CAFTA and Response Method of Taiwan

Economic globalization at post-Cold War era brings new opportunities and challenges for economic development in each country. Regionalism is the main feature of multipolar international systems and globalization and regionalization are two main powers to push current international politics and economy development forward. Since China reformed and opened the policy in 1978, fast economic growth has made China become the regional leader to obtain regional politics and economy advantages through good-neighborly diplomacy. Moreover, ASEAN consists of medium and small countries and has to build up the safety for the Nationals and regions as so to strengthen the integration of politics and economy. Due to the painful lessons of Asian Financial Crisis in 1997, the turning point contributes both parties to establish ¡§China-ASEAN FTA¡¨ in 2010. Taiwan is located at the center of west Pacific which is the major juncture of North East Asia and Southeast Asia and has the superiority of geographical conditions. Taiwan is a trade-oriented country and Taiwan, China and ASEAN have close economic and trade relations. Taiwan depends deeply on China¡¦s economy and trade and the establishment of ¡§China-ASEAN FTA¡¨ will cause crowding effect to Taiwan¡¦s economy and trade. Due to international blockaded by China¡¦s ¡§one China¡¨ policy, ASEAN maintains separation strategy of economy and trade to Taiwan. During the economic globalization, advancing Regional Trade Agreement or allying with bilateral trade has become the strategy for each country to boost global competitiveness through regional economic integration. Therefore, stable domestic political environment is one of the main elements to affect national diplomacy and security policy. Cross-Strait relations in politics are full of complex confrontation and contradiction. After Ma Ying-jeou exercised the power, both sides opened the negotiation way and economic issues have become the most important focus. Both sides started with theory of neofunctionalism and the precondition is to put the controversy about both sides¡¦ sovereignty aside but normalize the economic and trade relations. Both sides reopened the negotiation which is the foundation to build up mutual trust and reciprocity and mutual benefit is the ultimate goal. Opposite ideology shall be put aside and Economic Cooperation Framework Agreement shall be signed to ensure the economic safety and cooperation between both sides in response to the impact of establishing ¡§China-ASEAN FTA¡¨ to settle a stable economic relation to both sides.

Research on Design of Institutions of Administrative Law on Cross-Strait Exchanges from the Management Point of View

Abstract Cross-strait exchanges have become more frequent since Taiwan abolished the martial law on July 16th, 1987. At the same year, the restriction on family visit to China was deregulated on November 2nd. However, the Act Governing Relations between the People of the Taiwan Area and the Mainland Area about protection of Mainland people¡¦s right is obviously incomplete. For instance, according to Article 95-3 of Act Governing Relations between the People of the Taiwan Area and The Mainland Area, the provisions of the Administrative Procedures Act shall not apply to the handling of the matters related to the dealings between the people of the Taiwan Area and the Mainland Area. The regulation really retarded the development of cross-strait exchanges. Besides, the researcher found out that the Act Governing Relations between the People of the Taiwan Area and the Mainland Area is not in accordance with the social¡¦s status in cross-strait exchanges. Therefore, the Act Governing Relations between the People of the Taiwan Area and the Mainland Area has to be regulated. In this research, the author reviewed the regulations, mechanisms and social status in managing way on the basis of the five frameworks of administrative laws, including Basic Principle, Administrative Organization, Administrative Competence, Administrative Remedy and Administrative Supervision, and literature review, comparative analysis and historical induction. For the purpose of improving regulations of cross-strait exchanges, the researcher suggested that the Act Governing Relations between the People of the Taiwan Area and the Mainland Area should be re-legislated.

The Analysis of The Pan-green Electorates¡¦ Perspectives towards Development of Kaohsiung under Cross-strait Pattern

The pan-green coalition¡¦s perspectives towards development of Kaohsiung under cross-strait pattern are investigated in this disquisition. The gist of the study, that adopts Dr. Ming-shen Wang¡¦s original PAM (Public Affairs Management) and SDM (Social Development Matrix) methods as a foundation of its theory, and that combines MOORE¡¦s V.C.S. ( Value, Capacity, Support ) policy characterized in triangle interview issues, looks into whether the management and operation are available for Kaohsiung government¡¦s communicating of cross-strait trades. After dealing with the pan-green opinions, by interviewing 55 persons who belong to pan-green and neutral constituencies, including delegates, scholars, media, public officials, all sorts of trades, and citizens, the conclusion appears their common believes and various values of their statements. However, the conflict exists among the constituencies¡¦ knowledge towards the development of Kaohsiung city under the cross-strait circumstance. For example, at the controversial film festival year when Rebiya Kadeer was displayed without being censored, there are convincing conflicts over it between public officials and citizens. In the official group, 100 percent reveals that in democratic Taiwan, it is unnecessary to be censored at all. Comparing the citizen group, 29.4 percent suggests that it is unnecessary either, 12.6 percent accounts for the fact that it related nothing to administrators¡¦ abilities, 25.2 percent says that it needs censorship before displaying, 21 percent shows that it belongs to an ideological subject, 12 percent is miscellaneous. The final goal of two groups¡¦ statistics proves the necessaries of the equally developments between northern Taiwan and the southern, draining foreign institutional investors into Kaohsiung, promoting its development of economy, increasing the opportunities of employment, stable living and people owning their houses, prosperity in all.

This study mainly concentrates on the exchange rate problems between Taiwan and China, so cross-strait economic and the evolution of exchange rate regulation regime would be the first work so as to provide some policy suggestions about the cross-strait trading settlement .The empirical work has two parts. The first part is examining the Currency Substitution(CS) of Taiwan, then uses Cointergration and Vector Estimate Correction Model for the short and long run condition. Currency Substitution would cause the volatility of exchange rate, and the next procedure is using the Markov Regime Switch Model to analyze the exchange rate of two countries from 03 January,1994 to 30 April,2012. The main purpose of this study is examining whether the two markets have a significant regime switch or not, then the empirical result finds that both markets have regime switch .Considering the difference of exchange rate regime in two countries, the decision of the cross rate becomes more prudent because China authority may underestimate the exchange to disturb the export of Taiwan.

With the emergence of China market, MNCs are so attracted by it on one hand, and so afraid of the high failure ratio of entering the Mainland China market. During the process of chasing the Mainland China market, MNCs usually rely on the subsidiaries of Taiwan for support, and utilize it to enter Mainland China. However, with the marker of Mainland China turning bigger and bigger, lots of MNC Taiwan subsidiaries seem to face the threat of substitution of China Subsidaries, and come up with the question weather Taiwan subsidiaries should be continued or not. This study has focused on the subsistence of Taiwan subsidiaries and the relationships between the Cross-Strait subsidiaries. This research is under the observation of Taiwan subsidiaries¡¦ value, Cross-Strait subsidiaries¡¦ resource asymmetry, and the nature of value activities, to explore how these variables influence the subsistence of MNCs¡¦ Taiwan subsidiaries. By Use of the strategic role of MNC subsidiaries, subsidiaries¡¦ dependence on MNCs, resource based view, and subsidiary¡¦s network characteristics, this research probe into the independent variable that influence the subsistence of Taiwan subsidiaries and the relation between Taiwan and China subsidiaries. This research uses questionary survey to collect data. The population is the list of foreignenterprises in Taiwan published by Dun and Bradstreet, 1999 / 2000. The subsidiaries belong to manufacturing industry and non-financial service industry and are owned by foreign MNCs. The scale of these subsidiaries is above 30 people and still under operation by now. We use multi-regression analysis, ANCOVA analysis, and binominal logistic regression analysis to examine the effects of independent variables on Taiwan subsidiaries¡¦ threat of subsistence. After analyzing 59 MNCs¡¦ Taiwan subsidiaries, the results reveal that the importance of Taiwan subsidiary, the resource and capability of Taiwan subsidiaries, the integration of Taiwan subsidiaries with MNCs, the local responsiveness of Taiwan subsidiaries , the industrial embracement of Taiwan subsidiaries, the similarity of value activities between Taiwan and China subsidiaries, do have influence on Taiwan subsidiaries¡¦ subsistence. In addation, different kinds of relation between Taiwan and China subsidiaries have its specific combination of dependent variables, and imply different degree of threat of subsistence.

Different Classes of Kaohsiung Citizen' s Cognitive Analysis of City' s Overall Development and Direct Cross- Strait Link

According to the literature on the subject and PAM framework (Ming-shen Wang, 2006), the cognition of the citizen of Kaohsiung in Kaohsiung development and direct cross- strait link could be influenced by three factors: the factor of economic development, the factor of social development, the factor of political development. The study applied category estimation and information integration theory (Anderson, 1996) to treat the citizen of Kaohsiung' s cognition structure, integration function, cognitive algebra, estimate etc. in Kaohsiung development and direct cross- strait link. The main research method in this study is information integration theory. It can figure the internal process of how individuals deal with a series of variables out, including valuation function, integration function and response function. And integration function is the key of information integration theory. Many researches of information integration theory mentioned that people always make use of simple cognitive algebra to integrate information, as adding rule, multiplying rule and averaging rule. The research result in this study is shown as below: 1. Although the middle and bottom classes in Kaohsiung considered that if opening direct cross- strait link, it can make economic development better, most people thought that it could make social development and political development worse. So they tend to oppose direct cross- strait link. 2. Most white-collar classes in Kaohsiung (including industrial circle, political circle, academic circle, grass-roots circle and mass media circle) considered that if opening direct cross- strait link, it can make economic development, social development and political development better. So they tend to assist direct cross- strait link. 3. In group analysis, the information integration of the industrial circle in " acceptive situation of Kaohsiung development" is different-weight averaging model. They pay much attention to economic development. 4. In group analysis, the information integration of the political circle in " acceptive situation of Kaohsiung development" is different-weight averaging model. They pay much attention to economic development. 5. In group analysis, the information integration of the academic circle in " acceptive situation of Kaohsiung development" is different-weight averaging model. They pay much attention to economic development. 6. In group analysis, the information integration of the grass-roots circle in " acceptive situation of Kaohsiung development" is different-weight averaging model. They pay much attention to social development. 7. In group analysis, the information integration of the mass media circle in " acceptive situation of Kaohsiung development" is different-weight averaging model. They pay much attention to economic development. 8. In individual analysis, 60% people pay much attention to economic development, 22% people pay much attention to social development, and 18% people pay much attention to political development.

After experiencing World War ¢¹and ¢º, the European countries recognized that to prevent war on Europe was of necessary. They would like to inspire economic development by economic integration, and furthermore, to push Europe back to the key actor of world politics through political integration. From ¡§European Common Market¡¨, ¡§European Community¡¨ to ¡§European Union¡¨, the European countries has gone through many complex negotiations. Among the regimes in European Union, ¡§Common Foreign and Security Policy¡¨ works through ¡§Intergovernmental Cooperation¡¨, which is of much higher political meaning. It symbolizes the operation of integration theory has strode from economic to political matters. The operations of CFSP have two important contributions to Europe. First of all, it contributed to the reconciliation of European nations. Second, it demonstrates peace can be achieved through legal and institutional negations without threatening the existing political authorities. Both China and Taiwan can take lessons in the CFSP¡¦s negotiation process, especially in the aspects of how to leave aside disputes and put aside minor differences so as to seek common ground. President Chen Shui-Bian gave a talk on 31 December 2000 which indicated that the Cross-strait relation could learn from EU¡¦s integration experience and jointly seek for new framework of political integration. It could start from economic and cultural integration, build confidence step by step, and look for new framework for political integration. This kind of opinion conforms to international development experience. What norms of EU¡¦s experience should the Cross-strait refer to is the main topic of this research. How do EU¡¦s institutions make compromise between ¡§national interest¡¨ and ¡§EU¡¦s development¡¨ is another concerning point of the research.

Chinese Brides in Taiwan: a perspective of Sociology

The major research instrument is interview. We interviewed 13 Chinese brides in Kaohsiung area and the main purpose of this study is to realize the way they interpret their experience of life change. They can provide us abundant discourses and we can experience the plentiful content of the group. We can conclude from the content of interview that the interviewed Chinese brides would adopt different strategies to cope with different issues. They want to strive for the ¡§distinction¡¨ and approved social positions in Taiwan society and would manage their impression by various tactics. Since the Chinese brides haven¡¦t gathered together as a category, their goals and tactics of acting still stay in individual level. They take different roles in different field and construct their images in diverse strategies. We try to classify the Chinese brides in different fields by two main variables: the distribution of capital and ability of motion. The categorizing index is not immobile, but it would modify in changing situation. The purpose of establishing generalized rules is to present the multiplicity and complex power relationship of the Chinese brides phenomenon.
