Previous issue date: 2011-04-29 / Airport environments are great water consumers and use significant amounts of these resources to attend non-potable demands. The need for non-potable water and the presence of large roof areas, as well as the existence of bird control programs and the absence of large trees all make airports potential places for the implementation of processes and technologies for water conservation through rainwater use systems. This study had the objective to assess the potential for rainwater collected from the roofs in the Tancredo Neves International Airport Complex, in Confins, Minas Gerais, to attend its non-potable water demands, and also to propose a treatment which is economically feasible and ease to be replicated. / Ambientes aeroportuários são pontos de consumo significativos de água e utilizam quantidades expressivas desse bem no atendimento a demandas não potáveis. A elevada necessidade de água não potável, em consonância com a presença de grandes áreas de telhados, existência de programas de controle de pássaros e ausência de árvores de grande porte, configuram os aeroportos como ambientes potenciais à implementação de medidas, processos e tecnologias com vistas à conservação da água através de sistemas de aproveitamento de água pluvial. Este estudo pretendeu avaliar o potencial do Aeroporto Internacional Tancredo Neves AITN, Confins, Minas Gerais, na utilização de água pluvial provenientes de telhados para atendimento de demandas não potáveis e a proposição de uma tecnologia de tratamento economicamente viável e de fácil replicação.

This thesis was prepared as a set of current knowledge and solution of the issues of biological safety in relation to occurrence of dangerous biological agents mainly in individuals. The possibility of occurrence of ``highly dangerous infection{\crqq} disease is real in the CR and the health care system together with the integrated emergency system services have to be prepared, actually at the moment when a suspicion of its occurrence is pronounced by a competent person. The questions processed here relate to an assessment of the level of cooperation between the integrated emergency system services and further involved entities of South Bohemian region on dealing with this type of emergency situation that might occur in an air transport passenger. The thesis also deals with the issue of current provision of protective means needed for biological protection of the intervening services staff. Topicality of this issue in South Bohemian Region is among others given by the reconstruction of the South Bohemian Airport in České Budějovice, which is being prepared for international operation. And the development of travelling of people who use air transport to distant and exotic parts of the world where they might get infected and return back to the CR still in the incubation period using the quick air transport, is one of the reasons why this danger must not be underestimated. Personal interviews with representatives of the integrated emergency system services of the South Bohemia Region and related literary and information sources were used for obtaining data and information for the thesis. A tabling method was also used for organization of the data and the data were consequently subject to systemic and causal analysis. An outline of specific protective means available to the individual entities was formed within the analysis of current protective means specified for biological protection of intervening staff, and the outline was assessed in line with applicable European standards. Thanks to efficient cooperation between the integrated emergency system services and the involved entities and thanks to performed exercises readiness for dealing with situations that might occur in consequence of suspicion of dangerous infection occurrence is very good in the South Bohemia Region. The system of solving such situations as well as availability of protective means is at a good level in the South Bohemia Region, however some disproportions were found and the thesis provides proposals for possible measures of solving them.

This article focuses on the concrete study of two forms of public infrastructure construction in our country: Public Private Partnerships and public works contracts, analyzing their characteristics, implications, differences and how they are regulated. Also, it realizes a critical analysis of the specific case of the contract of concession of the Chinchero’s airport and the signing of the respective addendum, concluding that the addendum meant the denaturing of the PPP and suggesting some proposals about this case. / El presente artículo se centra en el estudio concreto de dos formas de construcción de infraestructura pública en el país: las Asociaciones Público Privadas y los contratos de obra pública, analizando sus características, implicancias, diferencias y la forma como se encuentran regulados. Asimismo, se realiza un análisis crítico del caso concreto del contrato de concesión del aeropuerto de Chinchero y la firma de la adenda respectiva, concluyendo que la adenda significó la desnaturalización de las APP y planteando algunas propuestas en torno a este caso.

A presente pesquisa teve por objetivo principal levantar o potencial socioambiental e didático de uma unidade de conservação (UC) - reserva florestal do Morro Grande - Cotia, SP, local em que se encontra o sistema Alto-Cotia de captação de água para abastecimento público. O rio Cotia pertence à bacia hidrográfica do Alto Tietê (Cotia - Guarapiranga), atravessa as cidades de Cotia e Jandira e deságua no rio Tietê, no município de Carapicuíba. Para avaliar o potencial da área para o desenvolvimento de programas de educação ambiental (EA) foi realizado um levantamento das concepções de EA e da percepção ambiental em relação à UC de uma parcela de educadores que atuam na rede municipal de ensino de Cotia. A tomada de dados destes aspectos se deu por meio de um questionário e o levantamento de fatos importantes ocorridos na história local, através de análise documental e entrevista. Dentre os fatos mais relevantes nos deparamos com a polêmica proposta de construção de um novo aeroporto para a cidade de São Paulo no município de Cotia, na década de setenta. Em reação a esta proposta constituiu-se um movimento considerado o berço do movimento ambientalista no estado de São Paulo, e que teve como um de seus participantes mais ativos o professor Dr. Aziz Ab\'Saber, residente em Cotia. Na pesquisa realizada junto aos educadores concluiu-se que as práticas de EA são incipientes e que pouco tem sido realizado em relação à formação continuada em EA. Ficou clara a necessidade de oferecer oportunidades de formação nesta área principalmente no tocante aos fatos importantes ocorridos no município, à exploração de lugares históricos, cênicos e de interesse ecológico com grande potencial para o desenvolvimento de trabalhos práticos. Neste sentido foram elaboradas algumas propostas para as instituições ligadas diretamente à UC, com o objetivo de minimizar as conseqüências negativas da expansão urbana no seu entorno, por meio de processos participativos, envolvendo as comunidades vizinhas, os órgãos governamentais e organizações não-governamentais, que muito têm a contribuir na conservação da reserva florestal do Morro Grande e para a elevação da qualidade de vida das comunidades locais. / The present work has the objective of define the didactic and socioenvironment potential of a conservation unity (CU) - forest reserve of Morro Grande - Cotia, SP, where is located the Alto-Cotia public water collection system. Cotia river is part of the high Tietê hydrographical basin (Cotia - Guarapiranga). It crosses the cities of Cotia and Jandira to empty into the Tietê river, in the Carapicuíba city. In order to evaluate the area\'s potential to the development of environmental education (EE) programs a survey was done with the educators of the Cotia united school district. This survey aimed to capture the environmental perception related to the CU and the view of EE. The research data was obtained from the survey\'s questionnaire; a review of the important facts of the local history; a documental analysis; as well as interviews. One of the most relevant facts we faced was the polemical proposal for the construction of the São Paulo city airport in the city of Cotia during the seventies. In reaction to this proposal an environmental movement was established having among its most active members Prof. Aziz Ab\'Saber, a Cotia city resident. Later this movement was known as the precursor of the environmental movement in the state of São Paulo. From the educators survey it can be inferred that the EE practices are incipient and few actions have been performed towards the continued formation in EE. It is clear the need to offer formation opportunities in this area, in special regarding the important historic facts of the city, the exploration of places with historic, scenic, and ecological interest with considerable potential for the development of practical work. For this purpose policies were designed for the institutions directly linked to CU, with the objective of minimizing the negatives consequences of the urban expansion around its surrounding areas, by means of participative processes involving neighbour communities, governmental agencies, and non-governmental organizations, which much can do towards the conservation of the forest reserve of Morro Grande and to the increase of the local communities quality of life.

Sistema de gerência de pavimentos aeroportuários: estudo de caso no Aeroporto Estadual de Araraquara / Airport pavement management system: a case study in Araraquara State AirportJorge Braulio Cossío Durán 26 February 2015 (has links)
A presente pesquisa objetiva contribuir para a implantação de Sistemas de Gerência de Pavimentos Aeroportuários (SGPA), tendo por base um estudo de caso desenvolvido no Aeroporto Estadual de Araraquara-SP Bartolomeu de Gusmão. Foi criado um banco de dados informatizado, através do FAA PAVEAIR, programa computacional de gerência de pavimentos aeroportuários disponibilizado pelo FAA (Federal Aviation Administration), que permitiu o armazenamento de toda informação inerente aos pavimentos do complexo aeroportuário e a determinação, com base no método PCI (Pavement Condition Index), da condição atual da pista de pousos e decolagens, da pista de rolagem e do pátio de aeronaves. Os resultados mostraram que o aeroporto de Araraquara apresenta condição regular de operação, indicada por um PCI médio de 67, e que os principais defeitos encontrados foram desagregação das partículas da mistura asfáltica, trincas transversais e, principalmente, trincas longitudinais. Por conseguinte, foram planejadas intervenções de manutenção e reabilitação, de modo a evitar situações que levassem ao comprometimento geral da condição dos pavimentos e, por consequência, a um aumento significativo dos custos de conservação. A melhor estratégia, se aplicada ao longo dos vinte anos de período de projeto, resultaria em um valor de PCI médio igual a 77, correspondente a boas condições de operação. Dessa forma, o estudo de caso desenvolvido contribuiu, com um exemplo completo, para a implantação de um SGPA em nível de rede e, mais ainda, para o desenvolvimento de um SGPA integral para a rede de aeroportos de administrações aeroportuárias de pequeno, médio e grande portes no Brasil, o que deve ser precedido pela elaboração de legislação específica que exija a aplicação efetiva de técnicas de manutenção que prolonguem a vida útil dos pavimentos, especialmente devido ao aumento da demanda por transporte aéreo e à necessidade de modernas e potentes aeronaves, que requerem, cada vez mais, melhores condições funcionais e estruturais das pistas de pousos e decolagens e dos pátios de aeronaves dos aeroportos. / This research aims to contribute to the implementation of Airport Pavements Management Systems (SGPA), based on a case study developed at the Araraquara State Airport Bartolomeu de Gusmao, in the State of Sao Paulo, Brazil. A computerized database was created, using the FAA PAVEAIR, an airport pavement management computer program provided by the FAA (Federal Aviation Administration), which allowed the storage all information inherent to the airport complex facilities and determining, based on the method of PCI (Pavement Condition Index), the current condition of the runway, taxiway and apron. The results showed that the airport presents regular operating condition, indicated by an average PCI of 67, and that the main defects found were raveling, transverse cracks and mainly longitudinal cracks. Therefore, maintenance and rehabilitation operations are planned so as to avoid situations that could lead to impairment of the general condition of the pavement and, consequently, a significant increase of maintenance costs. The best strategy, if applied over the twenty-year project period, would result in average PCI value of 77, corresponding to good operating condition. Thus, the case study developed contributed with a complete example, for the implementation of a SGPA network-level and even more so for the development of a comprehensive SGPA to the airport network of administrations of small, medium and large airports in Brazil, which should be preceded by the enactment of specific legislation that requires the effective application of maintenance techniques that prolong the life of pavements, especially due to increased demand for air transport and the need for modern and powerful aircraft, requiring increasingly, better functional and structural conditions of runways and aprons.

Trying to become "The World’s Cosiest Airport" : A Case Study on Customer Experience Management from a Service Delivery Network perspectiveBodderas, Chris January 2015 (has links)
The practical relevancy of Customer Experience Management is increasing. The research on the topic has still not found common ground in all areas. Most scholars still fail to see the advantage of adopting a broader perspective of Customer Experience Management and integrating factors that lie out of the focal company’s control into the scope of the conceptual framework. The aim of this thesis is to clarify the principal elements that constitute Customer Experience Management and explore what role the Service Delivery Network plays in this context and how it can be managed more effectively with the help of IT/IS. To explore the problem empirically, a case study approach was used. The author had the possibility to investigate the Passenger Experience activities of Tallinn Airport which has the unique goal of becoming "The World’s Cosiest Airport". Summarizing the findings of the thesis very briefly, the following things should be noted. First, the case study has shown empirically that passengers’ experiences with different companies in a Service Delivery Network interfere with each other. Second, the findings suggest that Partner Management is an important part of Passenger Experience Management. Third, IT and mobile IT in particular are good means to manage Passenger Experiences. Especially, mobile applications have a huge potential to support a customer’s self-management and co-create an experience. A potential avenue for future research would be 1. to take on the passenger perspective on the topic and 2. to replicate the study or at least parts of it at other airports to allow cross-case analyses.

Analytics on Indoor Moving Objects with Applications in Airport Baggage TrackingAhmed, Tanvir 20 June 2016 (has links)
A large part of people's lives are spent in indoor spaces such as office and university buildings, shopping malls, subway stations, airports, museums, community centers, etc. Such kind of spaces can be very large and paths inside the locations can be constrained and complex. Deployment of indoor tracking technologies like RFID, Bluetooth, and Wi-Fi can track people and object movements from one symbolic location to another within the indoor spaces. The resulting tracking data can be massive in volume. Analyzing these large volumes of tracking data can reveal interesting patterns that can provide opportunities for different types of location-based services, security, indoor navigation, identifying problems in the system, and finally service improvements. In addition to the huge volume, the structure of the unprocessed raw tracking data is complex in nature and not directly suitable for further efficient analysis. It is essential to develop efficient data management techniques and perform different kinds of analysis to make the data beneficial to the end user. The Ph.D. study is sponsored by the BagTrack Project (http://daisy.aau.dk/bagtrack). The main technological objective of this project is to build a global IT solution to significantly improve the worldwide aviation baggage handling quality. The Ph.D. study focuses on developing data management techniques for efficient and effective analysis of RFID-based symbolic indoor tracking data, especially for the baggage tracking scenario. First, the thesis describes a carefully designed a data warehouse solution with a relational schema sitting underneath a multidimensional data cube, that can handle the many complexities in the massive non-traditional RFID baggage tracking data. The thesis presents the ETL flow that loads the data warehouse with the appropriate tracking data from the data sources. Second, the thesis presents a methodology for mining risk factors in RFID baggage tracking data. The aim is to find the factors and interesting patterns that are responsible for baggage mishandling. Third, the thesis presents an online risk prediction technique for indoor moving objects. The target is to develop a risk prediction system that can predict the risk of an object in real-time during its operation so that the object can be saved from being mishandled. Fourth, the thesis presents two graph-based models for constrained and semi-constrained indoor movements, respectively. These models are used for mapping the tracking records into mapping records that represent the entry and exit times of an object at a symbolic location. The mapping records are then used for finding dense locations. Fifth, the thesis presents an efficient indexing technique, called the $DLT$-Index, for efficiently processing dense location queries as well as point and interval queries. The outcome of the thesis can contribute to the aviation industry for efficiently processing different analytical queries, finding problems in baggage management systems, and improving baggage handling quality. This diploma thesis deals with state aid and financing of transport infrastructure under the EU law. The main aim of the thesis is to answer the question, whether the financing of transport infrastructure is a state aid and if it so, would it be compatible with the internal market. Member States have to ask these questions while they are deciding whether they should use public funds for specific infrastructural project in transportation industry. The thesis is divided into two main parts. In the first part author is focused on airport transportation industry, which has been liberalized since early 90's of 20th century. Thanks to the market opening the completion came in and Commission started to control financing of airport infrastructures. Airports were no longer recognized as an infrastructural facilities and their operators were found as an undertaking in the sense of competition judicature. That is why the first chapter is dealing with the historical excursus of state aid law in the field of aviation infrastructure. The author describes the fundamental decisions of Commission and the Court of Justice of the European Union; a great focus is placed on analysis of the decision on the Leipzig- Halle case. Abstract
This PhD thesis is composed of a synopsis and five published papers that are focused on both the research results of studies on electrical properties of road materials and subgrade soils and their seasonal changes and the use of Ground Penetrating Radar technique in traffic infrastructure surveys. The data for this survey was collected mainly in Finland, Texas, Scotland and Sweden and thus presents many kinds of road materials, subgrade soils and climate conditions.
The synopsis of this work begins with a presentation of the theory and basic principles of GPR techniques. Special attention is given to the dielectric properties and seasonal changes of unbound road materials and subgrade soils. The synopsis also presents different kinds of GPR hardware systems as well as recommendations and experiences from different data collection, processing and interpretation techniques. Special attention is given to a method whereby GPR data is integrated with other road survey data and then analysed using a number of structural diagnostic methods. Finally, the synopsis provides an overview of of the various GPR applications on roads and streets, bridges, railways and airports.
The laboratory test results presented in this work show that the relationship between dielectric value and increasing water content is not linear or exponential but more likely a series of logarithmic functions. Laboratory results also showed that dielectric dispersion, which can be related to poorly performing subgrade soils and road aggregates, takes place mainly in loosely bound adsorption water and capillary water layer. As such these moisture sensitive problem materials can also be identified during the dry summer seasons when they are stiff. Dielectric value and electrical conductivity can also be related to other technical properties of road materials and subgrade soils such as frost susceptibility, shear strength, plastic limit, compaction degree and voids content. Laboratory tests and field data collected using the Percostation technique also demonstrate that a knowledge of seasonal changes and thermodynamics is very important in understanding and modelling the mechanical behaviour of road structures. Finally, laboratory and field tests indicate that colloids have an important role in the failure mechanism of the road materials.
This research demonstrates that the GPR technique not only gives valuable structural information on the different types of structures and subgrade soils but it provides a wide range of information of the electrical properties of the materials under survey which can be further related to their mechanical performance. The best information will be gained if GPR data is analysed together with other non destructive testing data collected form the roads, railways and airports.

La libéralisation du marché du transport aérien européen a également conduit à l'ouverture du marché d'assistance en escale aéroportuaire dont le domaine d'activité est très sensible à la pression économique, ce qui peut avoir des conséquences sur la sécurité. Ce nouveau marché d’opérateurs privés se retrouve ainsi avec une multitude de contrats de délégation de pouvoir. Dès lors, l’attribution de la responsabilité des évènements indésirables devient complexe et le coût de la gestion de la sécurité ou de l’insécurité devient très élevé. Dans cette thèse, nous analysons un système fait de réseaux de délégations de pouvoir au travers la contractualisation des transactions de prestations d'assistance, sur ce marché nouvellement libéré. Nous démontrons les causes, les limites et les insuffisances de formes d’organisations regroupées aujourd’hui sous le vocable de « gouvernance », afin de mieux maîtriser cet impératif absolu dans le transport aérien qu’est la sécurité. Nous recherchons également l’explication d’une éventuelle dichotomie entre le coût de la production des services d'assistance en escale et le coût de la sécurité des aéronefs, des passagers, du personnel et de l’infrastructure. Afin d’atteindre une gouvernance améliorée de ce système d’enchevêtrement de contrats, ce travail de recherche apporte un certain éclaircissement, une analyse et ouvre des perspectives opérationnelles à partir de quelques voies de réflexions, tout en conciliant le coût avec le gain engendré par ce dernier système. / The liberalization of the European air transport market has also led to the opening of the airport ground handling market whose field of activity is very sensitive to economic pressure that can have safety impact. This new market of private operators is thus left with a multitude of power-delegated contracts. Therefore, attributing responsibility of adverse events becomes complex and the cost of managing safety very high. In this thesis, we analyze a system of delegations being able to network through contracting of ground handling services transactions, on this newly released market. We demonstrate the causes, the limits and the shortcomings of form of organizations - so called today “governance” - to better control the absolute parameter in the air transport, which is safety. We also look for explanations of a possible dichotomy between the cost of production of ground handling services and the cost of safety of aircrafts, passengers, staff and infrastructures. In order to achieve improved governance of this system, this research provides some clarifications and analysis and opens operational perspectives for an appropriate model of safety while balancing cost of safety with the gain generated by the latter.
