都市空間結構與公共支出關係之研究 / Urban Spatial Structure and Public Expenditures潘依茹, Pan, Yi Ju Unknown Date (has links)
人口在空間上分布的差異形成集中發展抑或分散發展型態,相對地對於地方財政的支出亦有不同程度的影響。在現今台灣省各地方政府普遍存在著財源短絀之情形下,農地釋出政策的實施所造成都市規模的擴張,是否會引發地方財政加重的趨勢,實有深究的必要。因此本研究的目的,乃在於探討都市空間結構的差異對公共支出的變化影響效果,並進一步提出土地發展政策涵義。
針對上述,本研究擬藉由人口密度斜率此變數,作為都市空間結構之指標,進而瞭解都市發展型態之差異對地方公共支出的影響。所謂人口密度斜率乃是隨著距離的增加,人口在空間上的變化情形。其次,以中位數投票模型理論及官僚模型理論為基礎,建立模型並進行測試,同時為因應農地釋出政策的實施,在台灣省各市鄉鎮都市計畫區農業區釋出的假設前題下,進行模擬分析。
經本研究結果發現,就總體而言,台灣省各市鄉鎮目前之都市空間結構有分散發展的趨勢,並有無效率的現象;次就農地釋出而言,在不考慮人口規模聚集經濟的情況下,過多的土地開發,將會有惡化現存地方財政不足之趨勢。 / The difference of population spreads in the spatial will result in the pattern of concentrated development or dispersed development. Oppo-sitely, the difference pattern will influence to local public expenditures. On the condition that the local government often exists short tag of finance in Taiwan, so to practice policy of agriculture land release which should result in the extension of urban scale whether will increase the final burden or not, has necessary to discuss. Thus, the propose of this study is to discuss that the difference of urban spatial structure has what effect of change influence to pubhc expenditure, and father want to propose the meaning of land development policy.
As above that, this study uses the population density gradient to be the guide of urban spatial structure, and then want to understand the difference of urban development pattern has what influence to local public ex-penditure. Population density describes how rapidly the density falls off with distance. Next, based on the median voter theory and bureaucracy theory to built the model and test it, then for to practice the policy of agriculture land release, this study on the assumption that all agriculture area of urban planned area will be released in Taiwan progresses simulation and analysis which wants to know the influence of agriculture land release.
According to the result of this study, we find, fister, the present con-dition of local public in Taiwan, urban spatial structure has the tend of dis-persed development, and cause to nonefficiency. Second, if the agriculture land release do not consider the agglomeration economics of population scale, then to development too many lands will worse present local final.

農地價格隨著研究立場不同,而具有多元的價格型態,本研究採農業使用的角度,以收益法求取宜蘭縣三星鄉的農地價格,將之與實價登錄成交資料比較,並應用多元迴歸分析影響成交價格與收益價格差距的可能因素。
研究結果發現在民國89年後所新辦的農地重劃地區將增加農地的轉用壓力,且當新辦重劃地區內成交農地臨路寬度愈大,則成交價格與收益價格差距愈發明顯,表示新辦重劃區內道路寬度的設計已超出農用基本需求,而增加農地變更使用的可能,此與農地重劃擴大農場經營之目標相互衝突。但透過公約機制與生產制度面的改良,農業經營專區則可能減少農地的變更使用,進而達到保護農業生產環境的理想。另外,在三星鄉內,農舍的興建將擴大農地價差關係,促使農地轉用價值上升,且影響隨著時間遞嬗日益彰顯,顯示農地已面臨愈來愈高的轉用壓力。 / This study looks at difference between income approach value and transaction price at Sanxing Township, Yilan County. With different point of view, the agricultural land will have diversified value types, such as market value and use value. To begin with, we conduct income approach to determine agricultural land value as pure use value. Then, we compare it with transaction price from government statistics, calculating the gap between income approach values and real selling price. Finally, we apply multiple regression analysis to find price gap influence factors. The empirical model presents special agricultural enterprise zones may reduce agricultural land development pressure, and therefore could protect agricultural production environment. But, when at recent constructed agricultural land readjustment area, agricultural land will face much more development pressure which has violated land consolidation objects. Research also indicates that our land face much more development pressure with evolution of the time.

The administration of the use of the land resources in based on the regulations of law , which perform the regulations of law, which perform the regulation of strategic planning and expansion of economics. It’s significant to be taken into consideration the factor, that the fulfillments of these regulations of law can be performed under the regulations, based on the documents of the planning of territories in order the plans of the use of the land resources in rural areas to be carried out in an appropriate way in social sphere and in the sphere of the security of environment, in the development of agricultural activities, also the expanding of forests and economical development of villages.
The aim of this final master academic work: to examine the tendencies of the use of the land resources of the Lithuania Republic.
In order this aim to be achieved, the following tasks are to be ascertained:
1. To analyze the programmical and strategic documents which are connected with the use of the land resources and also to examine the provisions of the management of the government of the use of the land resources in rural areas.
2. To perform the analysis of the tendencies of the use of the land resources of the Lithuanian Republic.

transformed by non-agricultural uses. The increased agricultural land use change in the Western
Cape Province results in transformation, fragmentation and loss of productive agricultural land.
With the A2 planning area of the Department of Environmental Affairs and Development Planning
(DEADP), in the Boland region of the Western Cape, as its study area, this study investigates the role
of legislative control measures on changes of land use from agriculture to a different form of
development, by analysing the Environmental Impact Assessment (EIA) applications for the change
of agricultural land use and agriculture applications for the conversion of undeveloped land for the
period 1 January 1998 to 3 July 2006. The study examines the role that the relevant legislation plays
in agricultural land use control; considers the nature, extent and reasons for agricultural land use
change in the study area (under the Environment Conservation Act (Act 73 of 1989) (ECA));
determines the impacts associated with the transformation of agricultural land use in the study area
by assessing transformation of undeveloped land applications (captured under the Conservation of
Agricultural Resources Act (Act 43 of 1983) (CARA)); and measures the amount of agricultural land
potentially lost to development through EIA change of land use applications (according to the
DEADP database) opposed to the amount of agricultural land potentially gained through conversion
of undeveloped land (according to the DoA database).
Two databases were created, based on variables obtained from EIA change of agricultural land use
applications authorised by DEADP [DEADP’s database] and conversion of undeveloped land for
agricultural use, authorised by the Department of Agriculture (DoA)[DoA’s database]. The variables
used to create DEADP’s database are the applicant, property owner, type of property, development
function, year of authorisation, municipality, town, size of property, permanent and temporary jobs
created, percentage of property developed, footprint of development, existing land use and unique
source. The variables used to create DoA’s database are the year of authorisation, new and existing
land use, year of authorisation, municipal area, property owner, percentage of property converted and
footprint of development. The variables in the two databases are analysed using cross tabulations,
with the variables measured against each other using pivot tables. The final tables are investigated through interpretation of the results and making recommendations for better management and
planning in the future, based on relevant literature.
The main findings are that DEADP gave authorisation for 416 agricultural land use change
developments between 1 January 1998 and 3 July 2006, resulting in 2855 hectares of agricultural
land potentially being developed. It was also found that DoA gave approval for 118 undeveloped
land conversion applications, converting a total of 2589 hectares for agricultural purposes. The
findings also revealed that 1707ha of this undeveloped land were covered with indigenous vegetation,
while only 299ha were covered with alien vegetation.
The challenge is to use valuable agricultural land optimally and sustainably for agricultural purposes.
Non-agricultural developments should be kept within the urban edge and away from valuable
agricultural land. If such development must take place on agricultural land, it must be done on the
poorest soils and should not jeopardise agricultural activities.

A hipótese defendida é que o sistema de administração fundiária do país favorece a desigualdade na distribuição de suas terras por não ser capaz de garantir o cumprimento das funções econômicas, sociais e ambientais da terra preconizadas na Constituição. Buscou-se a comprovação da hipótese de duas maneiras, primeiro analisando as deficiências técnicas na execução do sistema de cadastro e de registro de imóveis, do Imposto Territorial Rural (ITR) e dos programas de reforma agrária postos em prática desde o fim da segunda guerra mundial. Além de demonstrar o desequilíbrio político existente entre os grandes proprietários, que causou as principais deficiências técnicas dessas políticas de regulação, a pesquisa analisou quantitativamente o comportamento da concentração fundiária, tendo como objeto de estudo os municípios do Estado de São Paulo em dois momentos, em 1995 e em 2008. Tanto a análise do sistema de administração fundiária vigente quanto o estudo quantitativo aqui desenvolvido nos levam às seguintes conclusões: 1) O grande desequilíbrio de representação formal existente entre os ruralistas e os defensores dos interesses da agricultura familiar impede a consolidação de um sistema de cadastro e registro de imóveis rurais que permita o conhecimento inequívoco da real situação da estrutura agrária brasileira e a responsabilização dos proprietários pelas recorrentes infrações observadas no que diz respeito ao uso da terra, às leis ambientais e à legislação trabalhista; 2) A cobrança do ITR também é sensivelmente prejudicada pela ausência de base informacional adequada e de mecanismos de controle que façam com que os proprietários se sintam compelidos a dar uso produtivo, racional e eficiente à sua propriedade. Dessa maneira, os preços da terra agrícola no país permanecem muito elevados, o que impede que uma grande parcela da população possa retirar seu sustento da terra e 3) A reforma agrária realizada atualmente no país não conseguirá reduzir a imensa desigualdade na distribuição observada caso continue sendo realizada nesse ritmo e sem utilizar os critérios científicos que permitam controlar o uso eficiente da terra e sem dar a atenção necessária à regulação do mercado de terras. / The objective of this dissertation is to analyze the causes of the high land concentration in Brazil. The hypothesis we defend is that the country¿s land administration system favors the unequal distribution of land because it is not able to ensure the fulfillment of the land¿s economic, social and environmental functions as provided for in the Constitution. We sought to prove this hypothesis in two ways: first, by analyzing the technical shortcomings in the execution of the registration system, the land registry, the rural land tax (ITR) and the land reform programs put in place since the end of World War II. Secondly, in addition to demonstrating the existing political imbalance between large landowners, which caused the main technical shortcomings of those regulatory policies, our research analyzed quantitatively the evolution of land concentration in two different moments in time - 1995 and 2008 - in municipalities in the State of São Paulo. Both the analysis of the ruling land administration system and the quantitative study lead us to the following conclusions: 1) the great imbalance in formal representativeness between large farmers and those who defend the interests of family farmers prevents the consolidation of a registration system and of a rural property registry that allow clear knowledge of the real situation of the Brazilian agrarian structure and the accountability of land owners for the recurrent violations with regards to land use, environmental laws and labor legislation; 2) the collection of the ITR is also seriously hampered by the absence of an adequate database and control mechanisms that make land owners feel compelled to use their land productively, rationally and efficiently. This causes land prices to remain high thus preventing a large portion of the population to live from the land, and 3) the land reform program presently in place will not be able to reduce the great inequality that exists in land distribution if it continues to be executed at the current pace, without using scientific criteria that allow to control the use of the land and by not giving due attention to agricultural land market regulation.

Effects of Environmental Variables on Four Aquatic Insect Taxa among Smaller Water Bodies of Different Ages on Farmland; A Pilot StudyJaggwe, Assad January 2015 (has links)
High anthropogenic modification like infrastructural development, drainage, eutrophication, dumping garbage, is a threat to biodiversity of smaller water bodies in agricultural landscapes. However, smaller water bodies have historically been constructed for drainage, waste treatment and other purposes. Further, new small water bodies are now being constructed in agricultural areas in Sweden, mainly to remove nutrients and to improve landscape biodiversity. This creates two different age classes (old and new) of smaller water body habitats. I sampled aquatic insects in 27 smaller water bodies of varying types and ages in Halmstad region and related insect biodiversity, species richness, composition structure to environmental variables. I partitioned the region into two locations (Northern and Southern) for easy data comparison and due to difference in topography. The data was analysed using a Canonical Correspondence (CCA) and regression analysis. The CCA results show a difference in the species composition between old and new sites. The most important variables in explaining species assemblage structure was age of the aquatic water bodies. The species richness decreased with increase in nutrient concentration (total phosphorus) according to regression analysis. Species composition and diversity were related to Vegetation and tree cover in and around the water body. The results of my study shows that the older the water bodies the better for specific species like Aeshna cyanea and the new water bodies tolerate more specimens. My results suggest that, as there is need to facilitate plant growing, protecting vegetation and trees to better mimic natural conditions of water bodies, creating new water bodies while protecting aged water bodies is important for conservation of biodiversity.

En France, les phénomènes de périurbanisation imposent une réflexion sur les conditions d’un développement urbain durable. En zone languedocienne, dans un contexte de forte attractivité démographique, l'urbanisation rapide et mal maîtrisée se fait aux dépens des terres agricoles les plus productives de la région, sur la plaine littorale. L’évolution des demandes sociales et les enjeux autour de la sécurité alimentaire mondiale interrogent sur la façon dont les politiques de planification périurbaine intègrent le foncier agricole. Pour objectiver les débats et appuyer les décisions, les instances agricoles expriment des besoins urgents en indicateurs spatialisés. L’objectif de cette thèse est de proposer une démarche de co-construction d’un système d’indicateurs pour suivre les processus d’artificialisation des terres. Modélisation systémique et concertation itérative ont été retenues comme les approches adaptées pour guider le processus de constitution et de sélection des indicateurs. Cette recherche revisite le modèle DPSIR en l’adaptant au concept de système territorial et propose d’organiser la participation des acteurs pour garantir une légitimité d'utilisation des indicateurs. L’application de la méthode, inscrite dans des impératifs d’opérationnalité, porte sur la production et la mise à disposition en ligne d’un ensemble organisé de 141 indicateurs spatialisés liant l’évolution du capital foncier à celle de la tache artificialisée languedocienne. / In France, suburbanization phenomena impose to think the conditions for sustainable urban development. In the Languedoc region, in a context of a strong demographic attractiveness, fast and uncontrolled urbanization happens at the expense of the most productive farmland in the region, on the coastal plain. The evolution of social demands, as well as issues around food security on a world scale, raise the question how suburban planning policies deal with the agricultural land issue. In order to objectify discussions and support the decisions, the agricultural authorities have expressed an urgent need for spatial indicators. The objective of this thesis is to propose an approach to co-build a system of indicators so as to monitor the land urbanization process. Systems modeling and iterative consultation were chosen as the appropriate approaches to lead the making up process and the selection of indicators. This research revisits the DPSIR model by adapting it to the concept of territorial system and proposes to organize the participation of stakeholders to ensure legitimacy for the use of indicators. The method application, part of the operational requirements, covers the production and availability online of a structured set of 141 spatial indicators linking the evolution of land assets and the one of the languedocian “artificialized patch”.

Syftet med studien är att klargöra den brukningsvärda jordbruksmarkens skydd och bevarande ur ett nationellt och hållbart perspektiv inom fysisk samhällsplanering. Den övergripande frågeställningen handlar om vad det finns för problematik när det gäller att bevara eller exploatera jordbruksmark. Särskilt studeras lagstiftningens eventuella hinder, tydlighet och tillämpning. Studien fokuserar på den lagstiftning som berör kommunens fysiska planering. Länsstyrelsen har en rådgivande och övervakande roll över kommunen i samband med planläggning av mark- och vattenområden men har inga befogenheter att informera eller ingripa när det gäller brukningsvärd jordbruksmark. Ett område av nationell betydelse i 3 kap. miljöbalken (MB) behandlas därmed annorlunda av staten än ett område av riksintresse i 3- och 4 kap. MB. Tillvägagångssättet för att klargöra lagstiftning som berör kommunens fysiska planering och länsstyrelsens roll i samband med planläggning av mark och vatten utgörs av en kombinerad rättsdogmatisk metod och rättsociologisk metod. Studien redogör för lägesbilden idag och det som förändrats sedan år 2013, genom intervjuundersökning, enkätundersökning och studier av avgöranden i Mark-och miljööverdomstolen (MÖD) från år 2016 till idag. Resultat från intervju ger förslag på en ändrad plan- och bygglagstiftning som förändrar länsstyrelsens rådgivnings- och tillsynsroll i planprocessen. Prognos framöver är fortsatt exploatering av jordbruksmark. Resultat från studiens enkät visar att kommun och länsstyrelse tror på en minskad exploateringstakt fram till år 2030 av jordbruksmark omkring tätorter. Bostadsbebyggelse är ett väsentligt allmänt intresse och är enligt enkätundersökningen den främsta anledningen till att jordbruksmark exploateras. Resultatet visar en ökad uppmärksamhet på jordbruksmarkens betydelse för livsmedelsproduktion och hållbar utveckling. Förslag från myndigheter på förändrat sätt att värdera jordbruksmark kan bidra till en ökad förståelse över jordbruksmarkens värde och betydelse för att uppnå hållbar utveckling. Enligt studien har förändring av rättsläget sedan år 2016 stärkt jordbruksmarkens bevarandevärde. MÖD konstaterar i studiens undersökta rättsfall: oavsett hur lite eller mycket marken brukas, oavsett klassning och oavsett om det är betes- eller åkermark anses jordbruksmark vara brukningsvärd och därmed inte lämplig att exploatera. / The aim of this study is to clarify the agricultural land that is suitable for cultivation and protection from a national and sustainable perspective within physical planning. The general inquiry in this study is whether there is a problem between preserving or developing agricultural land. Studying Swedish legislation, and any potential obstacles, as well as its clarity and applicability have been important to respond to the aim of this study. The study focuses on Swedish legislation that affects municipal physical planning. The County Administrative Board's has a provision of advice- and monitoring role when the municipal wants to plan for use of land- and water areas but has no empowerment to inform or interfere in agricultural land that is suitable for cultivation. Agricultural land is mentioned as an area of "national importance" in the Environmental Code in chapter 3, section 4 but other areas in the same chapter are mentioned as "national interests". This means that the Swedish Government protect the agricultural land differently than the other areas that are mentioned in this chapter. The chosen methods to clarify the Swedish legislation is applied using a legal dogmatic method and a sociology of law method. These methods are used to present Swedish legislation that concerns the municipal physical planning, as well as the County Administrative Board's and their part in monitoring the use of land and water. The study is an overview of the current situation and what has changed since the year of 2013, carried out by conducting a survey, an interview and studying precedents from the Land and Environment Court of Appeal from the year 2016 until present day. The interviews suggest a proposition that a changed Planning and Building Act can alter the municipal and the County Administrative Board's roles and authority regarding regulation and advice in the planning process. The forecast is that agricultural land is going to continue to be developed. The results from the survey indicate that the municipal and the County Administrative Board's believe that the development of agriculture land adjacent to the urban center are going to be reduced by the year of 2030. Housing development is known as a significant national interest and according to the survey it is the main reason to develop agricultural land. The survey result also indicates an increased awareness of agricultural land and the importance for food production and sustainable development. A proposition from authorities to evaluate agricultural land in a different way than before can also contribute to a deeper understanding of agricultural land's value and importance in achieving sustainable development. According to this study the legal postion changed in the year of 2016 which has consolidated the maintenance of agricultural land. The cases in this study from the Land and Environment Court of Appeal mention: no matter how much the agricultural land is being cultivated or not, no matter the classification and no matter if it is pasture or arable land, the agricultural land is suitable for cultivation and therefore not appropriate to develop.
