Evaluating India's possession of nuclear weapons : a study of India's legitimation strategies and the international responses between 1998-2008

The scope of the thesis is to study India's nuclear behavior and the international responses in the period following India's nuclear weapons tests in 1998 leading up to the waiver for India by the nuclear suppliers group in 2008. The thesis explores this process of nuclear reconciliation in the context of a quest for international nuclear legitimacy. Nuclear legitimation is understood as a two-sided process and the explanation assumes two sides to the story: the Indian side and the audience side. Grounding the conceptualization within a theoretical framework of constructivism, the thesis explores the legitimation strategies employed by the Indian government to assuage international apprehensions about its possession of nuclear weapons. Additionally, the thesis analyzes how and why selected states in the international audience received and responded to India's strategies. In doing so, the thesis acknowledges but goes beyond an apparent power and interest explanation underlined by geo-political/security considerations and economic/trade interests - to include an analysis of shared norms and beliefs that constituted a basis for legitimacy judgments, circumscribed the interaction between India and other states, induced certain responses on the audience side and made possible certain claims on the Indian side. The principal argument is that normative evaluations and ideational factors served as important resources on both sides and also played an important role in determining the timing as well as the nature of nuclear reconciliation with India. By allowing a strategic employment of different arguments that appealed to the different states in the targeted audience, a legitimation process reduced the political, economic and diplomatic costs for the Indian government. Similarly, it enabled other states in the audience to support (as the P3: France, Russia and United Kingdom did), not come in the way (as the game-changers: Australia, Canada, Germany and Japan did) or not block India-specific waiver (as the white knights: Ireland, Austria, Norway, New Zealand, Sweden and Switzerland did) - and to justify their responses, cost-effectively.

Using a general robot programming system to control an industrial robot

Industrial robot programs are usually created with the programming language that the manufacturer provides. These languages are often limited to cover the common usages within the industry. However, when a more advanced program is needed, then third-party programs are often used to, e.g., locating objects using vision systems, applying correct force with force torque sensors, etc. Instead of using both the language of the robot and third-party programs to create more advanced programs, it is preferable to have one system that can fully control the robot. Such systems exist, e.g., Robot Operating System (ROS), Yet Another Robot Language (YARP), etc. These systems require more time to fully set up, but once they are set up supposedly they can be used for a lot of different applications and can be used on several industrial robots from different manufacturers. Currently, University of Skövde have robots from Universal Robots (UR) with several peripheral equipment which has limited control because the built-in language does not support it. Therefore, they need help with both investigating which robot system could be used and implementing that robot system. This thesis will prove the suitability of using ROS to control aforesaid hardware, fulfilling all the requirements. It will be also demonstrated the feasibility of ROS in the long-term, according to the future plans for this equipment in University of Skövde.

Padronização de um protocolo para identificação de mutações no gene da GALNS em pacientes com MPS IVA através das técnicas de PCR-ARMS (Amplification Refractory Mutation System) e sequenciamento

Introdução: Mucopolissacaridose IVA ou Síndrome de Morquio A é uma doença autossômica recessiva causada pela deficiência da enzima lisossomal Nacetilgalactosamina- 6-sulfatase (GALNS), que resulta no acúmulo lisossomal dos glicosaminoglicanos: Queratan sulfato e Condroitin-6-sulfato nos tecidos causando as manifestações clínicas. Os fenótipos variam da forma clássica à forma atenuada, ambas sem comprometimento cognitivo. A prevalência de MPS IVA varia de 1/76.000 a 1/640.000 nascidos vivos. Objetivos: Analisar e caracterizar o genótipo de pacientes brasileiros com MPS IVA através de estudos de mutações no gene da GALNS, possibilitando a estimativa de frequência de mutações recorrentes e o estabelecimento um protocolo de rotina para triagem dessas mutações. Métodos: Análise molecular do gene da GALNS foi realizada em 26 pacientes brasileiros inicialmente através de PCR-ARMS para detecção de seis mutações recorrentes (p.G116S/ p.G139S/ p.L307P/ p.N164T/ p.R386C e p.S341R) seguidas pela amplificação de regiões codificantes por PCR e sequenciamento. Resultados: Essas mutações foram encontradas em 61,5% da nossa amostra, com uma frequência alélica de 55,8%. Destas, a mutação mais frequente foi p.S341R (26,9%), seguida de p.R386C (21,1%) e p.G116S (7,7%). As mutações p.N164T, p.G139S, p.L307P não foram encontradas em nossa amostra. Além destas, foi encontrada por sequenciamento do éxon 5 uma mutação nova p.C165Y. Conclusão: O protocolo usado para detecção de mutações comuns mostrou-se adequado como um screening inicial de mutações no gene da GALNS, identificando mutações em 61,5% dos pacientes e permitiu a caracterização de 55,8% dos alelos. A mutação p.S341R foi encontrada apenas em pacientes do Nordeste. A identificação de indivíduos heterozigotos nessas famílias será importante para aconselhamento genético e para estimar a prevalência da doença nessa região. Estudos adicionais para identificação da origem dessa mutação, incluindo análises de segregação e haplótipo estão em andamento, e serão avaliadas em conjunto com dados epidemiológicos. / Background: Mucopolysaccharidosis IVA or Morquio A syndrome, is an autosomal recessive disorder caused by deficiency of lysosomal enzyme Nacetylgalactosamine- 6-sulfatase (GALNS), which results in lysosomal storage of glycosaminoglycans: Keratan sulfate and Chondroitin-6-sulfate in tissues causing clinical manifestations. The phenotypes vary from the classical to attenuated form, both without cognitive impairment. The prevalence of MPS IVA ranges from 1/76.000 to 1/640.000 live births. Objective: To analyze and characterize the genotype of Brazilian patients with MPS IVA, through molecular study of mutations in the GALNS gene, enabling the estimative of frequency of recurrent mutations and the establishment of a protocol for routine screening of these mutations. Methods: Molecular analysis of GALNS gene was performed in 26 Brazilian patients initially by ARMS-PCR to detect six recurrent mutations (p.G116S/ p.G139S/ p.L307P/ p.N164T/ p.R386C and p.S341R) followed by amplification of coding regions by PCR and sequencing. Results: These mutations were found in 61.5% of our sample, which were present in 55.8% of the alleles. The most frequent mutation was p.RS341R (26.9%), followed by p.R386C (21.1%) and p.G116S (7.7%). Mutations p.N164T, p.G139S, p.L307P were not found in our sample. A novel mutation p.C165Y was found after sequencing of exon 5. Conclusion: The protocol used for detection of common mutations was shown to be adequate for a first screening of mutations at the GALNS gene, once it identified the genotype in 61.5% of patients and allowed the characterization of 55.8% of alleles. The p.S341R was found only in patients from the Northeast. The identification of heterozygous individuals within these families will be important for genetic counseling and for estimating the disease prevalence in this region. Further studies to identify the origin of this mutation, including haplotype and segregation analyses are in progress, and will be evaluated in conjunction with epidemiological data.

Legal regulation of international trade in military material and civilian weapons The thesis focuses on the comparison of regulations governing international trade with weapons of military and non-military character. The area under consideration is, given the character of the commodity traded, a specific area of international trade in which there are a number of legal norms regulating this area. The analysis and comparison of the legal standards in question is based on international, European and national legislation, with an emphasis on internal interconnection of individual legal norms in order to better understanding and relevance to the international arms trade. The thesis consists of several chapters that are thematically related. The first chapter deals with the theoretical definition of international arms trade with a focus on private international law. Particular attention is paid to the international purchase agreement and international transport agreements that will be applied in the course of the implementation of the arms trade. The second chapter focuses on defining the term "weapon" and its definition in the most important international conventions dealing with weapons. Further, this section deals with materials used in construction and their properties, testing and their weldability. The practical part focuses on the description of the part, ie the design and the type of steel used. In addition, an analysis is performed in Autodesk Invertor. The conclusion of the work consists of recommended modifications of the existing construction and design of a new solution.

Looking for a way out of it and in spite of its isolacionism and politicals critics on European imperialism, the United States ingeniously began its own imperial expansion, favored by military events which allowed them to incresase its economical, political and cultural influence all over the world. The expansion performed by the United States is a form of dominance that emerged in the last decades as result of political and military interests, added to all technological transformations that humanity has been through, being quite distict from the political power exercised over men in past eras: it has no limits or frontiers; it comprises all the world and involves the lives of entire populations, affecting their bodies, minds, ideals and religiosity. Never before a political order has taken such a dimension or has exercised such a control over the world. In this context, the old and traditional disciplinary society and its political conventions had to give way to a new society of control, ready to rule all over people through a net of defensive military basis set quietly and regularly over all continents, and through communications systems, high-tech information nets and deadly potent armaments. This work is, therefore, dedicated to collect data and explain the historical evolution of this expansion and is focused in the connection among the political theory of realism, the escalation of militarism in the United States and in the close relations that tie some sectors of the government to the economical conglomerate of defense industries.

Orientador: Bernadete Aparecida Caprioglio de Castro Oliveira / Banca: Paulo Roberto Teixeira de Godoy / Banca: Zeny Rosendahl / Resumo: Bandeiras e estandartes, escudos e brasões, hinos e canções não são simples composições artísticas e musicais idealizadas ao sabor dos caprichos e fantasias de poderosos reis, mandatários, governantes, países e regiões ao longo dos tempos. Ao contrário, esses símbolos refletem uma realidade histórica e, ao mesmo tempo, portam-se como uma crônica viva de um povo e de uma nação, sendo que nela também está embutido o espaço geográfico, suas influências e suas relações. Foi somente com a Constituição Republicana de 1891, que as províncias foram transformadas em Estados Federados e poderiam adotar de forma oficial, hinos, bandeiras e brasões, desde que não omitissem nesta hierarquia os símbolos nacionais; entretanto, o uso destes símbolos no Brasil já se fazia presente desde os primeiros séculos de colonização portuguesa. Ao se analisarem os símbolos estaduais brasileiros, encontram-se em suas estruturas semânticas e sintáticas fortes relações que envolvem representação da natureza, paisagem, lugar, economia, território e região. As conclusões deste trabalho apontam para o fato de que os hinos, as bandeiras e os brasões dos Estados brasileiros demonstram amplas possibilidades de pesquisa dentro da ciência geográfica, pois estes documentos simbólicos portam-se como "testemunhos" no espaçotempo, cujo caráter gráfico e narrativo revelou em suas múltiplas conexões com o geográfico uma nova perspectiva e possibilidade no que se refere à análise e desvendamento das formas culturais de representação espacial. / Abstract: Flags and banners, shields and coats of arms, anthems and songs are not simply artistic and musical compositions which were created due to the vanity or fantasies of powerful kings, dukes, rulers, governors, countries and regions throughout time. Instead, those symbols reflect a historical reality and not only they stand as an alive chronicle of a people and a nation, but also they represent the geographical space, its influences and its relationships. It was only after the Republican Constitution of 1891 that the provinces were transformed into Federated States and they could officially adopt anthems, flags and coats of arms, as long as they didn't omit, in this hierarchy, the national symbols. However, these symbols had been already used in Brazil since the first centuries of Portuguese colonization. This analysis of the Brazilian States symbols, as well as their semantic and syntactic structures, aimed to demonstrate the strong connections involving the representation of the nature, landscape, places, economy, territory and regions. The conclusion of this dissertation shows that anthems, flags and the coats of arms of Brazilian States demonstrate wide research possibilities in the geographical science because these symbolic documents stand as "testimonies" in space and time, whose graphic and narrative character has revealed in its multiple connections with the geographical; a new perspective and possibility regarding the analysis and unveiling of the cultural forms of spatial representation. / Mestre
