The past years in Lithuanian business surroundings witnessed an explosion in the awareness and use of management tools and techniques. Supplemented by the effects of the superfluity of information, rapid development of IT, continuously increasing expectation from the interested parties, rational selection of the most efficient strategy oriented management tools became one of the important challenges faced by the executives nowadays. In order to put a foundation for the solution of this complex problem in the future, the author purposely narrowed the focus of a master’s thesis concentrating on the sub-problem related to non-existence of any research-based knowledge on the current management tools’ usage peculiarities in Lithuania. The goal of this research paper is to define the current situation in Lithuania regarding the spread, use and satisfaction rate with the strategy oriented management tools benchmarking results with the global trends. This study has also a clearly defined pragmatic objective – to provide the practical guidelines for the executives of various organizations in their management tools’ selection considerations. To achieve this, the author pursued 4 key objectives. 現代企業正處於2008年的金融風暴以來最為嚴峻的生存競爭環境,每一家企業無不致力開源節流上,血流成河的大幅裁員已成為公司維持慘淡經營的唯一方式,銀行巨擘花旗銀行更一度傳出財務危機,ING、AIG、GM、Ford亦傳出購併或倒閉的消息,這種種的事件正足以透露出當今市場生存環境的嚴酷及惡化已不言可喻。 然而,過去所重視的”以顧客為導向”的市場行銷模式,仍為現在各個企業所重視經營方針,而強大ICT (Information and Communication Technology)服務,則將有利於企業在此波金融風暴後,再度成為公司開源政策的重要行銷策略之一,如何協助企業強化行銷、銷售及服務客戶的能力,並與客戶建立一對一的關係,以深入了解客戶需求,為客戶提供更細緻貼心的服務,勢將成為企業開疆闢土的重要指標,同時亦能強化企業核心競爭力,為企業創造更高的利潤。 因此,我的研究方向,是以物流業之一家大型公司為個案研究對象,運用Kaplan and Norton 提出平衡計分卡四大構面,在公司願景及既定策略目標之下,結合各構面經營績效指標,探討個案公司導入ICT服務對經營績效之影響。 / As known, the modern enterprise is facing the sternest environment of survival since the worldwide financial tsunami happened in 2008. Each enterprise devotes to tap new resources and economize on expense. Large bloodily reducing staff has become the only way which the company maintain the tough business. Bank thumb Citibank once spread the financial crisis, ING, AIG, GM, Ford also spreads the news of merged or broken. The all sorts of events are disclosing sufficiently nowadays market living environment has been very harsh and deteriorated. However, the “Customer-oriented” marketing model which was token seriously in the past, it now still symbolizes each enterprise's operation policy. However, the formidable ICT (Information and Communication Technology) service, will be advantageous to the enterprise after this financial tsunami, becomes an important marketing strategies in the increasing-income policy of the company. Moreover, how to help enterprises to strengthen the ability of business management, inquiring deeply customer demand, providing a more careful intimate service for the customer, will definitely become the major index of success. Meanwhile, it will be also able to strengthen enterprise's core competitiveness and creat a higher profit for the enterprise. Therefore, my research direction regards a large-scale company in the logistic industry as the case study object. Under pursuing the vision and the strategy goal of the case company, I use the four perspectives of the BSC model proposed by Kaplan and Norton and well combine the performance indicators from each perspective, to probe into the influence of inducting ICT service to business management performance.

As organizações líderes de diferentes setores têm como característica comum a medição do próprio desempenho e seu uso na busca de níveis superiores. Na área agrícola, esforços nesse sentido são ainda incipientes. Em função da importância que sistemas mecanizados têm para o sucesso de empresas agrícolas, devido a sua participação nos custos e potencial para sua redução, e a importância que medidas de desempenho têm no auxílio a gestão, o objetivo deste trabalho é propor um sistema de medição de desempenho integrado para dar suporte à gestão da mecanização agrícola. A metodologia foi dividida em duas fases principais: adaptação de um modelo conceitual sistêmico (baseado no Balanced Scoredcard e conceitos da Fundação Nacional da Qualidade) e posterior desenvolvimento numa situação prática (estudo de caso junto a uma agroindústria canavieira). Foram encontrados indicadores de desempenho associados a: custo e prazo (tradicionalmente utilizados); controle e melhoria na qualidade de operações e processos de apoio; preservação ambiental; segurança, saúde, satisfação, motivação e capacitação de colaboradores; desenvolvimento de sistemas de informação. Conclui-se que a elaboração do sistema de medição de desempenho apontou novos indicadores para o gerenciamento de sistemas mecanizados. / Leaders organizations of different sectors have a common characteristic, ability to measure your own performance and to use this measurement in an intelligent form to search higher level. In agricultural sector, efforts in that direction are still inexpressive. In function of the importance witch mechanized systems have for agricultural business success, due to your participation on costs and potential for reduction, and the importance of performance measurement in management support, the objective of this research is to propose an integrated performance measurement system for give support to agricultural mechanization management. The methodology was divided in two main phase: adjust of a systemic conceptual model (based in Balanced Scorecard and concepts of Fundação Nacional da Qualidade) and then his development in a practical situation (case study in a sugarcane agro industry). Were found performance indicators associated with: cost and time (traditionally utilized); control and increase in quality of operation and support processes; environment preserve; security, health, satisfaction, motivation and capacitating of employees; information systems development. Concluding, the elaboration of performance measurement system appointed to new indicators to mechanized systems management.

Radio Netwok Test Configuration for Maximum Test Coverage : Model based load generation in system verification of a GSM Base Station Controller

GSM has been developed during more than a decade and has grown to a very complex system. Due to the wide range of functionality, the high capacity and the complexity of the BSC the testing of stability and performance is time consuming. A simulator is needed for these tests as live networks are not available at this stage in the development process. The performance and stability need to be verified for each new release of functionality. This thesis describes a conceptual model of a GSM network. The conceptual model can be used to configure a simulated radio network and to communicate what is simulated on a conceptual level rather than a detailed level. The model presented consists of several sub models. The subscriber model describes the actions and movement of subscribers; the cell model describes the radio conditions experienced by a subscriber moving within one cell; and the cell network model describes the geographical and structural properties of the network. Together the models are used to compose scenarios with the aim to describe varying radio conditions, varying subscriber behavior and varying cell structures. The aim is that different features of the Ericsson base station controller shall be used in the different scenarios. The scenarios represent different parts of a radio network connected to the same base station controller.

The title of the thesis "Application of Balanced Scorecard in university" shows that the thesis is concerned with creating a strategic management system Balanced Scorecard for university. The method is further complemented by the support of IT, so this is a modification of the Balanced Scorecard and this is call IT BSC, and automated support . The thesis is divided into two parts -- the theoretical and the practical. The first part is the description of the strategy and management, is presented to the Balanced Scorecard and description of design and implementation. At the end of the theoretical section summarizes the advantages and disadvantages of Balanced Scorecard. The first part is a summary of theoretical knowledge of available resources and literature. Practical work reflects the knowledge gained from the theoretical part. First are presented and analyzed the university, where Balanced Scorecard method is applied. There is described in detail and prepared a draft of the project of Balanced Scorecard. In conclusion the thesis evaluates the overall project and is made comparison between private and public university.

Preferences For Performance Measures: A Study Of A Federal Agency

The purpose of this dissertation was to determine the preferences of clients of programs administered by selected federal agencies and the preferences of the federal managers who administer the programs in assessing performance measurement systems. Using the general progression of previous budgetary models used in the public sector, the researcher developed the Modified Balance Scorecard (MBSC), a performance measurement model designed specifically for use within the public sector. Surveys based on the MBSC were administered to public managers and to clients of those managers in order to determine their preferences. The results showed that managers preferred public good measures and clients preferred financial measures. Both groups' second preferred index of measures was internal management process measures. This research is important in policy formulation and provides many implications regarding the effective presentation of policies. These results can be used to help craft policies for maximum effectiveness, based on the preferences of the respective groups.
