Processer och motorer i lokalt skolförbättringsarbete / Processes and motors in local school improvement work

In the last decades there has been a growing interest in studying processes in improvement work. A particular interest has been the improvement process that the organisation undergoes and why events evolve in the way they do. By better understanding improvement processes and identifying supporting and hindering forces, the possibilities successfully to plan and implement improvement work in a systematic way increases. The focus of this thesis is organisation processes in schools and the relations that hold between planned and emergent improvement, when using a research-based strategy. The aim of the study is to describe and understand how processes are initiated, developed and completed when using a strategy called ‘Scope for Action Model’(frirumsstrategin). The empirical material of the study was organised and analysed according to Van de Ven’s and Poole’s four ideal types for process studies. Within each type, motors have been identified, which contain generative mechanisms that are a key to how actions, events and activities emerge and are driven forward. The results of the study show that the emergent initiatives are more frequent than the planned ones and that they are more likely to generate an improvement – in the study defined as something new in the organisation. However, on several occasions the planned improvement work inspires emergent initiatives for improvement and in some cases seems to be a fundamental condition for their existence. The different motors, which in the analysis are seen as driving forces, support or challenge each other, making the process develop and produce a result. The study shows that the participants reshape the strategy to make it fit into the organisation of the school. The results also show that teachers and principals have to be well-informed of how to work with a strategy in a practical and constructive way. They have to be able to translate crucial moments in the strategy to stimulate the participants to creative actions. The strategy for school improvement is not shown to be a solution which itself can create improvement, but in combination with the participant’s creative goal settings it can be a contributory factor. / Denna avhandling riktar intresset mot skolförbättring och de processer som uppstår när en planerad förändring genomförs på skolor med stöd av en forskningsbaserad strategi. Syftet med avhandlingen är att beskriva och förstå hur dessa processer - i arbetet med frirumsstrategin - initieras, fortlöper och avslutas. Studien visar att det finns relationer mellan planerade och framväxande processer. De framväxande processerna är mest frekventa och har sin grund i deltagarnas egna målformuleringar. De förmår skapa utveckling i skolverksamheterna, något de planerade processerna inte lyckas med. Det planerade förbättringsarbetet tycks bidra genom att vara en inspirationskälla eller i vissa fall en förutsättning för de framväxande initiativ som tas av deltagare från olika delar av organisationen. Studien pekar på att en strategi kan vara igångsättare av förbättringsarbete och utgöra en grund för skolor att utgå från. Av resultatet framgår att det är viktigt att rektorer och lärare har goda kunskaper om förbättringsarbetets processer för att kunna använda strategin på ett konstruktivt sätt. Genom att ha insikt i vilka mekanismer som påverkar processer kan ett förbättringsarbete ledas medvetet samt tillåtas innehålla både de konflikter och den samstämmighet som kan bidra till att utveckling sker.

Réflexion sur la mise en œuvre du programme de suivis intensifs différenciés (SID) dans la communauté

Au regard des restrictions à l’incarcération introduites par l’adoption de la Loi sur le système de justice pénale pour les adolescents (LSJPA), au Centre jeunesse de Montréal - Institut universitaire (CJM-IU), s’est amorcée en 2005 la mise sur pied du programme de suivis intensifs différenciés (SID) dans la communauté. Notre stage de maitrise en intervention clinique avait comme objectifs : de participer à la mise en œuvre transversale du programme SID, de contribuer à son intégrité, de supporter les intervenants y étant associés ainsi que de bonifier le processus de référence de ce programme en développant un outil d’évaluation. Suite à cette expérience, il nous semblait nécessaire d’entreprendre une réflexion sur la situation d’implantation du programme SID, plus précisément de faire une évaluation de type formatif et constructif du niveau de concordance entre son modèle théorique et son application au quotidien ainsi que des obstacles rencontrés. Une méthodologie qualitative est apparue appropriée pour produire le matériel. Deux techniques ont été utilisées, l’observation participante sur le terrain et l’analyse du contenu de documents écrits (procès-verbaux rédigés après certains comités). Pour structurer l’ensemble du présent rapport de stage, nous avons retenu le concept de plan d’action d’un programme proposé par Chen, dont les six composantes servent de grille à l’évaluation et aident à avoir une vue globale de son implantation, ainsi que le modèle de changement de programme de la TCU (pour Texas Christian University), qui inclut les principaux stades de changement et les facteurs, aux niveaux individuel, organisationnel et du programme en soi, favorisant ou entravant la mise en œuvre d’innovations avec succès. À la lumière de notre analyse, nous considérons qu’il serait possible de surmonter ce qui gêne l’application du programme SID et qu’il ne serait pas obligatoire de faire des changements majeurs à sa théorie. Nous nous sommes permis de suggérer des ajustements qui pourraient être apportés au processus d’implantation de ce programme. En conclusion, nous estimons que la mise en œuvre du programme SID pourrait être réussie seulement si les conditions propices étaient réunies. Toutefois, selon nous, il y aura toujours certaines contraintes avec lesquelles il faudra composer. / In 2005, in the wake of the adoption of the Youth Criminal Justice Act (YCJA) and its attendant restrictions on incarceration, the Centre jeunesse de Montréal - Institut universitaire (CJM-IU) [Montreal youth centre - University institute] launched a community-oriented intensive differential case management program (IDCMP). The clinical internship reported here had the following objectives: allow participation in the cross-sectional implementation of the program, improve the program’s robustness, support program specialists, and develop an assessment tool that would improve this program’s referral process. The results of this internship indicated the necessity of reviewing the IDCMP’s implementation process, specifically through constructive, pedagogical assessment of the congruence of the plan’s theoretical model and day-to-day application, as well of the obstacles encountered. A qualitative methodology appeared appropriate for these purposes. Two techniques were used: field participant observation, and content analysis of written documents (committee minutes). Chen's Program Action Model and the Texas Christian University (TCU) Program Change Model provided the conceptual framework for the internship report. The former’s six components were the basis for an assessment checklist and oriented the global overview of the implementation of the IDCMP, while the latter provided a model of the main stages of change and the individual, organizational, and program-specific factors that favour or hinder innovation. The results indicate that overcoming obstacles to the application of the IDCMP would not require any significant changes to the program’s underlying theoretical basis. Modifications of the program’s implementation process are presented. Stödinsatser i gymnasieskolan : en studie av frirummet mellanstyrdokument och praktik / Support activities in Swedish Upper Secondary Schools : A Study of the free space of interpretation between control documents and schoolpractice

In Swedish schools, students have a statutory right to support if the need arises. According to The Education Act, the workflow with support measures can briefly be described as: if needs are noticed, then support measures in the form of additional adjustments must be made. If the additional adjustments are insufficient, the investigation of the needs for special support must be initiated, which may result in the establishment of an action program, that regularly must be followed up and evaluated. Between an external and an internal boundary that is between the Education Act and the school culture a so called Scope for Action (frirum) can be found, according to Berg (2003). Schools’ actor-preparedness (aktörsberedskap), that is prerequisites, affect how the Education Act according to the workflow with support measures is interpreted and put into practice. The purpose of this study is therefore to identify and examine the Scope for Action when it comes to workflow regarding support measures. To do this the perspectives of SENCOs (Special Educational Needs Coordinator) in Upper Secondary Schools will be collected through interviews. Berg’s (2003) Scope for Action Model (frirumsmodell) will be applied and used as a tool for interpretation and explanation of these interviews. Additionally, in the search for and interpretation of ‘frirummet’ Wall’s (2018) study of the Education Act from an administrative law perspective is used. The inquiries are therefore what the workflow in terms of support measures looks like from a special educator’s perspective, what characteristics and consequences of ‘frirummet’ that can be identified and what characterizes the actor-preparedness. The results point to a number of ways of utilizing the scope for Action, for example when it comes to acknowledge and identify needs, define and use of concepts, documentation practice and workflow according to support measures. In the structures and routines described by the SENCOs, expressions of Berg's (2003) actor-preparedness can be discerned to varying degrees. At the same time as the SENCOs' descriptions in many ways point to an aspiration for interprofessional collaboration and collective autonomy, there are also clear traces of specialization and individual autonomy. The question is whether the variation is due to possible ambiguity with associated interpretive space in the Education Act or to the schools actor-preparedness where resources could be a part. The results however show that how The Education Act is set to practice varies not only depending on how detailed the law is but also depending on local interpretations, conditions and decisions. The question of legal certainty therefore arises.

Contribución al modelado unidimensional en motores de dos tiempos de altas prestaciones

Un modelo de simulación presenta muchas ventajas en el campo del desarrollo de motores de combustión interna alternativos. Su utilidad es doble. Por un lado, para entender la naturaleza de los fenómenos físicos que suceden en el interior del motor, y por otro, con el fin de optimizar el diseño de los sistemas que integran el mismo. El principal objetivo de esta tesis es desarrollar un modelo de un motor de dos tiempos de 125 cc de altas prestaciones para caracterizar la fluidodinámica interna en los sistemas de admisión, cilindro y escape. Para la construcción del modelo unidimensional del motor es imprescindible conocer información experimental. Por tanto, se han caracterizado de forma experimental los elementos que forman el motor. Por una parte, se ha usado un banco de impulsos para la caracterización dinámica. Por otra parte, se ha empleado un banco de flujo para caracterizar las pérdidas de presión en los elementos. Además, en banco motor, se ha analizado el proceso de combustión, con el objetivo de determinar la ley de liberación de calor. En relación a las tareas de modelado, se ha usado un modelo de diagnóstico para caracterizar del proceso de combustión, experimentando 37 condiciones de operación modificando el régimen de giro, el avance del encendido y usando cinco sistemas de escape. Asimismo, con el fin de poder reproducir el fenómeno de propagación de ondas en el interior del sistema de escape se ha propuesto un modelo de transmisión de calor ya que los modelos convencionales usados en motores de 4T no proporcionan resultados precisos al no contemplar los fenómenos físicos que suceden en el proceso de escape espontáneo de un motor de 2T de estas características. Para ello, se ha caracterizado experimentalmente el fenómeno de propagación de ondas en el interior del sistema de escape midiendo con diversos transductores de presión a lo largo de: un escape de diámetro constante y recto, y varios sistemas de escape derivados del original del motor. El primero se usó para proceder al necesario ajuste de las constantes del modelo mientras que los segundos para realizar la validación del mismo. Para el desarrollo del modelo de transmisión de calor se han contemplado las fluctuaciones de la velocidad instantánea del fluido y la disipación de la turbulencia con una longitud de entrada. Una vez es construido el modelo unidimensional del motor con capacidad de reproducir los complejos fenómenos ondulatorios que existen en el interior de los sistemas de admisión, cilindro y escape, es necesario desarrollar correlaciones para los parámetros que definen la función de Wiebe, usada como ley de liberación de calor en el cilindro. Se ha correlacionado la variación de estos parámetros (en particular, la duración de la combustión y el parámetro de forma) con variables de funcionamiento del motor: régimen de giro y avance del encendido, y variables que se calculan en el modelo: fracción de residuales y densidad de la carga. De esta forma se dispone de un modelo predictivo de las prestaciones del motor si se conoce una correlación para las pérdidas mecánicas, que también ha sido obtenida. El uso del modelo de transmisión de calor propuesto en este trabajo reproduce con precisión la fase y amplitud de la presión de escape con valores inferiores al 1% al comparar el coeficiente de admisión medido y modelado. Las diferencias pueden alcanzar el 7% si se emplean otros modelos encontrados en la literatura. Por otra parte, los resultados obtenidos al usar las correlaciones para la combustión se traducen en: diferencias inferiores al 1.5% entre potencia medida y modelada para todas las condiciones de funcionamiento del motor si el proceso de combustión presenta un coeficiente de variación en la presión del cilindro inferior al 2.5%. Cuando el coeficiente de variación aumenta, debido a la dispersión cíclica, las diferencias entre potencia medida y modelada pueden alcanzar el 4%.
