CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / As demandas educacionais atuais apontam para a necessidade de mudanÃas na escola para o atendimento aos alunos, levando em conta suas singularidades e necessidades individuais. Para essas mudanÃas, o papel do diretor à identificado como fundamental na constituiÃÃo de escolas inclusivas requerendo novas habilidades, conhecimentos e formaÃÃo que atenda o desafio de gerir essas escolas. Este trabalho se constituiu em uma experiÃncia de pesquisa desenvolvida em parceria com uma escola, buscando construir elementos de referÃncia para a organizaÃÃo e gestÃo da escola na diversidade. Para a realizaÃÃo desse estudo, empreendemos uma revisÃo bibliogrÃfica contemplando eixos teÃricos e pesquisas realizadas acerca da discussÃo sobre a escola, a inclusÃo e as novas formas de organizaÃÃo frente à diferenÃa e a diversidade alÃm dos estudos que discutem sobre a cultura, educaÃÃo e diferenÃa e os pressupostos implicados na teoria da mudanÃa e nos fundamentos de uma gestÃo para a escola inclusiva. A pesquisa teve por objetivo desenvolver, em parceria com uma escola publica municipal, uma experiÃncia de intervenÃÃo que considerasse a gestÃo da aprendizagem na diversidade, tendo como ponto de partida à constituiÃÃo de uma gestÃo co-participativa. A metodologia utilizada foi a pesquisa-aÃÃo colaborativa que se caracteriza pelo compartilhamento do saber na qual todos os participantes do processo, juntos, promovem aÃÃes para transformar uma situaÃÃo inicial num estado desejado. O estudo teve duraÃÃo de dois anos e meio e os resultados mostraram que a gestÃo compartilhada à benÃfica à constituiÃÃo da escola inclusiva sendo fundamental que os membros da escola aprendam a trabalhar junto e busquem, cada vez mais, o aperfeiÃoamento de prÃticas de colaboraÃÃo. Na escola pesquisada, consideramos como ponto fundamental para a mudanÃa na gestÃo, à forma como foi desenvolvido o acompanhamento das aÃÃes cotidianas. Esse acompanhamento permitiu o avanÃo em alguns pontos que destacamos na seqÃÃncia: a interiorizaÃÃo da cultura de cooperaÃÃo entre a gestÃo da escola e os professores, especialmente aqueles que foram acompanhados por membros da pesquisa GestÃo da Aprendizagem na Diversidade; a criaÃÃo da cultura do acolhimento a todos os alunos por parte da gestÃo da escola; a reorganizaÃÃo das aÃÃes de planejamento; reforÃo das aÃÃes no Ãmbito da gestÃo participativa; investimento na diversificaÃÃo dos equipamentos pedagÃgicos e na infra-estrutura da escola; a sistematizaÃÃo das aÃÃes da direÃÃo atravÃs da partilha e reciprocidade na tomada de decisÃes; e investimento na formaÃÃo dos professores e membros a equipe de gestÃo. As mudanÃas acontecidas ao longo da pesquisa nos impulsionam a dizer que o modelo de administraÃÃo adotado na escola nÃo foi suficiente para provocar a mudanÃa da cultura pedagÃgica tradicional ainda prevalecente. As transformaÃÃes ocorridas nÃo romperam totalmente com os padrÃes de ensino homogÃneos e nem garantiram e corresponderam a um movimento efetivo na constituiÃÃo de uma identidade inclusiva prÃpria bem como na melhoria dos padrÃes de ensino ao alcance de todos os alunos. / The recent educational demands point to the need of change in schools concerning the care of students, taking into account their individual needs and singularities. Regarding this change, the role of the principal is identified as a fundamental role in the upcoming of inclusive schools, requiring new abilities, knowledge and development in order to face the challenge of managing those schools. This work encompasses a research experience developed throughout a partnership with a school, striving to build up elements of reference to the management of the school regarding the diversity issue. In order to accomplish this study we have done a comprehensive bibliographical account involving theoretical axis and researches on the themes of school, inclusion and the new kinds of school organization facing diversity. Moreover, studies on culture, diversity, difference, and the principles implied in change theory and the foundations of management towards an inclusive school were added in the bibliographical research. The research itself aimed to develop, in partnership with a city public school, an intervention program considering the school management regarding diversity issues, having as a starting point the constitution of a co-participative management. The methodology used was the collaborative action-research which is featured by the sharing of the knowledge among all participants of the process, so that, together, they can change an initial situation into a better one. The study lasted two years and a half and the results showed that a shared management may be beneficial to the constitution of an inclusive school. It is fundamental, though, that the school members learn to work together and seek, increasingly, the improvement of collaborative practices. In the specific school researched, we have considered as a key issue, the changing of management practices, specifically the way the guidance of daily actions was developed. This guidance allowed the improvement of some changing issues: the introduction of a collaborative action between the coordination and the teachers, mainly those teachers who were coached by members of the research âLearning Management in Diversityâ team; the reorganization of planning actions; the reinforcement of actions in the issue of participative management; investment in the diversification of pedagogical equipment and in school facilities; the systematization of the actions of the directorâs board throughout the sharing of the decision taking process; and the investment in the development of teachers and coordinators. The changes occurred along the research process lead us to say that the management model adopted in the school did not suffice the need for change from a traditional cultural pedagogical practice still prevalent. The changes occurred did not diverge from homogenous teaching practice neither guaranteed nor corresponded with a model that moved towards the constitution of an inclusive identity that devised the improvement of teaching patterns offered to the students.

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / A educaÃÃo de alunos com deficiÃncia visual organiza-se com base nas diferenÃas, singularidades e na maximizaÃÃo das suas potencialidades. A inclusÃo destes alunos no ensino superior à um direito e estudos tÃm demonstrado como as universidades precisam se organizar para lhes oferecer condiÃÃes acessÃveis, tanto no ingresso quanto na formaÃÃo. A presente pesquisa investiga o fenÃmeno da inclusÃo de alunos com deficiÃncia visual como se apresenta na Universidade Federal do Cearà (UFC), considerando a Ãtica dos prÃprios alunos, docentes e administradores. A pesquisa de campo, realizada de 2007 a 2009, à de cunho etnogrÃfico. Entrevistamos trÃs alunos cegos e um com baixa visÃo, cursando Psicologia, Pedagogia, FarmÃcia, Letras-Espanhol; oito docentes; e quatro coordenadores de curso, entre outros sujeitos. TambÃm fizemos observaÃÃes no Ãmbito de nove disciplinas e levantamento de diversos documentos da UFC. Os dados revelaram que as necessidades educacionais destes alunos sÃo distintas e associadas Ãs suas histÃrias de deficiÃncia visual e de vida escolar. Entre os trÃs alunos cegos, cada um utiliza alguns dos seguintes recursos especializados: sistema Braille, orientaÃÃo e mobilidade e tecnologias digitais como o sistema Dosvox e leitores de tela Jaws e NVDA. A UFC dispÃe e tem ampliado o uso de alguns recursos, como o Dosvox, mas carece ainda de outros, como mÃquina Perkins e impressora Braille. Precisa tambÃm adotar o procedimento de avaliaÃÃo funcional para alunos com baixa visÃo, valorizando suas potencialidades, por exemplo, para o uso de recursos como o microscÃpio, significativo no Ãmbito de cursos como o de FarmÃcia. A histÃria da inclusÃo na UFC à marcada inicialmente por aÃÃes pontuais e sem articulaÃÃo entre si, modificando-se a partir de 2005, com a realizaÃÃo e continuidade do Projeto UFC Inclui. A criaÃÃo tanto de comissÃo para propor polÃticas de acessibilidade, quanto da Secretaria de Acessibilidade UFC Inclui, institucionaliza as aÃÃes inclusivas, fortalecendo-as, polÃtica e pragmaticamente. Na UFC, o fenÃmeno da inclusÃo apresenta-se, em maior grau, em alguns contextos e em menor grau, em outros. Quanto a salas de aula, cinco disciplinas foram consideradas inclusivas, duas, parcialmente inclusivas e duas, nÃo inclusivas, com base em vÃrios parÃmetros. Por exemplo, quanto ao acesso dos alunos cegos aos conteÃdos abordados, nÃo havia atenÃÃo diferenciada por parte dos professores. Os alunos cegos usavam estratÃgias diversas, como digitalizar os textos em casa ou na UFC, atravÃs de serviÃos oferecidos por Projetos, que geravam reclamaÃÃes. Administrativamente, as coordenaÃÃes de curso e demais setores demonstraram nÃo ter clareza sobre a adoÃÃo de medidas inclusivas. Ainda que tenha havido pouco reflexo das aÃÃes inclusivas da UFC na trajetÃria acadÃmica dos alunos com deficiÃncia visual, a organizaÃÃo atual desta instituiÃÃo quanto a polÃticas e aÃÃes inclusivas permite prever uma mudanÃa significativa em futuro prÃximo. / The education of students with visual impairments is organized based on the differences,
singularities and maximizing their potential. The inclusion of these students in higher
education is a right and studies have shown how universities need to organize to offer them
reasonable conditions, both the entry and training. This research investigates the phenomenon
of inclusion of students with visual impairments as presented at the Federal University of
Cearà (UFC), considering the perspective of the students themselves, teachers and
administrators. The field research conducted from 2007 to 2009, is ethnographic. We
interviewed three students with a blind and low vision, studying Psychology, Education,
Pharmacy, Languages-Spanish, eight teachers and four course coordinators, among other
subjects. We also made observations in nine disciplines and lifting of various documents from
the UFC. The data revealed that the educational needs of these students are different and the
stories associated with their visual impairment and school life. Among the three blind
students, each one uses some of the following specialized features: Braille, orientation and
mobility and digital technologies and how the system Dosvox screen readers JAWS and
NVDA. The UFC has and has expanded the use of certain features, such as Dosvox, but still
needs to others, such as Perkins machine and Braille printer. It also needs to adopt the
functional assessment procedure for students with low vision, enhancing their capabilities, for
example, the use of resources such as the microscope, significant within courses such as
Pharmacy. The history of inclusion in the UFC is marked initially by isolated and not linked
to each other, changing from 2005, with the implementation and continuity of the Project
includes UFC. The creation of both a commission to propose policies for accessibility, as the
Secretary of Accessibility includes UFC, institutionalized actions inclusive, empowering them
politically and pragmatically. In the UFC, the phenomenon of inclusion presents a greater
degree, in some contexts and less in others. As for classrooms, five subjects were considered
inclusive, two, two partially inclusive and not inclusive, based on various parameters. For
example, the access of blind students the content covered, there was no special attention from
teachers. The blind students used different strategies, how to scan texts at home or in the
UFC, through services offered by projects that generated complaints. Administratively, the
coordination of courses and other sectors showed no clarity on the adoption of inclusive.
Although there was little reflection of inclusive actions in the UFC academic career of
students with visual impairments, the current organization of this institution and inclusive
policies and actions can predict a significant change in the near future.

[pt] Este trabalho buscou identificar os efeitos de narrativas dicotomizadas para a
história da educação de surdos, tendo como campo de investigação o Instituto
Nacional de Educação de Surdos. Apresento uma análise de como o Instituto vem
sendo narrado pela produção bibliográfica que se consolidou no campo da educação
de surdos, a partir dos anos noventa. A década de 1950, por exemplo, é apresentada,
por esses autores, no âmbito estrito do debate linguístico – entre os defensores do
ensino através da língua de sinais e os defensores do ensino através da língua oral –
de modo antitético e em defesa do ensino através dos sinais. Este percurso de
narrativa crítica vem assumindo uma perspectiva de história-tribunal numa lógica de
opressores (ouvintes/oralistas) versus oprimidos (surdos/gestualistas). Alguns
pioneiros da educação de surdos, dentre eles o francês Jean-Marie Gaspard Itard
(1755-1838), são apresentados hoje como anacrônicos em seus tempos por não
corresponderem às idéias desse corpo teórico. Considero que a centralidade que essas
críticas vêm assumindo opera inúmeros apagamentos e compromete a percepção das
interações do campo com o da educação geral. Para a investigação, foram utilizadas
fontes de natureza documental e iconográfica além de entrevistas. A compreensão
dos processos de memória e história se apoiou, principalmente, em Halbwachs
(2006), Le Goff (2003) e Duby (1993) . O estudo apontou que não foi a educação de
surdos que não dialogou com a educação regular ou com as políticas nacionais. O
que não tem havido é pesquisa sobre esses diálogos. / [en] This work tried to identify the effects of dichotomized narratives to the history
of deaf education, having as the field of investigation the National Institute for Deaf
Education (Instituto Nacional para Educação de Surdos: INES). An analysis of how
the Institute has been narrated in the bibliographic production about deaf education
since the nineties is carried out and in it there is an opposition between those who
maintain the teaching through the Brazilian sign language and those who defend the
oral language, in an antithetic way and with a clear defense of the teaching through
the sign language. This route of such a critical narrative has assumed a court-history
perspective, in an oppressor logic (listeners/oralists) versus oppressed (deaf/gesture
adapters). Some pioneers on deaf education, such as the French Jean-Marie Gaspard
Itard (1755-1838), are considered anachronic in their times for not corresponding to
such nowadays theoretical formulations. I consider that the centrality that these critics
have reached causes innumerable invisibilities that affect the perception of the
interactions between the field of deaf education and of general education. For this
investigation, besides official documents, interviews and letters have been used as
research resources. The comprehension about the processes was based on Halbwachs
(2006), Le Goff (2003) and Duby (1993). The present study pointed out that it wasn’t
the deaf education which hasn’t dealt with the regular education or national politics.
We lack research about these dialogues.

Social, cultural, political and economical aspects among others are frequently the source of environmental problems. The professionals working in education and those who are preparing to work in this field must be informed about the connection of the aspects mentioned earlier and the environmental problems. These professionals must also look for the solution of such problems, and this is the reason why we have this research project. The students of Special Education at UFSM, and also the teachers of Doctor Reinaldo Fernando Cóser Special School, are working in this project as well. Specifically, the objective is to identify the social representation of the students of the Special Education course and the connection of these students with the environmental problems. We still intend to meet the teachers are working with deaf students. We hope to identify also teacher s representation at Deaf School and their connections with environmental problems, and know the path they follow to teach about environmental problems with their students. The interpretation of some data has been done by discussion, interviews and by some predetermined questions. The biggest part of the professionals, teachers and also students, represent aspects like air, trees, water and their preservation. These representations are going to be modified to deaf people education, especially the way that society looks at these persons and the way the society sees their culture and identity. / Fatores sociais, culturais, políticos e econômicos, entre outros, tem provocado inúmeros problemas ambientais. Sua solução pode ser encontrada a partir de posicionamentos e ações eficientes neste sentido. Entendendo que os profissionais da educação tanto em formação inicial, bem como os já atuantes no sistema de ensino, devem estar não apenas informados sobre esta situação, mas também buscando a resolução destes impasses é que nos propomos nesta pesquisa identificar as representações sociais dos acadêmicos do curso de Educação Especial da UFSM, em situação de estágio curricular, bem como dos professores atuantes da Escola Especial Dr. Reinaldo Fernando Cóser, quanto à Educação Ambiental. Mais especificamente, identificar as representações sociais dos acadêmicos do Curso de Educação Especial em estágio curricular com relação à Educação Ambiental. Também detectar as representações que os professores em formação inicial possuem dos alunos surdos, e a respeito da surdez. Ainda esperamos identificar as representações dos professores atuantes da Escola de Surdos quanto à Educação Ambiental, e apontar as formas que trabalham esse componente com seus alunos. A apreciação destas representações, obtidas nas falas, entrevistas e questionários, realizou-se por meio da análise de conteúdo. Em sua maioria, tanto os professores atuantes quanto os estagiários do curso de Educação Especial representam a Educação Ambiental apenas ligada a aspectos da natureza como ar, árvores, água, e sua preservação. De forma que as atividades que os professores realizam com seus alunos tendem a priorizar apenas esses aspectos; Porém, essas representações estão gradativamente sofrendo modificações. Quanto à educação de surdos, suas posturas são valorativas e éticas, engajadas na busca de mudanças das representações que a sociedade, em sua maioria, possui destes sujeitos, de sua cultura e identidade.

[pt] Este estudo tem como objetivo compreender como se deu a passagem do
paradigma da integração ao paradigma da inclusão, assinalando conexões entre as
mudanças históricas evidenciadas no período compreendido entre as décadas de
1970 e 1990 com a educação especial. A pesquisa foi desenvolvida a partir de
análise documental. Foram analisados documentos nacionais e internacionais que
fazem referência aos direitos das pessoas com necessidades educacionais
especiais. Além disso, construiu-se um balanço historiado do período da questão e
foi mostrado como se deu o atendimento da pessoa com deficiência desde
momentos anteriores até chegar ao presente, polemizando questões atuais como as
políticas nacionais em vigor e ainda políticas regionais de atendimento aos alunos
com necessidades educacionais especiais. Os conceitos de integração e inclusão
foram analisados com embasamento nos estudos de Koselleck, pois o autor
considera que conceitos são indicativos de algo que está para além da língua; são
indicadores de transformações políticas e sociais de profundidade histórica. A
pesquisa evidenciou mudanças ocorridas no atendimento dispensado às pessoas
com deficiência nos Estados Unidos durante a crise do petróleo na década de 1970
e como estas modificações influenciaram e contribuíram para a hegemonia do
paradigma da integração. Em relação ao paradigma da inclusão, evidencia-se sua
hegemonia a partir da década de 1990, considerando que, com o processo de
globalização, cada vez mais se faz necessário que uma parcela significativa da
população seja consumidora o que é possibilitado pela participação ativa na
comunidade de pessoas com necessidades educacionais especiais, proporcionada
por uma educação inclusiva. Além disso, são analisados alguns documentos que
norteiam a prática pedagógica na Fundação de Apoio à Escola Técnica da
Secretaria de Estado de Ciência e Tecnologia do Governo do Estado do Rio de Janeiro,
nas escolas dos municípios do Rio de Janeiro, Niterói, Petrópolis e
Mesquita para refletir sobre a aplicabilidade do conceito de inclusão nas políticas
locais. / [en] This work aims to understand how the transition between integration
paradigm and the inclusion paradigm happened, ticking connections between the
historic changes that occurred the 1970s until 1990 with the special education.
The research was developed through documents analysis. National and
international documents about rights of the people with special educational needs
were analyzed. It was made a historical analyze about the time of the theme and it
was showed how the treatment of the people with desabilities happened of the
past until the present, problematizing current questions like the national policies
and the locals policies of the treatment of the special educational needs students.
The integration’s concept and the inclusion’s concept was analyzed using the
Koselleck’s studies, because the author believes that concepts indicate something
that is beyond the language and concepts indicate social and political changes that
are importants to the history. The research revealed changes that happened in the
special education in the United States during the oil crisis in the 1970s and how
these modifications influenced and contributed to the hegemony of the integration
paradigm. The paper revealed that the inclusion paradigm became hegemonic
from 1990s because is necessary to the globalization process that a significant part
of the population is consumer. It is possible if people with special educational
needs participate in the community actively what is proportionate in a inclusive
education. Furthermore, some documents that guide the pedagogic practice in the
Foundation to Supports the Technical Schools of the State Secretariat of Science
and Technology for Government of Rio de Janeiro and in the cities of the Rio de
Janeiro, Niterói, Petrópolis and Mesquita were analyzed to reflect about the
application of the inclusion’s concept in the local policies.

[pt] O presente estudo teve por objetivo desenvolver um programa
educacional para ser aplicado por professores em crianças
autistas nas turmas de educação infantil em escolas
regulares. Tendo como premissa uma programação
individualizada, buscamos a inclusão do indivíduo portador
de autismo no ambiente escolar. Este programa educacional
envolvia conceitos do Programa Comunicativo Inicial da Dra.
Geraldine Dawson para o desenvolvimento da comunicação e as
interações sociais da criança autista. Baseou-se também em
alguns aspectos para a organização do espaço educacional de
acordo com o método TEACCH. Para as questões referentes aos
comportamentos apresentados pela criança autista, a
referência foi conceitos da Análise Aplicada do
Comportamento. As atividades desenvolvidas foram baseadas
no currículo básico de educação infantil.
O estudo realizado torna-se bastante real e pertinente com
a nossa realidade educacional, mediante o número cada vez
maior de crianças portadoras de necessidades especiais nas
classes regulares e de professores que lutam contra a
precariedade de saber sobre o transtorno autista. / [en] The objective of this study was to develop an educational
program to be worked with autistic children at school. With
an individualized program, we expect to include the autistic
children in a scholar environment.
This educational program envolved concepts of Dr. Geraldine
Dawson Initial Communicative Program for the developmental
of communication and social interaction of an autistic
child. It was also based on some aspects for the
organization of an educational space in accordance with the
TEACCH method. About the questions related to the behaviour
presented by autistic children the reference of this study
was based on the concepts ofApplied Analysis of Behavior.
The activities were taken from the curriculum of a
kindergarten school.
With our educational reality, this study was became very
pertinent, due to the progressive number of children with
special needs at schools and teachers who are in pursuit of
more knowledge about autism.

[pt] Esta tese tem como objetivo principal analisar a trajetória da Escola Municipal de Ensino Fundamental Odinéa Leite Caminha, situada no município de Tucuruí, sudeste do Estado do Pará, unidade de ensino que se propôs a construir o processo de inclusão de forma diferenciada daquela prevista nos pressupostos legais: de instituição voltada para educação especial abriu-se para receber alunos do ensino regular, visando possibilitar o acesso à educação de qualidade para todos, indiscriminadamente. A realização da pesquisa teve como objetivos: identificar os procedimentos utilizados pela Escola Municipal de Ensino Fundamental Odinéa Leite Caminha, para sua transformação em escola de educação inclusiva, considerando que a prioridade inicial de seu atendimento era de educação especial; analisar como ocorreu o processo de inclusão dos alunos do ensino regular em uma escola de educação especial e qual a reação dos alunos antigos (educação especial), alunos novos (ensino regular) e da comunidade escolar frente à nova proposta de trabalho e identificar os avanços conquistados na e pela escola com a implantação do processo de inclusão e o nível de conhecimento dos diferentes segmentos sobre o referido processo. Para o alcance desses objetivos, os estudos realizados se pautaram nos motivos que conduziram a escola para essa iniciativa, nos procedimentos utilizados para sua transformação, a forma como ocorreram as mudanças e a expectativa dos alunos e da comunidade quanto à nova proposta de trabalho, além de pontuar quais os ganhos conquistados com a mudança bem como o nível de conhecimento da comunidade escolar sobre o processo de inclusão. O estudo realizado considerou os procedimentos didáticos antes e após a transformação e o atual funcionamento da escola considerando o currículo escolar, o projeto político pedagógico e o nível de relacionamento existente entre os diferentes segmentos envolvidos no processo. Para a realização do estudo, a metodologia utilizada foi a pesquisa qualitativa, que permitiu a análise das interações, a percepção de opiniões e a interpretação das
especificidades de comportamentos e atitudes de cada partícipe de modo a possibilitar a indicação de contribuição para possíveis mudanças. Foi utilizado o estudo de caso, que permitiu detectar os motivos que sustentaram a decisão da mudança e os resultados obtidos durante todo o percurso do trabalho. Como suporte teórico para a pesquisa, foram utilizados vários documentos legais desde a constituição brasileira, legislações internacionais e nacionais que abordam o assunto bem como livros, artigos, textos (de diferentes autores), anotações de seminários e congressos, revistas e informações obtidas através dos meios de comunicação de massa e da própria internet. Para enriquecimento do estudo, foram realizadas quarenta entrevistas com representantes dos diferentes segmentos da escola (professores, funcionários, mães e alunos) além de vários contatos informais com registro no caderno de campo. Na análise das informações coletadas, foi possível identificar a prática pedagógica desenvolvida na e pela escola, o nível de relacionamento interpessoal, a flexibilidade curricular, a forma de utilização e confecção de materiais didáticos e o trato com a diversidade na ação educativa. Esses aspectos nos permitiram perceber a importância que os profissionais que atuam com a educação especial representam para a implantação do processo de inclusão, contribuindo tanto na ação docente com alternativas diferenciadas de trabalho quanto na sugestão de ações exequíveis para a operacionalização do processo de inclusão. Na construção do documento final - a tese - as entrevistas realizadas, os documentos escolares fornecidos para análise e as observações registradas no caderno de campo fortaleceram o registro possibilitando a realização de um documento mais preciso e capaz de propor sugestões tanto no âmbito escolar quanto na elaboração de políticas públicas norteadoras do processo de inclusão. / [en] This thesis aims at analyzing the trajectory of the School of Basic Education Odinéa Leite Caminha, located in the city of Tucurui, southeastern of Pará, teaching unit which is proposed to construct the inclusion process in a different way from that anticipated in the legal assumptions: the institution devoted to special education has opened up for regular students, aiming to provide access to quality education for all, indiscriminately. The research aimed to identify the procedures used by the Municipal Elementary School Odinéa Leite Caminha, for its transformation into a school of inclusive education, whereas the initial priority of his attendance was special education, to analyze how the process occurred inclusion of regular students in a special education school and what the reaction of older students (special education), new students (regular education) and the school community in relation to new work proposal and identify the advances made in and around the school with the implementation of the inclusion process, and knowledge of the different segments on that process. To achieve these goals, the studies were based on motives that led the school for this initiative, the procedures used for processing, how the changes occurred and the expectation of students and community about the proposed new work, and which punctuate the gains with the change and the level of knowledge of the school community about the inclusion process. The study considered the didactic procedures before and after the transformation and the current operation of the school considering the school curriculum, the political pedagogical project and the level of relationship existing between the different parts involved in the process. To conduct the study methodology was based on qualitative research that allowed the analysis of interactions, the perception of opinion and interpretation of specific behaviors and attitudes of each participant to enable the indication of contribution to possible changes. It was also used the case study, which allowed to detect the reasons that supported the decision to change and the results obtained during the course of
work. As technical support for the study used various legal documents from the Brazilian constitution, international and national laws that address the subject as well as books, articles, texts (from different authors), notes, seminars and conferences, magazines and information obtained through media mass communication and the Internet itself. For enrichment of forty interviews were conducted with representatives of different segments of the school (teachers, staff, students and mothers) and several informal contacts with record in field notebook. In the analysis of information collected could be identified in the pedagogical practice developed by the school and the level of interpersonal skills, flexibility, curriculum, how to use and making of teaching materials and dealing with diversity in educational activities. These features have allowed us to realize the importance that professionals who work with special education account for the deployment of the inclusion process, contributing in teaching activities with different alternatives of how much work the suggestion of feasible actions to operationalize the process of inclusion. In constructing the final document the interviews, school documents provided for review and comments recorded in the field notebooks have strengthened the study possible the realization of a more accurate and able to offer suggestions both in schools and in guiding public policy development the inclusion process.

in the construction of inclusive practices, and to analyze the interface of the health and education
areas, as well as teachers training related to those practices. An advisory project developed by the Lar
Escola São Francisco/UNIFESP - rehabilitation unit of the Federal University of São Paulo - in support
to the Department of Professional Education and Training of the Municipality of Santo André, State of
São Paulo, was analyzed in two aspects: the diagnosis involving students with physical deficiency and
the training of teachers of the municipal schools in Santo André. The analysis was focused on 154
diagnosis emitted by seven health professionals, and on reports about a continued training program
offered to sixty nine teachers of the Department of Professional Education and Training of the
Municipality of Santo André. The principles of complexity and the eco-systemic paradigm constituted
the theoretical basis of the investigation. Under this perspective, innovation was emphasized as related
to creative action on the part of the teachers being trained, and to the plurality of themes involved in
the complex relationships that characterize the changing of inclusive practices. The methodological
option was a qualitative approach based on participant observation, interviews and document analysis.
The latter focused on reports and notes by the health professionals concerning their own experiences,
training programs content, and programs evaluation by the teachers involved. Semi-structured
interviews were also undertaken with health professionals, students with deficiency and their families,
aiming at identifying unfolding aspects of the special education and its contribution in the building up
of inclusive processes. Ambiguities were identified in the actions of both health and education
professionals, as regards inclusive processes, constituting a movement towards a new meaning to
special and regular schools. Movements of continuity and discontinuity/rupture were also identified in
the role of health and education professionals, constituting a continuum in the construction of the
inclusive processes. Diagnoses were viewed as stigmatizing instruments, but showing signs of change
towards accessibility and adaptation to inclusion processes. Training actions were opportunities of
investigation as they activate changing movements that are operated by the subjects, in association
with the analysis of their insertion in their own contexts. These findings emphasize the need to
establish a new meaning to the actions of both educational spaces the regular and the special ones,
so that a dialogue may be implemented, together with the construction of subjective bridges for the
effective participation of the people with deficiency in society. The study also contributes to a greater
awareness of the processes already instituted and the ones that are being instituted by both health and education professionals, opening room for dialogue and for a systematization of reflexions and the activation of a process of creation of opportunities of construction of effectively inclusive processes / A investigação da temática Ressignificando a Educação Especial por meio da complexidade e
pensamento eco-sistêmico, fundamentos para a construção de processos inclusivos teve como objeto
a busca da compreensão das relações entre a educação especial e regular na construção de práticas
inclusivas, além de focalizar e analisar as especificidades da articulação entre as áreas da saúde e
educação e a formação de professores para construção desses processos. O cenário investigado foi
um projeto de assessoria realizado pelo Lar Escola São Francisco/ UNIFESP à Secretaria de
Formação e Educação Profissional do Município de Santo André, constituída a partir de dos eixos,
diagnóstico para os alunos com deficiência física e formação para professores da Rede Municipal de
Santo André. Foram analisados os registros dessas experiências: 154 diagnósticos realizados por
sete profissionais da saúde, formação continuada de professores da SEFP do Município de Santo
André. As questões que orientaram a investigação deram prioridade à análise dos processos vividos
nas ações diagnósticas e de formação, à consideração da complexidade que caracterizou as
influências mútuas entre a ressignificado da escola especial, formação continuada de educadores e os
processos diagnósticos para que pudéssemos refletir sobre a construção de processos inclusivos na
rede regular de ensino. O universo teórico que deu suporte à investigação foi embasado nos princípios
da complexidade e do pensamento eco-sistêmico, tendo-se analisado os processos de formação e
diagnóstico a partir de uma perspectiva transdisciplinar. Esta perspectiva valorizou o aspecto
associado à inovação, tanto no que se refere à ação criadora por parte dos sujeitos em processos
formativos, quanto ao que se refere à pluralidade temática para a compreensão das relações que
constituem a complexidade dos fenômenos ligados à mudanças das atuais práticas inclusivas.
Quanto aos aspectos metodológico, a investigação orientou-se pelos pressupostos da pesquisa
qualitativa em educação, caracterizada pela observação participante dos sujeitos envolvidos e pela
diversidade de instrumentos analisados. A análise dos documentos envolveu os relatórios elaborados
pelos profissionais da saúde, as observações e registros das experiências, estrutura curricular das
formações, bem como as avaliações dessas formações realizadas pelos professores. Houve, também,
a realização de entrevistas semi-estruturadas com os profissionais da saúde, alunos com deficiência e
seus familiares, as quais foram relevantes para o desenvolvimento da investigação, na busca dos
possíveis desdobramentos para reflexões do papel da educação especial e suas contribuições para a
construção de processos inclusivos. O presente estudo caracterizou ambigüidades nas ações dos
profissionais da saúde e educação no que diz respeito aos processos inclusivos, desta forma constitui
um movimento de ressignificação das escolas especiais e regulares, e identificou movimentos de
continuidades, descontinuidades e/ou e rupturas que constituem o continuum na construção dos
processos inclusivos, no papel de ambos os profissionais da educação e saúde, bem como nas
relações que o constitui. Identificou, ainda, que os diagnósticos se caracterizam como instrumentos
estigmatizantes, porém com prenúncios de mudanças que caracterizam um instrumento para
acessibilidade e adaptações nos processos inclusivos. As ações de formação possibilitaram uma
oportunidade de investigação, pois, ativou movimentos de mudanças operados pelos sujeitos de modo
associado à análise da inserção destes em seus contextos. Tais especificidades permitem considerar
que esta é uma proposta que tem como principal objetivo (re)significar as ações de ambos os espaços
regulares e especiais que os levem ao diálogo, e a construção de pontes subjetivas para a
participação de fato dessas pessoas na sociedade. Proporcionou ampliar a conscientização sobre os
processos instituídos e instituintes de ambos os profissionais da saúde e educação, proporcionando
um diálogo para a sistematização das reflexões e de ativação de um processo de criação de
oportunidades para construção de processos de fato inclusivos

Previous issue date: 2007-12-13 / The present study is related to the current issues concerning the process of inclusion of students who have special educational needs in regular education. It aims at understanding how such students have been included in state public schools in Ensino Fundamental Ciclo I, Ciclo II and Ensino Médio , and how regular schools and their professionals have responded to the students needs. The research is focused on public schools, their differences in hierarchy and respective management, as well as on teachers continuing education process regarding inclusion. In order to reach those goals and understand the present situation, it is necessary to look back in the past through book and document references, searching for historical data that have followed the process regarding public policies. Besides, the field research helps make a triangulation to support that complex subject. The collected results view some kind of educational scene that points out significant advances and possibilities in inclusion. They also show good willing educational professionals who have effectively committed to the inclusion of students who have special educational needs. On the other hand, there are still some issues that must be considered regarding the uniqueness of different educational realities / O presente estudo se relaciona às questões postas na atualidade em relação ao processo de inclusão de alunos com necessidades educacionais especiais na rede regular de ensino. Tem como objetivo compreender como esse processo vem de fato acontecendo na Rede Estadual de Ensino no Ensino Fundamental Ciclo I, Ciclo II e Ensino Médio, e como a escola regular e seus profissionais têm encontrado alternativas para atender à demanda desses alunos. O foco da pesquisa é a instituição escolar pública, observando suas diferentes instâncias hierárquicas e respectivas gestões, como também os processos de formação continuada de professores no que tange a essas questões. Para tanto, faz-se necessário uma incursão no passado através da pesquisa bibliográfica para compreender o presente, utilizam-se recursos na modalidade da pesquisa documental, buscando historicamente os dados que acompanham esse processo em relação às políticas públicas da atualidade e caminha-se também na modalidade da pesquisa de campo de modo a buscar uma triangulação que possa sustentar a complexidade dessa temática. Os resultados obtidos representam uma determinada realidade educacional que imprime marcas significativas nos avanços e possibilidades desse processo, e retrata igualmente a predisposição de profissionais da educação que efetivamente se comprometeram com o processo de inclusão de alunos com necessidades educacionais especiais. syndrome at a special education institution. João displayed dificulties in establishing social
links, excluding whatever came from others. The goal of this work is to investigate the
position of the educator in the institutional practice involving problems of organic disabilities
and psychic constitution. Work was done in the sense of engaging the subject in social links,
following the necessities observed throughout the practice. João guided the educator in a visit
through his symbolic games, revealing that the intervention is found between treating and
educating. The clarification of the boundaries and limits of these two fields is necessary in
order to establish a support based to a smaller extent on the imaginary enclosure, therefore,
allowing the identification of the educational goals as well as the position of the educator
involved with such practice, In this way, throughout this dissertation, the fields of
investigation were first defined and the intersections among them were analyzed: the relation
between the organic and subjective, pedagogy and education, treating and educating. The
most precarious definition of the differences bewteen treating and educating was shown to be
essentially beaurocratic. The fact that a professional s work takes place at a special education
institution alone does not guarantee that this work will be educational. The consideration of
the question of the four discourses proposed by Jacques Lacan allowed a detachment from the
beaurocratic registry to identify the educator s position in a practice situated between treating
and educating / O presente trabalho parte da experiência com um jovem, portador da síndrome de Angelman,
em uma instituição de educação especial. João apresentava dificuldades no estabelecimento
do laço social, tomando o que vinha do outro a partir da ordem da exclusão. O objetivo desse
trabalho é investigar qual a posição do educador na prática institucional com jovens com
graves comprometimentos orgânicos e psíquicos. Com base no que a prática apontou como
necessário, foi realizado um trabalho visando à possibilidade de o sujeito engatar no laço
social. João guiou a educadora em sua visita aos jogos simbólicos, revelando que a
intervenção se localiza entre o tratar e o educar. Precisar a extensão e os limites desses
campos se fez necessário para se amparar menos num enquadramento imaginário, permitindo
identificar tanto as finalidades educativas quanto a posição do educador implicado nessa
prática. Dessa forma, ao longo da dissertação, foram delimitados campos de investigação para
depois pensar sobre as suas intersecções: a relação entre o orgânico e a constituição subjetiva,
pedagogia e educação, o tratar e o educar. Foi visto que a definição mais precária das
diferenças entre o tratar e o educar é a burocrática. Não é o fato de o profissional trabalhar em
uma instituição de educação especial o que garante uma experiência educativa. Trazer a
questão dos quatro discursos proposto por Jacques Lacan permitiu o afastamento do registro
burocrático para identificar desde qual posição fala o educador em uma prática que se localiza
entre o tratar e o educar
