[pt] Os conselhos gestores tem se apresentado como a grande novidade sobre a relação entre Estado e sociedade civil em nosso país, constituindo-se neste novo milênio como a principal inovação no que diz respeito as políticas públicas. Estes espaços apresentam-se enquanto lócus privilegiado de deliberação destas políticas, sendo atravessados por processos de conflitos e negociação. O conselho municipal de Assistência Social possui um caráter paritário, ou seja, 10 conselheiros são indicados pela esfera governamental e 10 conselheiros são eleitos pela sociedade civil. Desta forma esta dissertação tem como objetivo analisar a atuação dos conselheiros da sociedade civil na gestão 2009-2011, procurando compreender como a prática destes agentes tem de fato contribuído para influenciar a política de Assistência Social. / [en] The management councils has emerged as the big news on the relationship between state and civil society in our country, constituting this new millennium as the primary innovation regarding public policies. These spaces present themselves as privileged locus of deliberation these policies, being traversed by processes of conflict and negotiation. The City Council of Social Welfare has a character parity, that is 10 directors are appointed by the government sphere and 10 councilors are elected by civil society. This form this dissertation is to analyze the performance of the directors of civil society, seeking to understand how the practice of these agents has in fact contributed to influence policy Social Assistance.

[pt] Nas últimas três décadas, acontecimentos como o fim dos regimes ditatoriais e o fim das experiências comunistas do leste Europeu colocaram em evidência em termo que se tornou de fundamental importância para a Teoria Política contemporânea. O conceito de sociedade civil tem revelado toda sua vitalidade no entendimento do cenário político atual, permeando as discussões sobre a construção de novos parâmetros da atuação do Estado e dos padrões de relacionamento entre este e a sociedade. Desse modo tal conceito vem sendo integrado ao mais diversos discursos atuais, ocupando um papel de destaque nas formulações de setores da esquerda e dos conservadores, explicitando sua natureza polissêmica e a disputa política por seu significado. Assim, a partir de uma investigação sobre as diversas nuanças que o conceito adquire ao longo de sua história, a presente dissertação tem por objetivo analisar como essa disputa política em torno do conceito de sociedade civil se manifesta no panorama político brasileiro pós-1988, escolhendo como exemplo prático a experiência da instalação do Conselho de Desenvolvimento Econômico e Social, em 2003, com o objetivo de se tornar o espaço por excelência para a participação da sociedade civil e para a realização do que foi chamado de novo contrato social, um projeto de realização de decisões conjuntas entre Estado e sociedade civil. Tratamos assim de analisar quais os caminhos seguidos pelos primeiros resultados dessa experiência que se auto-intitulou inovadora devido à formulação conjunta de decisões políticas e de representação do universo plural e conflituoso da sociedade civil. / [en] In the last three decades, occurrences as the end of the dictatorial power in Latin America and the end of the communist experience in the European East, had placed in evidence a term that became extremely important for contemporary Political Theory. The concept of civil society has disclosed to all its vitality in the agreement of current political scene, interposing the quarrels about the constructions of new parameters of State performance and of its standards of relationship with society. In this way, that concept has been integrated into the most diverse current speeches, occupying a position of prominence in the formulation of the Left and the Conservatives, evidencing its polissemic nature and the political dispute for its meaning. This dissertation aims to present the contours of the concept of civil society in the Brazilian political context after 1988, beginning with a historical investigation about the varied nuances presented in its concept, pointing the political dispute of its meaning, between a radical democratic project and the neoliberal agenda, and choosing as a practical example for analysis the experience of the Conselho de Desenvolvimento Econômico e Social, evaluating its effectiveness as a public space for participation of civil society.

[pt] Este estudo é decorrente de alguns anos de pesquisa sobre as Organizações Não-Governamentais (ONGs), seu surgimento, atuação e mais recentemente acerca dos resultados obtidos através de suas ações. Devido à proximidade com o objeto pudemos perceber que atualmente há uma grande quantidade de ONGs que se territorializam a partir de uma atuação centrada no desenvolvimento por elas desejado. Partiremos então em busca da compreensão de como diferentes noções de desenvolvimento podem interferir nas relações de uma coletividade, tentando entender se esses projetos de desenvolvimento, da maneira como costumam ser implementados, são capazes de atender às reais necessidades dessas coletividades. Para isso utilizaremos autores como Cornelius Castoriadis (1987, 1992), Edgar Morin (1999), Antonio Gramsci (1991, 2002) e Marcelo Souza (1996 e 2006), que nos servirão de base e nos auxiliarão no entendimento das questões apresentadas. / [en] This study is the result of several years of research on the Non- Governmental Organizations (NGOs), its appearance, performance and more recently on the results achieved through their actions. Given its proximity to the object we see that currently there are a lot of NGOs that would territorialized from an activity centered on the development they want. Then depart in search of understanding of how different notions of development may interfere in the relations of a community, trying to understand whether those development projects, the way they are usually implemented, are capable of meeting the real needs of these communities. For this we use authors as Cornelius Castoriadis (1987, 1992), Edgar Morin (1999), Antonio Gramsci (1991, 2002) and Marcelo Souza (1996 and 2006), we will provide the basis and assist in the understanding of the issues presented.

[pt] Esta dissertação pretende promover uma reflexão sobre a questão da participação social na formulação de políticas urbanas a partir de experiência vivenciada na cidade de São Paulo no ano de 2016, procurando também avaliar a cronologia das políticas urbanas e da participação social no Brasil e no município em questão. Para tanto, buscou-se compreender a relevância dos processos participativos no cenário brasileiro e local, seus diferentes processos e a atuação da sociedade civil na formulação de políticas públicas para a cidade. Utilizamos como base metodológica a pesquisa de cunho quali-quantitativo e a técnica de observação participante, acompanhando as reuniões dos conselhos participativos municipais presentes nas trinta e duas subprefeituras da cidade e, através do canal de escuta, foram realizadas entrevistas semiestruturadas, que por amostragem expressiva, objetivou analisar a eficácia dos conselhos e a contribuição dos conselheiros no processo de tomada de decisão e de expressão do controle social. Além disso, foram realizadas análises das abordagens dos modelos participativos de planos urbanos, o que oportunizou refletir acerca do tema na prática, tanto no contexto do poder público, como pela própria sociedade civil. E por fim, levantamos a questão da efetividade da prática participativa ser propulsora de ações de sustentabilidade social, tendo em vista que a implicação da sociedade na formulação das políticas públicas, e neste estudo, as urbanas, devem inferir a respeito da reestruturação de cidades, alinhando as questões sociais, econômicas, culturais, ambientais, entre outras, que permitam melhores condições de vida da população, bem como de cidades melhores planejadas. / [en] This master s thesis intends to promote a debate about the importance of social participation in formulating urban policies, by promoting inclusive and effective actions, because the civil society participation changes paradigmatically the logical of collective way of living. In February 1999 s, the economist Joseph Stiglitz have already spoken about the social participation role: the central argument of this paper has been that open, transparent, and participatory processes are important ingredients in the development transformation - important both for sustainable economic development and for social development that should be viewed as an end in itself and as a means to more rapid economic growth (STIGLITZ, 2002, p. 175). By the end of the 1990 s, it was already possible to realize the necessity of defining public policies directed to the poverty alleviation, such as employment, housing, or education politics that needed to be implemented. In that way, it was comprehensive that the improvement of life quality should be the main goal to a healthier environment. In the Brazilian context, according to Maricato (2016), the Brazilian society has urbanized mostly in the twentieth century, starting with only 10 per cent of the population living in the cities and finishing with impressive 91 per cent living in urban areas. The perception of lack of urban planning in the development of most of the Brazilian cities can be emphasized with the lack of participatory processes and the social participation in urban management. The problems related to the demographic growth in Brazilian cities and its consequences are defined by the sustainability in the urban environment, or the Urban Sustainability. This term was determined by Henri Acselrad (1999) and explained as the capacity of urban policies to be adapted to service offers and social assistance, attending to numerous demands of the population basic rights and others investments.

O contexto atual é caracterizado por uma grande heterogeneidade do campo e pela crescente realização de parcerias formais envolvendo repasse de recursos entre ONGs e o Estado, empresas e entidades filantrópicas ligadas ao setor privado. A complexificação do campo das ONGs coloca a necessidade da academia se debruçar mais sobre a nova diversidade de atores, principalmente no eixo central de como conciliar a autonomia política com a questão da sustentabilidade financeira. O presente estudo tem como objetivo analisar o potencial de transformação social, no sentido de promoção de maior igualdade e justiça, das ONGs hoje, através do estudo do caso da Redes de Desenvolvimento da Maré. / [en] Since the 1990 s, a series of important transformations has occurred in the NGO field in Brazil. The current context is characterized by a great heterogeneity of the field and by growing formal partnerships involving the transfer of financial resources between NGOs and the State, companies and philanthropic entities linked to the private sector. The complexification of the NGO field demands that greater attention is given by academics to the new diversity of actors, mainly regarding the central aspect of how to conciliate political autonomy with the issue of financial sustainability. The present study has the objective of analyzing the potential of social transformation, in the sense of promoting greater equality and justice, of NGOs today, through the case study of Redes de Desenvolvimento da Maré.

A conquista da transversalização de questões de gênero na Agenda 2030 é atribuída, dentre outros fatores, à influência da sociedade civil e de organizações internacionais que trabalham com pautas de gênero e desenvolvimento, no processo de consulta para a construção dos Objetivos de Desenvolvimento Sustentável (ODS). Tendo em vista esse histórico de engajamento, o objetivo do presente trabalho é mapear como a sociedade civil brasileira atuante sob a bandeira de alcançar a igualdade de gênero está avaliando e acompanhando o cumprimento do ODS5 da agenda 2030 e quais são seus posicionamentos acerca desse monitoramento e dos indicadores relacionados. A governança por indicadores norteia as formulações de políticas internacionais; sendo assim, usar essa linguagem com uma perspectiva feminista para tornar os instrumentos de mensuração mais qualificados e benéficos para as mulheres é uma estratégia ecomendada pelo presente relatório. / [en] The 2030 Agenda for Sustainable Development will guide national development policies in the coming years. The achievement of gender mainstreaming in the 2030 Agenda is attributed, among other factors, to the influence of civil society and international organizations working with gender and development guidelines in the consultation process for the construction of the Sustainable Development Goals (SDGss). Considering this history of engagement, the objective of this paper is to map how the Brazilian civil society working under the banner of achieving gender equality is evaluating and monitoring compliance with SDG5 of Agenda 2030 and what their positions are regarding monitoring and the indicators involved. Governance by indicators guides the formulation of international policies; thus, using that language with a feminist perspective to make the measurement tools more qualified and beneficial to women is a strategy recommended by this report.

[pt] Na era da globalização, a sociedade civil é um ator cada vez mais relevante na política global e, dentre estes, a Rede Transnacional de Movimentos Sociais Via Campesina seria um exemplo dos mais emblemáticos. Esta rede, de composição heterogênea, é formada por movimentos sociais representativos de atores marginalizados em suas respectivas sociedades, unidos no propósito comum de lutar pela implantação de um novo modelo de desenvolvimento que, baseado na Soberania Alimentar, substitua o padrão neoliberal vigente. Esta dissertação visa investigar a capacidade de a Via Campesina influenciar as negociações de agricultura e desenvolvimento em nível internacional. Para tal, elegemos as suas relações com duas das principais instituições internacionais a negociarem o tema da agricultura em nível internacional: a FAO e a OMC. Além deste objetivo principal, temos a intenção de mostrar que a relevância da Via Campesina vai além da sua relação com atores estatais. Com esta intenção, abordamos a relação de influência mútua da rede com as organizações locais que a compõem; a sua interação com ONGs e institutos de pesquisa e a sua participação em fóruns sociais. Neste percurso, avaliamos os antecedentes, motivações e evolução da rede; além de mencionar as suas principais campanhas, dentre as quais, privilegiamos a Campanha Sementes contra a agricultura transgênica. / [en] In the age of globalization, civil society becomes a major player in global politics. We find between these players, the Transnational Network of Social Movements, Via Campesina, which is one of the most emblematic examples. This is an heterogeneous network formed by social movements composed by actors, which are kept apart by their own societies, united by a common purpose of fighting for the implementation of a new model of development based on the idea of food sovereignty which could replace the actual neoliberal model. This essay seeks to investigate the capacity of Via Campesina to influence the agricultural and development negotiations at the international level. For that purpose, we investigate its relationships with two of the main international institutions, which negotiate the agricultural matter at the international level: the FAO and the WTO. Further on, we want to demonstrate that the Via Campesina´s relevance goes beyond its relationship with state players. With this intention, we tackle the relation of mutual influence with the local organizations from witch they are built; its interaction with NGOs and research institutes and its participation in social forums. One way to get to this question is to evaluate the backgrounds, motivations and the network evolutions; we mention, moreover, its main campaigns, among which, we favor the Seeds Campaign against the transgenic agriculture.

[pt] Esta dissertação examina o surgimento do movimento ambientalista como parte de um processo maior de conscientização sobre a proteção do meio ambiente. Observa como, através da abertura de espaço discursivo para a participação democrática, as conferências internacionais da ONU sobre o meio ambiente em 1972 e 1992 contribuíram para a formação deste movimento e o próprio conceito do meio ambiente. A discussão utiliza-se dos conceitos que Jurgen Habermas desenvolve na sua teoria de ação comunicativa para destacar a importância da esfera pública e o papel da sociedade civil neste processo. No entanto, a partir de uma comparação da participação do Brasil e os EUA nas duas conferências da ONU, coloca em questão o uso dessa teoria para explicar a atuação desses países e as mudanças ao longo das duas décadas que separaram as conferências. Levanta uma discussão metodológica, inspirada em ideias apresentadas por Michel Foucault, que permite uma análise do surgimento do movimento ambientalista no Brasil e os EUA. Para além disso, contextualiza a participação de ambos os países nas conferências internacionais e a mudança para do foco para o desenvolvimento. Através disso, salienta as tensões entre as perspectivas de Habermas e Foucault, discutindo seus limites e contribuições para esta análise. / [en] This thesis examines the emergence of the environmental movement as part of a larger process of increasing conscientiousness about environmental protection. It looks at how the international UN conferences on the environment in 1972 and 1992 contributed to the formation of this movement, and the concept of the environment, by opening discursive space and allowing for democratic participation. The discussion uses concepts developed by Jurgen Habermas, in his theory of communicative action, to highlight the importance of the public sphere and the role of civil society in this process. However, a comparison of the participation of Brazil and the USA in the two conferences raises questions about the application of this theory. In order to explain the activity of these countries and the changes that occurred during the 20 years that separate the conferences a different perspective is presented. Ideas inspired by Michel Foucault provide a methodological discussion, which permits an analysis of the emergence of the environmental movement in Brazil and the USA. In addition, it contextualizes their participation in the international conferences and helps understand the turn in the international community towards a focus on development. Finally, as a result of the tensions that arise between Habermas and Foucault s perspectives, the limits and contributions of these authors for the herein analysis are uncovered.

[pt] Ao longo das últimas três décadas, o Brasil viveu um processo de transformações sociais onde novas fronteiras foram estabelecidas entre Estado e sociedade civil. Nesse processo, um conjunto heterogêneo de entidades, organizações, associações, empresas e fundações criaram novas dinâmicas e rotinas no espaço da escola pública, assim como nas definições de políticas públicas para este setor. Este trabalho surge com uma questão central: seriam essas organizações da sociedade civil argonautas que heroicamente navegam contra a corrente neoliberal ou, ao contrário, seriam elas representantes de um pensamento de princípios liberais, que privatiza responsabilidades e minimiza o papel do Estado? Com essa questão em mente foi realizado um estudo de caso sobre as parcerias existentes na rede municipal de educação do Rio de Janeiro e uma análise de inspiração etnográfica sobre a participação de diferentes atores (ONGs, movimentos sociais e fundações empresariais) na I Conferência Nacional de Educação. Longe das generalizações que fazem das ONGs ora executoras de uma política neoliberal de contenção da pobreza, ora atores fundamentais de uma sociedade civil sempre virtuosa, os resultados desta pesquisa apontam para a necessidade de uma maior profundidade neste debate. Os dados coletados indicam a existência de um cenário complexo, com diferentes percepções de gestores públicos, sujeitos escolares, coordenadores de ONGs, de fundações empresariais e de sindicatos em relação ao termo parcerias público-privadas. Também aponta como essas organizações ocupam um espaço ambíguo no campo educativo: representam um espaço de resistência para profissionais que lutam pela educação pública de qualidade como um direito fundamental, ao mesmo tempo em que contribuem para a percepção de um Estado que é mais eficiente ao repassar suas responsabilidades para organizações privadas via prestação de serviço ou diretamente na compra de sistemas educativos. Além disso, o trabalho de campo também apresenta indícios de como a lógica de mercado está cada vez mais presente na gestão pública e no cotidiano da escola fundamental brasileira. / [en] Over the last three decades, Brazil has gone through a series of social transformations in which new frontiers have been established between the State and Civil Society. Part of these transformations encompasses a heterogeneous group of entities, organizations, associations, businesses, and business foundations that have all brought about new routines within public schools as well as new educational policies in general. The question inspiring this paper is: are these nongovernmental organizations Argonauts heroically navigating against the neoliberal tide or, on the contrary, do they represent liberal thought, privatizing responsibilities and minimizing the role of the State? With this question in mind, a study was held among non-governmental partners of Rio de Janeiro’s municipal educational system and an ethnographically based analysis carried out on how different actors in these groups participated (NGOs, civil movements and business foundations) in the First National Educational Conference. Far from generalizing NGOs as those responsible for neoliberal policies destined to control poverty or as fundamental players in an ever triumphant civil society, the research results suggest the need for a more in-depth debate on the subject. The data gathered indicates a complex scenario in which policy makers, schools, NGO directors, whether these represent business foundations or unions, all perceive privatepublic partnerships differently. These organizations play an ambiguous role in the educational field: representing a place where professionals who strive for quality education as a fundamental public right resist at the same time as they contribute towards the State being perceived as working better when it delegates responsibilities to private organizations, who, for their turn, act as providers or by selling their educational packages to schools. The field work also suggests how a market logic has made itself increasingly present in policy making as well as in the daily life of Brazilian primary schools.

[pt] Este trabalho tem como principal interesse a perspectiva da sociedade civil sobre o tema da democratização da comunicação no Brasil. Inicialmente, realiza um levantamento bibliográfico sobre o papel da regulação da comunicação na tentativa de garantir pluralidade de diversidade da mídia em regimes democráticos. Depois, faz uma breve recuperação histórica e analítica do quadro jurídico brasileiro concernente ao tema e apresenta uma retrospectiva da atuação de organizações demandantes da democratização da comunicação no país desde a redemocratização. Finalmente, chega-se à análise da campanha Para expressar a liberdade e da Proposta de Lei de Iniciativa Popular da Comunicação Social Eletrônica, iniciativas lideradas Fórum Nacional pela Democratização da Comunicação (FNDC) com o objetivo de regulamentar os artigos 5, 220, 221, 222 e 223 da Constituição de 1988. Argumenta-se que, a despeito da frustração no recolhimento de assinaturas para conseguir que o projeto seja apreciado no Congresso Nacional, a defesa de um novo marco regulatório foi uma estratégia capaz de ampliar o debate sobre a democratização da comunicação na esfera pública. / [en] This work has as main interest the perspective of civil society on the theme of the democratization of communication in Brazil. Initially, it carries out a bibliographical survey on the role of the regulation of the communication in the attempt to guarantee plurality and diversity of media in democratic regimes. Then, it makes a brief historical and analytical recovery of the Brazilian legal framework concerning the subject and presents a retrospective of the performance of organizations demanding the democratization of communication in the country since de period after de dictatorial regime. Finally, we come to the analysis of the campaign Para expresser a liberdade and of the Popular Initiative Project of Electronic Social Media, initiatives led by the National Forum for the Democratization of Communication (FNDC), that has the objective of regulating articles 5, 220, 221, 222 and 223 of the 1988 Constitution. It is argued that, in spite of the frustration in collecting signatures to get the project to be considered in the National Congress, the defense of a new regulatory framework was a strategy capable of broadening the debate on democratization of communication in the public sphere.
