Trender i rysk militär doktrinutveckling mellan 2000-2010

Sammanfattning: Vilka är trenderna i den ryska doktrinutvecklingen under 2000-talet och hur kan dessa karaktäriseras? De ryska doktrinerna vänder sig inte primärt till operativ verksamhet utan är deklaratoriska till innehåll och omfattning och ska tolkas som signaler till omvärlden. Rysslands doktrinutveckling påverkas i stor omfattning av omvärldshändelser där retoriken i början av decenniet indikerar en stor oro för ett försvagat FN, vilket härleds till bl.a. Nato intervenering i f.d. Jugoslavien utan FN- mandat. Rysslands geostrategiska läge indikerar ett dilemma då hoten mot Rysslands säkerhet får en omfattande beskrivning i doktrinerna. Rysslands syn på FN har under senare delen av 2000-talet försvagats till fördel för CSTO som vuxit fram som ett möjligt ryskt alternativ till FN men främst som motvikt till Nato. Idémaktsteorin möjliggör att identifiera bl.a. retoriken i de ryska doktrinerna, där teorins institutionaliserade idéer, i främst den ryska militära eliten, påvisar varför förhållningssätt och uttryck i militärdoktrinerna skiljer sig i jämförelse med Vitboken. I detta sammanhang indikerar studien även motsättningar mellan den ryska politiska och militära eliten.

In January 2022, violent protests and clashes broke out in Kazakhstan and the Russian-led Collective Security Treaty Organisation decided to intervene. Although Russia tends to be a strong defender of Westphalian sovereignty and a frequent critic of interventions carried out by the West, this was not the first time Russia intervened in another country. During previous interventions has Russia legitimised its actions with arguments influenced by the conceptual framings ‘Responsibility to Protect’, ‘Eurasianism’, and ‘Russkiy Mir’, three concepts whichhave a central role within Russian foreign policy. The purpose with this thesis is to examine which of these three conceptual framings has been the most prominent in Russia’s discourse and legitimation of the intervention in Kazakhstan, January 2022. With an interpretivist approach, and a constructivist lens, is therefore a discourse analysis conducted to first investigate which arguments Russia has used to legitimise the intervention. Thereafter follows a discussion on which of the conceptual framings was the most prominent within the argumentation. The results show that ‘Eurasianism’ was the most prominent conceptual framing in Russia’s legitimation of the intervention, while ‘Responsibility to Protect’ and ‘Russkiy Mir’ was only prominent to a limited extent.

This thesis aims to discuss the Collective Security Treaty Organization (CSTO) and the sources of Russia&rsquo / s influence over its other member-states. It focuses on the origins of the CSTO and the development of security cooperation within the CSTO framework. The thesis argues that although the CSTO continues to be a Russia-centric regional security organization, Russia&rsquo / s influence over the other CSTO member states has been gradually limited throughout the 2000s due to the increasing diversity in the threat perception of the other CSTO member states and the increasing penetration of the other regional security organizations into the post- Soviet space. Following the Introduction chapter, the second chapter discusses the origins of security cooperation within the framework of the CIS. The third chapter analyzes the CSTO in terms of its structure and activities since its establishment in 2002. The next chapter outlines the transnational challenges to the security of the post-Soviet states and their threat perception, as well as the efforts to promote regional security by the regional actors. The fifth chapter analyzes the increasing involvement of other regional security organizations, such as SCO, OSCE, and NATO into the post-Soviet space. The concluding chapter discusses the main finding of the thesis.

Diploma thesis Role integračních procesů v ruské politice vůči postsovětskému prostoru v letech 2000 - 2010 deals with phenomenon of interstate integration in the Post-soviet with focus on Russian position. It's main goal is to reveal and define function of Post-soviet integrative processes within Russian foreign policy aimed to the region, which is in long-term period designated as primary area of Russian interests. Diploma thesis uses combination of descriptive and analytical method to achieve its purpose. Thus the first chapters are aimed at presentation of theoretical aspects of integration (Chapter 1), evolution of Russian approach to the region and basic trends of post-soviet integration in the 90's (Chapter 2), the same topic and its changes after 2000 (Chapter 3) and particular examples of the Post-soviet integrative projects (Chapter 4). This empirical data are then analyzed in the last chapter and answer to the question, what is the role of Post-soviet integrative processes in Russian policy in the region.

Meta-Geopolitics of Central Asia : A Comparative Study of the Regional Influence of the European Union and the Shanghai Co-operation Organization

Central Asia has been the focal point of intense geopolitical power struggle throughout history. At the dawn of the 21st century, Central Asia has undergone major changes as the European Union and the China-led Shanghai Co-operation Organization have emerged as two normative powers, both seeking to influence the patterns of security governance in the region. This study aims to delve deep into ‘the black boxes’ of the EU’s and China’s foreign policies toward five CA republics. It starts from the premise that the bulk of research on Eurasian politics tend to concentrate mostly on realist and traditional geopolitical doctrine, which seem to have failed to properly explain the normative and ideational transformations that have taken place in the region as a result of the presence of these two emerging normative agents. By interweaving both realist and constructivist theories of International Relations (IR) into a new all-encompassing analytical framework, termed “meta-geopolitics”, the thesis seeks to trace and examine how geopolitical as well as normative components of the EU and Chinese regional strategies have affected the contemporary power dynamics in the post-Soviet space. I argue that, in contrast to the geopolitical struggle during the 19th and 20th centuries, a clash of normative powers is brewing in the region between China, under the aegis of the SCO, and the EU. The research also concludes that China has relatively been in a better position in comparison to the EU to render its policies as feasible, effective and legitimate to the Central Asian states.
