of letters between school friends for more than twenty years, this research project is steered by the following questions; where are (or were) the women addressed by the colonial schooling project? (Enloe, 2014) What did they say about the world around them? Perceptions of the political and social realities are shared in these Rundbriefe that move seamlessly between public and private narratives between 1938 and 1960, disclosing very different depictions of transnational relationships. In this personal cartography, women rewrote the fates shaped for them by the colonial education model and population policies of Imperial Germany defined at the start of the past century. Described from unsuspected locations both in material and social terms, they built up geopolitical narratives that streamed through the XX century, with effects that extend through today.

[pt] O presente trabalho propõe uma investigação da relação entre tempo e política na sociedade internacional. Para tanto, aponta como determinadas representações do tempo – ou temporalidades – organizam e são organizadas por concepções distintas da política que, por sua vez, constituem formas específicas de discriminação entre comunidades políticas. Tal discriminação implica, por um lado, a demarcação da fronteira entre comunidades consideradas iguais e, por outro lado, a hierarquização de comunidades tidas como desiguais. Mais especificamente, identifica-se a discriminação da desigualdade com distintas lógicas coloniais ligadas aos imperialismos europeus. Nesse sentido, argumenta-se que o tempo é, ele mesmo, um fenômeno político: seu entendimento é sempre sujeito a disputas, fazendo com que sua naturalização resulte em dinâmicas de exclusão. A análise proposta é levada a termo a partir de uma abordagem histórica que busca, no encontro entre passado e presente, gerar aquele efeito de estranhamento [Verfremdungseffekt] que ponha em evidência a política do tempo subjacente à sociedade internacional em diferentes períodos e cujas dinâmicas tenham sido escondidas. A partir do pensamento de Reinhart Koselleck e de uma literatura voltada especificamente às temporalidades da modernidade, este trabalho aplica seu triplo movimento de tempo, política e discriminação a dois períodos cujo ponto de viragem é situado na segunda metade do século XVIII – o início da modernidade e o esclarecimento. Localiza, assim, dois trípticos de organização da política: retorno-artifício-salvação e progresso-autodeterminaçãofilosofia da história. Com isso, abre espaço para um novo entendimento histórico da modernidade que não a tome como dominada pelo imaginário do progresso, mas como uma articulação complexa de lógicas temporais e políticas distintas. / [en] This work investigates the relations established between time and politics in the international society. In order to do so, it highlights how given representations of time – or temporalities – organize and are organized through discrete conceptions of politics which, themselves, constitute particular forms of discrimination between political communities. Such discrimination implies, on the one hand, a demarcation of the boundaries between communities taken as equals and, on the other hand, the hierarquization of communities held to be unequal. More specifically, the discrimination of inequality is identified with different colonial logics related to European imperialisms. Therefore, this work intend to shed light on how time is, itself, a political phenomenon: its understanding is always subject to disputes and, therefore, its naturalization as a fixed phenomenon brings dynamics of exclusion. The analysis proposed is taken to term through an historical approach which attempts, in the encounter between past and present, to generate that estrangement effect [Verfremdungseffekt] that explicates the politics of time underlying modern international society in different periods and whose dynamics have been hidden. Starting from Reinhart Koselleck’s thought and from a literature on the temporalities of modernity, this work applies its triple reading of time, politics and discrimination to two periods whose turning point is situated somewhere around the second half of the eighteenth century – early modernity and the enlightenment –, thus locating two triptychs of the organization of politics: return-artifice-salvation and progress-self-determination-philosophy of history. Such analysis opens space for a new historical and political understanding of modernity which doesn’t take it as permeated by the imaginary of progress, but as constituted through an articulation of multiple temporal and political logics.

[pt] Esta tese é composta por três artigos. O primeiro deles estuda os impactos de longo prazo de uma política de colonização implementada no estado de São Paulo. Ao final do século 19, quase 30 assentamentos coloniais foram criados no estado, colônias caracterizadas como vilas rurais, formadas por pequenos lotes de terra e povoadas por imigrantes europeus relativamente mais educados. Características únicas deste episódio nos permitem mostrar empiricamente que estes assentamentos estão associados ao desenvolvimento de longo prazo das regiões de colonização via especificamente o canal de capital humano. O segundo artigo examina em que medida choques idiossincraticos de precipitação durante o peródo de gestação afetam saúde infantil ao nascer e educação de alunos da escola primária no Semiárido nordestino. Os resultados mostram que choques climáticos adversos diminuem o peso ao nascer, e causam uma maior incidência de mortalidade infantil. Também encontramos impactos negativos sobre aprendizado, evasão e reprovação escolar. O terceiro artigo investiga o impacto da violência associada ao tráfico de drogas no Rio de Janeiro sobre o desempenho educacional em escolas mais expostas aos conflitos entre facções criminosas. Os resultados indicam que violência tem um impacto causal negativo sobre desempenho escolar em matemática, enquanto que nenhum efeito é encontrado sobre o desempenho em português. Também encontramos que a violência é associada a probabilidades mais altas de reprovação e evasão. / [en] This thesis is comprised of three empirical articles. The first article studies the long run development impacts of a colonization policy undertaken by public authorities in the Brazilian state of São Paulo. By the late 19th century, almost 30 settlement colonies were created across São Paulo, Neo Europes characterized as rural villages formed by small plots of land and populated by relatively higher-skilled European settlers. The unique features of this colonialism episode enable us to support empirically the view that settlement colonies fostered long run development of settled regions through improvements in early levels of human capital. The second article examines to what extent idiosyncratic weather patterns during the time in utero have affected infant health at birth and educational outcomes in the Semiarid Northeast Brazil.We build two parallel databases. The first one is a municipality by month of birth database that combines site-specific rainfall uctuations before birth with infant health and mortality rates. The second one combines the same weather outcomes with student level data on school attainment and achievement. We find statistically signifficant evidence that areas hit by negative rainfall uctuations experience higher incidence of low birth weight, preterm gestation and infant mortality rates. We also find that adverse rainfall uctuations when in utero are associated with lower academic test scores, higher incidence of delayed enrollment, dropout and grade repetition among young primary school students. The third article investigates whether and how armed conict among drug gangs in Rio de Janeiro s slums affect children s educational outcomes. We explore time and geographical variation in localized violent events in order to identify causal effects of exposure to violence on students achievement test scores and mobility across schools. We find that students from schools close to areas that experience more violence over time perform worse in standardized math exams, while no significant effect is found for language exams. Violence is also associated with higher grade repetition and dropout rates.

[pt] Movida pelas questões que o debate político contemporâneo em torno das Políticas de Identidade - ou políticas identitárias, como se convencionou a chamar - suscita sobre a relação entre raça e classe, a presente pesquisa se dispõe sobretudo a investigar o papel de raça na modernidade capitalista. Julgando ser de central importância a essa tarefa o movimento de historicizar raça em seu sentido moderno, engaja-se com uma reconstrução histórica que confere ênfase ao papel da escravidão transatlântica para a gênese capitalista, elucidando sobre seu aspecto colonial. Conjuntamente a esse esforço de historicização de raça e compreensão do capitalismo a partir dos eventos sucedidos no Atlântico, volta-se à reflexão sobre os efeitos do significante racial moderno através de perspectivas teóricas que questionam os limites e ambiguidades de raça na modernidade. A partir dessas considerações que buscam contribuir com o pensamento crítico acerca do lugar de raça no capitalismo, o objetivo do presente trabalho é se dirigir às diferentes maneiras como a relação entre raça e classe é entendida e mobilizada no debate político em torno das lutas identitárias, com suas posições que trafegam desde um desmerecimento da indissociabilidade existente entre as identidades produzidas pelo signo racial moderno e o modo de gestão do capitalismo, por um lado, até à redução de raça a uma questão de ordem meramente econômica, por outro. / [en] Driven by the questions that the contemporary political debate around Identity Politics - or identitarian politics, as it has been conventionally called - raises about the relationship between race and class, the present research proposes itself to investigate the role of race in capitalist modernity. Considering the movement to historicize race in its modern sense as one of central importance to this task, this work engages in a historical reconstruction that emphasizes the role of transatlantic slavery for the capitalist genesis, elucidating its colonial aspect. Alongside the effort to historicize race and to understand capitalism from the events that took place in the Atlantic it is proposed a reflection on the effects of the modern racial signifier through theoretical perspectives that question the limits and ambiguities of race in modernity. Through these considerations that seek to contribute to the critical thinking about the place of race in capitalism the aim of this research is to address the different ways in which the relationship between race and class is understood and mobilized in the political debate around identity struggles – with its positions that range from a neglect of the indissociability between the identities produced by the modern racial sign and the way capitalism functions, on the one side; to a reduction of race to a question of a purely economic order, on the other.
