[pt] Raizeiras e raizeiros do Cerrado se organizaram em torno de uma rede política e socioambiental, a Articulação Pacari, desde 1999, a partir de um processo marcado por tensões e assimetrias entre reivindicações interrelacionadas de direito sobre a medicina tradicional, a identidade, o acesso ao conhecimento e à biodiversidade feitas por esses sujeitos e a expansão de dinâmicas da propriedade do conhecimento e da vida. Este trabalho reflete sobre processos de (re)(des)constituição do compartilhamento do conhecimento de plantas medicinais de raizeiras e raizeiros, na interface com conexões globais. Para alcançar esse objetivo central, primeiramente, discute-se como se constroem dinâmicas da propriedade do conhecimento e da vida, a exemplo das interrelações entre patente, biomedicina e propriedade material, a partir de uma abordagem teórica interdisciplinar. Em segundo lugar, é analisado o processo de criação da Articulação Pacari a partir das suas relações locais, regionais e globais. Em terceiro, são investigadas dinâmicas políticas, normativas e sociais de construção da identidade de raizeiras e raizeiros integrantes da Articulação Pacari a partir do cotidiano e de histórias de vida. Em quarto lugar, são discutidos aspectos teórico-conceituais sobre as interrelações entre identidade, compartilhamento e apropriação do conhecimento de plantas medicinais e cuidado. Por último, são analisadas dinâmicas de constituição do compartilhamento do conhecimento de plantas medicinais de raizeiras e raizeiros integrantes da Articulação Pacari a partir do cotidiano e de histórias de vida. Emprega-se uma abordagem qualitativa e interdisciplinar e se utiliza fontes primárias (normas, documentos, entrevistas, observação participante, imagens) e secundárias (literatura acadêmica). Argumenta-se que as formas de compartilhamento do conhecimento de raizeiras e raizeiros têm sido (des)(re)constituídas de modo heterogêneo e estratégico, a partir de interrelações de gênero, classe, raça, ecologia, fé e cuidado. A pesquisa, dessa forma, contribui para a compreensão da forma como processos de reivindicação de direitos e modos de vida de raizeiras e raizeiros são afetados pela expansão global da propriedade do conhecimento e da vida e como essas dinâmicas geram possibilidades de reconstrução epistemológica e ontológica. / [en] Herbalists from the Cerrado of Brazil have organized themselves around a political and socio-environmental network, the Articulação Pacari, since 1999, from a process marked by tensions and asymmetries between interrelated claims of rights over "traditional medicine", identity, access to knowledge and "biodiversity" made by these subjects and the expansion of dynamics of ownership of knowledge and life. This research reflects on processes of (re)(de)constitution of the sharing of knowledge about medicinal plants of herbalists, at the interface with global connections. To achieve this central objective, it first discusses how the dynamics of the ownership of knowledge and life are constructed, such as the interrelations between patent, biomedicine and material property, from an interdisciplinary theoretical approach. Secondly, it analyzes the process of creation of the Articulação Pacari from its local, regional and global relations. Third, it investigates political, normative and social dynamics of identity construction of herbalists members of the Articulação Pacari from a daily life and life stories perspective. Fourth, it discusses theoretical and conceptual aspects of the interrelationships between identity, sharing and appropriation of knowledge of medicinal plants, and care. Finally, it analyzes the dynamics of the constitution of the sharing of knowledge about medicinal plants of herbalists members of the Articulação Pacari also from a daily life and life stories perspective. The research employs qualitative and interdisciplinary approach and uses primary (norms, documents, interviews, participant observation, images) and secondary sources (academic literature). It is argued that the forms of sharing of knowledge and practices around medicinal plants of herbalists have been (de)(re)constituted in a heterogeneous and strategic way, based on interrelationships of gender, class, race, ecology, faith and care. The research thus contributes to the understanding of how processes of claiming rights and ways of life of herbalists are affected by the global expansion of the ownership of knowledge and life and how these dynamics generate possibilities for epistemological and ontological reconstruction.

[pt] Presentes na construção de alteridades inerentes às políticas que orientam a cooperação brasileira, as dinâmicas do nexo poder-conhecimento apresentam uma heterogeneidade latente aos seus discursos e práticas, permitindo que o Brasil se coloque ao mesmo tempo como subjugado e subjugador. Isto posto, a presente pesquisa se empenha em compreender como essas políticas sinalizam a persistência de colonialismos, que, mesmo apesar de todas suas hibridizações, continuam a silenciar e subjugar vozes – posto que certas políticas de desenvolvimento são eleitas em detrimento de outras. Assim, o estudo reflete acerca das políticas e práticas de cooperação brasileira, que foram moldadas e informadas sob a influência de uma história intelectual ocidental e europeia, tratando especificamente daquelas exportadas para Angola via combinação de investimentos privados. / [en] As a part of the construction of inherent otherness in the policies that guide Brazilian international cooperation, the dynamics of the power-knowledge nexus bear a latent heterogeneity in their discourses and practices, which allows Brazil to place itself at the same time as subjugated and subjugator. That said, this research strives to understand how these policies indicate the persistence of colonialisms, which despite all their hybridizations, continue to hush and subdue voices - since certain development policies are chosen over others. Thus, the study reflects on the Brazilian cooperation policies and practices that have been shaped and informed under the influence of a Western and European intellectual history, specifically addressing those exported to Angola via combination of private investment.

[pt] Esta dissertação trata do processo de construção social da norma internacional, na área de segurança química. Partiu- se de uma realidade local --- a ocorrência de um acidente industrial ampliado --- e de seus impactos sobre o ambiente internacional. Nesse sentido, foi fundamental perceber aquela realidade local como um fato social, construído por meio de uma conscientização ambiental ou anuência coletiva mais ampla. Daquele processo de construção social, aliás, faz parte a constituição dessa consciência coletiva quanto às ameaças ambientais, fortalecida politicamente pelo aval da comunidade de Nações, quando das Conferências de Estocolmo (1972) e do Rio de Janeiro (1992). Por isso, seguindo parâmetros teóricos construtivistas, optou-se pela análise da forma como se deu o processo de construção ideacional e normativa mais abrangente, em matéria ambiental, nas relações internacionais contemporâneas; para, posteriormente, abordar a construção social do acidente e da norma gerada, parte daquele processo. Quanto à organização e à mobilização da sociedade civil, bem como quanto à influência dessa mobilização sobre os Estados, atribuiu-se destaque especial aos agentes de propagação de idéias, referidas à proteção ambiental e à segurança química, bem como a suas plataformas organizacionais. Para tanto, dada sua relevância social e empírica, escolheu- se, como objeto de estudo, o acidente industrial ampliado, ocorrido em 1984, na cidade de Bhopal, Índia; e a Convenção 174 da Organização Internacional do Trabalho para a prevenção de acidentes industriais ampliados. / [en] This paperwork deals with the social construction process of the international norm in the chemical safety realm. The point of departure was a local reality -- the occurrence of a major industrial accident --- and its impacts on the international environment. The perception of that reality as a social fact, constructed from a wider environmental awareness or collective acquiescence, was essential. The constitution of that collective awareness is part of the referred social construction process and was politically strengthened by the international community when it assembled in the Stockholm Convention (1972) and the Rio Convention (1992). Following certain constructivist theoretical parameters, the wider ideational and normative scenario, related to environmental questions in the contemporary international relations, was first analysed. Afterwards, the focus was directed towards the social construction of the accident and the norm negotiated. In relation to the civil society organisation and mobilisation, as well as to its influence on state behaviour, it was given emphasis on the role of agents of environmental protection and chemical safety ideas and its organisational platforms. As per its social and empirical importance, it was chosen as object of analysis the major industrial accident, occurred in 1984, in Bhopal, India, and the Convention 174 of the International Labour Organization concerning the Prevention of Major Industrial Accidents.

[pt] Esse trabalho tem como objetivo descrever o processo de institucionalização de políticas ambientais no Banco Mundial.Inicialmente, a dissertação descreve a organização internacional e suas formas de atuação sobre os países membros; tanto financeiramente quanto na incorporação e na disseminação de conhecimento. Na segunda parte são particularmente enfatizadas as mudanças organizacionais ocorridas em três fases - de 1970 a 1987, de 1987 a 1992, e de 1992 em diante -, cujo objetivo foi incluir as políticas ambientais nas rotinas e processos do Bird. / [en] This work intends to describe the process of environmental institutionalization occurred in the World Bank. Initially, the thesis describes the international organization not only as an economic resource provider to its members but also as an intellectual actor. Then, it was particularly emphasized three phases that led to organizational changes - from 1970 to 1987, from 1987 to 1992, and from 1992 on -, in order to include environmental aspects into the routines of the Bank.

[pt] O objetivo principal da presente dissertação é discutir a dinâmica dos relacionamentos entre estados, e entre estado e sociedade, que giram em torno da produção e do acesso ao conhecimento, entendido como o estado da arte, da ciência e da tecnologia e as crenças e idéias de cada época a esse respeito. O exame desses relacionamentos será feito através do estudo do regime da Propriedade Intelectual, o que torna necessário discutir as teorias de regimes a fim de entender sua importância nas relações internacionais. Trata-se, portanto,de duas discussões interligadas, cada uma em seus aspectos substantivos, que levam a conclusões tanto a respeito da importância dos regimes como a respeito da dinâmica dos relacionamentos que giram em torno da produção e do acesso ao conhecimento. Minha proposta é discutir os dois temas centrais desse trabalho através da análise de como aconteceram as mudanças no regime internacional da propriedade intelectual e a mudança de regime. As mudanças serão identificadas a partir dos instrumentos legais que constituem o regime, dos debates sobre a adoção de agendas de revisão desses instrumentos legais, e do exame das coalizões formadas em função dos interesses particulares dos atores em cada um dos diferentes foros de negociações. Outra contribuição que esse estudo pretende trazer é uma pesquisa da literatura sobre o tema da propriedade intelectual que adota abordagens teóricas e ferramentas analíticas da disciplina de Relações Internacionais. / [en] The proposal of this work is to discuss the dynamics of interactions between states and between states and society, in which the main object is the production and access to knowledge - here understood as the state of the art, science and technology, and the beliefs and ideas about it. This dynamics is analyzed through the study of the Intellectual Property International Regime, what makes it necessary to discuss also regime theories and the meaning of regimes to International relations. Two separate and interconnected discussions will be developed, each one with its own aspects, and will bring us to conclusions both about the importance of regimes and about the dynamics of interactions on production and access to knowledge. The two main discussions are advanced through the analysis of regime changing. The changes are identified on the legal instruments which constitute the Intellectual Property regime, through the analysis of the debates over the agendas of revisions on these legal instruments, and through the exam of the coalitions created around particular interests of the actors in each of the different forum of negotiations. Another contribution this study intends to bring is a research on the literature about Intellectual Property that takes a theoretical approach and uses analytical tools of the discipline of International Relations.
