Institutional repositories and Higher Education in Uganda. The role of the Consortium of Uganda University Libraries (CUUL)

Evento aupiciado por la Universidad Nacional Mayor de San Marcos (UNMSM) y la Universidad Peruana de Ciencias Aplicadas (UPC). / Objective: The purpose of this paper is to investigate the progress so far made by Uugandan universities in establishing Institutional Repositories (IRs) Methods: A questionnaire was designed and distributed among the member institutions of the Consortium of Uganda Uuniversity Librarries (CUUL). Data received from the questionnaires was augmented by osite visits, discussions and interviews with the university libraries. Results: Despite numerous benefits associated with IRs, few institutions have established IRs in Uganda due to certain barriers. This paper argues that although these imbalances are manifested, opportunities still exists for the establishment of IRs for national development. Recommendations: The paper emphasizes the need for partnerships with the different stakeholders in the planning and developing institutional repositories. Conclusions: Insitutional repositories should be considered as principal benchmarks of digital scholarship. Originality/value – It is believed that higher institutions of learning and communities would benefit substantially from establishing IRs. However, it can only be possible with well developed infrastructure, increased funding, coordination and advocacy.

Academic staff perceptions and the identification of critical success factors in a merger of two academic institutions

Thesis (MComm (Industrial Psychology))--University of Stellenbosch, 2010. / ENGLISH ABSTRACT: The aim of this investigation is two-fold: to ascertain the perceptions and reactions of academic staff to a merger, and its impact on them; and secondly, to identify factors which are critical to merger success. Although the two institutions had agreed on some form of closer relationship, the process was accelerated by a decision by the Department of Education to use mergers as a means of initiating change in South Africa’s post-school education system. Despite many superficial similarities, the two institutions were dissimilar. Only operational and financial factors were considered. The human factors were ignored. This was critical as the two institutions were totally different with regards to organisational culture and academic standards. The resulting clash in these areas proved to be a major stumbling block to the success of the merger. Technikon A, regarded as the institution of choice, had been subjected to a variety of rapid environmental changes in the few years immediately prior to the merger. These changes had sapped staff morale. In addition, significant financial mismanagement had almost crippled the institution. While the staff of neither institution was in favour of the merger, and both staff associations approached the Department of Education to stop it, the merger went ahead. However, the staff association of Technikon B publicly and vociferously opposed the merger, based on their fears that Technikon A’s incompetent management and weak financial position would impact negatively on them. Instead of integrating “best practice” systems, the weak Technikon A management allowed Technikon B to “make the running” and introduce only their systems into the merger. In effect, this turned the merger into a hostile take-over and allowed for the total deculturation of Technikon A. The perceptions of a sample of Technikon A academic staff were canvassed, both pre- and post-merger. The pre-merger predictions were accurate and there was almost unanimous consent as to the outcomes of the post-merger environment. Comparisons were made with other academic mergers in South Africa and overseas – notably Australia – and parallels drawn with the merger in question. In all cases, the perceptions of staff were very similar. From the literature, a list of critical merger success factors was compiled, against which the present merger was compared. Given that this merger failed to successfully address almost all of the success criteria, the merger must, therefore, be regarded as a complete failure. / AFRIKAANSE OPSOMMING: Die doel van hierdie ondersoek is tweeledig. Dit behels die bepaling van reaksies en persepsies van akademiese personeel wie ten nouste deur ‘n samesmelting geraak is, asook ‘n studie van die kritiese prosessuele aspekte wat ‘n rol speel en in ag geneem behoort te word ten einde so ‘n instelling suksesvol te laat verloop. Die instellings waarna verwys word, word in hierdie studie aangedui as synde Technikon A en Technikon B. Alhoewel die twee instellings waarna verwys word in hierdie studie aanvanklik ‘n samewerking ooreenkoms wou sluit, is hulle gedwing deur die Departement van Hoër Onderwys om ‘n formele samesmelting te onderneem ter bespoediging van die regering se gestelde transformasie beleid in hoër onderwys. Ten spyte van oppervlakkige ooreenkomste het die twee inrigtings oor baie andersoortige unieke eienskappe beskik. Dit wil voorkom asof operasionele en finansiële faktore hoofsaaklik die hoofoorwegings by die samesmelting was en dat menslike faktore buite rekening gelaat is. Technikon A is alreeds voor die formele samesmelting aan struktuur veranderinge onderwerp en was ook geraak deur wanbestuur wat ‘n baie nadelige impak op die moraal van die personeel gelaat het. Die personeel verenigings van beide inrigtings was gekant teen die samesmelting en veral die personeel van Technikon B het hewig beswaar daarteen gemaak. Hierdie teenstand is skynbaar geignoreer en daar is voortgegaan met die proses. Technikon A het ‘n totale dekulturasie proses moes ondergaan en moes aanlyn kom met die bestuur en styl van Technikon B wie se standaarde hulle as minderwaardig beskou het. Ten einde die proses te bestudeer is daar in hierdie navorsing gebruik gemaak van die metode van deelnemende-navorsing tegnieke (“participant observation techniques”). Onderhoude is gevoer met studente en personeel voor en na die proses; dokumente en verslae, asook media berigte is bestudeer en word aangehaal as bewyse. Vergelykings word getref met soortgelyke samesmeltings in Australië wat baie ooreenkomste toon met die in Suid Afrika. A study on the non-profit organization¡¦s approach to form strategic alliances

Since the inception of the industrialization of Taiwan¡¦s society, people have changed their lifestyles and values thanks to the rapid economic growth. This phenomenon has also been accompanied by the deprivation of spiritual and psychological needs. Being highly civilized also implies the psychological illness as the most serious and one of the most easily overlooked illness. The World Health Organization has made solemn warning and prediction that depression will be listed along with cancer and AIDS as the world's three major psychological illness by the year 2020. It is also a growing concern that depression consequently results in health and socio-economic losses such as waste of resources in medical insurance. Given the situation described above, it is our society¡¦s top priority to control the spread of depression. Therefore, organizations that focus on curing depression will serve a more important role in the future. So far there have been very few systematic research literatures that dedicate to the analysis of the collaborative relationship among non-profit, social organizations and businesses. So far, we have not been able to find any study focusing on such relationship based on the unique terminology ¡§strategic alliance¡¨ commonly used by the businesses to define the partnerships among non-profit organizations. Presently, whether in public or private sectors, the link between the mode of independent operation and the grassroots¡¦ need remains unclear and therefore often leads to unsatisfactory results, contributing to the waste of civil and governmental resources. Consequently, it has become an urgent matter that the government unit, business sector and civil 3rd non-profit organizations establish an effective and practical cooperative mechanism based on strategic alliance to promote social welfare or work related to advocating the awareness of social welfare. This report used the ¡§Daylily Depression Prevention Association¡¨ in the city of Kaohsiung, Taiwan as a case study to perform an in-depth analysis on the organization¡¦s capabilities in handling the integration of the resources and joint implementation of the partnership project planning, as well as the results acquired from executing the strategies set through the public relationship of the media¡¦s marketing channels under various situations. Additionally, we organized and compiled the valuable opinions and practical advices obtained from in-depth interviews with the industry, the government and academic institutions, access to relevant experts, scholars and practitioners. We hope to provide reference directions which not only are adapt to the public issues but also follows the main stream values of the modern times, to similar non-profit organizations. These results could also be used as the basis for future organizational development. The findings indicate that the resources acquired through the links based upon strategic alliance partnerships is an important factor that non-profit organizations rely on for survival and growth. Not only can these resources reduce the risks resulted from competition in the market but also establish the direction where the organization follows for future growth and the guidelines used for internal management. Non-profit organizations must break down the stereotype which the society perceived as a vulnerable group. They must proactively look for the best resources that they can leverage upon through the cooperative mechanism in strategic alliance. This way the non-profit organizations can extend their tentacles to the public and private areas; highlight the mutual benefit between them and the governmental departments, academic institutions and private enterprises to actively strengthen theirs cooperation ties well into the 21st century with the advent of the era of mission leadership.

A publicação da Portaria nº 2530/2005, do Ministério da Saúde, homologa a política de incentivo às mudanças curriculares dos cursos de graduação da área da saúde. Entretanto, os efeitos do processo de mudança curricular nos cursos de graduação em Enfermagem e Medicina da Fundação Educacional Serra dos Órgãos (FESO) ocorrem para além dos currículos, na medida em que abalam as formas de ser, de sentir e de agir dos docentes. Método: traçar uma cartografia da formação, tendo como instrumentos de pesquisa, o diário de pesquisa e a análise da implicação. Resultado: analisado à luz da Análise Institucional e da Esquizoanálise, o material exposto é composto pelos diários de pesquisa, que nesse trabalho foram tomados como um “dentro do texto” no sentido dado por Lourau. O material, fruto dos encontros no território da formação, que se dão a partir dos afetamentos no percurso do cartógrafo, servem de analisadores para se pensar as mudanças que se fizeram presentes no trabalho docente. / Objective: To build a cartography of teaching from the changes produced with the incorporation of new pedagogical paradigms in health education. The publication of Ordinance No. 2530/2005, the Ministry of Health endorses the policy of encouraging curricular changes of undergraduate health care. However, the effects of the process of curriculum change in undergraduate courses in nursing and medicine of the Fundação Educacional Serra dos Órgãos (FESO), occur beyond the curriculum as it shakes the ways of being, feeling and acting teachers. Method: draw a map of the training, with the research instruments, the daily research and analysis of the implication. Result: examined in the light of Institutional Analysis and Schizoanalysis, the exposed material is composed of daily research, which in this study were taken as a "within text" in the sense given by Lourau. The material, as a result of encounters within the formation, which occur from the path affectations cartographer, serve as analyzers for thinking that the changes were present in teaching.

The Lived Experiences of Counselors Working with Youth with Problem Sexual Behaviors

Youth, between the ages of 12 and 17, account for the majority of sexual assaults in the United States. Counselors who work with youth with problem sexual behaviors need to have appropriate clinical skills to the degree to which clinical services increase the probability of effective results and are consistent with current professional knowledge. The purpose of this transcendental phenomenological study was to explore the lived experiences of counselors who work with youth with problem sexual behaviors. A purposeful sample of 8 licensed professional clinical counselors employed at a mental health agency in one city in Ohio shared their experiences through semi structured, in-person interviews in their natural settings. The data were collected, transcribed and analyzed using NVivo. The analysis of data conducted through horizontialzation, cluster of meanings, and coding for emergent themes. Transcendental phenomenological approach helped to uncover dominant and influential emotions, which counselors identified as frustration, tension, anger, and fear. The findings for this study revealed that self-care strategies reaffirmed their importance in wellness for appropriate job performance. Furthermore, the participants felt their school program was successful in teaching on various theories however, they indicated a need for more training in working effectively with this specific population. Academic institutions and mental health programs can use the results of this study to amend certification areas on the requirements and clinical skills necessary for counselors working with youth with problem sexual behaviors.

Is Your Student Fit For That College? A Study of the Factors That Contribute to Students’ Academic Performance in College

The purpose of this study was to expand the extent of available literature in regard to the factors that contribute to students’ academic performance in college. It focused on a neglected segment of the student population, which is Saudi Arabian students studying in the United States. This study utilized a nonexperimental quantitative research design in order to investigate the relationship between the independent variables (the characteristics of the student, the characteristics of the program, and the academic and social integration between the student and the program) and the dependent variables (degree GPA, ability to graduate within academic program time frame, or dropout). The data were collected from Saudi Arabian students who previously enrolled in the King Abdullah Scholarship Program (KASP) and had graduated or dropped out between the period of 2005 to 2016. A Web-based electronic survey was sent and made available for Saudi students who entered KASP via any of the entry methods in the United States. There were 1,020 students who participated in the survey, and only 543 of them fully completed the survey. Only completed surveys were considered for analysis. The results showed that some students’ characteristics, some program characteristics, and some academic and social integration attributes were strongly correlated with students’ academic performance in college. This study presented empirical evidence about which factors can impact students’ performance in college. It provided some answers to why some students succeed, while others fail. It also offered insights and recommendations for higher education policymakers as well as for scholars in the field of higher education policy, especially those concerned with admission policies of academic programs.

This is a qualitative research based on phenomenology. There were thirteen participants - five men and eight women -, aging from 18 to 25 years old, coming from different academic courses. They received during the year of 2009, at least one of the following psychological treatments: time-limited psychotherapy and group therapy. The experience of the participants was gathered during individual interviews of dialogical nature. As a strategy for the analysis of the interviews, narratives were constructed by the researcher on the encounters in order to enable the emergence of the participants experienced meanings, based on the way she was affected in a phenomenological process. The results showed the possibilities and limits of psychological attention, when made available to students in the academic context: a) participants sought psychological help spontaneously, due to different kinds of problems, and found themselves experiencing self disclosure and the possibility of sharing their issues with different persons. This allowed them to discover new significance towards academic experiences. b) they perceived the onset of a moving personal process; c) they felt they were living a challenge in relation to a short time treatment experience, because for them there was not time enough for the psychological process to be accomplished, arising feelings of insecurity in relation to changes permanence; d) to them, the importance of psychological care was more related to the discovery of a new way of being and of developing relationships than to the scope or to the deepening of certain issues. That students' experience showed, convincingly, that the psychological attention available at the university has potentialized genuine impacts that produced an internal mobilization process, that brought about a greater personal autonomy / Esta pesquisa buscou compreender e interpretar a experi?ncia de universit?rios em rela??o ao atendimento psicol?gico recebido no contexto da universidade. Trata-se de uma pesquisa qualitativa de inspira??o fenomenol?gica. Dos treze participantes, cinco s?o homens e oito mulheres, com idades variando entre 18 e 25 anos, provenientes de cursos das v?rias ?reas do conhecimento e que receberam, durante o ano de 2009, pelo menos um dos seguintes tipos de atendimento psicol?gico: psicoterapia de tempo determinado e grupo terap?utico. A experi?ncia dos participantes foi apreendida pela pesquisadora durante entrevistas individuais de natureza dial?gica. Como estrat?gia para a an?lise das entrevistas, foram constru?das narrativas sobre os encontros que possibilitaram a emerg?ncia dos significados da experi?ncia vivida pelos participantes com base nas impress?es da pesquisadora, num movimento fenomenol?gico de constru??o de sentido. O desafio da articulação entre a formação em saúde e a integração ensino-serviço

Porém, em diferentes análises, constata-se que nestes vinte anos de SUS, é recorrente tanto por parte das instituições de formação quanto por parte dos serviços de saúde, uma postura de desconexão, de descontinuidade de ação entre cenários de formação e de prática profissional. Objetiva-se identificar as percepções de alunos bolsistas e preceptores do Programa de Educação pelo Trabalho em Saúde (PET-Saúde ) sobre a integração ensino-serviço no processo de formação para o SUS; Analisar a contribuição do Programa PET-Saúde no processo de formação de profissionais da saúde; Elaborar e implementar uma tecnologia educacional como proposta de sensibilização e capacitação de profissionais Enfermeiros da Fundação Municipal de Saúde (FMS) de Niterói para o exercício da preceptoria. A metodologia é descritiva e exploratória, com abordagem qualitativa. Os sujeitos foram 7 alunos graduandos de cursos da saúde da UFF: Enfermagem, Medicina, Nutrição, Farmácia, Odontologia e Educação Física, bolsistas do Programa PET-Saúde, e 9 preceptores/profissionais dos serviços participantes deste mesmo Programa. Realizada durante o ano de 2012, contou com Unidades de Saúde do Município de Niterói-RJ que acolheram o PET-Saúde. A coleta de dados se deu por observação livre e entrevista. Estas foram analisadas através de análise temática, pelo agrupamento das informações de acordo com características comuns, gerando 4 categorias: 1) “A essencialidade da integração ensino-serviço na formação em saúde”, 2) “A formação em saúde e o desafiador processo de construção da integração ensino-serviço”, 3) “As múltiplas faces da integração ensino serviço” e 4) “O PET-Saúde como espaço de articulação e de reflexão sobre a IES”. Neste sentido, as práticas de cuidado em saúde, tanto podem ser compreendidas como ação individual, ou como um processo de trabalho coletivo, ou ambas as formas de pensar e de fazer podem coexistir num mesmo espaço. De qualquer maneira, geram conflitos, suscitam possibilidades, revelam fragilidades nas relações e requerem constantes reorientações para que sirvam sempre de expressão democrática, crítica e reflexiva na promoção da saúde. Conclui-se que a relação entre o mundo do ensino e o mundo do trabalho, apesar de sua complexidade, é viável e possível de ser concretizada. A preocupação de introduzir na agenda a discussão sobre o papel social e político do profissional do serviço na formação deve ser constante, permanente, tal qual a necessidade de se criar conexões fortes que favoreçam a permeabilidade entre os saberes e o trânsito entre o ir e vir das informações. A participação das instituições formadoras em saúde e dos entes públicos que ofertam serviços de saúde em ações que buscam efetivar as propostas de formação no SUS e para o SUS como a contida nos programas tal qual o PET-Saúde, se configura como nova possibilidade de abordagem do processo saúde-doença, da reorientação da prática, da reaproximação com as diretrizes do SUS, da valorização da abordagem multiprofissional, da interdisciplinaridade e da coletividade como parceira. / Studies about the training process of health professionals have occupied a significant place in scientific events and publications, especially after the implementation of the Unified Health System (SUS), the National Curriculum Guidelines (DCN) and after the implementation of the Strategy of Family’s Health. However, in different analyzes, it is noted that these twenty years of SUS, both by part of training institutions as part of health services, it is recurrent a disconnected attitude, a discontinuity of action between the training scenarios and the professional practice. The training in SUS and for SUS defended by DCN, for the training of health professional is still restricted to the theoretical area. The objective of this study is to identify the perceptions of the scholarship students and preceptors of the PET-Saúde Project on the teaching-service integration in the training process for SUS; Analyze the contribution of the Education Program for Working in Health (PET-Saúde) in the training process of health professional; Develop and implement an educational technology as a proposal of sensitization and training of nurses from the Municipal Health Service (FMS) of Niterói to exercise the preceptorship. The methodology used is descriptive and exploratory, a qualitative approach. The subjects were 7 graduating students from health courses at UFF: Nursing, Medicine, Nutrition, Pharmacy, Dentistry and Physical Education, all scholarships of PET-Saúde Program, and 9 preceptors/professionals of the services participants of this same Program. Held during the year of 2012, counted on Health Units of Niterói City-RJ that welcomed the PET-Saúde. Data collection occurred by observation and interview. These were analyzed using thematic analysis by grouping the information according to common characteristics generating 4 categories: 1) “The essentiality of teaching-service integration in health education”, 2) “The health education and the challenging process of building the teaching-service integration”, 3) “The multiple faces of the teaching-service integration” and 4) “The PET-Saúde as a space for articulation and reflection about the IES”. In this sense, the practices of health care, both can be understood as an individual action, or as a collective work process, or both ways of thinking and doing can coexist in the same space. Anyway, generate conflicts, raise possibilities, reveal weaknesses in the relations and require frequent reorientation for a democratic expression, critical and reflective in health promotion. It can be concluded that despite the complexity in the relation between the education and the work areas, is feasible and possible to be achieved. The concern to introduce on the agenda the discussion about the social and the political roles of the professional in the training process must be constant, permanent, as well as the need to create strong connections whichpromote the permeability between the knowledge and the traffic between the coming and going of information. The participation of the health training institutions and the public entities that offer health services in actions that seek to effect the proposals of training in SUS and for SUS as contained in the programs as PET-Saúde, is set a new possibility of approach to the health-disease process, the reorientation of practice, the rapprochement of the SUS guidelines, the appreciation of the multiprofessional approach, the interdisciplinary and the community as a partner.

This diploma thesis is focusing on finding a new way of building a relationship between citizens and public academic institutions through the work of adult educators. It analyzes communication channels of academic institutions used for communication with the public and suggests new ones, based on the principles of knowledge mobilization theory. It draws how to bring elements of active civic participation into Czech society and this is based on deliberative concepts of democracy and principles of social critical theory. Attention is paid to the specification of the role of adult educator as a mediator of communication between civil society and the institution. A framework for higher academic institutions in the republic of South Africa to mitigate network security threats and attacks.

These institutions have introduced several educational benefits such as the use of digital libraries, cluster computing, and support for distance learning. As a result, the use of networking technologies has improved the ability of students to acquire knowledge, thereby providing a supportive environment for teaching and learning. However, academic networks are constantly being attacked by viruses, worms, and the intent of malicious users to compromise perceived secured systems. Network security threats and cyber-attacks are significant challenges faced by higher academic institutions that may cause a negative impact on systems and Information and Communications Technology (ICT) resources. For example, the infiltration of viruses and worms into academic networks can destroy or corrupt data and by causing excessive network traffic, massive delays may be experienced. This weakens the ability of the institution to function properly, and results in prolonged downtime and the unavailability of Information Technology (IT) services. This research determines challenges faced by higher academic institutions, identifies the type of security measures used at higher academic institutions, and how network security could be addressed and improved to protect against network security threats and attacks. Two research approaches were adopted, namely a survey and an experiment. Survey questionnaires were distributed to IT technical staff at higher academic institutions in Gauteng province to determine the challenges they face in terms of securing their networks. It is crucial that network security takes on a prominent role when managing higher academic institutions‘ networks. The results of the study reveal several challenges such as budget constraints, inadequate security measures, lack of enforcing network security policies, and lack of penetration testing on systems and the network. The results also reveal that the implementation of security measures can and does address network security threats and attacks. It is therefore extremely important for higher academic institutions to implement proper security measures to help mitigate network security threats and attacks. The framework proposed is based on the results from the research study to help mitigate network security threats and attacks at higher academic institutions.
