Nutida förutsättningar för samhällsplanering har resulterat i att barns demokratiska och fysiska utrymme i planer är mindre än det som stipuleras i barnkonventionen. Syftet med studien är att skapa en förståelse för vilka utmaningar, brister och möjligheter som finns att inkludera barnfrågor i kommunal planering. Undersökningen utgår från två frågeställningar där detta konkretiseras. Studien är avgränsad till Sverige och den teoretiska utgångspunkten är begreppen ”barnperspektiv”, ”barns perspektiv” och ”barns bästa”. Materialet har samlats in med hjälp av de kvalitativa metoderna dokumentstudie och intervju och empirin har sammanställts genom en tematisk analys i tre delar. Arbetet har resulterat i tre centrala slutsatser kring utmaningar, brister och möjligheter. Genom dessa argumenterar vi för att förhållningssättet till barns kompetens samt strukturella och praktiska förutsättningar är avgörande för en lyckad inkludering av barnfrågor i planering. / Present conditions for urban and regional planning have resulted in children's democratic and physical space in development plans being smaller than what is stipulated in Children’s Rights Convention. The purpose of this study is to understand what challenges, deficiencies and opportunities there are when including children’s needs in physical planning in Sweden. The study is based on two research questions where this is further specified. The theoretical framework is the concepts of “child perspective”, “child's perspective” and “children's best interests”. The data has been gathered trough the two qualitative methods document study and interview and compiled through a thematic analysis. This work has resulted in three central conclusions regarding challenges, deficiencies and opportunities. With these conclusions we argue that the approach to children’s competence as well as structural and practical conditions are crucial for successfully including issues concerning children in planning.

Syftet med denna studie är att undersöka hur barnperspektivet beaktas vid handläggning inom LSS, samt att undersöka hur barnets rättigheter, enligt Barnkonventionen, beaktas under processen. Eftersom Barnkonventionen blir lag 2020 ville vi få insikt i hur Barnkonventionen används praktiskt inom LSS. I studien har vi två frågeställningar för att besvara vårt syfte, Vad innebär det att ha ett barnperspektiv i praktiken inom LSS-handläggning? och Hur tillämpas Barnkonventionen i ärenden som berör barn? För att besvara frågeställningarna använde vi oss av en kvalitativ metod med semistrukturerade intervjuer, där vi intervjuade åtta biståndshandläggare som arbetar inom LSS. För att analysera materialet från intervjuerna använde vi kodning och tematisering. Följande teman hittades; miljö, kommunikation och delaktighet, dokumentation, föräldrar till barn med funktionsnedsättning, barn som anhöriga och kunskapsbrist och utbildning. Det empiriska materialet analyserades med hjälp av vårt kunskapsläge och våra utvalda teorier barndomssociologi, Foucaults maktteori och KASAM. Resultatet av vår studie har visat att det saknas kunskap och resurser när det gäller barn med funktionsnedsättning. Biståndshandläggarna vet inte hur olika kommunikationshjälpmedel och Barnkonventionen används i praktiken, vilket resulterar i att barn med funktionsnedsättning berövas sina rättigheter. Vi kan se mycket engagemang och vilja hos biståndshandläggarna eftersom de vill förbättra denna situation, men mer ansträngning krävs för att utveckla metoder som kan främja rättssäkerhet för barn med funktionsnedsättningar. / The purpose of this study is to examine how the child's perspective is taken into account when dealing with LSS, and to understand if the child's rights, according to the Children's rights convention, is taken into account during the process. As the Children’s rights convention becomes a law in 2020 we wanted to gain insight into how the children's rights convention is used practically within LSS. In the study we have two questions to answer about our purpose, What does it mean to have a child perspective in practice within LSS handling? and How is the Children's rights convention applied in cases involving children? To answer the questions, we have chosen to use a qualitative method with semi-structured interviews, where we interviewed eight care managers working with LSS. In order to analyze the material, obtained from the interviews, we used coding and thematization. The following themes were found; environment, communication and participation, documentation, parents of children with disabilities, children as a relative and lack of knowledge and education. The empirical material was analyzed with the help of our state of knowledge and our selected theories childhood sociology, Foucault’s power theory and KASAM. The result of our study has shown that there is a lack of knowledge and resources, regarding children with disabilities. The care managers doesn’t know how different communication aids and the Children’s rights convention, is being used in practice, which result in children with disabilities being deprived of their rights. We can see a great deal of commitment and a willingness in the care managers because they want to improve this situation, but more effort is needed to develop methods that can promote legal security for children with disabilities.

The purpose of the study is to examine the ways in which the Children’s rights convention is used to develop early childhood education for children with special needs. We want to examine how preschool teachers and municipalities relate to the Children’s rights convention when decisionmaking concerning children with special needs, and the resources that will be relevant for these children. In order to answer our questions, we conducted interviews with preschool teachers and officials in two municipalities in Sweden. This in order to identify any differences between theory and practice; does this correspond with what is said in the Children’s rights convention, the Education Act, various policy documents that are in and around the preschool or is there a need to develop this work further, so that the guidelines are followed to a greater extent? We have used a qualitative method with phenomenological and phenomenographic basis. We describe the ecological systems theory of child development, individual, and relational perspective, which we use to analyze our collected material. We also shed light on previous research in the Children’s rights convention and children's right to education, the incorporation of the Children’s rights convention, special education and resources, children's perspective and inclusion and exclusion. We have concluded that the need for an education initiative for the Convention should be used to strengthen children's rights, but also the need for a more active work to actualize what is said in the Children’s rights convention.

Syftet med denna studie är att undersöka hur socialsekreterare arbetar med delaktighet i barnutredningar, syftet besvaras utifrån två frågeställningar: Hur arbetar socialsekreterare för att göra barn delaktiga i sina utredningar och vad uttrycker socialsekreterare för förbättringsområden inom barns delaktighet? Enligt socialtjänstlagen och barnkonventionen har alla barn rätt till delaktighet i alla de frågor som rör dem men i tidigare forskning framgår det att barns rätt till delaktighet inte alltid uppfylls. Studien är genomfört med kvalitativ metod där sex semistrukturerade intervjuer genomfördes med socialsekreterare som arbetar med utredning av barn och unga. För att tolka den tidigare forskningen och studiens resultat tillämpades systemteori, anknytningsteori och begreppet mentalisering. I resultatet framgår socialsekreterarnas bild av delaktighet och hur de arbetar med barns delaktighet. De teman som kunde utvinns ur resultatet var definition av delaktighet, aktörskap och relationer. Studiens slutsats är att synen på barns delaktighet varierar och därmed också barns rätt till delaktighet. / The purpose of this study’s to investigate how socialworker work with participation within child investigations and will be answered through two queries: How do social secretaries work to make children participate in their own investigations and how do social secretaries express their views on how they could improve children’s participation? According to the Social Service Law and the Children’s Rights Convention every child has a right to be actively involved in all matters affecting their own wellbeing. However, according to previous research, children’s right are not always met. The study has a qualitative method with semi-structured interviews carried out with six social secretaries working with child investigations. Previous research and the study’s results were interpret via the theoretical framework of systems theory, attachment theory and the concept of mentalization. The results shows the view that the socialworkers have on childrens participation and how they work to make children participants. The results also show themes that emerged from a thematic analysis were the definition of participation, agency and relationships. The conclusion of this study is that the view on the participation for children varies between different social secretaries and therefore can children’s right to participation differ.

Syftet med arbetsstudien är att utforska och få en bredare syn på hur barns perspektiv beaktas och värderas, samt hur barns delaktighet hanteras av en LSS-handläggare utifrån ens upplevelser och erfarenheter. Det empiriska materialet har erhållits genom en kvalitativ metod med semistrukturerade intervjuer där urvalet består av sex LSS-biståndshandläggare från tre olika kommuner i Sverige. Resultaten visar att dessa deltagande LSS-biståndshandläggarna är medvetna om sina skyldigheter att använda barnperspektiv i sina arbeten. Men att tolkningen och definitionen av barnperspektiven varierar mellan samtliga deltagare. Resultaten visade även att implementeringen av barnkonventionen har trappats upp hos kommun A, medan hos andra kommuner har man inte framkommit lika långt. Resultaten visar också att det finns ett antal olika tillvägagångssätt för en biståndshandläggare inom LSS att genom sitt arbete kunna befrämja barns delaktighet genom exempelvis miljö, dokumentation, möten och kommunikation. Dessutom visar studien att det finns ett visst antal utmaningar som har påverkat barns delaktighet och hindrat barnen till att komma till tals. Dessa resultat kategoriseras under rubriken Brist på kunskap och kommunikationshjälpmedel gällande dialog och samtal med barn med funktionsnedsättning. Resultaten visar även att det finns ett enormt intresse och en stor vilja hos studiedeltagarna att avlägsna en del av dessa hinder. Nuläget kräver därför nya arbetsmetoder och specialiserade utbildningar som kan möjliggöra för LSS-handläggarna att vidareutveckla arbetet med barnperspektiven för att ännu bättre kunna implementera barnkonventionen. / The aim of the work study is to investigate and gain a wider view of how children's perspectives are considered and appreciated and how children's participation is handled by the LSS administrator based on their own experiences and encounters. The empirical material was obtained by a qualitative method with partially structured interviews in which the sample consisted of six LSS development aid officials from three different municipalities in Sweden. The results showed that LSS development aid workers participating in the program are aware of their responsibilities to use the child's perspective in their work. But that the interpretation and definition of a child's perspective differs among all participants. The results also showed that the implementation of the Convention on the Rights of the Child was accelerated in municipality A, while in other municipalities it has not progressed as far. The results also show that there are several different approaches for a development assistance officer within LSS to be able to promote children's participation through, for example, the environment, documentation, meetings, and communication. In addition, the study shows that there are a few challenges that have affected children's participation and prevented children from speaking out. These results are categorized under the heading Lack of knowledge and communication aids regarding dialogue and conversations with children with disabilities. The results also show that there is an enormous interest and a great willingness among the study participants to remove some of these obstacles. The current situation therefore requires new working methods and specialized training that can enable the LSS administrators to further develop the work with the child perspective to be able to implement the children's convention even better.
