Yukon First Nation wildlife harvest data collection and management : lessons learned and future steps

The Yukon Umbrella Final Agreement was signed in 1993 and Chapter 16 allows Yukon First Nations to govern wildlife harvest on traditional territories. First Nation governments manage wildlife using traditional ecological knowledge and have started to collect harvest data to inventory wildlife use and incorporate in management. A workshop, hosted near Lake Laberge by Ta�an Kw�ch��n, facilitated discussion amongst First Nation delegates regarding wildlife harvest data collection was conducted November 5 and 6, 2009. A questionnaire was conducted prior to the workshop to provide guidance for discussion topics. The workshop had four objectives: 1) understand the importance of First Nation harvest data and how the data will be used during management decisions, 2) discuss methods used to collect harvest data and potential for a unified approach, 3) discuss potential methods for storing data, protecting confidentiality while allowing effective management, and 4) produce a document that can be used to implement or improve harvest data collection. This project will fulfill the fourth objective by summarizing the workshop content, explore the factors that promote and hinder data collection, and the intermediate and long-term objectives that will allow First Nation governments to become effective co-management partners while ensuring their traditional lifestyle and connection to the land is not lost.

Power-sharing in the English lowlands? : exploring farmer cooperation and participation in water governance

Involving stakeholders in water governance is becoming an increasingly important topic in England. In this thesis I consider this ambition from the farming perspective, by investigating the potential for farmers to cooperate and participate in water governance. This dynamic is viewed through the conceptual lens of adaptive comanagement, an approach which its proponents claim can achieve the dual focus of ecosystem protection and livelihood sustainability under conditions of change and uncertainty. The relevance of adaptive comanagement is highlighted by the increasing complexity and uncertainty surrounding water governance in England, amongst other things because of the effects of climate change and a growing population. The research adopts an integrated methodological approach that revolves around a “politicised” version of the Institutional Analysis and Development (IAD) Framework. Initially, three separate analyses investigate the context surrounding farming and water governance. The results of the contextual phase are incorporated into a more focused analysis, involving five farmer irrigator groups in the lowlands of eastern England. Here the intention is to explore the broader issues the research raises by investigating the potential for these groups to comanage water resources. Nine factors of success are identified, from which deeper, more abstract causal mechanisms are inferred. The relevance of the findings are discussed in relation to farming and water governance in England going forwards. Several key outcomes emerge from this research, including: 1) a theoretical and practical demonstration of the applicability of the politicised IAD Framework to studies of adaptive comanagement, 2) an understanding of the ways in which power, policy, and levels of trust influence the ability of lowland farmers to cooperate and participate in water governance, 3) specific strategies that can be used to develop comanagement arrangements between farmer groups and water managers.

These concepts take part in guidelines of policies implemented by the Brazilian Health Department as well as in some of the routines of managers and health workers. The National Policy for Humanization – PNH (2003), a pioneer method regarding Institutional Support – and the National Policy of Primary Health Care (2012) – have both embraced in their official guidelines these technologies that are the expression of a wish to transform the dominant models that organize both management and health production. In view of the transforming power inherent to these devices, we have carried out a descriptive case study with a qualitative approach. This case study intends to analyze conceptions and routines produced by municipal managers and Primary Health Care workers taking part in the Program for Improvement of Access and Quality (PMAQ) and the institutional support group that was created in 2012, in a municipality of the Third Department of Regional Health (DRSIII) in the State of São Paulo. We have employed scientific productions including some capital works in the field of Brazilian Health Care, that depict experiences which are not in keeping neither with the neoliberal program nor an understanding of how micropolitics actually funcions in health work. We conducted two interviews with managers, four focal groups with health workers and one focal group with the municipal group of institutional support. To conduct the analysis of these interviews and focal groups we have employed the thematic and categorial content developed. After concluding the analysis we have observed an intense production in those groups. Embracement has produced four categories, and it has also brought to light the fact that their routines and practices consisted in a model focused on the medical consultation. The reception screens the users, then the nursing team take care the procedures prior to the medical consultation that in a practical sense, have little in common with the concept of embracement. There are other practices such as the nursing consultation and group reunions (if conducted by the workers themselves) that make a difference in the daily routine of the health unity. For the nurses, comanagement has produced five categories, and have also brought to light new ways of coordinating as well as new relations of power. In this municipality there are different spaces of management and meetings for the health teams which have been incorporated to the daily schedule. These spaces may be reevaluated so that they could function in a less taylorist and more democratic in which workers and health managers could take part. The Institutional support produced five categories which have proven to be an experience linked to procedures which are rooted on the professional developement of worker and have a direct connection to their expertise. The methodology employed by the support group was built on its own actions, creating an interplay between contract, demand and supply. The supporter's interventions are always questioned both by those who give and receive support. In spite of all the challenges and the cristallyzed notions about the subject, we consider this experience to be a very innovative one: it holds on for more than a decade to practices that have been recognized as the force that moves forward a model of health care that is defending life. / O acolhimento, a cogestão e o apoio institucional foram formulados no decorrer da história de construção do Sistema Único de Saúde (SUS) há mais de uma década e estão presentes nos textos de algumas políticas ministeriais de saúde no Brasil e em algumas práticas de gestores e trabalhadores de saúde. A Política Nacional de Humanização – PNH (2003), pioneira na utilização do método de apoio institucional e a Política Nacional de Atenção Básica (2012), adotam em seus textos oficiais estas tecnologias que expressam um sentido de transformação de modelos hegemônicos de organização da gestão e produção de saúde. Considerando a potência transformadora destes dispositivos, pretendeu-se desenvolver este estudo de caso descritivo de abordagem qualitativa, cujo objetivo foi analisar concepções e práticas produzidas por gestores municipais, trabalhadores das unidades de atenção básica que aderiram ao Programa de Melhoria do Acesso e Qualidade (PMAQ) e grupo de apoio institucional, constituído em 2012, em um município paulista de uma região de saúde do Departamento Regional de Saúde - DRSIII de Araraquara. Como arcabouço teórico conceitual, foram utilizadas produções científicas referentes à saúde pública brasileira, sendo algumas delas marcos da sistematização dos temas deste estudo, que retratam experiências com intencionalidades opostas ao ideal neoliberal e compreensão da micropolítica do trabalho em saúde. Foram realizadas duas entrevistas com gestores, quatro grupos focais com trabalhadores de saúde e um grupo focal com o grupo de apoio institucional municipal. Para as análises das entrevistas e grupo focais foi utilizada a técnica de conteúdo temático-categorial em que se construíram categorias para cada tema. Após a realização da análise verificou-se uma produção intensa das equipes. O acolhimento produziu quatro categorias, que desvelaram que a prática das equipes conforma um modelo de atenção centrado na consulta médica. A recepção realiza a triagem dos usuários cabendo a equipe de enfermagem a realização de procedimentos que antecedem a consulta médica e que na prática se distanciam do acolhimento. Outras práticas como a consulta de enfermagem e atendimento em grupo quando desenvolvidas pelos trabalhadores, produzem diferenças no cotidiano dos serviços. A cogestão produziu cinco categorias que afloraram os modos de fazer coordenação das enfermeiras e relações de poder. O município apresenta diferentes espaços de gestão e reunião das equipes de saúde incorporadas a agenda de trabalho, que podem ser revistos para operarem numa lógica menos taylorista e mais democrática, envolvendo trabalhadores e gestores. O apoio institucional produziu cinco categorias que revelaram uma experiência pautada em práticas ancoradas na formação de cada profissional considerando seu núcleo de saber. A metodologia desenvolvida pelo grupo de apoio é construído na prática, num interjogo entre encomenda, demanda e ofertas. O fazer do apoiador é algo sempre questionado, por quem faz e quem recebe o apoio. Apesar dos desafios e de processos ainda cristalizados considera-se inovadora a experiência deste município, que sustenta por uma década práticas reconhecidas como propulsoras de uma modelo de atenção que defende a vida.

Un modèle et son revers : la cogestion des réserves de biosphère de Waza et de la Bénoué dans le Nord-Cameroun / A model and its counter : comanagement of the Waza and Benue biosphere reserves in Northern Cameroon

La cogestion des aires protégées a été conçue comme un modèle innovant àimplementer dans le but d’ameliorer les conditions de vie des populations riveraineset d’assurer une conservation durable des ressources biologiques. Cette theseconfronte ce modèle à la réalité de son application dans les réserves de biosphère deWaza et de la Bénoué, au Nord du Cameroun. Afin de mettre en évidence les raisonsdu contraste entre les resultats attendus et ceux obtenus, notre methode s’appuiesur l’analyse des donnees bioécologiques, des relevés sur le terrain, des enquêtes etinterviews auprès de différents acteurs et l’examen des terroirs des zones àcogestion. Les résultats montrent que la cogestion a permis de désamorcer unesituation conflictuelle entre les parties prenantes, et qu’elle a aussi favorise lacomprehension par les acteurs en charge des deux reserves, de l’interet qu’accordentles communautés riveraines aux ressources naturelles. Toutefois, ces résultatsrévèlent que les retombées de la cogestion en matière de protection de labiodiversite et de survie des populations riveraines n’ont pas ete a la hauteur dutemps et des moyens (financiers, matériels) investis et des espoirs placés en ceprocessus par les riverains. La situation de cogestion a provoqué de violents conflits,des rancoeurs et la decrepitude des entites biologiques, objets meme de cettecogestion. Cette étude montre comment les acteurs se servent de manièredetournee, comme d’une passerelle pour atteindre des fins personnelles, de lacogestion, prise en tenaille entre ses acteurs prêts à lui faire obstacle si besoin. Sontegalement mises en lumiere les responsabilites de l’Etat engage dans ce processussans étude de faisabilité et contraint de céder une partie de ses pouvoirs à desreprésentants sur le terrain. Sur le plan local, l’analyse des relations montre desstructures étatiques restées rigides, sans concession et sans ménagement face auxpopulations. Celles-ci, galvanisées par les ONG nationales et internationales,entendaient jouer pleinement le jeu, tout en masquant leurs activites d’exploitantsillégaux. Les deux parties se découvrent sur le terrain de la cogestion avec leursidentités de maître et de sujet, de répresseur et de braconnier. Ce jeu de dupes nepouvait être associé à la gestion participative. Les phases d’elaboration du conceptthéorique de cogestion qui auraient pu prévenir cette situation, ont étéappréhendées superficiellement par les parties prenantes, hypothéquant ainsi lesrésultats du processus à moyen et long terme. Effectivement, la perte de plus dutiers du potentiel faunique des deux réserves pendant la phase de cogestion et legain insignifiant de 400 frs CFA/an par habitant dans la réserve de la Bénoué ne sontpas de nature a stimuler l’avancee et l’appropriation du processus. La manière dontla cogestion dans les réserves de biosphère de Waza et de la Bénoué a été menée,met en évidence les limites des politiques préconçues, appliquées sur le terrain sanstenir compte des savoirs autochtones et des contextes particuliers. Notre étudedemontre l’importance d’une exploitation et d’une fusion reflechies et preparees dessavoirs et des compétences locaux et exogènes, afin de relever le défi de la gestiondurable des ressources naturelles. / The co-management of protected areas can be approached through an innovativemodel making it possible to improve the conditions of the people surrounding theprotected areas as well as to assure the sustainable conservation of its biologicalresources. The research in this thesis tests this model in the actual situation of thetwo biosphere reserves in the North of Cameroon: the Waza and Benoué NationalParks. In order to be able to explain differences between expected and obtainedresults we have developed a methodology analysing bio-ecological data, filedmeasurements, questionnaires and interviews with the different stakeholdersinvolved as well as an examination of the different co-managed territories. Theresults show that because of the application of co-management, potential conflictsituations between the different stakeholders have been prevented. Also it hasstimulated a better understanding of the actors in charge of the two reserves, aboutthe interest in the reserves’ natural resources by the people living around them.Nevertheless, the results show also that the benefits from the co-managementsystem in terms of protection of biodiversity and survival of the people living at theborders have not been promising in terms of financial and material means investedand in terms of the hope local people had in it. The co-management situation hasprovoked violent conflicts, resentment and decay of the biological entities, subject ofthis co-management. This research shows how actors have multiple agendas, likeusing co-management for their personal gain, while also tormenting other actors whostand in their way. It also puts some light on State stakeholders and theirengagement in this process without having done a feasibility study and with theconstraint of having to hand over part of their power to representatives in the field.At the local level, the analysis of the existing relationships shows that the statestructures stay rigid without compromising and without taking into consideration thelocal communities. The latter, being stimulated by national and international NGOs,understanding that the full game is played, while hiding their illegal exploitations.The two parties unfold in the field of co-management with their identities of beingmaster and subject, oppressor and poacher.This game of swindling cannot beassociated with participative management. The stages within the development of thetheoretical concept of co-management which could have prevented this situation hasbeen perceived as superficial by the different stakeholders, bringing in to discreditthe medium and long term process results. In fact, the loss of one third of thewildlife numbers in the two reserves during the co-management phase as well as theinsignificant gain of 400 FCFA per inhabitant of the Benoué reserve do not stimulatethe continuation and ownership of the process.The way the co-management in theBenoue and Waza biospheres reserves has been implemented , has shown the limitsof the preconceived policy, applied in the field without taking into consideration theknowledge of local people and its particular context. Our study shows the importanceof preparing and reflecting on the exploitation and integration of local and outsideknowledge and competences before setting up the challenging system of sustainablenatural resources co-management.

Filosofia do meio ambiente e gestão compartilhada da biodiversidade da Mata Atlântica : debates públicos sobre a coleta de frutos da palmeira-juçara no Rio Grande do Sul

O Bioma Mata Atlântica é reconhecido mundialmente como um hotspot (área prioritária para conservação) de biodiversidade. Como estratégia para enfrentar o desafio de sua gestão a UNESCO e o Governo brasileiro instituíram a Reserva da Biosfera da Mata Atlântica, que tem como objetivos a promoção da conservação da biodiversidade, do seu uso sustentável e do conhecimento científico e tradicional sobre seus componentes. Nesse sistema de gestão, diversos segmentos da sociedade envolvidos com a temática estão representados. As encostas do Planalto Meridional no Litoral Norte do Rio Grande do Sul são o limite meridional de ocorrência da Mata Atlântica stricto sensu. Essa região passou por diferentes fases de ocupação, tendo a agricultura sempre um papel central em sua economia. Como resultado de mudanças de caráter ecológico, econômico e jurídico, essas áreas, onde outrora a agricultura foi praticada intensivamente, tiveram sua utilização substancialmente diminuída, voltando a estar cobertas pela sucessão ecológica da floresta. As restrições legais de uso da terra (tendo a fiscalização ambiental se intensificado a partir da década de 1990) vieram a agudizar um processo de marginalização socioeconômica de uma parcela da população resultando, entre outros efeitos, em empobrecimento e aumento do êxodo rural. Frente a essa situação, uma série de atores sociais tem buscado promover a utilização sustentável de produtos florestais não madeiráveis oriundos da biodiversidade nativa, entendendo-a capaz de aliar geração de renda e conservação da biodiversidade. Esses atores são imbuídos de diferentes concepções filosóficas, particularmente no que toca às dimensões da ética (diferentes valorações morais) e da ontologia (diferentes entendimentos sobre a relação ser humano/natureza). No início de 2008, algumas instituições levaram ao Comitê Estadual da Reserva da Biosfera da Mata Atlântica do Rio Grande do Sul (CERBMA) a problemática dos frutos da palmeira-juçara (Euterpe edulis), fazendo, o autor da dissertação, parte de uma delas e, participando das negociações nessa condição. Essa espécie é utilizada de forma insustentável para extração do palmito (meristema apical), atividade largamente realizada de forma clandestina e que levou a espécie a ser considerada ameaçada de extinção. A utilização dos frutos, nesse sentido, se apresenta como alternativa para a conservação da espécie. No CERBMA foram realizadas diversas reuniões que culminaram na aprovação do “Projeto piloto para o uso sustentável dos frutos da palmeira-juçara”. Esse processo de construção é o objeto de análise desta dissertação. Desde os referenciais teóricos assumidos, nos processos de gestão da biodiversidade estão envolvidos diversas dimensões: desde as mais específicas, referentes ao conhecimento ecológico e aos sistemas de manejo, até as mais gerais, atinentes aos arranjos institucionais e a às ontologias e éticas envolvidas. O presente trabalho analisa o Projeto Piloto nas dimensões mais amplas (filosófica e dos arranjos institucionais), discutindo as mais específicas em relação a elas. O problema de pesquisa que o motiva, portanto, é o seguinte: considerando os debates públicos sobre a coleta de frutos da palmeira-juçara que tiveram lugar no âmbito do CERBMA e seus desdobramentos, quais arranjos institucionais sobre a gestão da biodiversidade se estabeleceram e quais as questões filosóficas, abrangendo dimensões éticas e ontológicas, se expressam nesses debates? Para respondê-la, foi realizada pesquisa de campo com coleta de dados por observação participante nas 14 reuniões públicas que trataram da temática e entrevistas semi-estruturadas com 13 atores sociais envolvidos. A análise desse material permitiu caracterizar o processo como um caso de gestão compartilhada da biodiversidade onde os critérios para o manejo foram definidos a partir da base de conhecimento científico e tradicional, e os arranjos institucionais para a gestão do Projeto foram construídos entre os atores envolvidos. Um ponto focal da discussão versou sobre como deveria ser realizado o monitoramento da atividade. Quanto à dimensão ontológica, foram identificados elementos de uma ontologia dissociativa característica da modernidade (que divide a Natureza e a Sociedade em campos ontológicos absolutamente distintos) que tende a dividir a gestão da propriedade rural entre preservação e uso. Também foram identificados elementos de uma ontologia integrativa que permite uma gestão da biodiversidade na propriedade rural em que a conservação da biodiversidade e o seu uso estejam conjugados. É argumentado que essa visão é a mais adequada. Quanto à dimensão ética, foram identificados no debate elementos de valorações biocêntricas, alinhadas com a ontologia dissociativa, e ecocêntricas, alinhadas à ontologia integrativa, sendo discutidas as conseqüências sobre a utilização do ambiente que elas ensejam. Os atores não se identificaram entre si como utilizando uma perspectiva valorativa preocupada unicamente com o lucro pecuniário (denominada como valoração crematocêntrica). Embora diferentes perspectivas ontológicas e éticas se fizeram presentes nos debates públicos, isso não impediu a construção de um consenso sobre a necessidade de construir, com o Projeto Piloto, um arranjo institucional envolvendo instituições governamentais e não governamentais na gestão da biodiversidade. / The Atlantic Forest biome is recognized worldwide as a hotspot of biodiversity. As a strategy to meet the challenge of its management, UNESCO and the Brazilian government established the Atlantic Forest Biosphere Reserve, which aims to promote the conservation of biodiversity, its sustainable use and the scientific and traditional knowledge on its components. In this management system, various segments of society concerned with the issue are represented. The slopes of the Southern Plateau on the North Coast of Rio Grande do Sul is the southern limit of occurrence of the Atlantic Forest stricto sensu. This region has gone through different phases of occupation, having farming always a central role in its economy. As a result of ecological, economic and legal changes, these areas, where once agriculture was practiced intensively, had substantially reduced its use, returning to be covered by the ecological succession of the forest. Legal restrictions on land use (with the environmental monitoring intensified from the 1990s) came to deepen the process of socioeconomic marginalization of a segment of the population resulting, among other effects, in impoverishment and migration from rural areas. Faced with this situation, a number of social actors have sought to promote sustainable use of non-timber forest products from native biodiversity, considering it capable of combining income generation and biodiversity conservation. These actors are imbued with different philosophical concepts, particularly with regard to the ethical dimensions (different moral valuations) and ontology (different understandings on “human / nature relationship”). In early 2008, some institutions (the thesis author participating of one of them) have led to the State Committee for the Atlantic Forest Biosphere Reserve of Rio Grande do Sul (CERBMA) the issue of the fruits of juçara-palm (Euterpe edulis). This species is used in an unsustainable way to extract the palm heart (apical meristem), an activity largely carried out clandestinely and that led to the species being considered endangered of extinction. In this sense, the use of its fruits provides an alternative to the conservation of the species. In CERBMA several meetings were held which culminated in the adoption of the "Pilot Project for sustainable use of the fruits of juçara-palm. This construction process is the object of analysis in this thesis. Since its theoretical commitments, in the process of biodiversity management are involved various dimensions: from the more specific, referring to the ecological knowledge and management systems, to the more general, relating to institutional arrangements and the ontology and ethics involved. This study examines the Pilot Project on the broader dimensions (philosophical and institutional arrangements), discussing the more specific in relation to them. The research problem that motivates it, therefore, is: given the public debate about collecting fruits of the juçara-palm held under CERBMA and its consequences, which institutional arrangements on biodiversity management were established and which philosophical issues, including ethical and ontological dimensions are expressed in these debates? To answer this question, field research was carried out with data collection by participant observation at the 14 public meetings that dealt with this matter and semi-structured interviews with 13 social actors involved. The analysis of this material allowed us to characterize the process as a case of co-management of biodiversity where the criteria for the handling were defined on the base of scientific and traditional knowledge, and institutional arrangements for managing the project were built between the actors involved. A focal point of discussion was about how monitoring of the activity should be done. As to the ontological dimension, we identified elements of a dissociative ontology characteristic of modernity (which divides the Nature and Society in completely different ontological fields) that tends to divide the farm management among preservation and use. Were also identified elements of an ontology that allows an integrative management of biodiversity on the farm where the conservation of biodiversity and its use are combined. It is argued that this view is more appropriate. O Bioma Mata Atlântica é reconhecido mundialmente como um hotspot (área prioritária para conservação) de biodiversidade. Como estratégia para enfrentar o desafio de sua gestão a UNESCO e o Governo brasileiro instituíram a Reserva da Biosfera da Mata Atlântica, que tem como objetivos a promoção da conservação da biodiversidade, do seu uso sustentável e do conhecimento científico e tradicional sobre seus componentes. Nesse sistema de gestão, diversos segmentos da sociedade envolvidos com a temática estão representados. As encostas do Planalto Meridional no Litoral Norte do Rio Grande do Sul são o limite meridional de ocorrência da Mata Atlântica stricto sensu. Essa região passou por diferentes fases de ocupação, tendo a agricultura sempre um papel central em sua economia. Como resultado de mudanças de caráter ecológico, econômico e jurídico, essas áreas, onde outrora a agricultura foi praticada intensivamente, tiveram sua utilização substancialmente diminuída, voltando a estar cobertas pela sucessão ecológica da floresta. As restrições legais de uso da terra (tendo a fiscalização ambiental se intensificado a partir da década de 1990) vieram a agudizar um processo de marginalização socioeconômica de uma parcela da população resultando, entre outros efeitos, em empobrecimento e aumento do êxodo rural. Frente a essa situação, uma série de atores sociais tem buscado promover a utilização sustentável de produtos florestais não madeiráveis oriundos da biodiversidade nativa, entendendo-a capaz de aliar geração de renda e conservação da biodiversidade. Esses atores são imbuídos de diferentes concepções filosóficas, particularmente no que toca às dimensões da ética (diferentes valorações morais) e da ontologia (diferentes entendimentos sobre a relação ser humano/natureza). No início de 2008, algumas instituições levaram ao Comitê Estadual da Reserva da Biosfera da Mata Atlântica do Rio Grande do Sul (CERBMA) a problemática dos frutos da palmeira-juçara (Euterpe edulis), fazendo, o autor da dissertação, parte de uma delas e, participando das negociações nessa condição. Essa espécie é utilizada de forma insustentável para extração do palmito (meristema apical), atividade largamente realizada de forma clandestina e que levou a espécie a ser considerada ameaçada de extinção. A utilização dos frutos, nesse sentido, se apresenta como alternativa para a conservação da espécie. No CERBMA foram realizadas diversas reuniões que culminaram na aprovação do “Projeto piloto para o uso sustentável dos frutos da palmeira-juçara”. Esse processo de construção é o objeto de análise desta dissertação. Desde os referenciais teóricos assumidos, nos processos de gestão da biodiversidade estão envolvidos diversas dimensões: desde as mais específicas, referentes ao conhecimento ecológico e aos sistemas de manejo, até as mais gerais, atinentes aos arranjos institucionais e a às ontologias e éticas envolvidas. O presente trabalho analisa o Projeto Piloto nas dimensões mais amplas (filosófica e dos arranjos institucionais), discutindo as mais específicas em relação a elas. O problema de pesquisa que o motiva, portanto, é o seguinte: considerando os debates públicos sobre a coleta de frutos da palmeira-juçara que tiveram lugar no âmbito do CERBMA e seus desdobramentos, quais arranjos institucionais sobre a gestão da biodiversidade se estabeleceram e quais as questões filosóficas, abrangendo dimensões éticas e ontológicas, se expressam nesses debates? Para respondê-la, foi realizada pesquisa de campo com coleta de dados por observação participante nas 14 reuniões públicas que trataram da temática e entrevistas semi-estruturadas com 13 atores sociais envolvidos. A análise desse material permitiu caracterizar o processo como um caso de gestão compartilhada da biodiversidade onde os critérios para o manejo foram definidos a partir da base de conhecimento científico e tradicional, e os arranjos institucionais para a gestão do Projeto foram construídos entre os atores envolvidos. Um ponto focal da discussão versou sobre como deveria ser realizado o monitoramento da atividade. Quanto à dimensão ontológica, foram identificados elementos de uma ontologia dissociativa característica da modernidade (que divide a Natureza e a Sociedade em campos ontológicos absolutamente distintos) que tende a dividir a gestão da propriedade rural entre preservação e uso. Também foram identificados elementos de uma ontologia integrativa que permite uma gestão da biodiversidade na propriedade rural em que a conservação da biodiversidade e o seu uso estejam conjugados. É argumentado que essa visão é a mais adequada. Quanto à dimensão ética, foram identificados no debate elementos de valorações biocêntricas, alinhadas com a ontologia dissociativa, e ecocêntricas, alinhadas à ontologia integrativa, sendo discutidas as conseqüências sobre a utilização do ambiente que elas ensejam. Os atores não se identificaram entre si como utilizando uma perspectiva valorativa preocupada unicamente com o lucro pecuniário (denominada como valoração crematocêntrica). Embora diferentes perspectivas ontológicas e éticas se fizeram presentes nos debates públicos, isso não impediu a construção de um consenso sobre a necessidade de construir, com o Projeto Piloto, um arranjo institucional envolvendo instituições governamentais e não governamentais na gestão da biodiversidade. / The Atlantic Forest biome is recognized worldwide as a hotspot of biodiversity. As a strategy to meet the challenge of its management, UNESCO and the Brazilian government established the Atlantic Forest Biosphere Reserve, which aims to promote the conservation of biodiversity, its sustainable use and the scientific and traditional knowledge on its components. In this management system, various segments of society concerned with the issue are represented. The slopes of the Southern Plateau on the North Coast of Rio Grande do Sul is the southern limit of occurrence of the Atlantic Forest stricto sensu. This region has gone through different phases of occupation, having farming always a central role in its economy. As a result of ecological, economic and legal changes, these areas, where once agriculture was practiced intensively, had substantially reduced its use, returning to be covered by the ecological succession of the forest. Legal restrictions on land use (with the environmental monitoring intensified from the 1990s) came to deepen the process of socioeconomic marginalization of a segment of the population resulting, among other effects, in impoverishment and migration from rural areas. Faced with this situation, a number of social actors have sought to promote sustainable use of non-timber forest products from native biodiversity, considering it capable of combining income generation and biodiversity conservation. These actors are imbued with different philosophical concepts, particularly with regard to the ethical dimensions (different moral valuations) and ontology (different understandings on “human / nature relationship”). In early 2008, some institutions (the thesis author participating of one of them) have led to the State Committee for the Atlantic Forest Biosphere Reserve of Rio Grande do Sul (CERBMA) the issue of the fruits of juçara-palm (Euterpe edulis). This species is used in an unsustainable way to extract the palm heart (apical meristem), an activity largely carried out clandestinely and that led to the species being considered endangered of extinction. In this sense, the use of its fruits provides an alternative to the conservation of the species. In CERBMA several meetings were held which culminated in the adoption of the "Pilot Project for sustainable use of the fruits of juçara-palm. This construction process is the object of analysis in this thesis. Since its theoretical commitments, in the process of biodiversity management are involved various dimensions: from the more specific, referring to the ecological knowledge and management systems, to the more general, relating to institutional arrangements and the ontology and ethics involved. This study examines the Pilot Project on the broader dimensions (philosophical and institutional arrangements), discussing the more specific in relation to them. The research problem that motivates it, therefore, is: given the public debate about collecting fruits of the juçara-palm held under CERBMA and its consequences, which institutional arrangements on biodiversity management were established and which philosophical issues, including ethical and ontological dimensions are expressed in these debates? To answer this question, field research was carried out with data collection by participant observation at the 14 public meetings that dealt with this matter and semi-structured interviews with 13 social actors involved. The analysis of this material allowed us to characterize the process as a case of co-management of biodiversity where the criteria for the handling were defined on the base of scientific and traditional knowledge, and institutional arrangements for managing the project were built between the actors involved. A focal point of discussion was about how monitoring of the activity should be done. As to the ontological dimension, we identified elements of a dissociative ontology characteristic of modernity (which divides the Nature and Society in completely different ontological fields) that tends to divide the farm management among preservation and use. It is argued that this view is more appropriate. L’apport des infirmières au processus de consentement aux soins en milieu pédiatrique et enjeux éthiques qui en découlent

Cette recherche, traitera de la perception qu’ont les infirmières, œuvrant en milieu pédiatrique, de leur apport dans le processus de consentement aux soins et des enjeux éthique qui en découlent. L’analyse de leurs commentaires, fait voir une extension de la définition, plus classique, du concept même de consentement, pour y inclure la dimension d’un processus enclenché et poursuivi dans le dialogue et la né-gociation; un consentement sans cesse à répéter, à renégocier. Les participantes ne parlaient guère d’autonomie mais parlent surtout de ce consen-tement aux actes de soins, actes individuels, voire routiniers. Le but recherché par l’infirmière est moins une permission donnée par le patient pour que le soignant fasse son travail en toute immunité sur le plan légal, qu’une collaboration pour permettre une cogestion de la maladie. Très souvent, les infirmières discutent de l’importance qu’a pour elles le travail d’équipe, comme la façon logique de concevoir leur travail. Il devient logique aussi d’étendre aux parents et à l’enfant la participation à l’équipe thérapeutique. Ce n’est pas dire que tout se passe sans heurt. L’enfant peut s’opposer, ou le parent. Les conflits de valeurs surgissent: conflits et détresse morale suscités chez l’infirmière par la confrontation à des croyances et des valeurs culturelles et reli-gieuses différentes de celles auxquelles l’infirmière adhèrerait plus facilement. Mais souvent, l’infirmière fait montre d’une grande sensibilité culturelle et religieuse; et il lui arrive de faire appel à des collègues qui pourraient, plus qu’elle, connaître les sys-tèmes de valeurs qui posent question. Nous nous sommes servi d’un ensemble de référents interprétatifs initiaux à titre d’un cadre conceptuel intégrant des notions tirées du modèle de soins infirmiers de Corbin et Strauss, ainsi que de la perspective proposée par l’interactionnisme symbo-lique. / This research will address the perception that nurses working in a pediatric setting have of their contribution to the process of consent for care. Data analysis reveals an extension of the more conventional definition: here, the very con-cept of consent is perceived as to include the dimension of a process initiated and continued in dialogue and negotiation. Participants hardly spoke about autonomy but mostly of constantly repeated and renegotiated consent to individual or even routine acts of care. The intent of the nurse is less to obtain the patient’s permission for the caregiver to do his or her job with immunity, in legal terms; it is more to empower the child and his or her parents so as to obtain a collaboration to enable co-management of the disease. Very often, nurses discussed the importance for them of teamwork as the logical way to design their work. It is also logical to extend to parents and children an invitation to partici-pate in the therapeutic team. This is not to say that everything always goes smoothly. The child or the parent may raise opposition. Value conflicts then arise: conflicts and moral distress among nurs-es generated by the confrontation of beliefs and cultural and religious values differ-ent from those the nurse would more easily be comfortable with. But often, the nurse demonstrated a great cultural and religious sensitivity, and even would seek advice from colleagues who could know, more than she, about the value systems that raise questions. We used a set of interpretative initial referents as a conceptual framework that inte-grates concepts from the nursing model of Corbin and Strauss, as well as from the symbolic interactionism perspective.

To hunt and to hold : Martu Aboriginal people's uses and knowledge of their country, with implications for co-management in Karlamilyi (Rudall River) National Park and the Great Sandy Desert, Western Australia

[Truncated abstract] This ethnoecological study examines land uses by modern Martu Aboriginal people on their country. They occupy very remote settlements—Parnngurr, Punmu and Kunawarritji—in the Great and Little Sandy Deserts. In 1990, their country included Crown Lands and Rudall River National Park. The study investigated the proposition that the knowledge and practices of Martu were of direct relevance to ecosystem processes and national park management. This research commenced in the wider Australian research context of the late 1980s – early 90s when prevailing questions were about the role of customary harvest within contemporary Aboriginal society (Altman 1987; Devitt 1988) and the sustainability of species-specific harvests by Australian indigenous people (Bomford & Caughley 1996). Separately, there was a national line of enquiry into Aboriginal roles in natural resource and protected area management (Williams & Hunn 1986; Birckhead et al. 1992). The field work underpinning this study was done in 1986–1988 and quantitative data collected in 1990 whilst the researcher lived on Martu settlements. Ethnographic information was gathered from informal discussions, semi-structured interviews and participant observation on trips undertaken by Martu. A variety of parameters was recorded for each trip in 1990. On trips accompanied by the researcher, details on the plant and animal species collected were quantified. Martu knowledge and observations of Martu behaviour are interpreted in terms of the variety of land uses conducted and transport strategies including vehicle use; the significance of different species collected; socio-economic features of bush food collection; spatio-temporal patterns of foraging; and, the 'management' of species and lands by Martu. The research found that in 1990, hunting and gathering were major activities within the suite of land uses practiced by Martu. At least 40% of trips from the settlements were principally to hunt. More than 43 animal species and 37 plant food species were reported to be collected during the study; additionally, species were gathered for firewood, medicines and timber artefacts. Customary harvesting persisted because of the need for sustenance, particularly when there were low store supplies, as well as other reasons. The weight of bush meats hunted at least equalled and, occasionally, was three times greater than the weights of store meats available to Parnngurr residents. ... Paradoxically, hunting was a subject of significant difference despite it being the principal activity driving Martu expertise and practice. There is potential for comanagement in the National Park but it remains contingent on many factors between both Martu and DEC as well as external to them. The dissertation suggests practical strategies to enhance co-management.
