High growth rates of the national economy and its regions are impossible without the formation and development of a modern system of resource support for agricultural production. The current state of the agro-industrial complex of Russia is due to many accumulated problems - from an outdated production and technical base to a weak investment attractiveness, underdeveloped competitive environment. The aim of the master's thesis is to develop theoretical and methodological provisions for the formation and development of the resource potential of the regional agro-industrial complex. The paper considers the conceptual approaches and institutional regulation of the formation and development of the resource potential of the regional agro-industrial complex. The sources used were teaching and research literature, the results of empirical research of the author and corporate statistics. In the master's thesis, a methodological approach was developed to assess the effectiveness of using the resource potential of enterprises in the regional agro-industrial complex, a distinctive feature of which is the use of a system of integrated indicators aimed at determining the address development priorities of the enterprises of the regional agro-industrial complex, this approach allows achieving balanced development of the agricultural sector of the region. / Высокие темпы роста национальной экономики и ее регионов невозможны без формирования и развития современной системы ресурсного обеспечения агропромышленного производства. Современное состояние агропромышленного комплекса России обусловлено множеством накопившихся проблем – от устаревшей производственно-технической базы до слабой инвестиционной привлекательности, неразвитости конкурентной среды. Целью магистерской диссертации является разработка теоретико-методических положений по формированию и развитию ресурсного потенциала регионального агропромышленного комплекса. В работе рассматривается концептуальные подходы и институциональное регулирование формирования и развития ресурсного потенциала регионального агропромышленного комплекса. В качестве источников использовалась учебно-методическая и научно-исследовательская литература, результаты эмпирических исследований автора и данные корпоративной статистики. В магистерской диссертации был разработан методический подход к оценке эффективности использования ресурсного потенциала предприятий регионального агропромышленного комплекса, отличительной особенностью которого является использование системы интегральных показателей, направленных на определение адресных приоритетов развития предприятий агропромышленного комплекса региона, данный подход позволяет достичь сбалансированного развития аграрного сектора региона.

Среди ключевых изменений, связанных с информационными технологиями абсолютно новые возможности по накоплению, обработке и анализу данных. Цель данного исследования на основании анализа национальных и федеральных проектов «Цифровая экономика РФ», «Цифровое государственное управление» определить перспективы цифровизации государственного управления в Свердловской области. Основной пункт научной новизны данного исследования заключаются в определении «цифровизации» как новой функции менеджмента, практическая значимость заключается в разработке проекта суперсервиса «Налоговый мониторинг». / In the modern world, economics and management are rapidly changing and transforming from traditional forms to digital ones. The purpose of this study is to determine the prospects for digitalization of public administration in the Sverdlovsk region based on the analysis of national and federal projects «Digital Economy of the Russian Federation» and «Digital Public Administration». The main point of the scientific novelty of this study lies in the definition of «digitalization» as a new function of management, the practical significance lies in the development of the project of the super-service «Tax Monitoring».

Во введении обоснована актуальность темы исследования, поставлена цель и определены задачи, выделен объект и предмет, обозначена научная новизна, представлена методологическая и информационная база, а также раскрыта практическая значимость. В первой главе анализируются работы ряда отечественных и зарубежных экономистов. Изучены проблемы экспорта и импорта ПИИ. Рассмотрены современные методы стимулирования и регулирования поступления прямых иностранных инвестиций в экономику страны. Во второй главе проводится практический анализ факторов привлекательности ПИИ, оцениваются конкурентные преимущества привлечения инвестиций в развитые и развивающиеся страны, проводится анализ показателей, влияющих на приток ПИИ. Третья глава включает такие аспекты, выявление проблем привлечения прямых иностранных инвестиций на примере стран США и Бразилии, предложены пути совершенствования инвестиционного климата, а также рассмотрены возможности применения международного опыта привлечения ПИИ для России. The first chapter analyzes the work of a number of domestic and foreign economists. The problems of export and import of FDI have been studied. Modern methods of stimulating and regulating the flow of foreign direct investment into the country's economy are considered. The second chapter provides a practical analysis of the factors of the attractiveness of FDI, assesses the competitive advantages of attracting investment to developed and developing countries, analyzes the indicators that affect the inflow of FDI. The third chapter includes such aspects as the identification of problems of attracting foreign direct investment on the example of the USA and Brazil, the ways to improve the investment climate are proposed, and the possibilities of applying international experience in attracting FDI for Russia are considered. In conclusion, the main conclusions are formed.

Для этого был разработан методический подход, в основу которого положен учет когнитивных искажений, включающий в себя классификацию групп рабочих по уровню когнитивных искажений и эффективности труда, а также комплекс мероприятий, направленных на нивелирование влияния когнитивных искажений, что позволит снизить воздействие когнитивных искажений и достигнуть более высоких показателей эффективности труда на промышленном предприятии. / The aim of the work is to study the improvement of the labor efficiency of employees of an industrial enterprise, taking into account the influence of cognitive distortions. For this purpose, a methodical approach was developed, which is based on the account of cognitive distortions, including the classification of groups of workers by the level of cognitive distortions and labor efficiency, as well as a set of measures aimed at leveling the influence of cognitive distortions, which will reduce the impact of cognitive distortions and achieve higher labor efficiency indicators at an industrial enterprise.

Цель работы состоится в том, что оценить текущее состояние развития зеленой экономики Китая и дать соответствующие рекомендации. В исследовании собраны сведения об истоках и развитии концепции «зеленой экономики», раскрыта сущность понятия «зеленой экономики»; построена система оценочных показателей для развития «зеленой экономики» с использованием научных и объективных методов оценки; проведена оценка уровня развития зеленой экономики в КНР. На основе рассчитанных результатов оценки даны соответствующие рекомендации по политике для каждого региона Китая в целях дальнейшего развития зеленой экономики. / The purpose of this paper is to assess the current status of China's green economy development and make appropriate recommendations. In the work, we have collected information on the origin and development of green economy concept, revealed the essence of green economy concept; constructed a system of evaluation indicators for green economy development, using scientific and objective evaluation methods, collected data and information according to the system of evaluation indicators and estimated the development level of green economy; and based on the calculated evaluation results, gave relevant policy recommendations for each region of China, in order to further develop the green economy.

The widespread use of new information technologies in management, processes of digitalization of the economy, the need for an assessment of the regulatory impact of legal norms in the field of information technologies predetermine the relevance of the research topic and the need to summarize management experience in this area in the Russian Federation and the Republic of Kazakhstan. The analysis allowed the author to substantiate and formulate a number of provisions: the author’s definition of a digital economy; theoretical provisions on the need to expand the existing index of information technology development, on the creation of an information technology development index in the framework of the EAEU integration association; proposals on the concept of the Model Law “On Information, Information Technologies and Protection of Information” and others. / Широкое использование новых информационных технологий в управлении, процессы цифровизации экономики, потребность в оценке регулирующего воздействия норм права в сфере информационных технологий предопределяют актуальность темы исследования и необходимость обобщения опыта управления в этой сфере в Российской Федерации и Республике Казахстан.
