[pt] Região é um termo/conceito dotado de uma amplitude de sentidos, o que culmina tanto em debates igualmente amplos e fragmentados como em representações homogeneizadoras acerca de espaços, contextos e indivíduos. Tendo isso em vista, o objetivo central desse estudo é recuperar elementos do imaginário em torno da região no âmbito do internacional e, a partir disso, fazer um paralelo entre as representações sobre o Maghreb nessa literatura onde a metáfora do internacional aparece como topos central e o pensamento crítico de intelectuais que falam a partir do lócus Maghreb. Dessa forma, a escolha por analisar especificamente as obras de Abdallah Laroui e Mohamed Al-Jabri se deve ao engajamento desses intelectuais nos debates sobre descolonização, tradição e modernidade, e manifestação da pós-colonialidade nesse lócus-região. O argumento principal é o de que a região não se configura, apenas, como construção analítica e/ou categoria espacial homogênea e bem demarcada, mas como uma topologia engendrada e performada através de discursos de identificação, diferenciação e resistência não desconsiderados os elementos de ambivalência ali presentes. Os conceitos de mundos imaginados e região como artefato cunhados por Arjun Appadurai e Rogério Haesbaert, respectivamente, bem como elementos do debate sobre pós colonialidade serão centrais aqui. / [en] Region is a term concept equipped with a range of meanings which culminates in broad and fragmented debates as well as in homogenizing representations about spaces, contexts and individuals. This way, the principal aim of this study is to recover elements of the imaginary which surrounds the region in the international domain and, then, make parallels between the representations about the Maghreb in this literature in which the metaphor of the international appears as a central topos and the critical approaches of intellectuals who speaks from the locus Maghreb. Thus, the choice of analyzing the works of Abdallah Laroui e Mohamed Al Jabri specifically is due to the engagement of these intellectuals within debates about decolonization, tradition and modernity, and the manifestations of postcoloniality in this locus-region. The main argument is that the region in general does not configure itself ,only, as an analytical construction and/or homogeneous and well demarcated spatial category, but as a topology engendered and performed through discourses of identification, differentiation and resistance without disregarding the elements of ambivalence present in these discourses. The concepts of imagined worlds and region as artifact created by Arjun Appadurai and Rogério Haesbaert, respectively, as well as specific elements of the debate on post coloniality are substantial here.

[pt] O estilo literário que ficou conhecido internacionalmente como Realismo Mágico tem na laureada obra de Gabriel García Márquez, Cem Anos de Solidão, uma de suas maiores inspirações. O Boom latino-americano, movimento que impulsionou o reconhecimento original da produção literária na América Latina nas décadas de 1960 e 1970 terminou por acender um debate em escala planetária em torno da existência de uma realidade mítica e mágica que ultrapassa as estreitas concepções de realidade do Ocidente. Junto a este reconhecimento, a visão em torno de Cem Anos de Solidão passou a ser associada a uma representação metafórica da cultura e história da Colômbia e América Latina. Esta dissertação pretende problematizar o vínculo imediatamente assumido entre o nacional e o inter-nacional através deste símbolo literário do século XX. Assim, buscar-se-á uma intercessão teórica entre literatura, modernidade e póscolonialidade. Através da enunciação de Gabriel García Márquez o objetivo será interpelar os valores normativos de autoridade e de significação que são ao mesmo tempo assumidas e produzidas pelas teorias de modernização e de resquícios eurocêntricos, mormente a epistemologia das Relações Internacionais. Para esta finalidade, a compreensão de uma espaçotemporalidade disjuntiva e de uma poética da solidão pretendem deslocar as fronteiras que separam a mágica do real. / [en] The international literary genre better known as Magical Realism had on Gabriel García Márquez’s laureate book One Hundred Years of Solitude one of its major inspirations. The movement of Boom boosted the original recognition of Latin American’s authors during the 1960s and 1970s sparking a world-scale debate about the existence of whether or not a mythical or legendary reality goes beyond the strict reality of West. Aside this acknowledgment, the view around One Hundred Years of Solitude became affiliated to a metaphorical representation of Colombia and Latin American culture and history. This dissertation intends to question the link between nation and inter-national through this literary symbol of twentieth century. Therefore, an intersection will be made between literature, modernity and post-coloniality. With Gabriel García Márquez’s local utterances my aim is to question the normalized values of authority and signification easily assumed and simultaneously produced by modernization theory and Eurocentric remnants, mainly International Relations epistemology. To this purpose I take an out of joint account of time and space allied with a poetics of solitude to enable a displacement of the boundaries that split the magical and the real.

[pt] O Magrebe é uma região localizada entre diversos mundos - africano, ocidental, oriental, pan-árabe, islâmico, para citar alguns – e, portanto, permeada por uma série de representações e narrativas que tentam capturar e conferir sentido à essa diversidade e os tipos de encontros que suscita. O presente trabalho é uma investigação sobre a política das narrativas no âmbito da chamada Literatura Pós-Colonial Francófona do Magrebe – mais precisamente nos escritos de Abdelkebir Khatibi, Fatema Mernissi, Kateb Yacine e Jacques Derrida. Dentre outros pontos de interseção, tais escritores explicitamente abraçaram em suas produções textuais a tarefa de (re)imaginar suas respectivas sociedades e, principalmente, suas subjetividades (posição de sujeitos) enquanto intelectuais franco-magrebinos no contexto pós-colonial e subsequentes processos de construção da nação pelos Estados pós-coloniais da região. Dessa forma, a tese se centra na política da imaginação, desencantamento, mas também na esperança que une esses escritos, e chama atenção para o mundanismo dos textos (worldliness of texts) – conceito cunhado por Edward Said –, num esforço tanto de situar textos em seus contextos como de discutir o potencial e os limites das estratégias narrativas (e da imaginação crítica) em promover a mudança política. Busca-se então avançar a noção de narrativas como atos políticos à medida em que se lança luz sobre o contexto turbulento em que surge a literatura pós-colonial francófona do Maghreb, bem como sobre sua constante reinvenção enquanto espaço de resistência e contestação. Argumenta-se ainda que existem paralelos relevantes entre a política de (re)imaginação que se desprende desses textos e as reflexões que têm sido avançadas por um conjunto de intelectuais de RI acerca do lugar das narrativas enquanto metodologias alternativas para compreender o internacional e o global. Quais as implicações dessa renovada atenção aos tropos da narrativa, voz e reflexividade enquanto problemas teóricos legítimos no estudo das relações internacionais e globais? Que tipos de ansiedades e esperanças tal movimento em direção às estratégias narrativas – seja como modo de comunicação do conhecimento seja como modo de conhecer, (re)imaginar e, assim, (re)contar o mundo – suscita no campo das RI? Ao fornecer possíveis respostas a esses e outros questionamentos, esta tese de doutorado busca ainda promover/imaginar um encontro entre narrativas sobre/ a partir do Magrebe e narrativas sobre / a partir da teoria de RI em suas semelhantes tentativas de representar e compreender o internacional e o global. / [en] Maghreb is a region located between many worlds – African, Occidental, Oriental, pan-Arab, Islamic, to name a few. Thus, not surprisingly, it is permeated by a number of depictions and narratives trying to capture and make sense of such diversity and the types of encounters it generates. The thesis is an exploration on the politics of narrating postcolonial Maghreb in the writings of Francophone Maghrebian writers such as Abdelkebir Khatibi, Fatema Mernissi, Kateb Yacine and Jacques Derrida, who explicitly embraced the task of (re)imagining their respective societies and, importantly, their subject-positions as Franco-Maghrebian intellectuals after independence from the colonial yoke and subsequent nation-building processes by postcolonial states in the region. The main line of inquiry throughout the dissertation focuses on the politics of imagination, disenchantment but also hope bridging these texts together and draws attention to the worldliness of texts (a terminology coined by Edward Said) in order to both situate texts in their contexts and discuss the potential of narrative strategies (and of critical imagination) to promote political change. I therefore consider narratives as political acts and draw attention to the turbulent contexts in which postcolonial Francophone Maghrebian literature emerges and constantly reinvents itself as a site of resistance and contestation. In addition, I argue that there are important parallels between the politics of (re)imagination in these texts and the reflections some IR scholars have been putting forward in their turn to narratives as alternative methodologies in IR. What does this attention to the tropes of narrative, voice and reflexivity as theoretical problems entail to the study of international and global affairs? What sorts of anxieties and hopes does the turn to narratives both as modes of communicating knowledge to the world and as modes of knowing, (re)imagining and thus (re)telling the world bring about in the field of IR? In providing an answer to these questions, I promote an encounter between narratives about/from the Maghreb and narratives about/from IR and IR theory in their attempts at making sense of the world of international and global affairs.

[pt] O presente trabalho pretende discutir a relação entre uma narrativa que transforma o colonizador branco europeu em herói e o desenvolvimento da chamada ciência moderna como único meio legítimo (e universal) de se produzir conhecimento. Para isso, toma-se a jornada do herói descrita por Joseph Campbell (2007 [1949]) como uma narrativa exemplar, entendendo que o trabalho de Campbell a) toca a construção psicológica (inconsciente/subconsciente) deste personagem, a partir da psicanálise, e b) enquanto um acadêmico estadunidense, encontra-se no mesmo registro dos colonizadores do Norte global. Ainda, entende-se que tanto este herói quanto a ciência moderna são mitos inscritos na Modernidade, também entendida como um mito (Dussel, 1993), que por sua vez estaria diretamente associada à colonização ibérica na América – parte-se da descoberta da América (1492) como marco fundamental da Modernidade. Pretende-se desenvolver essa discussão à luz dos marcos teóricos pós-coloniais e descoloniais, entendendo que as semelhanças que os aproximam são mais importantes que suas diferenças – sendo a principal diferença o entendimento do marco colonial: para o primeiro, seria o pós-Iluminismo, enquanto que para o segundo seria a descoberta da América (Mignolo, 2000) –, compondo, assim, um pensamento crítico e declaradamente político, a despeito da ontologia ocidental, branca e pretensamente universal e neutra. Uma vez que se parte da ideia de que o herói, a ciência moderna e a Modernidade-colonialidade (Dussel, 1993) são co-constitutivos, estes três elementos são transversais neste trabalho, tangenciados pelas dimensões de raça e gênero, que evidenciam os mais violentos aspectos dos elementos analisados. / [en] This work aims at discussing the relation between a narrative that transforms the European colonizer into a hero and the development of de so-called modern science as the only legitimate (and universal) way of producing knowledge. To do so, I take the hero journey described by Joseph Campbell (2007 [1949]) as an exemplary narrative, understanding that Campbell s work a) touches the psychological (unconscious/subconscious) construction of the character, from a psychanalytic view, and b) as an American scholar, we find him in the same record as the global north colonizers. Furthermore, I understand that both this hero and the modern science are myths inscribed within Modernity, also understood as a myth (Dussel, 1993), which in turn would be directly associated with Iberian colonization of America – I depart from America s discovery (1942) as the fundamental benchmark of Modernity. I intend to develop this discussion in light of the post-colonial e decolonial theoretical framework, understanding that the similarities that approximate them are more important than the differences – being the most important difference the mark of the beginning of colonialism: for the former, it would be the after Enlightenment, whereas for the latter would be America s discovery (Mignolo, 2000) – composing, thus, a critical and professedly political thought, despite the Western ontology, that is white and allegedly universal and neutral. Once I depart from the idea that the hero, the modern science and the modernity-coloniality (Dussel, 1993) are co-constitutives, these three elements are transversal in this work, touched by the race and gender dimensions, which highlight the most violent aspect of the analyzed objects.

[pt] A (tentativa de) reconciliação pelo pedido de desculpa: o caso canadense sob um viés pós-colonial investiga o potencial do pedido de desculpa como ferramenta política. A partir de um panorama de como ele se insere em uma literatura maior sobre memória e trauma, proponho uma análise dos pedidos de desculpa das Igrejas e do Estado no Canadá pelo sistema de escolas residenciais implementado para a assimilação de comunidades indígenas e, mais remotamente, pelas práticas coloniais. Partindo de uma abordagem pós-colonial, sugiro também explorar as construções temporais e a possibilidade de resistência que tal instrumento permite. Mais além, olho para os limites do multiculturalismo do estado canadense, abrindo para se refletir criticamente sobre o fato de, apesar de ter havido iniciativas reconciliatórias através de um esforço discursivo em direção a novas relações não-violentas, observa-se a manutenção de uma marginalização das vítimas. / [en] The (attempt at) reconciliation through apology: the Canadian case from a post-colonial perspective investigates the potential of the apology as a political tool. From an overview of how it fits into a larger literature on memory and trauma, I propose an analysis of church and state apologies in Canada for the residential school system implemented for the assimilation of indigenous communities and, more remotely, for colonial practices. Reflecting on the subject from a postcolonial approach, I also suggest exploring the temporal constructions and the possibility of resistance that such an instrument allows. Beyond that, I look at the limits of multiculturalism in the Canadian state, opening to critically reflect on the fact that, although there have been reconciliation initiatives through a discursive effort towards new nonviolent relations, one observes the maintenance of a marginalization of the victims.

[pt] Este estudo parte de dois movimentos argumentativos principais. O primeiro articula o entrelaçamento de dois discursos, aqui descritos como o desenvolvimento e o internacional, na construção de uma narrativa sobre um precário lugar de periferia do sistema de Estados. O segundo, intimamente relacionado ao primeiro, investiga como a marca da subalternidade discursiva desse lugar de periferia incide sobre um lócus de enunciação chamado Brasil e sobre a construção de suas narrativas de política externa ou, propriamente, sobre sua política diante do internacional. Para avançar este objetivo, este trabalho debruça-se sobre uma literatura acadêmica e contemporânea de política externa brasileira e sobre o tema da aspiração internacional do Brasil (LAFER, 2009; LIMA, 2004, 2005; LIMA; HIRST, 2006; PINHEIRO, 2000, 2004). Diferentemente das escolas de análise de política externa tradicionais, preocupadas, a maior parte do tempo, com o lado mais empírico e policy-oriented da diplomacia, este trabalho enfatiza a construção de um imaginário simbólico que anima a possibilidade de pensar-se estrategicamente a inserção ‘internacional’ do Brasil. Partindo de diversos trabalhos de influência pós-colonial (BHABHA, 1998; CHAKRABARTY, 2000; INAYATULLAH; BLANEY, 2004), argumenta-se que a aspiração internacional do Brasil emerge da constante negociação da referida precariedade de sua posição na política internacional. A ambivalência, por fim, é introduzida como uma força desestabilizadora da fixidez do encontro do Brasil com o desenvolvimento e o internacional e, igualmente, da precariedade com a qual se engaja o seu lugar de periferia. / [en] This study arises from two main argumentative moves. The first articulates the intertwining of two discourses, here described as development and the international, in the construction of a narrative about a precarious place of the periphery in the state system. The second, closely related to the first, investigates how the sign of the discursive subalternity of this peripheral place relates to a locus of enunciation called Brazil and how it helps to construct its foreign policy narratives or, specifically, its politics in face of the international. In order to put forward this objective, this research turns to the contemporary academic Brazilian foreign policy literature and also to the subject of Brazil’s international aspiration (LAFER, 2009; LIMA, 2004, 2005; LIMA; HIRST, 2006; PINHEIRO, 2000, 2004). Unlike most foreign policy analysis schools, which have been concerned, most of the time, with the more empirical and policy-oriented side of diplomacy, this work emphasizes the construction of a symbolic imagination that illuminates the very possibility of thinking strategically about Brazil’s insertion in the international scene. Based on several studies of post-colonial influence (BHABHA, 1998; CHAKRABARTY, 2000; INAYATULLAH; BLANEY, 2004), I argue that Brazil’s international aspiration emerges from a constant negotiation of the precariousness of its position in international politics. Ambivalence is finally introduced as a destabilizing force against the fixity of Brazil’s encounter with both development and the international and also as a way to resist the precariousness of its place of periphery.

[pt] Considerando a insuficiência do direito internacional ambiental frente às crises da era do antropoceno, a presente pesquisa busca analisar as questões fundacionais das normas jurídicas internacionais. Para tanto, primeiramente, será observado o discurso presente nas três principais declarações gerais do direito internacional ambiental (Declaração de Estocolmo, Declaração do Rio e O Futuro que Queremos) de maneira crítica e reflexiva. Em seguida, será explorada a construção de significados que sustentam a visão de mundo legitimada por essas normas, como o ideal por desenvolvimento, a colonialidade e certa concepção sobre natureza, humanidade e a relação entre eles. Por fim, serão levantados questionamentos sobre as possibilidades de futuros alternativos que derivam dessas categorias, como o reconhecimento dos direitos da natureza, e os limites que as categorias existentes impõem a imaginários dissidentes. Com isso, observa-se que a forma com que o direito internacional ambiental é construído pressupõe a não problematização da exclusão constitutiva de outros do sistema internacional moderno. Portanto, é necessário questionar essas próprias categorias fundacionais, não só do direito internacional (geral e ambiental), como do sistema internacional e estatal como um todo, como um convite para uma especulação construtiva sobre quais futuros somos capazes de imaginar e construir. / [en] Considering the shortcoming of international environmental law in dealing with the crises of the era of the Anthropocene, this research seeks to analyze some foundational categories of international legal norms. With this in mind, firstly, the discourse of the three main general declarations of international environmental law (Stockholm Declaration, Rio92 and Rio +20) will be observed in a critical and reflective way, with the help of an enunciative discourse analysis. Then, some accounts will be traced about the construction of meanings that support the ontology legitimized by these norms, such as the ideal for development, coloniality and a certain conception about nature, humanity and the relationship between them. Finally, considering the roles of imaginaries and constructions of futures, questions will be raised about the possibilities of alternative futures that derive from these concepts, such as the recognition of the rights of nature and the limits that the existing categories impose on dissident imaginaries. Hence, it can be observed that the way in which international environmental law is constructed presupposes that the constitutive exclusion of others from the modern international system is not problematized. Therefore, it is crucial to question these very foundational categories, not only of international law (general and environmental), but of the international and state systems as a whole, as an invitation to face the end of the world through constructive speculation about which futures we are able to imagine and build.

[pt] O controle exercido pelos países do Norte Global sobre as nações que foram colonizadas se reflete nos contextos culturais e ideológicos dessas sociedades. Um desses reflexos é encontrado em capas de livros clássicos, que são o objeto desta pesquisa que pretende analisar como são representados o Norte Global e o Sul Global no projeto gráfico de capas de livros clássicos brasileiros e estadunidenses editados no Brasil e nos Estados Unidos. Para alcançar esse objetivo, foi realizada uma análise semiótica do plano da expressão e do plano do conteúdo em 304 capas dos livros, com base na teoria visual formulada por Jean-Marie Floch. Dentro do conjunto de obras analisadas, procurou-se verificar a existência de elementos geopolíticos no projeto gráfico das capas dos livros e em que nível os símbolos estadunidenses são reforçados nas capas editadas no Brasil e como os símbolos brasileiros aparecem nas capas editadas nos Estados Unidos. Para tanto, utilizou-se a teoria de Edward Said sobre Orientalismo como base para esta verificação e observou-se que os títulos brasileiros, quando editados nos Estados Unidos, são carregados de estereótipos criados pelo Ocidente, enquanto os livros estadunidenses, quando editados no Brasil, refletem corretamente a cultura daquele país. / [en] The control exercised by the countries of the Global North over the colonized nations is reflected in the cultural and ideological contexts of these societies. One of these reflections is found in classic book covers, which are the object of this research that intends to analyze how the Global North and Global South are represented in the graphic design of Brazilian and American classic book covers edited in Brazil and in the United States. To achieve this goal, a semiotic analysis of the expression plane and the content plane was performed on 304 book covers, based on the visual theory formulated by Jean-Marie Floch. Within the set of works analyzed, we sought to verify the existence of geopolitical elements in the graphic design of book covers and at what level the American symbols are reinforced in the covers edited in Brazil and how the Brazilian symbols appear in the covers edited in the United States. To this end, Edward Said s theory of Orientalism was used as the basis for this verification and it was observed that Brazilian titles, when published in the United States, are loaded with stereotypes created by the West, while American books, when published in Brazil, correctly reflect that country s culture.

[pt] Esta dissertação busca os caminhos da memória no percurso que Mia Couto inventou em seus contos e crônicas. Estabelece um diálogo entre esse escritor e outros autores que se preocuparam em relacionar a memória com a formação de diferentes identidades culturais. Levando em consideração o desenvolvimento de Moçambique ao longo de sua história, a própria condição híbrida desse país e as conseqüências das guerras, o escritor resgata a memória através da preservação das tradições e da cultura local. Essa leitura percorre duas figuras emblemáticas do tempo: o velho e a criança. Mia Couto deseja que Moçambique tenha um futuro melhor. / [en] This essay enphirizes the ways of the memory that Mia Couto created on his tales and chronicles. He sets up a dialogue among this author and were engaged in connecting the memory with all different culture identity. Looking carefuly to the development of Moçambique, its hybrid condition and the consequences of the wars, the writer rescues memory as a trial to preserve the tradition of local culture. This reading focuses some Mia Coutos narratives that stand out the importance of the two symbolic figures: the old and the child. Mia Couto wishes Moçambique may have a better tomorrow.

[pt] A partir da imagem da Casa de Portugal (um navio-imitação das caravelas portuguesas cravejado de símbolos de exaltação ao colonialismo) atracada em frente ao Porto Maravilha, durante as Olimpíadas de 2016, a dissertação pretende refletir sobre as formas como a violência colonial é pensada, incorporada e ignorada temporal e espacialmente na sociedade contemporânea brasileira. Para isso, a pesquisa parte desta imagem específica para uma análise mais ampla do projeto Porto Maravilha, com atenção a alguns dos espaços erguidos e/ou reformados por ocasião dos Jogos Olímpicos de 2016, e circuitos a pé feitos na região. Trabalha-se com a contraposição de uma concepção disciplinadora do espaço (Porto Maravilha) e a ideia de espaço-palimpsesto, representado pela própria zona portuária e que se caracteriza como um espaço em que se sobrepõem diferentes camadas de tempo, de modo a afirmar coexistências, encontros, conexões. A hipótese a ser investigada é a de que a condição de possibilidade para pensar um futuro de progresso, no âmbito do Porto Maravilha, seria a noção de uma reconciliação do Rio com seu passado violento e, portanto, o restabelecimento de uma suposta harmonia que é vista como própria à cidade e aos brasileiros em geral. Tal narrativa, por sua vez, envolve diretamente a noção de que o que funda o Brasil é o encontro colonial harmônico entre diferentes raças e culturas. / [en] Through the image of House of Portugal (a copy of Portuguese sailing ships used during colonial navigations) anchored in front of Porto Maravilha, during 2016 Olympic Games, this thesis intends to reflect upon the ways colonial violence is thought of, embraced and ignored temporally and spatially by Brazilian contemporary society. For such, this research departs from this specific image to a broader analysis of Porto Maravilha project, focusing on spaces built and/or renewed for the Olympics and walking tours taken around the port zone. The thesis works with the contrast of a disciplinary conception of space (Porto Maravilha) and the idea of space-palimpsest, represented by the port zone itself and where different histories overlap, find points of connection and continuities and also break into each other. The hypothesis to be investigated is that the condition of possibility to think about a future of progress, in the context of Porto Maravilha, would be the notion of reconciliation between Rio de Janeiro and its violent past, and therefore the reestablishment of a supposed harmony seen as proper to the city and to Brazilians in general. Such narrative, in turn, directly entails the notion that what founds Brazil is a harmonic colonial encounter between different races and cultures.
