A postura agressiva dos Estados Unidos em suas relações com a região sul do continente americano desde o início do século XX mostrou-se contraproducente aos objetivos norte-americanos naquela área, especialmente considerando-se a crescente influência que a Alemanha nazista exercia entre os latinoamericanos. Nesse contexto, tomamos o caso brasileiro para demonstrar de que forma os Estados Unidos abandonam uma postura diplomática baseada no hard power (poder duro) e adotaram uma linha mais soft (branda) em sua política externa para a América Latina. Nesse sentido, busca-se, por meio desta pesquisa, apresentar a cultura norteamericana como um instrumento de poder dos Estados Unidos em suas relações com o Brasil à época da Segunda Guerra Mundial. / The Good Neighbor’s Policy, released in Franklin Delano Roosevelt’s government (1933-1945), sinalizes a new orientation in North American foreign policy for Latin America. The aggressive posture of the United States, used in its relations with South America since the beginning of the twentieth century, was considered contraproducent to the American objectives in the area, especially considering the rising influence of the Nazi Germany among Latin Americans. In this context, we take the case of Brazil to show how the United States abandoned a diplomatic posture based on its hard power and adopted a softer line in its foreign policy for Latin America. In this way, this research aims to present the North American culture as an instrument of the United States powers in its relations with Brazil in the epoch of Second World War.

In this perspective, that the speech presented in the texts and images of the analyzed publication is part of the Good Neighbor Policy, it can be disclosed in the debate around the representation transmited and the internal influences that build it. The investigation arrises from the observation of the 48 editions of Em Guarda, the magazine published between 1941 and 1945, by the Office of the Coordinatior of Inter American Affairs. Starting from a quantitative analysis, in which it was identified the relapses, some of the editions were picked, based on the soldiers thematic, and the texts and imagens were put under a qualitative analysis. Understanding that this soldiers were presented as Heros-Citizen-Soldiers, the work focused on the debate of this concept, from the founding myth of being americans, and as a reference to the image of the cowboy. By this measures, its possible to understand some process and intentions of the americanization of the continent / Esta pesquisa se propõe a analisar a representação dos soldados americanos como a imagem de indivíduo modelar para os latino-americanos. Dentro da perspectiva de que o discurso apresentado na publicação analisada, tanto das imagens como dos textos, é parte da Política de Boa Vizinhança, pode-se desdobrar sobre a representação transmitida e as influências internas que a construíram. A problematização surge a partir observação das 48 edições da revista Em Guarda, produzida entre 1941 e 1945, pelo Office of the Coordinator of Inter American Affairs. A partir de uma análise quantitativa, na qual foram identificadas as reincidências, realizou-se uma seleção e uma análise qualitativa das imagens e textos então categorizados como parte da temática do soldado. Compreendendo que esses soldados são apresentados como Heróis-Soldados-Cidadãos, passou-se a trabalhar com o conceito, retomando questões desde os mitos fundadores do ser americano, se centrando na imagem do cowboy. Also, this work will approach the pathway of these countries´ Police Departments in their Civil Defense missions. The pathway of São Paulo State Fire Department and the institution where the São Paulo State Military Police belongs will also be studied in the same period, because it is through the modernization politics of São Paulo Fire Department that international and american standards of Civil Defense will reach other Fire Departments in the region, making possible a larger internationalization of these services / O presente trabalho tem por objetivo analisar as transformações nos Corpos de Bombeiros entre 1972 e 2008 no Brasil e países do Cone Sul Argentina, Chile, Paraguai e Uruguai através do processo de internacionalização sofrido por essas instituições, como também uma maior americanização das mesmas. Também será abordada a trajetória das Polícias desses países em suas missões de Defesa Civil. A trajetória do Corpo de Bombeiros do Estado de São Paulo e a instituição da qual faz parte a Polícia Militar do Estado de São Paulo, também serão estudados no mesmo período, pois é através das políticas de modernização do Corpo de Bombeiros de São Paulo que padrões internacionais e americanos de Defesa Civil irão alcançar outros Corpos de Bombeiros na região, possibilitando uma maior internacionalização desses serviços na região

Existe um sem número de obras que tratam da Economia Global (ou Globalização), analisando-a quanto aos aspectos econômicos, sociais, culturais, etc. Neste trabalho, utilizando-se as teorias de Gramsci, Althusser e outros sobre os Aparelhos Coercitivos de Estado, os Aparelhos de Hegemonia (Gramsci), os Aparelhos Ideológicos de Estado (Althusser) e a Indústria Cultural, partiu-se para uma perspectiva de Estado Transnacional Ampliado, liderado pelos Estados Unidos da América com as inevitáveis conseqüências para os países Latino-Americanos, no que tange aos aspectos econômicos e culturais. A necessária resistência a esse processo é enfatizada como a única saída possível para a América Latina, se quiser manter sua identidade perante a chamada \"Americanização\" econômico-cultural. / There are innumerable works on the issue of the Global Economy (or Globalization), analyzing the theme from economic, social and cultural aspects, etc. This work uses the theories of Gramsci, Althusser and others of the Coercive Apparatus of the State, the Hegemonic Apparatus (Gramsci), the Ideological Apparatus of the State (Althusser) and the Cultural Industry to move towards the perspective of an Enlarged Transnational State led by the United States of America and its inevitable consequences for Latin American nations on both the economic and cultural levels. Necessary resistance to this process is stressed as the only possible way out for Latin America, if it is to maintain its identity before this so-called economic/cultural \"Americanization\".
