[pt] Essa tese investiga as noções de colonialismo e dependência e as alegorias do Brasil na historiografia literária de Antonio Candido na década de 1960 e início dos anos 1970. Nesse contexto, o crítico circulou por diversos países e teve contato com novos repertórios intelectuais, conceituais e políticos que o possibilitaram promover, com base numa hermenêutica da distância, uma transformação das ideias com as quais sua obra operava nos decênios anteriores, especialmente no que diz respeito à interpretação da própria realidade sociocultural latino-americana. A partir daí, e já imbuído de uma descrença em relação à panaceia desenvolvimentista, Candido buscou averiguar os efeitos deletérios do colonialismo na formação da América Latina, vinculando-os ainda à estruturação de uma situação de dependência que, no século XX, legou ao continente a persistência dos caracteres do subdesenvolvimento no processo de ordenação das sociedades. Além disso, o crítico buscou apresentar, por uma perspectiva dialética, algumas alegorias da historicidade brasileira presentes na ficção realista-naturalista, de modo a tensionar a própria condição política do país à época, sob a égide da ditadura militar. Por fim, procurou identificar os motivos de, mesmo mergulhado nessa condição histórica de “atraso”, ter emergido no continente uma forma poética de grande vigor estético, o Superregionalismo que, em tons esteticamente inventivos, tratou de questões consideradas universais, rompendo com as tópicas estritamente nacionais. / [en] This thesis investigates the notions of colonialism and dependency and the allegories of Brazil in Antonio Candido s literary historiography in the 1960s and early 1970s. In this context, the critic traveled to different countries and came into contact with new intellectual, conceptual and political repertoires that enabled him to promote, based on a hermeneutics of distance, a transformation of the ideas with which his work had operated in the previous decades, especially with regard to the interpretation of Latin America s own socio-cultural reality. From then on, and already imbued with a disbelief in the developmentalist panacea, Candido sought to investigate the deleterious effects of colonialism on the formation of Latin America, also linking them to the structuring of a situation of dependence which, in the 20th century, left the continent with the persistence of the characteristics of underdevelopment in the process of ordering societies. In addition, the critic sought to present, from a dialectical perspective, some allegories of Brazilian historicity present in realist-naturalist fiction, to tension the very political condition of the country at the time, under the aegis of the military dictatorship. Finally, it sought to identify the reasons why, despite being immersed in this historical condition of backwardness, a poetic form of great aesthetic vigor emerged on the continent, Superregionalism, which, in aesthetically inventive tones, dealt with issues considered universal, breaking with strictly national topics.

[pt] A educação se tornou uma área chave tanto em estados-nação e a nível global, em particular quando se trata da escolarização de crianças. Apesar da responsabilidade pela educação formal ser primariamente do Estado, Organizações Internacionais (OIs) têm se tornado progressivamente mais envolvidas neste campo. Esta dissertação discute as concepções de educação presents nas Nações Unidas através de duas de suas principais agências com um mandato no tema – UNICEF and UNESCO. Uma seleção de relatórios das agências são analisados através da Análise Crítica do Discurso (ACD) em relação com um conceito auqi chamado de escolarização tradicional. Este conceito é baseado em autores que discutem como uma forma de educação foi conceitualizada e institucionalizada como parte de processos politicos, econômicos e culturais na Europa Ocidental entre os séculos 17 e 19, servindo como reprodutores de uma certa ordem social. A disseração conduz um apanhado histórico da emergência e disseminação da escola formal, assim como o papel das Nações Unidas nesse processo, e analisa documentos do UNICEF e UNESCO que se referem à sua visão da educação, seus objetivos, importância, atores e métodos. Conclui-se que as visões das organizações nem sempre se alinham em relação a esses elementos, e apesar de frequentemente servirem como promotoras e disseminadoras da escolarização formal, há iniciativas divergentes que indicam que há espaço para a emergência de outras visões da educação. / [en] Education has become a key policy area both in nation-states and at the global level, particularly when it comes to the schooling of children. Although responsibility for formal education primarily falls to the state, International Organisations (IOs) have increasingly become involved in this field. This dissertation discusses the conceptions of education present in the United Nations through two of its main agencies with a mandate on the subject – UNICEF and UNESCO. A selection of the agencies reports are analysed through the theoretical approach of Critical Discourse Analysis (CDA) in relation to a concept here called traditional schooling. This concept draws on authors that discuss how forms of education have been conceptualised and institutionalised as part of political, economic and cultural processes in Western Europe in the seventeenth to twentieth centuries, serving as reproducers of a certain social order. The dissertation conducts a historical overview of the emergence and dissemination of formal schooling, as well as the role of the United Nations in this process, and analyses UNICEF and UNESCO documents that refer to their vision of education, its goals, importance, actors and methods. It concludes that the organisations visions do not always align education s goals, importance, subjects and methods, and although they frequently serve as promoters and disseminators of traditional schooling, there are dissenting initiatives that indicate there is room for other visions of education to emerge.

[pt] O presente estudo compreende uma epistemologia crítica acerca da crescente participação de gigantes da tecnologia em setores estratégicos da administração federal no campo da saúde pública no Brasil. Primeiramente é apresentado, em ordem cronológica, o desenvolvimento das principais políticas públicas brasileiras de Saúde Digital, buscando demonstrar sua evolução e fomento à participação do capital privado na área, assim como a terceirização de serviços. Posteriormente, mobilizo os conceitos de Colonialismo Digital e Soberania de Dados para demonstrar o que a oposição entre eles representa, e como esta pode ser observada na prática, no campo da saúde. Por fim, através da análise documental e de fontes primárias, trago a pergunta de pesquisa ao estudo de caso: quais são as consequências da contratação da multinacional estrangeira Amazon - atual provedora de serviços de armazenamento e processamento de dados em nuvem para o Ministério da Saúde - para Saúde Pública no Brasil? / [en] This study presents a critical epistemology about the growing participation of technology giants in strategic sectors of the federal administration in the field of public health in Brazil. First, the development of the main Brazilian public policies on Digital Health is presented in chronological order, seeking to demonstrate its evolution and promotion of private capital participation in the area, as well as the outsourcing of services. Subsequently, I mobilize the concepts of Digital Colonialism and Data Sovereignty to demonstrate what the opposition between them represents, and how this can be observed in practice, in the field of health. Finally, through document analysis and primary sources, I bring the research question to the case study: what are the consequences of hiring the foreign multinational Amazon - current provider of cloud data storage and processing services for the Ministry of Health - for Public Health in Brazil?

[pt] A tese Fissuras da moldura colonial portuguesa: visualidade e visão de mundo na obra de José Luandino Vieira tem como objetivo interrogar as potencialidades narrativas que se abrem nas relações entre as formas plásticas e as imagens literárias construídas pelo escritor luso-angolano José Luandino Vieira em três obras distintas: no livro Papéis da Prisão (2015), compilação de 17 cadernos produzidos pelo autor durante o período de encarceramento vivido entre os anos de 1962 e 1971 e nos romances O livro dos rios. De rios velhos e guerrilheiros I (2006) e O livro dos guerrilheiros. De rios velhos e guerrilheiros II (2009). A intenção é compreender alguns recursos utilizados pelo escritor para enfrentar e transtornar a linguagem hegemônica da moldura colonial portuguesa, como a desnaturalização da língua portuguesa e a estratégia do pensamento visual que possibilita transfigurar a realidade. Na perspectiva teórico-metodológica, recorro a teorias que ajudem a compreender tanto os mecanismos de luta anticolonial quanto as estratégias de utilização específica da imagem como parte do seu projeto estético-político. / [en] The thesis Fissures of the portuguese colonial frame: visuality and worldview in the work of José Luandino Vieira aims to interrogate the narrative potentialities that open up in the relations between the plastic forms and the literary images constructed by the Portuguese-Angolan writer José Luandino Vieira in three distinct works: in the book Papéis da Prisão (2015), compilation of 17 notebooks produced by the author during the period of imprisonment lived between the years of 1962 and 1971 and in the novels O livro dos rios. De rios velhos e guerrilheiros I (2006) and O livro dos guerrilheiros. De rios velhos e guerrilheiros II (2009). The intention is to understand some resources used by the writer to face and upset the hegemonic language of the portuguese colonial frame, such as the denaturalization of the portuguese language and the strategy of visual thinking that makes it possible to transfigure reality. In the theoretical-methodological perspective, I resort to theories that help to understand both the mechanisms of anti-colonial struggle and the use of using the image as part of its aesthetic-political project. / [fr] La thèse Fissures du cadre colonial portugais: visualité et vision du monde dans l oeuvre de José Luandino Vieira vise à interroger les potentialités narratives qui s ouvrent dans les relations entre les formes plastiques et les images littéraires construites par l écrivain luso-angolais José Luandino Vieira dans trois ouvrages différents: dans le Papéis da Prisão (2015), compilation de 17 carnets produits par l auteur pendant la période d emprisonnement entre 1962 et 1971; et dans les romans O livro dos rios. De rios velhos e guerrilheiros I (2006) et O livro dos guerrilheiros. De rios velhos e guerrilheiros II (2009). L intention est de comprendre certaines ressources utilisées par l écrivain pour affronter et bouleverser la langue hégémonique du cadre colonial portugais, comme la dénaturalisation de la langue portugaise et la stratégie de la pensée visuelle qui permet de transfigurer la réalité. Dans une perspective théorico-méthodologique, je recours à des théories qui aident à comprendre à la fois les mécanismes de la lutte anticoloniale et les stratégies d utilisation spécifique de l image dans la partie de son projet esthético-politique.
