Данная работа посвящена разработке алгоритма для построения динамической модели потоков научной миграции. В работе изучаются теоретические аспекты миграции населения, производится сбор и анализ статистических данных Росстата и зарубежных источников. Также проводится обзор теоретико-методологических подходов к моделированию научной миграции, далее для создания модели определяются необходимые предположения, ограничения и параметры. Была составлена математическая формула для расчета и создан алгоритм с помощью пакета программ Matlab. Результаты работы алгоритма были проанализированы. / This work is devoted to the development of an algorithm for constructing a dynamic model of scientific migration flows. The paper studies the theoretical aspects of population migration, collects and analyzes statistical data from Rosstat and foreign sources. Also, a review of theoretical and methodological approaches to modeling scientific migration is carried out, then the necessary assumptions, limitations and parameters are determined to create a model. A mathematical formula for the calculation was drawn up and an algorithm was created using the Matlab software package. The results of the algorithm were analyzed.

Цель исследования – разработка инвестиционного проекта автоматизации бизнес-процессов на сельскохозяйственном предприятии. Научная новизна выпускной квалификационной работы заключается в определении требований для выбора системы автоматизации предприятия сельскохозяйственного производственного кооператива; определении этапов схемы автоматизации бизнес-процессов организации при ее присоединении к экосистеме; разработке методологии автоматизации внешних бизнес-процессов организации при ее присоединении к экосистеме; составлении бизнес-плана инвестиционного проекта, отвечающего всем заданным параметрам автоматизации бизнес-процессов предприятия. Эффективность исследовательской работы состоит в оптимизации маркетинговой деятельности СПК «Птицесовхоз «Скатинский»» в следствие использования предоставляемых бизнес-экосистемой современных методов работы сельскохозяйственных предприятий, а именно расширение рынка сбыта продукции, продвижение услуг в условиях ограниченного спроса и возможность цифрового управления сельскохозяйственным предприятием. / The purpose of the study is to develop an investment project for the automation of business processes at an agricultural enterprise. The scientific novelty of the final qualification work consists in determining the requirements for choosing an automation system for an agricultural production cooperative enterprise; determining the stages of an organization's business process automation scheme when it joins the ecosystem; developing a methodology for automating the organization's external business processes when it joins the ecosystem; drawing up a business plan for an investment project that meets all the specified parameters of automation of business processes of the enterprise. The effectiveness of the research work consists in optimizing the marketing activities of the SEC "Poultry Farm "Skatinsky"" as a result of the use of modern methods of work of agricultural enterprises provided by the business ecosystem, namely, the expansion of the market for products, the promotion of services in conditions of limited demand and the possibility of digital management of an agricultural enterprise.

Цифровая экономика является современным этапом развития хозяйствующих субъектов, который формирует принципиально новый набор ценностей и факторов поддержания конкурентоспособности, основанных на знаниях и интеллектуальном капитале. Развитие информационных и компьютерных технологий в последние годы в значительной степени усилило турбулентность внешней среды предприятий, поскольку конкуренты получают возможность быстрее и грамотнее принимать решения в масштабах всей цепочки поставок. Цифровизация рассматривается как практическое внедрение кибер-физических систем и систем интеллектуального анализа данных для трансформации и поддержания высокого уровня эффективности основных и вспомогательных бизнес-процессов. В таких условиях человеческий капитал становится одним из основных ресурсов поддержания цифровой трансформации, соответственно предприятиям необходимо формировать адекватную и эффективную кадровую политику, которая позволяет управлять талантами на заре рождения новой конкурентной среды. The development of information and computer technology in recent years has greatly increased the turbulence of the external environment of enterprises, as competitors are able to make faster and more intelligent decisions throughout the supply chain. Digitalization is seen as the practical implementation of cyber-physical systems and data mining systems to transform and maintain a high level of efficiency of the main and auxiliary business processes. Under such conditions, human capital is becoming one of the main resources for supporting digital transformation; accordingly, enterprises need to form an adequate and effective personnel policy that allows them to manage talents at the dawn of a new competitive environment. HR policy is a system of guidelines that reasonably take into account the signals of the external environment and allow the formation of acceptable personnel strategies in each of the key areas related to personnel selection, performance evaluation, training and development of socio-cultural aspects of the internal environment. In turn, a separate strategy should take into account the intensity of technological renewal and the possibility of transforming jobs, which requires appropriate management decisions. The purpose of the study is to develop theoretical and methodological issues of managing the personnel policy of an enterprise in the context of the transformation of enterprises under the influence of the digital economy.

In the dissertation research questions of perfection of the mechanism of pricing on civil products of enterprises of military-industrial complex are considered. The work analyzes the existing economic-theoretical pricing models, identifies the factors that determine the choice of a particular model, considers the mechanisms and methods of pricing. Based on the results of the analysis, key problems that hamper effective pricing have been identified, and proposals have been developed to improve the efficiency of the pricing system for civilian products by the example of FSUE UEMZ. The mechanism of pricing for competitive purchasing methods is proposed, which is characterized by the adjustment of the applied methodological approaches, and the use of a currency settlement forward for hedging currency risks, which makes it possible to increase the efficiency of pricing for civilian products through more flexible price formation directly in the bidding process. / В диссертационном исследовании рассмотрены вопросы совершенствования механизма ценообразования на гражданскую продукцию предприятий ВПК. В работе проведен анализ существующих экономико-теоретические моделей ценообразования, выявлены факторы, обуславливающие выбор той или иной модели, рассмотрены механизмы и методы ценообразования. По результатам проведенного анализа выявлены ключевые проблемы, препятствующие эффективному ценообразованию, а так же разработаны предложения по повышению эффективности системы ценообразования на продукцию гражданского назначения на примере ФГУП УЭМЗ. Предложен механизм ценообразования для конкурентных способов закупки, отличающийся корректировкой применяемых методических подходов, и использованием валютного расчетного форварда для хеджирования валютных рисков, позволяющий повысить эффективность ценообразования на продукцию гражданского назначения за счет более гибкого формирования цен непосредственно в процессе торгов.

С развитием рыночных отношений значение аналитической деятельности бухгалтеров возрастает. Предоставлению форм годовой бухгалтерской отчетности предшествует большая подготовительная работа. В показателях учета раскрываются количественная и качественная стороны хозяйственных процессов, которые характеризуют факторы хозяйственной жизни. В России и Китае идет процесс реформирования национальных систем для приведения их в соответствие с международными стандартами. В связи с этим целесообразно провести сравнительный анализ особенностей составления основных форм бухгалтерской отчетности в России и Китае для выделения основных моментов методологии ее формирования. Цель магистерской диссертации состоит в проведении сравнительного исследования теоретических основ и нормативных документов при составлении финансовой отчетности в условиях глобализации в России и КНР. / With development of the market relations the value of analytical activity of accountants increases. Granting forms of annual accounting reports is preceded by big preparatory work. In indicators of account the quantitative and qualitative parties of economic processes which characterize factors of economic life reveal. In Russia and China there is a process of reforming of national systems for their reduction to compliance with the international standards. In this regard it is expedient to carry out the comparative analysis of features of drawing up the main forms of accounting reports in Russia and China for allocation of highlights of methodology of her formation. The purpose of the master thesis consists in carrying out a comparative research of theoretical bases and normative documents by drawing up financial statements in the conditions of globalization in Russia and the People's Republic of China.

Глобализация охватывает все новые сферы и меняет суть привычных явлений. Характерной чертой современного этапа развития мирового хозяйства является формирование и распространение трансграничных цепочек стоимости (глобальных и региональных). Одной из мало изученных сфер остается вопрос об интеграции национальной экономики в трансграничных цепочках стоимости в условиях глобализации. На сегодняшний день странам со слабой экономикой как Республика Таджикистан важнейшим источником роста конкурентоспособности отраслей является стимулирование участия в глобальных цепочках стоимости на этапе их формирования. Для этого необходима выработка специфических рекомендаций. Объектом исследования является национальная экономика Республики Таджикистан. Предмет исследования – степень включенности и направление развития национальной экономики в глобальной среде трансграничных цепочек добавленной стоимости. Цель данной работы – формирование теоретико-методических основ и разработка рекомендаций по выстраиванию национальной экономики Республики Таджикистан в трансграничные цепочки стоимости. Во введении обоснована актуальность, цель и задачи исследования. В первой главе рассмотрены сущность и понятие среды трансграничных цепочек стоимости. Изучена концепция национальной экономики в условиях глобализации. Во второй главе проведена комплексная оценка место страны в мировой хозяйственной среде на основании международных индексов, была предложена авторская методика. На основании авторской методики было выявлено участие страны в фрагментации цепочки создания стоимости. В третьей главе проведён мониторинг мнения экспертов, SWOT – анализ о присоединение Республики Таджикистан в ЕАЭС, как способ более глубокого интегрирования в воспроизводственных процессах. А также было изучено несколько Государственных Программ Республики Таджикистан. В Заключении авторами было предложено несколько рекомендаций по поводу дальнейшего развития национальной экономики Республики Таджикистан в трансграничные цепочки стоимости. / Globalization covers all new areas and changes the essence of familiar phenomena. A characteristic feature of the current stage of development of the world economy is the formation and distribution of cross-border value chains (global and regional). One of the little studied areas remains the issue of integrating the national economy in cross-border value chains in the context of globalization. To date, countries with a weak economy as the Republic of Tajikistan, the most important source of growth in the competitiveness of industries is the promotion of participation in global value chains at the stage of their formation. It requires the development of specific recommendations. The object of the research is the national economy of the Republic of Tajikistan. The subject of research is the degree of inclusion and direction of development of the national economy in the global environment of cross-border value chains. The purpose of the work is the formation of theoretical and methodological foundations and the development of recommendations for implementing the national economy of the Republic of Tajikistan into cross-border value chains. The introduction substantiates the relevance, purpose and objectives of the research. The first chapter discusses the nature and concept of the environment of cross-border value chains. The concept of the national economy in the context of globalization is studied. In the second chapter, a comprehensive assessment of the country's place in the world economic environment on the basis of international indices is carried out; there proposed the methodology based on the author’s methodology, the country's participation in the fragmentation of the value chain is revealed. The third chapter monitors the opinions of experts, SWOT analyzes on the accession of the Republic of Tajikistan to the EAEU as a way of deeper integration in reproduction processes. And also several State Programs of the Republic of Tajikistan are studied. In conclusion, the authors propose several recommendations regarding the further development of the national economy of the Republic of Tajikistan in cross-border value chains.

The relevance of the research of the topic master's thesis is due to the increasing impact to the fact that Iraq is a vivid example of a resource-dependent country today, which is affected by the resource curse and which faces many problems. The purpose of the research: to assess the impact of the volatility of the global oil market on the economic development of Iraq and determine the prospects for its development. In accordance with the chosen of the purpose of the research is the following tasks in the work: to consider the theoretical aspects of resource-dependent countries and the features of their development; to study the theory of "resource curse" and ways to overcome it; to analyze the world oil market, especially its development and its factors; consider OPEC and its role in regulating the global oil market; to analyze the economic development of Iraq as a resource-dependent country; conduct a SWOT analysis for the economy of Iraq; develop recommendations for the development of the economy of Iraq. The scientific novelty can be attributed to highlighting the factors that make Iraq a resource-dependent country and is leading to the resource curse, as well as conducting a SWOT analysis and highlighting the weaknesses, strengths, threats and opportunities for the economy of Iraq. The practical significance of the research is determined to develop recommendations to help the country find a way out of its resource dependence. The implementation of these recommendations will help improve the situation in Iraq. / Ирак на сегодняшний день является ярким примером ресурснозависимой страны, на которую действует ресурсное проклятие и которая сталкивается со множеством проблем. Целью исследования является оценка влияния волатильности мирового рынка нефти на экономическое развитие Ирака и определение перспектив его развития. В соответствии с выбранной целью в работе были поставлены следующие задачи: рассмотреть теоретические аспекты ресурсозависимых стран и особенности их развития; изучить теорию «ресурсного проклятия» и пути его преодоления; проанализировать мировой рынок нефти, особенности его развития и его факторы; рассмотреть ОПЕК и ее роль в регулировании мирового рынка нефти; проанализировать экономическое развитие Ирака как ресурсозависимой страны; провести SWOT-анализ для экономики Ирака; разработать рекомендаций для развития экономики Ирака. К научной новизне можно отнести выделение факторов делающих Ирак ресурснозависимой страной и способствующих ресурсному проклятию, а также проведение SWOT-анализа и выделение слабых, сильных сторон, угроз и возможностей для экономики Ирака. Практическая значимость магистерской работы состоит в разработки рекомендаций, помогающих стране выйти из ресурсной зависимости. Внедрение данных рекомендаций будет способствовать улучшению ситуации в Ираке.

Актуальность данной темы обусловлена объективной необходимостью совершенствования системы информационного обеспечения поддержки принятия решений на региональном уровне для улучшения социально-экономического развития в регионе. The practical significance of the study lies in the fact that the developed method of searching for closed financial flows can be used by public authorities in practice to improve the information support of the management decision support system to improve the socio-economic development of the region. Governments of the regional economy will be able to use financial instruments of the local economy to support local communities, which they can identify with the help of the closed network search module, to resist crisis phenomena and reduce the dependence of the regional economy on external factors.

The paper is dedicated to study and analysis of the Turkish government export promotion programs, developed in the late 80s early 90s. of the 20thcentury and their impact on foreign trade and foreign economic activities of the Turkish small and medium-sized enterprises, as well as on the development of trade and economic relations with Russia. The author reveals the key features of the formation of export promotion programs, identifies long-term strategic goals, directions, options and limitations of current programs directed to support the Turkish private sector. / Работа посвящена изучению и анализу правительственных программ стимулирования экспорта, разработанных в конце 80х начале 90х гг. ХХ века и их влияния на внешнеторговую и внешнеэкономическую деятельность турецкого малого и среднего предпринимательства, а также на развитие торговых и экономических отношений с Россией. Автор раскрывает ключевые особенности формирования программ поддержки экспорта, выявляет долгосрочные стратегические цели, направления, альтернативы и ограничения современных турецких программ поддержки частного сектора.
