[pt] Esta dissertação analisa o tema largamente difundido dos Estados frágeis,
procurando compreender como esta concepção se forma e quais são os efeitos
dessa significação para a dinâmica maior da ajuda internacional. A pesquisa se
volta para indagar sobre o senso comum acerca da chamada fragilidade estatal,
aplicando o que Leander denomina abordagem FIHP, baseada nos conceitos de
campo, habitus e prática de Bourdieu. Tomando como base esta metodologia, e
com o suporte dos trabalhos de Villumsen e Bigo, a proposta desta dissertação é
questionar o caráter dado dos Estados frágeis e entendê-los como uma
construção constante de agentes de toda natureza que se encontram em um mesmo
campo transnacional. Para isso, a análise foca em atividades burocráticas
rotineiras e nas disputas freqüentes entre os agentes do campo, demonstrando que
a concepção de Estados frágeis, como todo processo de significação e
representação, está fundamentada em violência, ainda que sutil. A pesquisa busca,
ainda, ajudar a superar dois problemas na disciplina de Relações Internacionais
quanto ao tema da chamada fragilidade estatal: uma divisão de trabalhos entre
críticas teóricas e práticas que desconsidera o potencial enriquecedor de se unirem
as duas abordagens; e o silenciamento em torno de como se forma uma concepção
tão largamente difundida. A dissertação tenciona, então, enriquecer a abordagem
do tema justamente em demonstrando contingente, violenta e ao mesmo tempo
sutil a dinâmica que significa e cria Estados frágei. / [en] This dissertation examines the widespread theme of fragile states, trying
to understand how this concept is formed and what are the effects of this
signification process for the dynamics of international aid. The research puts in
question the common sense about the so called state fragility, applying what
Leander calls the FIHP approach, based on Bourdieu s concepts of field, habitus
and practice. Based on this methodology, and supported by the work of Villumsen
and Bigo, the purpose of this dissertation is to question the given character of
fragile states and to understand them as a constant construction of different
agents who are in the same transnational field. For this, the analysis focuses on
routine bureaucratic activities and frequent disputes between players in the field,
demonstrating that the concept of fragile states, like any process of signification
and representation, is founded on violence, however subtle. The research also
aims to help overcome two problems in the discipline of International Relations
on the subject of the so called state fragility: a division of labor between
theoretical and practical critiques that disregards the rich potential of uniting the
two approaches; and the silence about how a so widespread conception gets
formed. The dissertation looks forward to enrich the approach to the subject
precisely in demonstrating the contingent, violent, and subtle dynamics which
give meaning and create fragile state.

[pt] Este é um estudo de relações internacionais que pretende analisar a mudança no
perfil de inserção do Brasil no ambiente econômico internacional a partir de 1989, com
um viés analítico focado na influência de certas idéias como constituidoras da ação política.
A pesquisa se debruça sobre um momento interno e externo crucial de elevada incerteza
com o intuito de buscar um entendimento maior sobre um processo específico de
transformação da política econômica externa do país. A intenção foi a de se aproximar de
um conjunto-pensamento propagado pela mídia impressa no contexto, onde estão sendo
disseminadas idéias acerca de um novo perfil de inserção econômica internacional do
Brasil. Nesse sentido, procurou-se mostrar como noções de um mundo em transformação,
de uma crise interna sem precedentes e de uma grave crise no setor externo da
economia brasileira, bem como certos alvos políticos-ideológicos construídos em torno
de um certo isolamento tradicional do país em relação à economia mundial, dos modelos
tradicionais de gerenciamento econômico comandados pelo Estado e da própria configuração
do Estado e de sua relação com o mercado e a sociedade, tudo isso somado a
idéias-propostas caracterizadas por expectativas específicas de abertura e reforma do
Estado abriram caminho para posições em prol de uma reforma completa do Estado, enquanto

inserção econômica internacional do país. / [en] This is a work of international relations that intends to study changes in the profile
of Brazils integration to the international economy, through a path that reinforces the
influence of certain ideas in the constitution of political institutions. This research takes
into account a crucial domestic and international moment with high levels of uncertainty,
with the intention to better understand a process of transformation in Brazils foreign
economic policy. In this sense, this work tries to show that notions of a world in transformation
and of a domestic crisis without precedent levels opened the way for positions
in favor of a complete reform of the state, while the perception of a continuous crisis in
the foreign sector of the Brazilian economy did point out strongly to the necessity of a
new profile for Brazils international economic relations. Also, this research wants to
suggest that political-ideological targets were built dependent on the interpretation of the
crisis, and they were mainly: the idea of a traditional Brazilian isolation in its relation
to the international economy; the models of economic management by the state; and the
proper state itself, or how it relates with the market, the world and the Brazilian society.
Finally, this work intents to suggest that Brazils new configuration towards international
economy after 1989 was a political product of some ideas concerning more openness to
global markets and the reform of the state itself.

[pt] A presente dissertação tem por objetivo repensar o conceito de solidariedade. Em
minhas pesquisas sobre este conceito já tão arraigado no pensamento político,
pude perceber a existência de uma certa constância no modo de pensá-lo. É como
se os autores e autoras, por mais concorrentes e antagônicos que sejam seus
argumentos, tornassem todos, em uníssono, a um único e mesmo modo de
conceber a solidariedade. A solidariedade pode ser tratada como solidariedade
universal, solidariedade comunitária ou societária e também como solidariedade
liberatória, cada um destes usos possuindo especificidades próprias. Todavia,
mesmo nos casos daqueles de um pensamento autodenominado crítico ou radical,
nosso modo de conceber a solidariedade está subordinado ao que pode ser
chamado de imagem dogmática da solidariedade. A imagem dogmática da
solidariedade concebe a solidariedade como uma força centrípeta que aglutina os
termos envolvidos na relação em uma unidade mais ou menos harmônica. Nela, a
solidariedade está relacionada com a produção de interioridades novas,
manutenção das interioridades existentes e recuperação de interioridades
consideradas perdidas. Sua principal preocupação não é apenas produzir, manter e
recuperar as interioridades, mas também protegê-las e assegurar sua coesão. O
problema com esta imagem é que, ao subordinar o pensamento da solidariedade,
ela restringe e dificulta a tarefa de pensar a solidariedade diferentemente – nosso
objetivo nesta dissertação. É possível pensar uma outra solidariedade? Uma
solidariedade expansiva, como uma força centrífuga, que não aglutina tampouco
produz espaços interiores? A quais conceitos precisamos recorrer para tanto?
Nesta dissertação, definiremos a imagem dogmática da solidariedade,
examinaremos seus principais reflexos dentro e fora do campo das Relações
Internacionais e, por fim, trabalharemos a ideia de uma solidariedade perigosa,
esta definida menos em termos de produção, manutenção e recuperação de
espaços interiores e mais em relação a sua capacidade de destruí-los. / [en] The aim of the following text is to discuss and rethink the concept of solidarity.
During my research, I could realize the existence of a certain constancy in the way
we think about solidarity. However competing and antagonistic the arguments of
the authors here analyzed may be, we shall see that there is a common root in the
way they conceive the idea of solidarity. Solidarity can be defined as universal
solidarity, community or societal solidarity and also as liberatory solidarity, each
having its own specific characteristics. Nevertheless, even when it comes to a
thought self-defined critical or radical, the conceptions of solidarity are still
subordinated to what can be called dogmatic image of solidarity. The dogmatic
image of solidarity conceives solidarity as a centripetal force that glues together
the terms involved in the relation into a more or less harmonic unity. In it,
solidarity is related to the production of new interiorities, maintenance of existing
interiorities and recovery of interiorities considered lost. Its main concern is not
only to produce, maintain and recover interiorities, but also to protect them and
ensure their cohesion. The problem with this image is that, by subordinating the
thought of solidarity, it restricts and hinders the task of thinking solidarity
differently – which is my goal in this thesis. Is it possible to think of another
concept of solidarity? One that reflects an expansive solidarity, like a centrifugal
force that does not agglutinate nor does it produce interior spaces? If so, what are
the concepts that may help us in that? In this master s thesis, I will scrutinize the
dogmatic image of solidarity, analyze its main reflexes inside and outside the field
of International Relations, and define what I call dangerous solidarities, which
is thought less in terms of production, maintenance and restoration of interior
spaces and more in relation to its ability to destroy them.

resultaram neste presente. Tendo como exemplos a Ex-Iugoslavia e Ruanda é
possível se perceber como o Estado Moderno atua através de práticas de memória
na monumentalização, na educação e ao trazer uma confrontação com o passado
para a construção de uma sociedade homogênea. / [en] A common feature of the modern state is a past of conflict and violence. The
relationship between this violence and, often, the trauma that follows it, will
determine how the relationship of remembering/forgetting is going to act in the
moment after the conflict. Talking about memory is not just to talk about the
past. Talking about memory is also to talk about the present. Taking as examples
the Former Yugoslavia and Rwanda it is possible to analyze how the modern
state acts through the memory practices at monumentalization, education and
practices of confrontation with the past for the construction of a homogeneous
society.

de fontes de poder e autoridade próprias? Durante muito
tempo os debates travados entre as perspectivas teóricas
dominantes em Relações Internacionais deixaram de lado a
questão da capacidade de agência das instituições,
simplesmente assumindo a impossibilidade de autonomia
destes arranjos. Orientadas por premissas funcionalistas
e
utilitaristas, as instituições eram vistas como meras
arenas para a resolução de controvérsias ou instrumentos
de
ação coletiva. A realidade, contudo, nem sempre confirma o
que prediz a teoria. Na prática, um número representativo
dentre estes arranjos parece atuar com considerável
autonomia, afastando-se do modelo instrumental que
normalmente lhe é destinado. Regimes e, em especial,
cortes
internacionais de direitos humanos são exemplos
interessantes para se discutir a autonomia institucional.
Fundada no novo institucionalismo e tomando como objeto da
discussão a Corte Interamericana de Direitos Humanos,

instituições,
uma vez criadas, conseguem gradativamente se desvincular

adquirindo considerável autonomia no desempenho de suas
competências. / [en] Are international organizations subservient to member state
interests or are they endowed with sources of power and
authority? For a long time, debates between mainstream
theories in International Relations did not consider their
capacity as actors and neglected the autonomy of such
arrangements. Based on functionalist and utilitarist
premises, institutions were perceived as mere arenas for
dispute resolution or instruments of collective action
among states. Reality, however, does not always coincide
with theoretical assumptions. In fact, an increasing number
of international organizations seem to shape their own
mandate, moving away from the instrumental pattern which is
normally assigned to them. International human rights
regimes and, more precisely, international human rights
courts provide an interesting entry point into the
discussion on institutional autonomy. Based on a new
institutionalist approach and choosing as object of
investigation the Inter-American Court of Human Rights, this
dissertation tries to expose how certain institutions, once
created, gradually emancipate themselves from state
interests - and mainly from state control - and attain a
considerable degree of autonomy in exercising their mandate.

Federação russa e sua política externa entre a segunda
metade de 1999, quando
Vladimir Putin assume o cargo de primeiro-ministro, e os
últimos meses de
2001, posteriormente aos ataques do 11 de setembro nos
EUA. Parte-se da
hipótese de que a política externa russa, nesse período,
utilizou o conceito de
terrorismo, instituído nesse momento como ameaça aos
valores do Estado
Democrático de Direito, para justificar a violência contra
a Chechênia, república
da Federação com intenções separatistas. Fazendo isso,
reproduziu-se a
identidade nacional russa, mediante reconhecimento e
legitimidade interna e

difference in the
relation between states and the relevance of that same
difference in the
construction of national identities through foreign policy
actions. The object of
this study will be the Russian Federation and its foreign
policy between the
second half of 1999, when Vladimir Putin becomes the prime
minister, and the
last months of 2001, just after the September 11th in USA.
Our hypothesis is that
Russian foreign policy, in the quoted period, has come to
terms with the concept
of terrorism, instituted in this time as a threat of the
values of the Democratic
Rule of Law, in order to justify the violence against
Chechnya, republic of the
Federation with separatist intentions. Doing that, the
Russian national identity
had been reproduced, by acquiring internal and external
recognizing and
legitimization. In general and summarized theoretical
lines, the aim is to
understand the constitution of Russian identity in that
period through foreign
policy actions and discourses and how, going through it,
the exclusion of the
internal difference, which we are going to call Internal
Other, is accentuated by
political violence in front of the association with which
is considered the Others
defined by the relation between the States, which we are
going to call External
Others. For this reason, it is important to remark that
foreign policy will be our
focus of analysis, as well as our own theme of discussion,
because identity and
difference, and the appearance of the Other, will happen
in the context of its
formulations and actuation.

assumidos com a Agenda 2030 da ONU. / [en] This study analyze the extrafiscal character of taxes as a tool to discourage the consumption of foods that are harmful to health, as a way of raising funds for the implementation of public policies aimed at health in favor of reducing genderin equality. Through exploratory qualitative research, based on bibliographical research, the theme was developed based on the instrument of extrafiscality, the constitutional principle of selectivity and international experiences. The implementation of public policies in this area can influence behavioral economics and reduce existing problems in public health Brazilian economy, as well as increasing tax revenue, representing a powerful legislative and fiscal instrument to meet constitutional precepts and the commitments assumed with the UN s 2030 Agenda.

So, after discussions of neofunctionalist theories, intergovernmentalists theories and theories of multi-level governance and their contributions to the development institutional energy integration, we propose an extension of the concept of cooperation and energy security, advancing the logic of demanded physical infrastructure for the creation of certain projects since the current literature focuses excessively on the issue of oil and its derivatives. We also present data about the current physical infrastructure of the South American subcontinent. Furthermore, we discuss the benefits and barriers to the promotion of regional energy integration, which has a greater or lesser degree relation with the institutional framework relating to the theme in South America.

[pt] A tese discute a atuação das organizações de mulheres pela
paz na Colômbia, no contexto de ampliação da segurança
internacional. A partir do final da Guerra Fria, os estudos
de segurança internacional questionam o monopólio do Estado
como sujeito de segurança. Nesse contexto, a dimensão de
gênero é um dos principais pilares do conceito de segurança
internacional ampliado no pós Guerra Fria. A Resolução
1325/2000 do Conselho de Segurança da ONU reconhece a
ligação entre mulheres, guerra e segurança. A
dimensão de gênero da cultura da violência se traduz na
criação de fronteiras entre protetores e protegidos. A
vulnerabilidade dos protegidos justifica o poder
dos protetores, exercido através de capacidades militares e
estratégicas. A masculinidade hegemônica se constrói em
oposição a uma visão de feminilidade passiva, politicamente
alienada e inerentemente ameaçada. Para desafiar esses
estereótipos, as instituições internacionais têm destacado
a importância de fortalecer as mulheres organizadas no
nível local. Esse é o contexto de criação
das organizações de mulheres colombianas, chamadas Ruta
Pacífica de Mujeres e Iniciativa de Mujeres por la Paz. São
redes de organizações de mulheres de diferentes regiões da
Colômbia que denunciam os impactos do conflito armado na
vida das mulheres. A tese discute se e como as ações e os
discursos políticos dessas organizações rompem com a
constituição masculina do poder que justifica a
militarização da vida civil em nome da proteção de
identidades femininas vulneráveis. / [en] The dissertation discusses the work of women`s organization
for peace in Colombia, in the context of the broadening of
internationals security. Contemporary international
security studies question the monopoly of the State
as the subject of security. Gender violence is one of the
main components of a comprehensive concept of international
security, developed since the 1990`s. Security Council
Resolution 1325/2000 recognized the links between women,
war and security. The gender dimension of the culture of
violence is translated in the creation of frontiers between
protectors and protected. The vulnerability of protected
beings justifies the power of protector ones, exercised in
military and strategic capabilities. The hegemonic
masculinity is construed in opposition to a concept of
passive, politically alienated and inherently threatened
femininity. As challenge to these stereotypes,
international agencies have been highlighting the
importance of strengthening women`s groups and projects at
the local level. This is the context of creation of two
Colombian organizations, called Ruta Pacífica de Mujeres
and Iniciativa de Mujeres por la Paz. These
are networks of women`s organizations making visible the
impact of the armed conflict on the lives of Colombian
women. The dissertation asks whether and how their
political actions and discourses break with the masculine
constitution of power that justifies the militarization of
civil life in the name of the protection of feminine
vulnerable identities.

As pessoas estão sujeitas desde o seu nascimento às contingências naturais e sociais que afetam profundamente as suas perspectivas de vida, especialmente daquelas menos favorecidas. Rawls afirma que é preciso regular esse quadro de desigualdades moralmente arbitrárias e, para isso, elabora dois princípios de justiça. O princípio da igualdade garante o direito a um mais amplo possível
sistema de liberdade igual para todas as pessoas. O princípio da diferença admite desigualdades econômicas entre as pessoas somente se tais desigualdades beneficiarem especialmente os menos favorecidos. Os povos também possuem diferentes níveis de riqueza entre si. povos menos favorecidos natural e socialmente contam com um princípio que lhes garante dispor de uma condição social suficientemente necessária que os possibilite perseguir os seus planos de vida com dignidade e auto respeito. / [en] The conception of justice as fairness elaborated by John Rawls state the consideration about which terms of cooperation people consider as reasonably just to offer one another having in mind the society as a cooperative scheme for mutual advantage. The first idea is one that all people have a right to an equal set of primary social goods which makes possible for each one of them pursue their respective life plans. Nevertheless Rawls notes that people are exposed since they are born to natural and social contingencies and that mental and physical talents and abilities and conditions of wealth and social status are arbitrarily distributed. This affects profoundly peoples perspectives of life. Rawls afirms that is necessary regulate this scene of morally arbitrary inequalities and so he elaborates two principles of justice. The first - the
equality principle - guarantees the right to an equal and most extensive system of liberties to all people. The second - the difference principle - admit economic inequalities only if these benefit especially those who are less favoured by the natural and social lucky.
In the Rawlsian Society of Peoples there are different levels of wealth among peoples. So, the international
justice must establish principles which struggle these inequalities so as to allow burned peoples to join well
ordered peoples in the reasonably just Society of Peoples. It is the duty of assistance which makes it possible. So, the Rawlsian conception of justice as fairness is maintained when the law of peoples is elaborated so that the purpose to be reached by the difference principle in the closed system society is also reached in the Society of Peoples by the duty of assistance. In both cases the less natural and socially lucky persons and peoples rely on a principle which guarantee them a social condition sufficiently necessary that make possible for them to pursue with dignity and self-respect their life plans.
