The high failure rate in the learning areas Mathematics and Mathematical Literacy is of great concern to educators. In-service training courses for educators in Mathematics and Mathematical Literacy were presented with the aim to enhance the application of didactics in the classroom. The problems concerning the application (impact) could possibly be attributed to the components, elements and presentation of the in-service training course. In an attempt to identify the relevant components and elements, quasi-experimental positivist and interpretive research was conducted. Both qualitative and quantitative methods were used. The question arising is: Could improved impact in the classroom be achieved 1. if the in-service training facilitators received better training, and 2. by incorporating change of attitude, the treatment of the full subject content and the principles of learning structures and co-operative learning into the in-service-training? The problem of authority in democratic schooling

Educational authority in a situation where schooling is democratised is explored. The bases of authority such as social order, legal authority, knowledge, moral values and societal structures are established. The role of authority in education relationships and in the realisation of the educational aim is researched in order to attempt formulating criteria for accountable authority. The basic tenets of democracy that included aspects such as involvement, consultation, communication and reflective decision making are explored. Since fundamental human rights is a critical issue and precondition for a democracy, a focus on Chapter Two of the Constitution of the Republic of South Africa is related to the research. Attention is also given to the hierarchical school structure and the rights and responsibilities of those involved in this structure. The interim Constitution and the 1996 South African Constitution are products of a compromise between various political parties, mainly those that advocated for a unitary system, for example the African National Congress (ANC) and the Pan Africanist Congress (PAC) were the leading proponents , anti the parties that advocated for a federal constitution, the significant ones being the Inkatha Freedom Party (lFP), the National Party (NP) and the Democratic Party (DP). The interim Constitution and the 1996 South African Constitution contain both unitary and substantial federal characteristics. The study deals with the origins of the federal idea and how the concept federalism is understood and applied internationally, and draws out some key characteristics that are common in federal constitutions so as to measure the interim Constitution and the 1996 South African Constitution against such common characteristics. This thesis deals with co-operative teaching and the development of social, personnel and problem-solving competence at the first stage of primary school. The aim of this thesis is to find out how does the co-operative teaching contribute, as an organisational form, to the development of these key competences. The thesis is divided in theoretical and practical part. The theoretical part is based on a set of literature, which is presented at the end of the thesis. This part introduces competentional model according to RVP. It closer defines specific competences and deals with organisational forms of teaching. It describes the role of co- operative teaching in the development of key competencies, social, personnel and problem- solving competencies. In the practical part there is a qualitative-quantitative research implemented, which is divided into three parts. The first part is devoted to a qualitative survey, participatory observation of pupils in the 2nd year of elementary school. It is focused on planning, realisation, description and summarisation of series of co-operative teaching lessons, which evolve social and personal competences as well as competences to solve problems. Bostadsbristen är ett allvarligt problem i Sverige och bostadsmarknaden är långt ifrån välfungerande. År 2015 bedömde Boverket att 183 av landets 290 kommuner hade ett underskott på bostäder. 80 kommuner tyckte sig ha en balans mellan bostadssökande och antalet lediga bostäder medan resterande 27 kommuner fann ett överskott på bostäder. Att tilläga är att 82 procent av befolkningen bor i de 183 kommuner som berörs av underskott.Den förra regeringen anser att om vi bättre nyttjar de redan befintliga bostäderna och skapar ett flexibelt utbud av lägenheter genom andrahandsupplåtelse samt gör outnyttjade bostäder tillgängliga på marknaden kan man hjälpa många människor som söker bostad.Syftet med denna uppsats är att utreda, analysera och diskutera varför bedömningen gällande de skäl som krävs för tillstånd till andrahandsuthyrning skiljer sig åt mellan de två nyttjanderättsformerna, bostadsrätt och hyresrätt. Även klargöra vilka skäl som lagstiftare anser vara tillräckliga vid en tillståndsprövning gällande andrahandsupplåtelse. När utredning av eventuella skillnader i skäl för upplåtelse i andra hand är klar besvaras och diskuteras följande frågeställning: Varför är BRLs regler generösare än hyreslagens regler?I uppsatsen undersöks olika bestämmelser för att få en djupare insikt i gällande rätt. Förarbeten, rättspraxis och doktrin har legat till grund för tolkning av lagar och för att ge läsaren förståelse för den praktiska tillämpningen av valda lagrum.Av det insamlade materialet har det framkommit, att det i första hand är den enskilda bostadsrättsföreningen eller hyresvärden som beslutar vilka skäl som anses tillräckliga för tillstånd till en andrahandsupplåtelse. Reglerna i BRL är generösare än motsvarande regler i hyreslagen då bostadsrättshavaren inte behöver åberopa samma tyngd i sina skäl för uthyrningen som en förstahandshyresgäst. Detta på grund av det ekonomiska intresse och uppbundna kapital som bostadsrättshavaren har i sin bostad vilket en förstahandshyresgäst saknar. Det är enligt oss anledningar till varför BRLs syn på godtagbara skäl är generösare än motsvarande regler i hyreslagen. / The housing shortage is a serious problem in Sweden and the housing market is ineffective and greatly hampered. In 2015 the national board of housing, building and planning in Sweden named Boverket, estimated that 183 of the country’s 290 municipalities had a shortage of housing. 80 of the municipalities showed a balance between housing applicants and the number of vacant homes, while remaining 27 municipalities showed a surplus of housing. After clarifying differences regarding reasons for sublease, the following question is answered: Why is the law concerning owner-occupied apartments more generous than the law regarding rental units?Various regulations are examined in the essay to create a deeper understanding of the law. Travaux préparatoires, case law and jurisprudence has formed the basis for the interpretation of the statutes and to provide the reader with a deeper understanding of the practical use of selected section of the law.The collected material has illustrated that it is primarily the individual co-operative housing association or landlord who decides what reasons are sufficient to permit a sublease. The rules considering owner-occupied apartments are more generous than the corresponding law for rental units, since the owner of a co-operative apartment does not need to invoke the same substance in their reasons for renting as primary tenant because of their financial interest which a tenant lacks. According to us this is the main reason why the view on acceptable grounds for sublease regarding owner-occupied apartments are more generous than the corresponding laws applied on rental units.

Municipal representation as a mechanism to enhance local government efficiency: the role of associations for local authorities

Conceptually, South Africa is “one sovereign democratic state”, with a three-sphere governmental system operating co-operatively. Each sphere of government has “original” or constitutionally-allocated powers and functions, as well as legislative and executive powers. Thus, the governmental system is a hybrid or one sui generis, not benefiting from appropriate precedents. The status and autonomy given local government makes it somewhat unique in the world. Application of the principle of subsidiarity, and the mandate for local government to be developmental has resulted in the roles and responsibilities of municipalities being substantially increased, notwithstanding that most suffer from a lack of resources and capacity. Local authorities moved from the establishment of the first one in 1682 as providers of basic municipal services on the basis of race and affordability to democratically-elected ‘wall-to-wall’ municipalities in 2000. With 257 municipalities serving a population of 55.6 million, South African local authorities are comparatively large, spatially and demographically. Given the constitutional-statutory framework and the resultant complex operating environment, it is imperative that all municipalities are able to represent their interests in an intelligent, forceful, and unified manner on decision-making institutions to ensure a close fit between policies/programmes and peoples’ needs. Hence, effective municipal representation by knowledgeable, ethical and committed persons is imperative. The study provides a history of representation and local authority ‘development’ and underdevelopment in South Africa; a theoretical basis for representation; a review of formalism and government’s approach to development; co-operative governance and intergovernmental relations as a mechanism to facilitate municipal representation; an analysis local government powers, functions, status, autonomy, objects, rights and duties of municipalities; local participatory and representative democracy; and the establishment of municipalities. The constitutional and statutory provisions provide the foundation and framework to facilitate municipal representation. The study continues by analysing other mechanisms that enable municipal representation; a comparative review of local government and co-operative governance in certain select countries. It goes on to review the formal framework for organised local government in South Africa, including an overview of the South African Local Government Association (SALGA). The training of school governing bodies in the Free State Province: an education management perspective

The aim of the study was to investigate the training of school governing bodies in the Free State Province from an education management point of view. Since 1994 the South African government has adopted a number of policy documents aimed at democratizing education in the country. The transformation of education in the new South African context encompasses the idea of partnership in which participants - such as parents, educators, learners (in secondary schools) play an active role in taking decisions on behalf of the school. The State alone cannot control schools, but has to share its power with other stakeholders. However, this can only happen if participants in school governance are trained to have power and the capacity to decide on matters affecting their schools. Hence, training is the cornerstone of affirming governors in the execution of their roles and responsibilities. Since school governing bodies are composed of a cross section of people with different ideologies, expectations and levels of education - training is necessary to prepare then for co-operative governance. Without adequate and on-going in-service training, it is unlikely that school governing body members can make informed decisions. The empirical method, namely qualitative research, was successful in obtaining information from participants about the training offered to them. It also established how participants felt and thought about their experiences and perceptions about the training they received, whether it built capacity or not. Authority control in an academic library consortium using a union catalogue maintained by a central office for authority control

Authority control is the backbone of the library catalogue and therefore a critical library activity. Experienced staff create authority records to assist users in their quest for information. The focus of this study is on authority control as a means of co-operation in academic library consortia using a union catalogue maintained by a Central Office for Authority Control. Literature studies were conducted on three sub-problems: the development of academic library consortia in South Africa, and various forms, characteristics and functions of academic library consortia in general; the characteristics, principals and objectives of authority control; and the functions of union catalogues with special reference to the role of Z39.50 within virtual union catalogues. The conclusion was that existing and new authority records should be made available as widely as possible within consortia through a union catalogue. It is however a partial solution, because not all the libraries within the consortium have the expertise to create new authority records. Two empirical studies were conducted. A cost analysis was done to determine the cost of creating and changing authority records within academic library consortia in South Africa, in order to choose a system within which authority control can be performed effectively and speedily. Secondly, a questionnaire was sent to libraries in the United States to gather information on their experiences with regard to authority control, library co-operation in general, and virtual union catalogues. The United States was the natural choice because it could be regarded as the birthplace of modern library consortia. Inferences drawn from the information received was used to develop the structure and functions for a Central Office for Authority Control in academic library consortia in South Africa. It was found that authority control within an academic library consortium using a union catalogue could be conducted most cost-effectively and timeously through such a Central Office for Authority Control. The purpose of the Central Office would be to co-ordinate authority control within the consortium. Pooling available resources within the consortium would keep the cost of authority control as low as possible. Libraries with the required infrastructure and expertise would have the opportunity to create authority records on behalf of other libraries and be compensated for their services. Through such a Central Office more authority records created according to mutually accepted standards would be available for sharing within the consortium. / Information Science / D.Litt. et Phil. The researcher wants to create a learning environment where learners are much more involved in their own learning. The progressive teaching design implies that the contribution of the learner to the development of knowledge is recognised. The educator also acknowledges the learner as a social being reliant on interaction with others to generate meaning. The problem statement for this study is based on the researcher’s opinion that In South African schools rote learning and memorisation are still the main methods of learning. The reason for this is because the majority of educators have been schooled in the traditional educational paradigm where the teaching process essentially revolves around the educator. In such a system learners who can recall facts best and obtain the best grades are regarded as having learnt well. The researcher contests the assertion that the learners learnt authentically. The progressive teaching approach is proffered by the educator as an alternative for the attainment of authentic learning in a grade 10 Economics classroom. In an authentic learning environment learners are prepared to face challenges in the real world through the development of critical thinking and problem-solving skills. Learners collaborate and cooperate as members of a group to unravel problems. The researcher makes use of a qualitative research design for this study. The grade 10 Economics class of the researcher is used a case study to ascertain whether a progressive teaching approach can enhance authentic learning. Twelve learners out 26 that indicated that they would participate eventually took part in the study. The research instruments used were the video recorded lessons, teacher observation sheets and learner focused-group interviews. One of the findings from the study was that authentic learning skills such as problem-solving and critical thinking can be developed through the educator using the progressive teaching approach. This is in line with the principles of the CAPS for Economics. Another finding is that although more learner involvement is required for the progressive approach, the role of the educator remains crucial as a knowledge expert and a facilitator in the classroom. A further finding was that learners embraced the co-operative learning strategy which is one of the fundamentals of authentic learning. They enjoyed teaching to and learning from one another in group work. Finally, learners appreciated the use of cartoons and team-games by the progressive educator as additional strategies to further authenticate and enhance the learning experience. In summary the researcher wants to contend that from the literature study, the findings of the empirical research and the recommendation of this study that by working within the parameters of the CAPS for Economics, authentic learning can be achieved via a progressive teaching design. / Curriculum and Instructional Studies / M.
