The role of airports in national civil aviation policies

The concept of a hub airport has evolved widening its scope as a national civil aviation policy-making tool, due to the ability to deliver wider socio-economic benefits to a country. However, not all airports can be converted into hubs. This research proposes a methodological approach to structural analysis of the airport industry, that could be applied to determine the competitive position of an airport in a given aviation network and devise airport strategies and national policy measures to improve the current position of the airport. This study presents a twelve-group taxonomy of airports, which analyses the changing geography of the airport industry in the East (Asia and The Middle East). Multivariate data have been used in a two-step Agglomerative Hierarchical Clustering exercise which represents three airport strategies: namely, degree-of-airport-activity (size and intensity of operations), network strategies (international and domestic hub), and the market segmentation strategies (service and destination orientation). Principal Component Analysis has been utilised as a data reduction tool. The study confirms the general hypothesis that a sound macro environment and liberalised approach to economic regulation in the air transport industry are important for successful hub operations. In addition, it sheds light on the fact that while the factors of geographical advantage, economic development, urbanisation, tourism and business attractiveness, physical and intellectual infrastructure, and political and administrative frameworks, are all basic prerequisites (qualifiers) for successful hubbing in the region, those factors would not necessarily guarantee a hub status unless the governments are also committed to develop the sector and take timely decisions (differentiators) to allow airports to benefit from the first mover advantage. Application of the proposed taxonomy was tested on a case study of the major international airport of Sri Lanka, to provide policy inputs to develop the airport that is currently identified as being overshadowed by the mega hubs in the region.

When one understands that the development and evolution of the airport has influenced its surroundings particularly the district of Moema, a space area in this research work towards which the landing and takeoff runways of the airport are directly aligned one realizes that an urban facility of such a size should have always been the object of specific urban studies and analyses by the urban planners of the city of São Paulo. However, this kind of attention has been lacking throughout the history of the airport, and that has led to several airplane accidents, with the ones which occurred in 1996 and 2007- involving TAM airplanes and resulting in a high number of deaths - being considered the worst plane crashes in Brazil, with great emotional and psychological impact across the state, and the nation as a whole. Thus, this research work, which was conducted based on a geographical perspective, is intended to serve as a basis for other airports whether in development or not in other urban centers / Esta pesquisa procurou entender o processo de formação e evolução, ao longo da linha temporal, do Aeroporto de Congonhas e, com isso, perceber que o processo de formação deste está intrinsecamente ligado ao processo de formação da cidade de São Paulo, tanto em termos da paisagem do espaço urbano, quanto em termos socioeconômicos. Ao entender que a formação e evolução do Aeroporto influenciou o seu entorno em especial o bairro de Moema, recorte espacial nesta pesquisa, sobre o qual está diretamente apontada a projeção da pista de pousos e decolagens do Aeroporto percebe-se que um equipamento urbano desse porte deveria, desde sempre, ter merecido estudos e análises urbanos específicos dos planejadores da cidade de São Paulo. Essa atenção, porém, foi desprezada ao longo da sua história, o que acabou levando a vários acidentes, sendo que os de 1.996 e de 2.007, ambos da companhia aérea TAM, podem ser considerados os piores desastres aéreos no Brasil, com grande quantidade de vítimas fatais, ocasionando um imenso impacto emocional e psicológico na sociedade paulista, senão brasileira. Assim, esta pesquisa, com o entendimento dado pelo olhar geográfico, pretendeu que a abordagem ora realizada possa servir de paralelo para outros aeroportos, em formação ou não, em outros centros urbanos

Social media and campaigning : the challenges and opportunities of incorporating social media into existing anti-airport expansion campaigns

Social media has created new protest spaces and has enabled people to do things differently. The focus of the research is on campaign groups, created before social media was used as a tool for protest. It has been undertaken to achieve the aim of the challenges and opportunities of incorporating new forms of social media into existing protest campaigns through a case study of anti-airport expansion groups in the UK. Social media data was obtained from three anti-airport expansion groups which included the extraction of approximately 9,000 tweets and 8,000 Facebook posts. The data were then analysed using social network analysis, time series analysis and semi-structured interviews. The results of social network analysis and time series analysis informed the development of the questions directed at the social media coordinators of each group. The main findings are that Airport Watch and HACAN Clearskies exhibit very similar Twitter networks and favour interaction with the media, similar anti-airport expansion groups and also pro-airport expansion groups. Transition Heathrow demonstrates more varied interaction patterns. All groups dominate their respective Facebook page and group networks apart from HACAN Clearskies which has non-assigned leaders controlling information dissemination in the group. Time series analysis uncovered variations in social media usage; overall for all three campaign groups Twitter was utilised more than Facebook.

Development of new aircraft and the increasing number of passengers goes logically hand-in-hand with the improvement of airport facilities and equipment of airport fire departments so passengers and all airport staff are as safe as possible. The submitted diploma thesis deals with the equipment of the fire department of Jihočeské letiště České Budějovice a.s. and staffing for the service at this airport. Its goals are, first, to assess the current level of this equipment and, second, to propose optimization of this equipment. The Airport in Planá u Českých Budějovic is one of a few airports disposing of own fire department. Apart from České Budějovice, there are fire departments at the airports in Brno, Karlovy Vary, Ostrava, Pardubice and Praha Ruzyně. Airports in terms of general issues and their technical equipment are dealt with, and public international airports and public domestic/non-public international airports in the Czech Republic are listed in the theoretical part of the thesis. History of airport fire departments is examined, too. The analysis of the Aviation Regulation L14 is an important area in the theoretical part. Further, individual selected airports in the Czech Republic, especially their history and current characteristics are described and air accidents of both Czech and foreign machines in the territory of the Czech Republic between 2008 and 2012 are mentioned in the theoretical part of the thesis. A hypothesis has been defined for the diploma thesis: "The current equipment of the fire department and staffing for the service is sufficient for the airport RFFS Category 4C". In order to confirm or disprove this hypothesis, the equipment of the airport in České Budějovice was compared in terms of equipment of other selected airports in the Czech Republic and evaluated on the basis of studying the regulations, Aviation Regulation L14 in particular, in the practical part of the thesis. Detailed information on equipment of these airports comprises a separate chapter in the practical part and sufficiency of this equipment discussed is assessed on the basis of comparison with the aviation regulations. As I failed to get the needed information on the equipment of the fire department at the airport in Pardubice and as the Václav Havel Airport in Prague is not comparable as for the equipment, size, arrival and departure rate etc., the airport in Brno, Karlovy Vary and Ostrava were selected for the final comparison of assessment of the level of the technical means and staffing at the airport in České Budějovice. Despite the hypothesis "The current equipment of the fire department and staffing of the service is sufficient for the airport Category 4C" has been confirmed, optimization of the equipment of the fire department at the airport in České Budějovice has been proposed on the basis of the results of this thesis in order to provide sufficient preparedness of the airport for extraordinary events at the airport and in its surrounding and the main emphasis is put on saving human lives mainly. The optimization was carried out using the methods of operation analysis while taking the current equipment of the Airport in České Budějovice into account. When selecting new vehicles for purchase, the price of a vehicle was not the only criterion but also its equipment. The outcome of the optimization is a recommendation to purchase a modern vehicle fully equipped and it is possible to choose one of the three vehicles placed first to third in the analysis. These are the vehicles Panther HRET 6x6 KHA62, Panther 6x6 CA5 ECE and Mercedes - Benz Actross 3360 A42 6x6. To conclude, confirmation of the above-mentioned hypothesis is stated and particular vehicles recommended to be purchased by the South-Bohemian airport and its fire fighters are listed.

This is made by an analysis of the planning and drawing applied in their accomplishment and development. Isto é feito através de uma análise do planejamento e projeto aplicados na sua execução e desenvolvimento. Tal análise é realizada de maneira crítica, do ponto de vista arquitetônico e urbanístico, utilizando os condicionantes e os critérios técnicos constantes da bibliografia especializada, obedecendo aos padrões e conceitos consagrados, bem como teorias e experiências internacionais. A estrutura adotada para o trabalho abrange quatro capítulos: o primeiro e o segundo tratam dos requisitos para o planejamento e projeto de aeroportos, constituindo embasamento para a análise e compreensão dos aeroportos estudados; o terceiro e quarto capítulos apresentam os objetos de estudo desta dissertação: os aeroportos de Guarulhos e Viracopos. As conclusões mostram que há urgente necessidade de incorporar novos padrões no aperfeiçoamento do sistema de tráfego aéreo nestes aeroportos.

Airports and territory: Emergence of a new strategic actor in the air transport system

This thesis deals with the emergence of the airport as a new strategic actor in the air transport system which has undergone profound changes since its liberalisation and within which the airport turned out to be a major player. Considering the airport as an actor in the air transport system, even if it is affected by its environment in a large sense, this work proposes a contribution to current discussion about airport economics. This contribution refers to two levels: an analysis of the European airport business within which the airport emerges as a full player and an analysis of the link between airport strategy and the spatial and territorial context into which the airport is embedded. Based on the differentiation of airport strategies according to the airports’ commitment to certain market segments, the analysis of the spatial and territorial context into which the airports are embedded showed its influence on the development of airports but confirmed also that the latter is not automatic but subject to the dynamics arising from the interactions between the different actors. The emergence of the airport as a new strategic player in the air transport system places the emphasis on the complex relation between airport and territory which is reflected in a number of issues connected with the airport activity. / Diese Doktorarbeit beschäftigt sich mit dem Flughafen als einem neuen strategischen Akteur im Luftverkehrssystem, welches seit seiner Liberalisierung von weitreichenden Veränderungen erfasst wurde, und in dem der Flughafen sich zum wichtigen Teilnehmer entwickelt hat. Durch die Betrachtung des Flughafens als Akteur des Luftverkehrs, auch wenn er dem Einfluss seiner Umwelt im weitesten Sinne unterliegt, möchte diese Arbeit einen Beitrag zur gegenwärtigen Diskussion zum Thema Flughäfen in zweifacher Hinsicht leisten: Eine Analyse des europäischen Luftverkehrssystems, in dem der Flughafen als ganzheitlicher Partner deutlich wird sowie eine detaillierte Untersuchung der Verbindung zwischen Flughafenstrategien und der Verankerung des Flughafens in Raum und Territorium. Ausgehend von der Differenzierung der Flughafenstrategien, die durch die Spezialisierung auf ein oder mehrere Marktsegmente ihren Ausdruck findet, lässt die Analyse des räumlichen und territorialen Kontexts, in dem der Flughafen verankert ist, dessen Einfluss auf die Entwicklung des Flughafens deutlich werden, aber bestätigt auch, dass letzere nicht ein automatisches Ergebnis ist, sondern von den Interaktionen der verschiedenen Akteure abhängt. Exploring the Impacts Assessment Methods Used for Sustainability Initiatives in Small Hub Airports

<p>  </p> <p>Although airports of all sizes have incorporated sustainability practices into planning, there is a gap in literature concerning the impacts of sustainability initiatives on airport operations and stakeholders. This multiple case study sought to explore the impact assessment methods used by six small hub airports (cases) that received the Federal Aviation Administration (FAA) airport sustainability Airport Improvement Program (AIP) grants to prepare airport sustainability planning documents.</p> <p>The objective of the study was twofold. The first objective was to gain in-depth understanding of sustainability metrics and Key Performance Indicators (KPIs), and sustainability impact assessment methods and tools used by small hub airports. The second objective was to develop a preliminary framework for assessing the impacts of sustainability initiatives in airports. Three types of data were collected airport sustainability planning documents, archival records, and interviews with 14 airport executives and two airport planning consultants. Sustainability planning processes, sustainability assessment methods and tools, and sustainability metrics and KPIs were identified from data for each case and compared to one of the most comprehensive industry-specific airport sustainability rating systems, the Airport Cooperative Research Program (ACRP) <em>Report 119: Protype Airport Sustainability Rating System: Characteristics, Viability, and Implementation Options</em>. Interview responses from airport executives and consultants were used to corroborate information in the sustainability planning documents.</p> <p>The findings of this study showed more commonalities than differences in the approaches to sustainability impact assessment by the six small hub airports in this study. Commonalities were evident in the criteria for selecting sustainability initiatives, indicating that cost and return on investment were the major factors. In addition, small hub airports in this study reported similar challenges on tracking sustainability metrics and KPIs, indicating that more work is needed in this area. The differences noted were driven by airport operating conditions such as geographical location and local community goals. </p>
