Aeronautical Information - And the Process behind It

In air traffic, safety is the key word. Safety is kept in numerous ways. One of these ways is with the help of Aeronautical Information (AI). AI is all information regarding air traffic, i.e. aerodrome hours of operation, weather reports and information about unserviceable navigational aids. Sometimes it happens that some of the information does not reach the pilots in the aircraft, which can have a negative impact on safety. This thesis examines the flow of AI all the way from the originator of the information to the end-user, and analyzes it to find where the errors occur. The thesis is based on the rules and regulations set by ICAO, the International Civil Aviation Organization, two field trips to the Swedish AI provider LFV, and interviews with four airlines, Novair, NextJet, Malmö Aviation, and SAS. The results exposes where in the flow the weakness exists, and finally gives advice as to how these weaknesses can be addressed.

Le processus de mise en défense du bas Moyen Âge pose la question de l’évolution des communautés d’habitants du Toulousain. La compréhension des dynamiques de la défense nécessite une approche pluridisciplinaire fondée sur l’analyse des sources écrites, planimétriques, figurées et archéologiques. La richesse de la documentation met en lumière les rapports sociaux et l’organisation d’un groupe face au danger. Le phénomène des forts villageois a servi de support à une réflexion plus large sur les types et les formes de dispositifs défensifs. Une démarche comparative sur les structures interroge ainsi les modèles de fortifications et leur évolution. Au-delà de la dimension humaine et communautaire de la mise en défense, l’étude multi-scalaire éclaire les relations entre communauté et autorité seigneuriale, le rapport au territoire et l’interaction entre Toulouse et ses campagnes, mais aussi les réseaux de solidarité dans la protection d’un espace partagé. / The defence process in the late Middle Ages raises the question of evolution of communities inhabitanting in Toulouse area. Understanding the defensive dynamics requires a multidisciplinary approach based on the analysis of written, planimetric, iconographic and archaeological sources. The documentation’s precious contents highlight the social relationship and the organization of a group facing danger. The “forts villageois” phenomenon served a larger reflection about types and forms of defensive measures. A comparative approach on the structures questions fortifications models and their evolution. Beyond the human and community scope the multi-scale study points out the relationships between community and lord, the relation to the territory and the interaction between Toulouse and the surrounding villages, as well as the solidarity networks in a shared space protection.

Entre os mecanismos de monitoramento das operadoras de saúde, a ANS exige indicadores econômico-financeiros dessas instituições, e a integridade desses indicadores tem relação direta com a qualidade dos relatórios financeiros. Nesse contexto, a ANS foi o primeiro agente regulador a normatizar o relatório dos Procedimentos Previamente Acordados (PPA), com o escopo de atestar a identificação, a mensuração e a divulgação dos valores apresentados nos relatórios financeiros trimestrais. O objetivo desta tese é investigar os efeitos do PPA na qualidade dos relatórios financeiros das operadoras de planos de saúde no Brasil, por meio de uma análise empírica analítica dos Procedimentos Previamente Acordados executados por auditores independentes. A pesquisa foi realizada com 767 operadoras de planos de saúde, com dados trimestrais dos exercícios 2007 a 2015, utilizando-se duas proxies para cálculo da qualidade dos relatórios financeiros: a) com base nos accruals discricionários, inicialmente encontrados pelo modelo de gerenciamento de resultado de Jones Modificado (DECHOW; SLOAN; SWEENEY, 1995), e b) pelo modelo de Jones Modificado adaptado ao gerenciamento de resultado para planos de saúde. Com os dois accruals discricionários, foi implementado um modelo de análise para averiguar se o PPA interferiu na qualidade dos relatórios financeiros. Os resultados demonstram que, no fluxo do trajeto da informação, desde a identificação até a mensuração e a divulgação, a inclusão do PPA, executado por um dos agentes de mercado responsável pela redução da assimetria informacional, ocasiona redução de manipulação dos relatórios financeiros e, consequentemente, contribui para uma melhor qualidade dos indicadores econômico-financeiros monitorados pela ANS. A pesquisa colabora para que outras agências reguladoras e outros órgãos de controle incluam o PPA como umas das variáveis relevantes no processo de obter informações de qualidade dos relatórios financeiros das empresas sob sua responsabilidade. / Healthcare plans are essential for the access of the Brazilian population to healthcare, and the National Agency for the Supplementary Health (ANS) being the regulatory agency, aims to discipline and ensure that they offer quality health services to their clients. Among the mechanisms of healthcare plan monitoring, the ANS demands economic-financial indicators of these institutions, and the integrity of such indicators is directly related to the quality of their financial reports. In this context, ANS was the first regulatory agency to standardize the Engagements to Perform Agreed-upon Procedures (PPA), with the purpose of attesting the identification, the measurement and disclosure of the presented values in the quarterly financial reports. The goal of this thesis is to investigate the effects of the PPA on the quality of healthcare plans operators’ financial reports, through an analytical empirical analysis of the Engagements to Perform Agreed-upon Procedures executed by independent auditors. The survey was performed with 767 healthcare plan operators, with quarterly data of exercise from 2007 to 2015, using two proxies to calculate the quality of financial reports: a) based on discretionary accruals, initially found by Jones’ Modified model of earnings management (DECHOW; SLOAN; SWEENEY, 1995), and b) by Jones’ Modified model adapted to the management of earnings for health plans. With both discretionary accruals, an analysis model was implemented to see if the PPA interfered in the quality of financial reports. The results show that, in the information’s flow path, from the identification to the measurement and disclosure, the inclusion of the PPA, executed by one of the markets agents responsible for reduction of informational asymmetry, leads to reduction in manipulation of the financial reports and, consequently, contributes to a better quality of economic-financial indicators monitored by the ANS. The research collaborates so that other regulatory agencies and other control bodies include the PPA as one of the relevant variables in the process of obtaining quality information from the financial reports of companies under their responsibilities.

O impacto das agências reguladoras de saúde no desempenho dos hospitais privados no Brasil

The study advances the understanding of the effects of health sector regulation on the performance of private hospitals in Brazil. Health regulatory agencies, ANS and ANVISA, are part of the Public Administration structure, possess a high degree of technical specialization and establish control actions to stimulate the production of public goods and services that guarantee the interests of the population. The search of hospital managers for appropriate management models and tools for evaluating hospital performance, compatible with the complexity of the supplementary health system to which they are inserted, is vital for the maintenance of services. Within this context, this research aims to identify the impact of health regulatory agencies on the performance of private hospitals in Brazil. The theoretical lens of intentional theory (NORTH, 1990) was used to better understand the mechanisms of institutionalization. To this end, a mixed-method study was conducted to: identify and classify hospital performance indicators through bibliographic research; determination and categorization of regulatory actions of ANS and ANVISA through documentary research; and the estimation of the impact generated in the hospital performance by the regulatory actions, through a survey with the hospital managers. The results suggest that regulatory actions generate a positive impact on the overall performance of the hospital, according to the perception of 91.3% of managers about ANVISA and 61.9% about ANS. In addition, the findings suggest that the factors "definitions of technical requirements for the operation of services" and "monitoring mechanisms" of ANVISA, have a negative impact on economic and financial performance. As well as, the establishment of the "roll of procedures for coverage" of Health Care Providers, negatively impact the three areas of hospital performance explored: financial, operational and care. As agências reguladoras de saúde, ANS e ANVISA, fazem parte da estrutura da Administração Pública, possuem alto grau de especialização técnica e estabelece ações de controle para estimular a produção de bens e serviços públicos que garantam os interesses da população. A busca dos gestores hospitalares por modelos adequados de gestão e ferramentas de avaliação de desempenho dos hospitais, compatíveis com a complexidade do sistema de saúde suplementar ao qual estão inseridos, torna-se vital para a manutenção dos serviços. Dentro desse contexto, esta pesquisa se propõe a identificar o impacto das agências reguladoras de saúde no desempenho dos hospitais privados do Brasil. Foi empregada a lente teórica da teoria intencional (NORTH, 1990) para melhor compreender os mecanismos de institucionalização. Para tal, realizou-se uma pesquisa de método misto para: a identificação e classificação dos indicadores de desempenho hospitalar por meio de pesquisa bibliográfica; apuração e categorização das ações regulatórias da ANS e da ANVISA por meio de pesquisa documental; e a estimação do impacto gerado no desempenho hospitalar pelas ações regulatórias, por meio de pesquisa survey com os gestores hospitalares. Os resultados sugerem que as ações regulatórias geram impacto positivo no desempenho geral do hospital, conforme a percepção de 91,3% dos gestores sobre a ANVISA e 61,9% sobre a ANS. Além disso, os achados sugerem que os fatores “definições de requisitos técnicos para o funcionamento dos serviços” e os “mecanismos de fiscalização” da ANVISA, impactam negativamente no desempenho econômico financeiro. Bem como, o estabelecimento do “rol de procedimentos para cobertura” das Operadoras de saúde, impactam negativamente nas três áreas de desempenho hospitalar explorada: financeira, operacional e assistencial. Por fim, os testes estatísticos realizados na busca de diferenças de respostas dos gestores em relação ao cargo que ocupam e ao porte do hospital onde trabalham não apresentaram relações estatísticas significantes e pouco poder explicativo.
