Shopping centre development strategies for emerging markets in KwaZulu-Natal

Summaries in English and Afrikaans / The first fully enclosed, airconditioned shopping mall in a black township in South Africa opened in 1979 in Umlazi, outside Durban. The provincial development corporation (lthala) spearheaded emerging market shopping centre development in KwaZulu-Natal to the extent that, with the involvement of the private sector, substantial knowledge and experience have been gained in shopping centre development in emerging markets over the past two decades. The study focuses on black shopping patterns and household income and expenditure in townships and rural areas in KwaZulu-Natal. The assessments include: • empirical trade areas; • geodemographics and geographic infonnation systems (GIS); • buying power modelling; • market share estimates; • retail hierarchies; • viability and feasibility studies; • centre design (including taxi rank developments); • informal trading; and • tenant mix; location; financing and research strategies. The study fonnulates a universal buying power model for KwaZulu-Natal that transcends ethnic and geographic classifications, to enhance, with the aid of computer technology and census information, the accuracy and cost effectiveness of viability and feasibility studies in shopping centre development. An IntegJ.-ated Commercial Assessment Model (JCAM) is formulated whereby demographic data of a trade area and financial feasibility parameters are integrated to assess the viability of a shopping centre. The study concludes that although there are many unique features associated with shopping centres in emerging market locations, the :fundamental principles that apply all over the world in shopping centre development, also apply to emerg1ng markets in KwaZulu-Natal. Relatively low disposable incomes limit the sustainable size of the emerging market shopping centre. Shopping centre locations are linked to the interdependence on public transportation by emerging market patrons. Factors conducive fo-r shopping centre development, such as high private vehicle ownership, high disposable income, willing retailers, effective town planning and state assistance, have not yet reached levels that would benefit the widespread development of shopping centres in townships. Emerging market shopping centre developments in the central business districts of rural towns, however, have been generally very successful and are setting the benchmarks in South Africa. / Die opening van die eerste ingeslote winkelsentrum met sentrale lugreeling in 'n swart woonbuurt in Suid-Afrika, het in 1979 in Umlazi (buite Durban) plaasgevind. Die provinsiale ontwikkelingskorporasie (Ithala) het aan die spits van winkelsentrum ontwikkeling in opkomende markte in KwaZulu-Natal gestaan. Die toetrede van die privaatsektor tot die mark het verder ook substansieel bygedra tot kennnis en ondervinding in winkelsentrumontwikkeling oor twee dekades in opkomende markte. Hierdie studie fokus op swart kooppatrone en huisgesin inkomste and uitgawes in swart woonbuurtes en landelike gebiede in KwaZulu-Natal. The role of the department of correctional services in the rehabilitation of child molesters

This report is the result of a literature study and questionnaire which gave insight on the role of Department of Correctional Services in the rehabilitation of child molesters. Correctional Services has adopted a new approach, where offenders need to change their negative behavior and be rehabilitated. Corrections have a societal responsibility towards the community to guide the offender on his rehabilitation path. This study was conducted to give a better understanding of rehabilitation to child molesters. It seems that child molesters will re-offend if they are not included in a thorough treatment programme. The purpose of this research is to determine if the Department of Correctional Services delivers on its legal and social responsibility towards the rehabilitation of child molesters. It is evaluated against international benchmarks. In this study the researcher gathered information on the profile of a child molester, the programmes currently available in Correctional Services, and also the involvement of the community in this process. Corrections cannot work alone, and needs the help of the community and leaders in the community to assist it in this process. Correctional Services faces many challenges in order to succeed in the rehabilitation of offenders. Currently there is a shortage of social workers and psychologists in the Department of Correctional Services, and the Department cannot, therefore, fully succeed in its rehabilitative role. Another aspect is that treatment is voluntary, and offenders can decide if they want to become involved or not. The South African government identified public procurement as an active instrument to achieve social and economic goals. To provide substance to this realisation, public procurement was taken up in the Constitution of the Republic of South Africa 1996. The social sustainability of the Table Mountain cableway

Social sustainability provides a meaningful approach for industry practitioners wishing to establish a platform to engage communities within enterprise development. It can be said that sustainability requires much more than environmental and fiscal achievements and, with an increased awareness of issues such as equity and power sharing, more corporates are incorporating their strategies in line with social responsibility values. This study therefore takes a closer look at how the Table Mountain Aerial Cableway Company, integrates this important concept of social sustainability in its business practices. The tourism industry has in fact grown to such an extent that global economists estimate the progress of international growth at between three and six percent annually. However, this growth can only be measured when businesses take social responsibility factors into consideration. According to the UNWTO (2011, p 1) UN Secretary-General, Ban Ki-Moon, opened the Fourth UN Conference on Least Developed Countries stating that the majority of: “…least developed countries (LDCs) are rich in resources. All have young and vibrant populations. These men and women need decent jobs, education, training, so they can make the most of their country’s assets - minerals and other commodities, farmland, rich stores of biodiversity and tourism potential”. This study therefore focuses on current and future issues pertaining to socially sustainable tourism at the Table Mountain Aerial Cableway Company in Cape Town, South Africa. In addition, it presents solutions for reducing the negative impacts of tourism, whilst at the same time embracing the benefits of tourism for the area and its local communities. The outcome of the study found that the Table Mountain Aerial Cableway Company added little value to social responsibility objectives. The company has made a significant effort in marketing their product through the mass media. However, there is an overall corporate responsibility barrier. Much still needs to be done to ensure accountability for social responsibility issues, not just within this particular company, but also throughout the tourism industry. / Environmental Sciences / M. Economic community of West African states (ECOWAS) : combining sub-regional economic integration with conflict resolution

The study utilizes regional integration theories like neo-functionalism, intergovernmentalism and new regionalism to analyse the formation, structure and transformation of the Economic Community of West African States (ECOWAS). It examines the role of ECOWAS as a sub-regional economic body and its transformation to a political and security body dealing with sub-regional conflict resolution. Though neo-functionalism is generally analysed in reference to European regional integration, the study attempts to draw some lessons from this theory. Also, new regionalism theory is utilized to examine the transformation of ECOWAS from a mere economic body to a security and political entity. Regionalism in West Africa was initially geared towards mere economic cooperation; however, the emergence of ECOWAS on the scene and its subsequent transformation witnessed several changes towards the path of security cooperation. Despite its involvement with the gigantic political and security related activities, a general evaluation of economic integration in West Africa depicts a low level of progress. The poor state of sub-regional economic integration shows that ECOWAS did not complete its regional economic integration agenda before diverting to other sectors of integration. ECOWAS peacekeeping operations have been the dominant topic in sub-regional conflict resolution in West Africa. However, other forms of conflict resolution, including mediation, negotiation, conciliation and arbitration have been severally utilized. Also, in some of the cases, peacekeeping operations have been deployed only after other peaceful efforts have failed. ECOWAS peacekeeping operations are divergent operations with different forms and mandates. Therefore, they are better analysed under the framework of peacekeeping, peace-enforcement and peace-making theories. ECOWAS peacekeeping operations have been a subject of debate by proponents of the principle of non-interference and those of the responsibility to protect. The expediency of military intervention for humanitarian reasons as well as the prevention of genocide, war crimes and catastrophic loss of lives has questioned the principle of non-interference and validated the principle of responsibility to protect. / Political Sciences / D. The moderating role of graduate skills and attributes in relation to the employability and retention of graduates in a retail organisation

The general aim of the study was to assess the relationship between the graduateness, employability and satisfaction with retention factors of individuals and whether graduateness moderates the relationship between employability and satisfaction. The study used a quantitative, cross-sectional research design on a purposive, non-probability sample (N = 100) of predominant black (93%), male (49%) and female (51%) trainees between the ages of 17-29 years (early career). Presenting/applying information skills significantly and negatively predicted compensation while ethical/responsible behaviour significantly and positively predicted satisfaction with job characteristics and organisational commitment. Graduateness related positively to self-perceived general employability. General employability did not significantly predict the participants’ satisfaction with retention factors. Graduate skills and attributes did not significantly moderate the relationship between self-perceived employability and satisfaction with retention factors. Males had significantly stronger perceptions of employability compared to females while females had higher levels of work–life balance satisfaction compared to males. Overall, the results suggest that general self-perceived employability is more a function of graduateness than of retention, while graduateness positively relates to retention factors. / Industrial and Organisational Psychology / M. The system of care for persons suffering from mental retardation is in a state of upheaval. Considering the mentally handicapped as holistic beings, this study explored and assessed the needs of those residing in the community of District 22 (sub-district 222), KwaZulu-Natal, thus facilitating the planning of care and care facilities for these individuals to enable them to function optimally in the community. To accomplish this purpose, specific objectives were formulated. A quantitative, exploratory and descriptive study based on Maslow's hierarchy of needs theory was carried out, using 167 respondents. The study revealed that despite being mentally retarded, they were still regarded as valuable members of the community, their needs did not differ from the needs of others in the rest of the world and that mental retardation is still rated low in the prioritization of health problems, hence the lack of resources and support needed for the rehabilitation of such persons. / Health Studies / M.A. (Health Studies)

Language maintenance and shift in the Greek community in Johannesburg

The main aim of the study is to provide an account of the factors which assist in maintaining the Greek language which is under pressure from English, the dominant official language in the country. This study draws on the theoretical and methodological frameworks established in the many studies conducted on the Greek communities in the USA and Australia. The Greek community has played a significant role in assisting to shape the development of South Africa. Up until the 1980s, they were subject to discrimination from the host society; consequently, many immigrants lived together in certain suburbs and founded their own churches, clubs and schools. These factors contributed greatly to the retention of their language and culture. Since the late 1980s, the discriminatory attitude of the host society toward the immigrant communities has decreased notably, and subsequently, there has been an increased integration and assimilation into the host society. The process of assimilation has resulted, inter alia, in an increased use of English, the dominant language of the host society, consequently the retention of the mother tongue has declined. A number of factors were identified as playing an important role in the maintenance of Greek: education, religion, family, language loyalty and socio-cultural activities; and, to a lesser extent, media and overseas visits. Education has played a key role in maintaining the language, in particular through the establishment of Greek day and afternoon schools. Despite a preference for bilingual church services, the Greek Orthodox Church continues to play a vital role in the maintenance of Greek. The family, loyalty towards the language and culture and a notable pride in being Greek, and participation in socio-cultural activities contribute significantly to the maintenance of the Greek language. An assessment of needs of the mentally retarded in the community of district 22 (sub-district 222) KwaZulu-Natal

The system of care for persons suffering from mental retardation is in a state of upheaval. Considering the mentally handicapped as holistic beings, this study explored and assessed the needs of those residing in the community of District 22 (sub-district 222), KwaZulu-Natal, thus facilitating the planning of care and care facilities for these individuals to enable them to function optimally in the community. To accomplish this purpose, specific objectives were formulated. A quantitative, exploratory and descriptive study based on Maslow's hierarchy of needs theory was carried out, using 167 respondents. The study revealed that despite being mentally retarded, they were still regarded as valuable members of the community, their needs did not differ from the needs of others in the rest of the world and that mental retardation is still rated low in the prioritization of health problems, hence the lack of resources and support needed for the rehabilitation of such persons. / Health Studies / M.A. (Health Studies)
