The goal of this research was to determine how to productively provide in the unique needs of academically gifted learners in the intermediate phase in the South African education system. The study comprised an empirical, qualitative investigation to this end. Individual interviews with primary school principals and focus groups with primary school teachers, academically gifted learners in the intermediate phase and parents served to determine what the educational needs of academically gifted children are. Secondly, a mini-education system for academically gifted learners was planned and a programme for academically gifted learners was developed within this mini-education system. The information for the development of the programme was gathered from the interviews and focus groups. The paradigm that forms the foundation of this research includes elements of a Christian world view and is complemented by elements of interpretivism, constructivism, pragmatism and post-modernism. The literature study on academically gifted learners revealed that these learners possess their own unique characteristics. Although academically gifted, these learners experience many cognitive, social and affective problems in the current education system. The structure of the education system, educational productivity and self-managed and interactive learning as teaching strategy were highlighted as internal determinants of an educative nature that influence academically gifted learners. The current condition of gifted education in South Africa and on an international level form the internal determinants of historical nature. If education to gifted learners, and specifically academically gifted learners, in South Africa is compared to other countries, it is clear that there are still many gaps in the education system. The main external determinants that influence educational provision to academically gifted learners include the demography of academically gifted learners, the economic environment of academically gifted learners, science and technology, the role of politics in the educational provision to academically gifted learners and the co-workers and competitors in the educational provision to academically gifted learners. The number of learners is increasing and that means that the need for educational provision to academically gifted learners is increasing. A distance-based programme is ideal, as academically gifted learners are scattered across our country. The main goal of this study was to plan a mini-education system that will provide in the unique needs of academically gifted learners in the intermediate phase in an educationally productive way in South Africa. The framework for the strategic planning of a mini-education system was used as research method. An achievable, sustainable and affordable distance-based educational programme for academically gifted learners was planned and a grade 4 pilot module developed within this mini-education system. The findings of this study suggest that the framework for the strategic planning of a mini-education system can be successfully used in planning a system that can effectively provide in the needs of academically gifted learners in the intermediate phase. 本文主要在探討與捷運共構商用不動產市場開發模式之研究,期能參考國外經驗及以市場調查與潛在業者訪談方式,建立商用不動產之市場分析模式,作為開發者投資開發時之產品規劃依據,並評估以開發者之企業文化及潛在業者之經營意願,建議全案之營運或銷售模式,及進行開發效益分析與比較。 經以機場捷運A8車站為例進行研究,獲致結論主要為:捷運共構之商用不動產乃政府衡量車站用地以徵收方式取得困難,遂以鼓勵民間(地主及投資開發者)投資、參與公共建設方式,由政府與民間共享開發效益,達到三贏局面之最佳開發模式,由財務及其他各方面分析效益得知,政府除可免去取得私有土地紛爭或時程延宕外,亦可透過共同開發,挹注重大交通建設經費,民間亦可經由參與公共建設共享獎勵及開發效益,獲取高於土地被徵收時之利益,為一值得效法與推廣之開發模式。 惟開發者應在投資開發前,審慎評估個案之市場定位及投資效益,以作為規劃設計及將來營運模式之參考,避免規劃錯誤造成將來營運或產銷之效益不彰,影響投資報酬,並可作為前期招商之依據,因此建立可靠的商用不動產市場分析方式甚為重要。本文主要重點在於以個案分析進行商用不動產市場開發模式之研究,以作為後續開發相關案例之參考。 / This article is to explore the MRT structure of the commercial real estate’s market model of development. With drawing on foreign experience, the market research and interviews with potential operators, we can establish the commercial real estate market analysis model, as developer’s product planning principles when develop. And according to the corporate culture and potential industry management, it will be recommended to the case of operations or sales model, and to develop effective analysis and comparison. Taking the co-structure building of A8 MRT station to the airport as a case study, to achieve the main conclusions are: To avoid the difficulities of acquiring private land, the government submits to encourage private investment (landlord and investment developers) to participate in public construction, share benefit to both the government and private. The MRT structure of commercial real estate is the best model of development to have a win-win situation. From financial and other aspects of effection, the government could dismiss the disputes of acquiring private land and avoiding the time-delay of engineering development. By co-structure of MRT and the commercial real estate building, the government could inject major transportation infrastructure funding, people can also enable the sharing through participation in public construction and development of effective incentive to get higher than the interest of the land acquired. Thus it is resumed a worthy example to follow and a promotion of the development model. However, developers should evaluate assessment of the case of market position and investment results carefully in investment before development, and be a reference business model for future planning and design, so as not to cause an affected or inefficient investment returns of future operation and marketing sales because of planning errors, and also can be used as a basis for merchants. So how to set up a commercial real estate market analysis methods is important. This article focuses on commercial real estate market to establish a development model, as a reference for follow-up development of related cases.

從智慧財產權的觀點看台灣設計公司面臨的問題 / Challenges faced by Taiwan design houses: perspectives from intellectual property rights

「設計」應該是一種創造高附加價值的觀念,不過很可惜的是,在台灣的環境之下,很多的設計業者卻不得不和現實妥協、低頭,放棄當初投入設計的理想和初衷,來從事設計代工或接單(B TO B)等高度競爭的工作,儘管台灣的設計,在國際比賽中,贏得非常多的大獎,擁有很強的設計能力,和受到國際高度的肯定。不過,設計業者在環境的限制之下,仍然沒有辦法利用「設計」來創作高附加價值的作品,或賺取超額的收益及名聲。以拿下美國2009年Gen Art時裝大獎的設計師古又文曾經感慨得說:「我是被台灣這個產業,逼著我一定得出走,因為在這個環境中,如果我想要做我自己,想要做一個有創意,而不是拷貝人家創意的設計師,那幾乎是不可能的 。」 台灣的設計產業究竟出了什麼問題?智慧財產權的制度,又扮演著什麼樣的角色呢?本研究將從設計產業、智慧財產權以及集體管理組織的概念,來討論台灣設計產業所遭遇到的問題與困難,並試圖找尋出一個解決的方案。 在經過一連串的分析以及資料的統整之後,本研究認為台灣設計產業最大的問題有3項,第一,台灣的設計產業以中小型企業為主,競爭激烈,缺乏資金和資源,也無力拓展海外市場和經營品牌;第二,在台灣的設計產業之中,創新的價值,很難轉換到品牌或者商標之上,因此消費者不易分辨原創作品與仿冒商品之差異;第三,市場上缺乏穩健而且可靠的通路系統,設計業者很難將創作商品,在市場上換取收益,並獲得充足的資金來支持其後續的開發和創作。 本研究提出「設計品牌經紀商」的概念,希望能夠解決目前設計產業面臨的交易成本過高,以及中小型設計業者面臨「心有餘而力不足」的問題,如果依照智慧財產權整合的概念,這種類似集體管理團體的組織在達到一定的規模後,可以發揮類似保險公司分散風險的經濟模式,同時也具備了提高談判和議價能力,以及達到降低買賣雙方搜尋成本的好處。 / Design should be a concept of creating value added. However, in Taiwan, many designers are forced to compromise with the reality, doing high competitive jobs like B to B(business-to-business) instead of following their aspirations. Despite the fact that Taiwanese designers have won many international prizes and that their designing abilities have been highly recognized in the world, they are still unable to use “design” to create high value added works, make profits, and gain popularity out of it. Ku Yu-Wen, the designer who won the 2009 Gen Art Prize in the U.S., once said, “I was forced to leave because of this industry in Taiwan. In this environment, it’s almost impossible to be myself, be a creative designer who doesn’t copy.” What problems are we facing in Taiwan’s design industry? What role should the IP policy take? In this research, we will go through the concepts of design industry, intellectual property and collective management organizations, discuss the problems and difficulties faced in Taiwan, and work on a possible solution. After a series of data analysis, the research concludes that Taiwan’s design industry are facing three main problems: First, Taiwan’s design industry is composed of small companies, which are constantly competitive, lack capital and resources, and are unable to expand markets oversea or invest in brand management. Second, in Taiwan’s design industry, it’s difficult to transfer the value of innovation into the brand or the trade mark; therefore, customers are often unable to distinguish the genuine products from the couterfeits. Third, the market lacks stable and reliable marketing channels. It’s difficult for designers to make profits from their works and gain sufficient capital to support their following works. To solve these problems, the research proposes the concept of “designer brands broker” in hopes of lowering the transaction cost and helping those willing but unable designers. Like the integration of intellectual property, when reaching a certain scale, this kind of collective management organizations can help to diversification risk like an insurance company. Furthermore, it can help to increase designers’ negotiating ability and decrease the search cost for both the seller and the buyer.

The factors influencing the performance of youth entrepreneurship in the Capricorn District Municipality

Youth entrepreneurship is one of the solutions to reducing unemployment. The purpose of the study was to analyse youth entrepreneurship business performance in the Capricorn District Municipality in Limpopo Province. An entrepreneurship development model focusing on internal factors (entrepreneurial orientation) and external factors (supportive and cooperative environments), was adapted to establish whether they are related to youth business performance. The business environmental factors, such as business location, crime, and corruption were also tested as to whether they are related to youth business performance. The research used a census survey and primary data was obtained through questionnaires. The respondents for this study were 26 youth entrepreneurship business units in CDM, in the Limpopo Province of South Africa. Data were analysed using descriptive statistics. The findings reveal that youth businesses have shown negative performance in terms of the employment in the CDM, which results in employing fewer than five employees. / Business Management / M. Tech.

Joint development that is the interim arrangement with broad adoption on solving the dispute of maritime delimitation, which now has been acknowledged in international practices. Through analyzing the international cases, and the ultimate goal of this paper is that R.O.C will learn the experience and inspiration from the successful international joint development model, effectively accelerate the joint development of oil and gas, strengthen the coordination and cooperation of regional benefit with surrounding countries, and actively promote the joint development and cooperation to establish, to avoid the neighboring countries of the South China Sea to avoid bilateral or multilateral agreements signed to occupy Republic of China's oil and gas resources and sea sovereignty, and within the jurisdiction of China's South China Sea within the active cooperation to safeguard Republic of China's maritime rights in the South China Sea.

A model to facilitate language acquisition/development in children between 0 to 3 years in rural communities of Makhado Municipality, Limpopo Province

PhD (Psychology) / Department of Psychology / The aim of the study was to develop a conceptualized model that will enhance language acquisition of children between 0 and 3 years. Language is a use of words and symbol to convey message, or communication. Generally, from birth to the age of four months children express their needs through crying and are soothed by the sound of voices or by low rhythmic sounds. When adults talk to children, children later imitate adult’s tongue movements and start to make sounds, coos and gurgles. Providing children with developmental stimulation and exposing them to learning opportunities increases their cognitive and social-emotional skills/abilities. Strategies to enhance language development are fundamental in children and can reduce many literacy related problems in later childhood. The objectives of the study are: to describe activities done by caregivers to influence language development; to identify factors that influence language development; to describe the importance of language development and to explain the disorders that are associated with language development. This study was qualitative in nature and it utilised an explorative design. This research design enabled the researcher to investigate the nature of acquisition comprehensively as well as the development of language and other factors that are related to it. The study was conducted at Vhembe District Municipality. Three villages were selected, namely Tshikuwi, Tshirolwe and HaMatsa villages, which are found in Makhado Municipality under Limpopo Province, South Africa. Purposive sampling was used to sample participants for the study. The individuals selected were those judged to have certain special characteristics as well as the ability to provide in-depth information for the purpose of the study. Thirty participants were selected to participate in the study. The semi-structured face to face interview and the interview guide with open-ended questions were used for data collection. Pre-testing of the interview guide was done to check if the guide would produce the expected results, three women from three different villages were selected for pretesting. All questions in the interview guide were addressed during data collection. Collected data were transcribed and analysed using thematic content analysis. The study adhered to the following research ethics: informed consent, anonymity, confidentiality, voluntary participation, no harm to the participants and dissemination of results. The study revealed that language is an important tool which is used to convey information from one person to the other. The findings indicate that language helps children to communicate and relate with other people. Language was also explained as a tool which is used to educate children, either at school or at home. The study shows that when children are learning language, they will also be stimulating their reasoning, thinking and problem-solving skills. In addition, it was also indicated that cognitive development reduces problems such as poor language development, a low self-esteem and isolation. The findings of this study show that there are a number of activities that can be used by caregivers and parents to foster the development of language in children. Those activities include, communicating with a child, reading of books, watching TV, naming of objects and explaining meaning of words. The study also identified several environmental factors that can be used to foster the development of language in children. The following environmental factors were identified in the study: communication, parental level of education, home socioeconomic status, caregiver’s personality and the availability of other children in the family. Lastly, the findings show that there are many disorders that may affect the development of language in children. The language disorders that the study identified include expressive language disorder, dyslexia, and inability to understand spoken. However, the study also reveals that these disorders may be treated. The findings of this study lead to the development of a conceptualized model to facilitate language acquisition in children between 0 and 3 years was developed. The meaning of one concept, namely reinforcement was explained in detail, in order for users of the model to understand its operational definition in the model. Reinforcement was explained because it has a diversity of meanings. The model enabled the researcher to create a link between research and what is happening in a society. Model validation was done to verify if the developed model relates to practical life, research and language development. The model for this study was validated for its applicability and usability. The drafted model was given to psychologists, speech therapists and parent to determine its usability and applicability. Digitale Modelle und Methoden unterstützen den Produktentwickler bei der frühzeitigen virtuellen Evaluation des Produktes. [...] In diesem Beitrag wird eine Methodik präsentiert, die mit Hilfe der SysML-Modelle eine Simulation in VR ermöglicht. Die SysML-Beschreibung wird als Kern der Simulation dienen und das gesamte Simulationsmodell steuern. Weiterhin wird erläutert, wie die SysML-Beschreibung mit einem VR-Tool und einem Physikberechnungstool verbunden werden kann. Die in CAVE und HMD durchgeführten Simulationen wurden im Rahmen von Usability Tests evaluiert. Aus diesen Tests werden Ergebnisse präsentiert, die sich mit Verwendungsschwerpunkten in VR und der Zufriedenheit bei der Beurteilung von Produkten in VR beschäftigt haben. Curriculum development for the master craftsman in the printing, newspaper and packaging industries

This study centres on curriculum development for a master craftsman level in the Printing, Newspaper and Packaging Industries which is didactically sound and takes cognisance of the dynamic vocational education and training milieu in which it occurs. Curriculum and curriculum development is viewed from a systems perspective and incorporates the specific andragogic didactic needs of the learner target group as well as the unique needs of an industrial sector. Because the National Qualification Framework model advocates an outcomes-based approach to curriculum development this necessitated the identification of a suitable standards generating process to articulate the master craftsman unit standards into a qualification capable of being recognised by the National Qualification Framework. The nature and complexity of the underpinning knowledge, skills and competencies for the master craftsman level were quantified and qualified by means of skills and competency profiling and the development of a job outcome taxonomy of skills, knowledge and attributes which incorporated critical cross field and fundamental skills, and their underpinning knowledge requirements. Using aspects ofvarious vocational education and training models and empirical research course content was sourced, evaluated and developed into appropriate modules of learning that are congruent with the accepted competency based modular training system used in the Industries. Course maps that integrate theory and practice were developed with multi skilling milestones linked to learner certification. Evaluation of resources for the delivery of the Master Craftsman Programme was facilitated by means of a provider quality assessment and accreditation system. The interactive teaching-learning situation and the evaluation processes and procedures were developed to enhance the assessment of applied competencies in the world of work. A pilot study and unit standards generating activities are to be used as a means of implementing and institutionalising the master craftsman curriculum. The findings of this study revealed that by viewing the curriculum from a systems perspective and using a suitable curriculum development model a creative master craftsman curriculum development process could take place. The competency profiling technique and taxonomy of competencies, skills, knowledge and attributes enabled the curriculum process to be a top-down approach which is outcomes-based. / Didactics / D.Ed.
