Function, competence and the external structure of provenance: a case study of a municipal corporation

The characterization of function and authority relations of an entity provides the basis for representing what has been termed the "external structure of provenance." Such a representation enables an understanding of the administrative context in which an organizational entity and its agents conduct their activities and, in turn, illuminates the manner in which the records of an entity are created and maintained. The study applies a methodology enabling the mapping of the characterizable elements of function and competence of an entity over time and through the administrative hierarchy of its structure. Terms of analysis relating to the application of the concept of function are established, as are those relating to the structure of the entity. These provide a consistent means to identify the role and status of juridical persons comprising the organizational entity and to illustrate the nature of their activities in processes established to satisfy the entity's functional requisites. The municipal corporation of Richmond, British Columbia, is the subject of a case study serving to confirm the validity of terms in which external structure can be analyzed. The study first examines the purposeful nature of the entity's activities through their functional characterization. It then examines the nature of authority relations inherent in the entity's organizational design and manifest through organizational process and role defining the nature of its structure. The study then demonstrates how the resulting authority relationships, along with the competences of the entity, can be identified in processes of activity fulfilment as components of a system of purposive activity representing the entity as a unitary, organic whole. The functional-structural analysis of system provides the context for understanding activity manifest through observable processes by elements comprising the entity's organizational structure. The conceptual framework which results establishes the basis upon which the whole of the records of a municipal corporation can be viewed as constituting a fonds. The thesis concludes by examining some of the implications of the analysis for various aspects of archival practice.

His paper presents a study on archival description and dissemination of the resolutions of the Rector at Universidade Federal de Santa Maria. Due to its probative value and informative documents resulting from legal acts and regulations of the Universidade Federal de Santa Maria are considered permanent, i.e., they are historical documents that make up the documentary heritage of the University. Currently, most of these documents are accessible only on paper. Still, the number of queries is high due to the relevance of these documents and their use for decision making. The availability of these documents, using technological tools, would be, therefore, a greater and better access to them. In this context, the aim of this study is the description of archival documentary heritage of the Office of the Rector, at Universidade Federal de Santa Maria, in order to spread their legal and normative acts. The research method chosen is the case study, and, as instruments of data collection observation and document analysis were used. To accomplish the description framework of standards and standards for the development of metadata description and drawing instrument description have been established. This standards and metadata framework was implemented in the electronic system of the University (SIE). The collection has been digitized and described according to Brazilian Standard Archival Description - NOBRADE. Subsequently, the instrument was published online: a catalogue of the Resolutions of the Rector. The catalogue facilitated the search and access to the resolutions of the rector, that were already widely consulted documents. Being online, the instrument allowed greater access to this body and assists in preserving the original paper for it avoids handling. The development of this research, describing and preserving documentary heritage is significant both for the University and for the Archives Administration. Thus, the research contributed to the studies regarding the archival description, the use of its standards, and the use of information technology to provide the results of this description. / Este trabalho apresenta um estudo sobre descrição e a difusão arquivística das resoluções do Reitor da Universidade Federal de Santa Maria. Devido ao seu valor probatório e informativo, os documentos decorrentes dos atos legais e normativos da Universidade Federal de Santa Maria são considerados de caráter permanente, ou seja, são documentos históricos, que compõe o patrimônio documental da Universidade. Atualmente, a maioria destes documentos está acessível apenas em suporte papel. Ainda assim, o número de consultas é elevado, devido à relevância desses documentos e ao uso para tomada de decisões. A disponibilização destes documentos, utilizando-se de ferramentas tecnológicas, permitiria, portanto, um maior e melhor acesso a estes. Neste contexto, o objetivo deste estudo consiste na descrição do patrimônio documental arquivístico do Gabinete do Reitor, da Universidade Federal de Santa Maria, a fim de difundir os seus atos legais e normativos. O método de investigação escolhido é o estudo de caso, e como instrumentos de coleta de dados, foram utilizadas a observação e a análise documental. Para realizar a descrição foi estabelecido o quadro de padrões, normas e metadados para o desenvolvimento da descrição e elaboração do instrumento de descrição. Esse quadro de padrões e metadados foi implementado no sistema eletrônico da Universidade (SIE). O acervo foi digitalizado e descrito conforme a Norma Brasileira de Descrição Arquivística NOBRADE. Posteriormente, publicou-se o instrumento online: um catálogo das Resoluções do Reitor. O catálogo facilitou a busca e o acesso às resoluções do reitor, que já eram documentos muito consultados. Por ser online, o instrumento possibilitou maior acesso a este acervo e auxilia na preservação do original em suporte papel, pois evita o seu manuseio. O desenvolvimento desta pesquisa, descrevendo e preservando o patrimônio documental, é significativo tanto para a Universidade como para a Arquivologia. Dessa forma, a pesquisa contribuiu para os estudos quanto à Descrição Arquivística, o emprego de suas normas, e a utilização da tecnologia da informação para disponibilizar o resultado desta descrição.

Developing a service quality measurement instrument for archival institutions

The service sector of the global economy is undoubtedly growing and increasingly highlighting the criticality of service quality to enhanced profitability in most service organisations. The demand for accountability from different stakeholders, including clients, has also made service quality a highly debated, researched and most powerful competitive trend shaping marketing and business strategy. Developing reliable measurement instruments of service quality and strategies for the improvement of service quality invariably become the most important responsibilities for managers in many organisations. In the absence of conceptual clarity on service quality, divergent views on the dimensionality of service quality and the lack of a psychometrically valid service quality measure in archival institutions, this study set out to develop and subsequently validate a measurement instrument to assess service quality in an archival institutional setting. The two research questions investigated in this study were: (1) what are the dimensions for measuring service quality in archival institutions, and (2) how can the dimensions of service quality in archival institutions be measured effectively. The methodology for this study involved a two-phased qualitative and quantitative analysis addressing these two research questions. The study followed the standard psychometric procedure for developing constructs. This research has resulted in the important findings and relevant conclusions for both academics and practitioners interested in service quality in the archival environment. The service quality measurement instrument formulated is called ARCHIVqual and has three dimensions, namely (1) security of information (with 4 items), (2) integrity of information (with 3 items) and (3) usability of information (with 2 items). Public programming of public archives in the East and Southern Africa regional branch of the International Council on Archives (ESARBICA): / towards an inclusive and integrated framework

Public programming initiatives are considered as an integral part of archival operations because they support greater use of archival records. This study investigated public programming practises in the ESARBICA region. The findings of the study were determined after applying methodological triangulation, within a quantitative research context. This included the use of self-administered questionnaires, semi-structured interviews and the analysis of documents and websites. Participants in this study were ESARBICA board members, Directors of the National Archives and archivists from the ESARBICA region. Nine (69.2%) national directors representing different member states completed the questionnaire and eight archivists from the same region were interviewed. Furthermore, three ESARBICA board members were also interviwed. Legislation and country reports from ESARBICA member states were reviewed, together with websites of institutions within the ESARBICA region that offered archival education and training. Findings of the study indicated that public programming initiatives were not a priority. Reasons for this included lack of public programming policies, budgetary constraints, shortage of staff and lack of transport. Furthermore, the national archives were reluctant to rope in technology to promote their archives. Collaboration efforts with regard to promoting archives were shallow. Moreover, the investigation of user needs was restricted to existing users of the archives. In addition to all this, the archivists felt that they needed to improve their public programming skills. The study therefore suggests that the national archives of ESARBICA should focus on: legislation, public programming policies, advocacy, users, partnerships and skills. Taking these factors into consideration, an inclusive and integrated public programming framework was developed and proposed as a possible measure for improving public programming efforts in the ESARBICA region. / Information Science / D. 檔案館是指一個機構或行政單位負責檔案資料的辦識、鑑定、登錄、保存、編排、描述與提供參考服務。國家檔案館亦可被稱為國家公共檔案館或公共檔案館。它是檔案館的其中一種。由國家各級政府設立並領導,負責接收和管理一定範圍的具有社會和歷史價值的各種檔案,並提供社會利用的重要文化事業機構。 檔案是傳承歷史及人類知識的最佳媒介,檔案管理人員則是手握傳承鑰匙的主要角色,而檔案管理機關則是重要歷史見證者及紀錄者。在臺灣及澳門最高檔案管理機關,對於了解該地區在檔案事業管理及發展上是十分值得研究的對象。檔案行政構在兩地有所不同,筆者對此作比較時會偏向法規、功能以及兩地檔案機關在位階的定位。 透過比較對上述兩地政府機關的體系進行比較研究,比較分析兩地在檔案法、檔案管理行政體制(以檔案管理局與澳門歷史檔案館為研究對象)以及檔案機關之功能任務的異同。冀能了解兩地的檔案管理事業發有何異同之處。 / Archives can be referred to an institution or administrative unit which is responsible for archival identification, appraisal, log in, preservation, arrangement, description and reference service. The National Archives can be also known as the National Public Archives or Public Archives. It is a type of the archives, which is established by the national governments, responsible for various archives with social and historical values, and distributed to fulfil the usage of social and cultural organizations. Archives is the best medium of human knowledge and historical heritage, records management staff are holding the key to a major role in transmission, and archival management institution is an important witness of history and archives holder. By studying about the highest management authority of Archives in Taiwan and Macau, it can help to understand the differences between the region and the development of the Archive Management. Archives administrative structures differ in these two places, this study is focusing on comparing the archival laws, functions and .organization structures of the two places mentioned above. A comparative study of these two archival institutions through the comparison, analyzing the two places in the differences of Archives Act, the administrative management system (National Archives Administration National Development Council and Historical Archives of Macao) and the functional tasks of them can help to deepen understanding the similarities and differences between both parties.

Assessing the state of implementation of the National Archives and Records Management act at Eduardo Mondlane University in Mozambique

Archival legislation is a crucial tool for the public sector to ensure the management, preservation and access of a country’s national documentary heritage. In Mozambique, archival legislation has been enacted which sets the scene for records appraisal and disposition, as well as classification schemes and retention schedules for administrative records of governmental bodies falling under the auspices of the Act. As a result, public agencies in Mozambique are required by the archival legislation to adopt a systematic and organized approach to the management of their records from creation to disposal. Despite this, the records management processes of many public entities in Mozambique have remained ineffective and inefficient. This study utilized the record life cycle concept as a framework to assess the state of implementation of the National Archives and Records Management Act at Eduardo Mondlane University (EMU) in Mozambique. The study applied a quantitative research approach with triangulation of data collection tools, namely, questionnaire and document analysis. The study revealed that EMU has only established one central records appraisal and disposal committee for its directorate units, which has not coped with the records management demands from other academic units such as faculties, schools and research centers. In most of the academic units the records management staff were not involved in the training, records appraisal and disposal processes, as well as in the destruction and/or transfer of records to the Mozambique Historical Archives (MHA), as required by legislation. The study concludes that most EMU units do not comply with archival legislation resulting in few provisions of the Act being implemented. The study therefore recommends that the records management function at EMU should put in place the basic procedures of control for records management systems with the leadership taking a proative role in the strategic planning, budgeting and monitoring. A further empirical study on the assessment of the state of implementation of the National Archives and Records Management Act throughout the entire public sector in Mozambique is recommended. / Information Science / M.
