Memento mori: an archival strategy for documenting mortality on the Canadian frontier at Red Lake, Ontario, before 1950

Memento Mori, Latin for “remember thy death,” implores us to be mindful that death is both inevitable and inescapable. What of the records created during the process of dying and about death? Based upon wide-ranging archival research into primary documents, this thesis explores the rich sources of both official, public records, and personal, private ones, relating to mortality on the small-town Canadian frontier before 1950. The community of Red Lake, Ontario, which was established on the frontier as the result of the Red Lake gold rush of 1926, is the subject of a case study. Rather than merely cataloguing sources, this thesis illustrates that by adapting aspects from such archival appraisal methodologies as macroappraisal and documentation strategy, one is able to make available to researchers a wider range of sources relevant to the themes of dying and death. Specifically, by employing a documentation strategy methodology to identify and illuminate the records of human activities surrounding the functions of dying and death, archivists can offer to researchers the opportunity to locate relevant records wherever they may physically be. Since this is an Archival Studies thesis, it does not provide an historical analysis of dying and death, but is an archival study of the types of records related to the theme of mortality on the Canadian frontier: how those records were created, their character, and their capture and preservation in a small community. This thesis is organized into three chapters and a conclusion. Chapter One explores some relevant trends in the secondary literature of three fields: archival appraisal and description, small town or local development on the frontier, and dying and death as human activities. Chapter Two sets the context in which the thesis analyzes mortality on the frontier by outlining the relevant history of the Red Lake District of Northwestern Ontario and its pioneers. The focus is especially on the gold-mining boom years from the mid-1920s until shortly after the Second World War. The heart of the thesis, Chapter Three, is a case study of the various records creators, human activities, and resultant records related to mortality. It is organized according to three phases or functional categories surrounding dying, death, and memorialization. The conclusion summarizes the usefulness of the case study, in light of the literature review in Chapter One. It also suggests areas of further research, including aspects not covered herein, of the records of dying and death on the Canadian frontier. The documentation strategy, adapted from the original methods employed by archivists Helen Samuels and Richard Cox, was found to work best when deployed as a research and descriptive tool for exploring and documenting the records of mortality, more so than its original purpose as an acquisition tool. Understanding environmental assessment and public participation process challenges among the vulnerable interested and affected parties : five cases studies from rural KwaZulu-Natal.

The Public Participation Process (PPP) for Environmental Assessment (EA) is a mandatory procedure to facilitate participation of Interested and Affected Parties (IAAPs) in decision making for proposed development projects. Participation of the vulnerable IAAPs in the PPP is affected by complex challenges. These challenges make it difficult or impossible for Environmental Assessment Practitioners (EAPs) to successfully conduct and complete PPPs. This study investigated the nature and impact of the challenges in the decision making process. The study sought to develop an understanding of the challenges and suggest better approaches. Based on purposive sampling, a case study approach was adopted to analyse five PPP cases conducted in rural KwaZulu-Natal. Five key challenges: lack of EA legislation awareness; imbalanced power relations; negative past experience; threat to environmental autonomy; and poor project planning affected the PPP cases analysed in this study. These challenges emanate from internal and environmental factors. The study argues that internal challenges such as a lack of EA legislation awareness can be managed better during the PPPs. However, external challenges such as imbalanced power relations are usually impossible to resolve during the PPP. The modes of communication play a key role in public participation. Word of mouth is appropriate to facilitate participation of the vulnerable IAAPs. A key finding was the combined impact of the challenges and appropriateness of communication mode determines the PPP outcome, with the challenges being significant determining factor. The study maintains that a good understanding of potential challenges associated with development project sites will enable EAPs to design better and more responsive PPP approaches. To achieve this, the study recommends a Dual Approach Planning Model (DAPM). This approach recommends designing the PPP through preplanning information appraisal and prediction of potential challenges to create awareness about potential challenges. The DAPM argues that this awareness will assist EAPs to better estimate the time and to mobilise tools and resources required to manage the challenges, while focusing on successful completion of the PPP. The managerial role of the principal in whole-school evaluation in the context of disadvantaged schools in Kwazulu-Natal

A number of educational reform initiatives are being introduced in South Africa to address the imbalances of the past. Schools with different backgrounds are expected to implement these reform initiatives. Due to their diverse contexts, schools approach, interpret and implement these initiatives differently. Consequently, these schools demonstrate different attitudes towards these initiatives. Whole-school evaluation is one of these reform initiatives. As a result of the changes taking place in the education system in South Africa, roles performed by all stakeholders in the education system have also been affected. Since the principal is fully responsible for the proper functioning of the school, this study explored his/her managerial role in whole-school evaluation, particularly within the context of disadvantaged schools/communities. It examines how educational changes impact on the roles of the principal, particularly the principal of a disadvantaged school. The study includes a literature review from local and international perspectives of whole-school evaluation, the managerial role of the principal and disadvantaged schools/communities. A qualitative investigation of the managerial role of the principal in whole-school evaluation in the context of disadvantaged schools in KwaZulu-Natal was conducted. Data were analysed, discussed and synthesised. The study revealed that whole-school evaluation is not fully being implemented. Shortage of supervisors in the province, lack of educator training, particularly of principals in whole-school evaluation and lack of support from the Department of Education, particularly District Offices, are regarded as the major factors that impede the proper implementation of whole-school evaluation. As a result principals are not certain about the roles they should play in whole-school evaluation. The study shows that findings and recommendations of the supervisors have not been addressed. This is attributed to the poor communication between the District Office and schools to address areas identified by schools in their improvement plans. What compounds the problem is that the role of the Circuit Office in whole-school evaluation is unclear. This has a bearing on the functioning of schools because the Circuit Office is closer to the schools and should, therefore, communicate with them regularly. Many developing countries, rich with natural resources, have turned to tourism as a source of national growth and subsequently an increasing amount of local communities are being "developed". Despite its importance to developing countries, tourism has been covered scarcely in the literature on development studies. Local communities that find themselves in a situation having to deal with tourism related development, face many challenges. Contrary to previous work on development which considered poor local communities a threat to the natural environment, current views emphasise the role of the community in bringing about participation, conservation and consequently Sustainable Development. Therefore, if tourism can be seen as a possible path to Sustainable Development, the role of the local community in its development is of vital importance. The role of performance appraisal in strategic human resources management in public libraries in Botswana.

The purpose of the research was to recommend a model for strategic human resource management through an effective staff performance appraisal system in Botswana public libraries. Performance appraisal is not a new concept; however the evolution of performance appraisal tools and techniques has been slow compared to that of other management fields. This discrepancy is now being realised; organisations are starting to acknowledge the importance of comprehensive, regular appraisal of staff as part of an effective human resource management policy. Human resources are a scarce and valuable tool in any organisation and it is mainly through performance appraisal that they can be developed and maintained, to ensure organisational success. The theory underlying strategic human resource management and performance management has been studied. Empirical research through a questionnaire was carried out in 23 public libraries. From these it was possible to develop a model entitled "A recommended strategic human resource management model". From empirical investigation the main critical qualities for efficient public library services were revealed as enthusiasm; positive attitude; innovative thinking; capability and commitment; critical competencies as expertise; team-building; and leadership; critical external factors as external environment; global competition; shrinking budget; changing library customers and employees' needs and information technology; strategic management issues organisational culture; transformational leadership; employee recognition and reward systems; performance measurement system; productivity improvement; and customer orientation; critical staff issues as sense of purpose and achievement; feeling of self-worth; job-security; recognition; status; career development; and salary; motivational factors as effective communication; job satisfaction; delegation of authority; clear job description; performance feedback; conducive working environment; human resource strategy issues as motivation building among staff;continuous education and development; generating competitive advantage through human resources; and alignment of human resource strategy with strategic management plan. The study recommends a strategic human resource management model for libraries along with: conducive working environment; adequate IT infrastructure to store, organise and retrieve information; staff training for excellent customer service; objective, reward based staff appraisal; performance feedback; performance appraisal should be aligned with staff selection, library mission, staff motivation and promotion in order to use it strategically; and human resource strategy should be developed immediately. / Information Science / D. Remedies for dissenting shareholders : a comparison of the current option of personal action and the proposed appraisal remedy under the companies bill of 2008

Thesis / The Companies Bill B61-2008 proposes to introduce appraisal rights into South African law. Appraisal entitles a shareholder to demand payment from the corporate issuer of his shares at a fair cash value in certain instances where major transactions which would change the company's direction have been proposed. It allows a cash exit rather than being coerced into supporting the majority's decision. Arriving at a fair share value is a challenge to appraisal. Presently, under the Personal action, a shareholder who opines that the company's act or omission is unfairly prejudicial or that its affairs are conducted in an unfairly prejudicial manner, may apply to court for an appropriate order. It enables the minority to challenge the majority's decision. Both remedies will be available to dissenting shareholders under the new dispensation and a shareholder must decide which remedy best suits his purposes. In the social work profession the social work supervisor is the person responsible to appraise the performance of the social worker because of the excellent position to observe the job performance directly and consistently. The purpose of this study is to investigate how social work supervisors perform their supervisory functions and apply performance appraisal. The researcher used qualitative research for an exploratory and descriptive study. In-depth interviews were use as data collection method. The sample group was social work supervisors in the employment of the Western Cape Department of Social Development. Performance appraisal can be use to encourage professional growth and development of social workers. Performance appraisal is a supervisory duty and thus a component of administrative, educational and supportive supervision. Community group environment for people participation and empowerment

This study explores participatory development methods which may be engaged with a smaller community interest group to create an environment conducive to free and effective participation towards empowering more participants in rural communities. The study was conducted in Makhuduthamaga Municipal area in Sekhukhune District of Limpopo Province. The data was collected through participants observation during application of Participatory Rural Appraisal techniques , community groups, documents reviews, and groups and individual interviews. The study looked into participation procedures and pattern during Participatory Rural Appraisal techniques, groups' institutionalisation and internal participation environment. The study also conducted comparative analysis between community interest groups and organisational linkage structures, in order to establish how free and conducive the groups' internal environments are between the cases. The study found that: interest groups are more common, accessible and empowering in rural communities than organisational linkage structures. People participate and attain self-esteem and selfreliance, making them participate and develop a sense of responsibility and ownership. The findings will therefore inform development agents in government departments and NGOs about the elements to consider in the implementation of development programmes, and to make appropriate choice of partic ipatory models for effective partic ipation and empowerment. The stud y's theoretical contribution is in sustenance participation theory, which argues that for people to effectively participate in their development, they should be made to participate by being given responsibilities which may motivate them to participate in finding solutions, own the outcomes, and participate toward sustaining them. / Development Studies / D.Phil.
