Public Participation in Science and Technology Policy: Consensus Conferences and Social Inclusion

This study looks at the National Citizens’ Technology Forum (NCTF), a modified version of the consensus conference, which took place in March, 2008 in six cities across the U.S. to understand how inclusive these methods of public participation are in practice. The study focuses on two of these sites. Inclusion of participants was defined in terms of presence, voice and being heard. Transcripts of the audio-visual recordings of the proceedings were the main data of analysis. By focusing on the talk within these deliberative forums, the study looked at how the rules of engagement and status (ascribed and achieved) differences between participants can affect inclusion. The analysis did not reveal any substantial effects of ascribed characteristics on deliberation. Facilitation and the presence of expertise among the participants were found to effect inclusion and equality among participants. These findings suggest that organizers and facilitators of deliberative exercises have to be reflexive of their role as well as aware of the group dynamics. The results also address the larger questions within science and technology policy like the role of expertise and the public in decision making, the institutional design of participatory exercises, and their relation to the political culture and the policy process.

La publication scientifique dans les revues spécialisées et les actes de conférences permet de communiquer les progrès en sciences. Les comités de rédaction et de programme sous-jacents représentent la clé de voûte du processus d'évaluation. Avec le développement des revues et le nombre croissant de conférences scientifiques organisées chaque année, rechercher des experts pour participer à ces comités est une activité chronophage mais critique. Cette thèse se focalise sur la tâche de suggestion de membres de comité de programme (CP) pour des conférences scientifiques. Elle comporte trois volets. Premièrement, nous proposons une modélisation basée sur un graphe hétérogène pondéré de l'expertise scientifique multifacette des chercheurs. Deuxièmement, nous définissons des indicateurs scientométriques pour quantifier les critères impliqués dans la constitution de CP. Troisièmement, nous concevons une approche de suggestion de membres de CP pour une conférence donnée, en combinant les résultats des indicateurs scientométriques susmentionnés. Notre approche est expérimentée pour une des conférences de premier plan de notre communauté de recherche : SIGIR, en considérant ses éditions de 1971 à 2015, ainsi que les conférences proches thématiquement. / Academic publishing in specialized journals and conference proceedings is the main way to communicate progress in science. The underlying editorial and program committees represent the cornerstone of the evaluation process. With the development of journals and the increasing number of scientific conferences held annually, searching for experts who would serve in these committees is a time-consuming and yet critical activity. This PhD thesis focuses on the task of suggesting program committee (PC) members for scientific conferences. It is organized into three parts. First, we propose a modelling of the multifaceted scientific expertise of researchers based on a weighted heterogeneous graph. Second, we define scientometric indicators to quantify the criteria involved in the composition of CPs. Third, we design a CP member suggestion approach for a given conference, combining the results of the aforementioned scientometric indicators. Our approach is experimented in the context of leading conferences of our research community: SIGIR, considering its editions from 1971 to 2015, and topically close conferences.

In this way, using a hypothetical deductive thinking approach, by means of the hypothesis that more than half of the normative acts formulated by the Brazilian Congress, after the publication of this conference report’s, governmental actions, processes, tactics, strategies, or programs with the potential to substantiate some kind of security policy have been related to the principles and guidelines it has deliberately, tried demonstrate, comparatively, the percentage found between the principles and the guidelines and what has been produced by the public power in this sector. The work begins with a bibliographical research on policy and theories about participatory and deliberate democracy, to analyze the final report of the first national conference of public safety in Brazil, concerned to the data related to the government acts in question, arranged in the network information systems (INTERNET) of the Brazilian Congress and the Justice Ministry, extracting the necessary information to assist in the filling of gaps of scientific knowledge that Can explain the formulation and security policy design’s in Brazil. As result, the hypothesis was confirmed, demonstrating the percentage achieved by these acts, including in relation to each principle and guideline. / O estudo analisa as ações governamentais, os processos, as táticas, as estratégias ou os programas com potencial de consubstanciar algum tipo de política pública de segurança formulada de acordo com os princípios e as diretrizes deliberadas na primeira Conferência Nacional de Segurança Pública no Brasil. Dessa forma, usando uma abordagem de pensamento hipotético-dedutivo, por meio da proposição da hipótese de que mais da metade dos atos normativos formulados pelo Congresso Nacional depois da publicação do relatório da primeira Conferência Nacional de Segurança Pública, que instituíram ações governamentais, processos, táticas, estratégias ou programas com potencial de consubstanciar algum tipo de política pública de segurança guardaram relação com os princípios e as diretrizes nela deliberados, pretendeu-se demonstrar, comparativamente, a proporção encontrada entre os princípios e as diretrizes e o que foi produzido pelo Poder Público nesse setor. O trabalho se inicia por uma pesquisa bibliográfica sobre políticas públicas e teorias sobre democracia participativa e deliberativa, para, em seguida, analisar o relatório final da primeira Conferência Nacional de Segurança Pública, relacionado com os dados que dizem respeito aos atos em questão, dispostos nos sistemas de informações em rede (Internet) do Congresso Nacional e do Ministério da Justiça, extraindo-se as informações necessárias para auxiliar no preenchimento de lacunas do conhecimento científico que consigam explicar a formulação e o desenho de políticas públicas de segurança no Brasil. Como resultado, confirmou-se a hipótese, demonstrando-se qual o percentual atingido por esses atos, inclusive em relação a cada princípio e diretriz.

The thesis deals with the concept of family conferences, which are a support tool for the functioning of families. The paper' s objective is to present information about the character, implementation and difficulties of the practice of family conferences. The text is divided into a theoretical and practical part. The theoretical part focuses on the topic of family, its functioning and possibilities of its support within the Czech system of social care. Furthermore, it provides information about the benefits and the process of family conferences. The research part presents and evaluates the research of documents presenting the reasons for the implementation of family conferences, its impact and development in New Zealand, the Netherlands and the Czech Republic. The research part includes qualitative research carried out in the form of an interview. It provides information about some problem-solving processes in the families. The research findings suggest that we can benefit from experience from other countries during the implementation of family conferences in the Czech Republic and that the families involved in the research are inclined to solving complex situations by their own efforts. Criterios de calidad en interpretación simultánea de conferencias (inglés-español) por parte de los intérpretes y destinatarios

En los estudios de calidad en interpretación, se ha discutido ampliamente qué significa calidad y quién la debe evaluar. Generalmente, las investigaciones se han centrado en las perspectivas de los destinatarios y de los intérpretes como evaluadores, pero pocos han considerado ambas perspectivas en simultáneo. Este estudio busca determinar cómo coinciden o se diferencian las valoraciones de calidad de los destinatarios y de los intérpretes mediante el análisis de un conjunto de criterios de calidad valorados en el contexto de interpretación simultánea de conferencias en Lima, Perú. Por ello, se empleó una metodología mixta: se encuestó a 77 destinatarios en siete conferencias especializadas y se entrevistó a diez intérpretes. Se encontró que ambos grupos coinciden en la valoración de la fluidez verbal y acento nativo, pero difieren en la valoración del uso correcto de los términos y la fidelidad del mensaje. Los resultados coinciden parcialmente con los de otras investigaciones, pero se encontraron diferencias en las valoraciones de los destinatarios. Además, indican que, si bien ambos grupos tienen distintas prioridades, sus concepciones de calidad no son muy alejadas. / In Interpreting Studies, there has been a lot of discussion about quality and who should evaluate it. Research has generally focused on the users and interpreters’ perspectives, but few studies have considered both perspectives simultaneously. Using a mixed-methods approach, this study aims at determining the similarities or differences between users and interpreters’ notion on quality by analyzing eleven quality criteria in the context of simultaneous conference interpreting in Lima, Peru. Ten conference interpreters were interviewed and surveyed, and 77 users were surveyed at seven specialized conferences. Both groups coincide in the rating of fluency and native accent but differed in the rating of correct use of terminology and sense consistency with the original. These results are partially in line with other studies’ results, but there are some differences regarding the users’ ratings of quality criteria. Furthermore, although both groups have different priorities, their notions on quality are not very different. / Trabajo de investigación
