Från exkludering till inkludering : En studie för att belysa Digitaliseringens baksida

Den digitala utvecklingen har ända sedan 1950-talet som gett upphov till utanförskap, däremot var det först kring 1990-2000-talet som detta blev ett mer samhälleligt problem. Digitaliseringen ökade snabbt och organisationer ville och vill fortfarande ta del av de fördelar som digitala tekniker kan skapa för dess organisationer, i så väl tid som pengar. Sverige är ett av de länder som ligger i framkant på digitaliseringsresan, men det finns också en baksida. Den snabba digitaliseringen har skapat en grupp i samhället som blivit exkluderade.  I Sverige består den av över en miljon människor. Denna grupp representeras av människor som även socialt kan stöta på hinder i samhället på utifrån faktorer så som ålder, utbildning, funktionsvariation, arbetslöshet och ensamhet. Syftet med studien var att belysa denna digitala exkludering som blir en baksida av digitaliseringen. Jag ville även skapa en bild över var ansvar för digitaliseringen finns och bör finnas samt undersöka hur man i dagsläge arbetar för att motarbeta digital exkludering. Studiens resultat visar att ansvaret är delat mellan organisationer, privatpersoner och politiker. Åtgärder tas idag, men inte i tillräckligt stor utsträckning. Det krävs en ökad förståelse och medvetenhet om vilka konsekvenser digital exkludering kan medföra vilket även exemplifieras i en intervju med en respondent som utsatts för digitalt bedrägeri. / The digital development has since the 1950s given rise to exclusion, but it was not until 1990-2000 that it became a more of a social problem. Digitization grew rapidly and organizations wanted, and still want to take advantage of the benefits that digital funds could create for their organizations, both in recourses as time and money. Sweden is one of the countries that are at the forefront of the digital transformation journey, but there is also a back side. The rapid digitization has created a group in the society that has been excluded, which is over a one million people large. This group is represented by people who can also be considered having socially barriers in society based on factors such as age, education, functional variation, unemployment and loneliness. The purpose of the study was to shed light on this digital exclusion as a backside of digitalization, get a picture of responsibility, but also to see what work that is in progress today to counter this. The study results in responsibility being shared between organizations, private individuals and politicians. Measures are taken today, but not to a sufficient extent. Increased understanding and awareness of what consequences this may entail, which is also exemplified in an interview with a respondent who has been subjected to digital fraud, is required.

Bank-Id, ett socialt exkluderande verktyg bland personer över 65år? : En studie om digitalt utanförskap

Digitization is shaping society, services that were previously handled analogically are now managed digitally. The COVID-19 pandemic has acted as a catalyst for the increasing use of digital services. This has contributed to the digital divide between individuals who can access digital services and those who cannot. Reducing digital inequality is crucial for sustainable development in our digital society. A study on digital exclusion with the aim to investigate the significance of BankID for residents. Through analyzing scientific articles based on assumptions formulated through research in the field. The research question that the study seeks to answer is, "In what way does BankID risk becoming a socially excluding tool?”. Twelve interviews were conducted with respondents aged 65 or older. These interviews provided the basis for three different themes that were analyzed. The study reveals that older individuals strongly associate the use of BankID with their home environment for security reasons. This connection indicates their serious commitment to digital security but may potentially widen the digitalgap between older and younger generations. In conclusion, the study emphasizes the importance of finding a balance between security and inclusion to ensure that respondents do not miss out on digital opportunities. The results underscore the need to improve the userfriendliness and clarity of BankID to enhance digital competence and reduce digital exclusion. / Digitisering präglar samhället där tjänster som innan har skötts analogt nu han-teras digitalt. Pandemin COVID- 19 har agerat som en “katalysator” för ökande digitala tjänster. Detta har bidragit till den digital klyfta mellan individer som kan utnyttja digitala tjänster och de som inte kan. Reduceringen av den digitala ojämlikheten är väsentlig för att utveckla det digitala samhället på ett hållbart sätt. En studie om digitalt utanförskap med syfte att undersöka betydelse av BankID för invånare. Arbetet analyser vetenskapliga artiklar utifrån antagande som formulerades med hjälp av forskning inom området. Forskningsfrågan som studien syftar att besvara är “På vilket sätt riskerar BankID att vara ett socialt exkluderande verktyg”. Tolv intervjuer utfördes med respondenter som är 65 år eller äldre. Dessa intervjuer lägger underlag för tre olika teman som analyseras. Studien visar att äldre starkt relaterar användningen av BankID till deras hemmiljö av säkerhetsskäl. Denna koppling visar att de tar sin digitala säkerhet på allvar men kan potentiellt öka den digitala klyftan mellan äldre och yngre generationer. Sammanfattningsvis dras slutsatsen att balansen mellan säkerhet och inkludering är avgörande för att respondenterna inte ska missa digitala möjligheter. Resultatet understryker vikten av att förbättra användarvänligheten och tydligheten kring BankID för att öka digitala kompetensen och minska digitalt utanför-skap

Theoretically speaking, this investigation is structured in a way that concepts of information, information society, disability and accessibility are carefully explored. The main goal is to look into the level of accessibility of Brazilian Government research web sites when it comes to disabled people, but also find out whether there is any indication that the discourse of digital inclusion, advocated by information society, is making a real difference for them. This investigation reveals that the access to contents of digital pages in the Brazilian Government web sites is still ineffective, presenting large amount of errors which means a high degree of difficulty for disabled people in general. In this way, it can be concluded that digital inclusion, universalization of internet access, information and knowledge are complex issues and they will continue to demand a lot of effort from everyone in order to become reality. / Este trabalho investigou, documental e historicamente, a quest?o do acesso ? informa??o pelas pessoas com defici?ncia, tomando como unidade de an?lise a avalia??o da acessibilidade em sites de ?rg?os de pesquisa brasileiros, a partir de uma abordagem metodol?gica descritiva e explorat?ria, fundamentada em referenciais te?ricos da Ci?ncia da Informa??o e de sua interface com outros campos do conhecimento cient?fico. The main purpose of empirical research is proving that, despite all the talk of politicians who bow to public communication online for closer and interactivity with citizens, this does not happen in practice. The Internet user is treated as a taxpayer and not as a citizen. The empirical research studied the public portal of the Federal Government, the Chamber of Deputies, the Government of São Paulo and Rio de Janeiro and the Legislative Assemblies. However, the empirical analysis is a specific moment in the research, which in fact occurs as demand tematize social participation, which is based on models of democracy: liberal, participatory and deliberative; it will be examinated the ways in which these models deal the public participation in things of the state. The epistemological proposal of this work aims to contribute to the development of critical studies on communication, specifically online communication. It examines the wrong use of the Internet that are turning online communication in a new avatar of the metamorphosis of the system of inequality and exclusion from the study of some aspects of the revolution made of information technology in various regions of the world. It examines also the effects of computerization and virtualization generalized processes and social relations, individuals, businesses, institutions and states, in short, a process of ciberacultureness widespread, a condition that tends to aggravate the existing pattern of social injustice, producing more inequality and exclusion an area that drew anarchic and democratic. The stratifications are already happens in these fields, establishing a new hierarchy: perverse and oppressive. It points out as the main responsible for this new social order to " estrutural recycle", the very ciberdemocracy global capitalism, which requires of each one, states or individuals, the constant recycling and cognitive growth, in a pace increasingly accelerated. This situation has caused peculiar feelings : confusion, disorientation and perplexity. This new form of colonialism and exclusion is unprecedented in actuality, in the viewing of authors such as Boaventura de Souza, Eugênio Trivinho and Zygmunt Bauman, main theoretic used in this analysis / Esta pesquisa investiga a competência dos Poderes Legislativo e Executivo no uso das tecnologias de informação, particularmente da Internet, avaliando a qualidade dos portais oficiais, com relação a navegabilidade, informações governamentais, serviços, controle público, participação e interatividade. A principal finalidade da pesquisa empírica é provar que, apesar da fala dos agentes políticos que reverenciam a comunicação pública on line para maior proximidade e interatividade com os cidadãos, isso não ocorre na prática. O internauta é tratado como um contribuinte e não como cidadão. A pesquisa empírica estudou os portais públicos do Governo Federal, da Câmara dos Deputados, dos Governos de São Paulo e Rio de Janeiro e respectivas Assembléias Legislativas, procurando tematizar como se dá a participação social, que é baseada nos modelos de democracia: liberal, participativo e deliberativo; examina-se a maneira pela qual estes modelos tratam a participação pública nas coisas do Estado. A proposta epistemológica deste trabalho busca contribuir para o desenvolvimento de estudos críticos sobre comunicação on line. Para tanto, analisam-se desvirtuamentos do uso da Internet que vêm tornando a comunicação on line em avatar de uma nova metamorfose do sistema de desigualdade e do sistema de exclusão, a partir dos estudos de alguns aspectos de como se deu a revolução da tecnologia da informação em diversas regiões do mundo. Tematizam-se ainda os efeitos da informatização e virtualização generalizadas dos processos e relações sociais, atingindo indivíduos, empresas, instituições e Estados, caracterizando um processo de ciberaculturação generalizada, condição que tende a agravar o padrão de injustiça social vigente, produzindo mais desigualdade e exclusão num espaço que se desenhava anárquico e democrático. As estratificações já ocorrem neste espaço, estabelecendo uma nova hierarquia, perversa e sufocante. Faktorer som bidrar till digital inkludering vid användning av e-legitimationer via kommunala e-tjänster : En fallstudie inom Malmö kommun / Factors that Contribute to Digital Inclusion when Using e-Identifications via Municipal e-Services : A Case Study within Malmö Municipality

Nästan allt vi gör på internet kräver att vi identifierar oss med e-legitimation. Ändå erbjuds nästan uteslutande bankernas e-legitimation (BankID) via offentliga e-tjänster, trots att BankID inte är något alla har möjlighet att få. Det innebär att människor som inte kan, eller vill, vara bankkunder utesluts från vårt digitala välfärdssamhälle och hindras från att använda e-tjänster de har rätt att använda. Problematiken tydliggjordes ytterligare under coronapandemin, inte minst i vaccinationskaoset som uppstod i början, eftersom BankID krävdes i flera regioner för att kunna boka tid för vaccination. Huvudsyftet med denna kandidatuppsats i Informatik är att identifiera och förklara kommunala och nationella faktorer som bidrar till digital inkludering vid användning av e-legitimationer via kommunala förvaltningars e-tjänster. Bisyftet är att jämföra två DIGG-godkända e-legitimationer för att identifiera och beskriva vilka skillnader det finns som påverkar medborgarnas möjligheter att skaffa e-legitimation. I studien har fallstudiemetoden tillämpats och en litteraturstudie har genomförts för att inhämta kunskaper och erfarenheter från tidigare forskningsstudier. Primära empiriska data har samlats in genom intervjuer via Zoom. Fem olika rollinnehavare har intervjuats beträffande deras erfarenheter och uppfattningar om faktorer som påverkar medborgares möjligheter att använda kommunala e-tjänster med e-legitimation som identifieringsmetod. De viktigaste slutsatserna från studiens analys är: att erbjuda samtliga DIGG-godkända e-legitimationer via de kommunala e-tjänsterna främjar digital inkludering, det beror på att tröskeln för människor att skaffa en e-legitimation minskar. Utan faktorn nationell styrning är sålunda kommunal styrning och kommundirektörens kunskap och prioritering av digitaliseringsfrågan av högre betydelse, speciellt om faktorn medarbetarnas inställning och kunskap inte är särskilt hög. Både nationell och kommunal styrning behövs för att e-förvaltningen ska kunna hålla en likvärdig standard oavsett ekonomiska eller personella förutsättningar. I dagsläget finns bara en DIGG-godkänd e-legitimation som aktivt arbetar för alla människors rätt att få tillgång till en e-legitimation.

The thesis deals with the threat of dehumanization when applying digital technologies and robotics into social work. The work focuses on the history and origin of digital technologies within the context of social changes. It explores the basic rules governing elementary functioning and development of digital technologies and robotics. The thesis describes and summarizes basic information about the possibilities and risks of using digital technologies and robotics within social work. Towards the end it also includes opinions of several professional and political authorities who are active in this topic. This thesis aims to trigger the debate over the possible threats connected to dehumanization of social work and the use of digital technologies and robotics, respectively make it more intensive.
