В данной работе дается оценка нормативно-правовой базе Российской Федерации в части компетенций развития международного сотрудничества регионов Российской Федерации. На примерах проведения крупных международных мероприятий на территории Свердловской области показывается итоги взаимодействия органов государственной власти, общественных организаций и иных структур. Приведена торгово-экономическая статистика, обозначены основные направления сотрудничества, а также анализ подписанных документов свердловско-китайского сотрудничества. / Current work gives a characteristic of the existing Russian legal-base concerning the conduction of the international cooperation on the level of the regions of the Russian Federation. International events held in the Sverdlovsk region serve as the examples of the international cooperation results conducted by the government as well as the organization and other institutes of the Sverdlovsk region. Statistics data of the trade turnover, as well as main cooperation areas along with the cooperation agreements signed with the Chinese partners are drawn in the work.

В магистерской диссертации исследованы существующие подходы к определению сущности кластеризации и кластеров в экономике, осуществлен анализ предпосылок возникновения и развития инновационных кластеров. Определено значение инновационных кластеров в обеспечении реального экономического роста, повышении эффективности производства, проанализирована роль и место инновационных кластеров в современной постиндустриальной экономике. Проанализированы факторы, приводящие к негативным результатам в реализации национальной инновационной кластерной политики. / Abstract master's thesis: the master's thesis investigated the existing approaches to defining the essence of clustering and clusters in the economy, backgrounds the analysis of the emergence and development of innovation clusters. Determine the value of innovation clusters in providing real economic growth, improve production efficiency, to examine the role and place of innovation clusters in modern post-industrial economy. It analyzes the factors that lead to negative results in the implementation of the national innovation cluster policy.

In the modern world, the development and implementation of investment projects are becoming a competitive advantage and the key to successful development of an enterprise. The purpose of the master's thesis is to develop a methodological approach to assessing the effectiveness of investment projects in the electric power industry. The analysis was based on the study of scientific and periodical literature, the study of existing methods of evaluating the effectiveness of investment projects in enterprises. The sources of information were the regulatory legal acts, the database of publications of the Russian Science Citation Index, presented on the Elibrary resource, corporate statistics data on the subject of the research, financial reporting data and internal documents of the enterprise under study. In the course of writing the master's thesis, an approach was developed and tested to assess the effectiveness of investment projects in the power industry. As a result of approbation of the developed approach, its efficiency was justified, which made it possible to increase the accuracy of the calculated investment project performance indicators, which would further reduce the uncertainty regarding the decision on the feasibility of investing and further project implementation. / В современном мире разработка и внедрение инвестиционных проектов становятся конкурентным преимуществом и залогом успешного развития предприятия. Целью магистерской диссертации является разработка методического подхода к оценке эффективности инвестиционных проектов в электроэнергетике. Анализ основывался на изучении научно-периодической литературы, изучении существующих методик оценки эффективности инвестиционных проектов на предприятиях. В качестве источников информации использовались нормативно-правовые акты, база публикаций Российского индекса научного цитирования, представленная на ресурсе Elibrary, данные корпоративной статистики по тематике исследования, данные финансовой отчетности и внутренние документы исследуемого предприятия. В ходе написания магистерской диссертации был разработан и апробирован подход к оценке эффективности инвестиционных проектов в электроэнергетике. В результате апробации разработанного подхода была обоснована его эффективность, позволившая повысить точность рассчитанных показателей эффективности инвестиционного проекта, что в дальнейшем снизит неопределенность в отношении принятия решения о целесообразности инвестирования и дальнейшего осуществления проекта.

The digital economy as a priority of the informatization strategy of the Russian economy for 2016–2022: by a resolution of the Government of the Russian Federation, an order was adopted to approve the Digital Economy of the Russian Federation program dated July 28, 2017. 70% of the document flow should be converted into electronic form for this period. The aim of the study is to develop measures for the development of remote access to banking services in order to increase the competitiveness of the Point bank. The scientific novelty lies in the fact that the breadth of the introduction of innovative banking products was determined depending on the model of remote banking services adopted by the bank (hereinafter RBS), as well as ways to increase the competitiveness of the RBS system were identified. Based on a survey of employees and customers of 50 Russian banks (first half of 2019), it was determined that 2.70% of the banking sector of the Russian Federation is provided by the banking system. The emergence of a new business model of the bank reduces the cost of banking services and creates additional competitive advantages for customers. According to the map of strategic groups, the Tochka bank is a direct competitor of Sberbank in the field of banking and banking services. The effects of the introduction of RBS in the Point bank are: an increase in the productivity of managers working with clients; 40% reduction in maintenance costs; increase the availability of services. The recommendations are practical and implemented in the activities of the bank Point. / Цифровая экономика как приоритет стратегии информатизации российской экономики на 2016–2022 гг.: постановлением Правительством Российской Федерации было принято распоряжение на утверждение программы «Цифровая экономика Российской Федерации» от 28.07.2017. Документооборот на 70% должен быть переведен в электронный вид за этот период. Целью исследования является разработка мероприятий по развитию удаленного доступа к банковским услугам с целью повышения конкурентоспособности банка Точка. Научная новизна состоит в том, что была определена широта внедрения инновационных банковских продуктов в зависимости от принятой банком модели дистанционного банковского обслуживания (далее ДБО), а также определены способы повышения конкурентоспособности системы ДБО. На основании проведенного опроса сотрудников и клиентов 50 российских банков (первая половина 2019 года) было определено, что 2,70% банковского сектора РФ обеспечивают ДБО. Появление новой бизнес-модели банка снижает себестоимость банковских услуг и создает для клиентов дополнительные конкурентные преимущества. Согласно карте стратегических групп, банк Точка является прямым конкурентом Сбербанка в сфере ДБО. Эффектами от внедрения ДБО в банке Точка являются: увеличение производительности труда менеджеров по работе с клиентами; сокращение расходов на обслуживание на 40%; увеличение доступности услуг. Рекомендации носят практический характер и внедрены в деятельность банка Точка.
