The thesis establishes the main ideological sources of the American think and permits to know some of the most important American films produced during the last years of 30th decade and the first years of 40th.

Esta tese apresenta um estudo sobre o Guia Alimentar para a População Brasileira, entendido como uma expressão importante da política social de alimentação e nutrição desenvolvida no Brasil, e um dos principais instrumentos de ação do Programa de Alimentação Saudável. O Guia Alimentar foi concebido para facilitar a implementação de ações de promoção de práticas alimentares adequadas e a escolha de alimentos saudáveis. O objetivo geral desta tese foi identificar os pressupostos políticos e ideológicos que orientam as políticas sociais de alimentação e nutrição e que se expressam no Guia Alimentar para População Brasileira. A pesquisa qualitativa que serviu de base para o estudo dos dados trazidos na tese, funda-se no materialismo histórico como referencial teórico-metodológico, no âmbito da tradição marxista, a qual reconhece a centralidade das questões materiais que se apresentam nas duras condições de existência da classe trabalhadora. As políticas sociais de alimentação e nutrição e o Guia alimentar foram analisados historicamente, uma vez que é no processo histórico, produto da construção dos sujeitos, que o modo de pensar dialético melhor se expressa. O Guia Alimentar foi avaliado como parte de uma totalidade concreta, um dos principais fundamentos do materialismo histórico, em conexão com o todo, e integrante das políticas sociais que são intrínsecas às lutas e aos direitos conquistados pelos trabalhadores, em permanente confronto com os interesses da acumulação capitalista. Os resultados apresentados apontam a gravidade da situação alimentar e nutricional no país, e a fragmentação e descontinuidade das ações de alimentação e nutrição implementadas, ao longo do período histórico analisado, as quais não deram enfrentamento aos determinantes dos problemas alimentares, como é o caso do Guia Alimentar para a População Brasileira. A análise do Guia Alimentar mostrou que seu conteúdo revela uma realidade idealizada, que se traduz por recomendações alimentares indicadas indistintamente para toda a população, sem a devida atenção às desigualdades sociais, inerentes às sociedades de classes, que determinam acessos diferenciados aos alimentos quantitativa e qualitativamente. O Guia Alimentar ao não problematizar o conceito de saudável, e assimilá-lo acriticamente, parte da premissa de que a alimentação preconizada como saudável é acessível a todos, se afastando da realidade concreta da classe trabalhadora. Estes resultados demostram a necessidade de se rever os fundamentos das políticas sociais de alimentação e nutrição e seus instrumentos de intervenção, e em particular o Guia Alimentar. As mudanças objetivam tornar estes mecanismos mais efetivos, com vistas ao atendimento ao direito humano à alimentação adequada, à produção da saúde e melhor qualidade de vida. Perspectiva tendencialmente de difícil execução, mas que deve ser buscada mesmo nos marcos da sociedade do capital. / This thesis presents a study on the Food Guide for the Brazilian Population, understood as an important expression of the social policy of food and nutrition developed in Brazil, and one of the main tools of action of healthy feeding program. The Food Guide was designed to facilitate the implementation of actions to promote proper dietary practices and choosing healthy foods. The general objective of this thesis was to identify the political and ideological patterns that guide the social policies of food and nutrition in Brazil. The qualitative research that formed the basis for the study is founded in Marxism and historical materialism, which recognizes the centrality of the material issues that present themselves in the working class conditions of life. The social policies of food and nutrition and the Food Guide were evaluated historically, once it is in the historical process, the construction of the subject product, which the dialectical way of thinking best expressed. The Food Guide was evaluated as part of a concrete totality, one of the main foundations of historical materialism, and integral part of social policies that are intrinsic to the fights and the rights acquired by workers, in permanent confrontation with the interests of capitalist accumulation. The results indicate the problems of the food and nutritional situation in the country, and the fragmentation and discontinuity of the policies of food and nutrition, implemented throughout the historical period analyzed. The Food Guide's analysis showed that its content reveals an idealized reality, that translates to dietary recommendations indicated indistinctly to the entire population, without due attention to social inequalities, inherent to the class societies, which determine differentiated access to quantitative and qualitative food. The Food Guide dont put questions on the concept of healthy, and assimilate it uncritically. It depart from the premise that healthy eating is accessible to everyone, moving away from the concrete reality of the working class. We aim to demonstrate the need to review the fundamentals of social policies of food and nutrition and their instruments, and in particular the Food Guide. We look to make these more effective instruments, to serving accomplishing the human right to adequate food, to improving health and better quality of life. Perspective tends to difficult implementation, but that must be sought even in the capital society.

Cette thèse porte sur le statut de l'Etat justiciable en droit international. L'étude de l'Etat, sujet de droit international et justiciable des juridictions internationales, conduit à l'analyse de sa personnalité juridique internationale. Pour connaître le statut juridique de l'Etat et sa possible mise en cause devant une juridiction internationale, il a fallu donner un essai de définition du concept d'Etat et de celui de souveraineté. C'est à partir de la variante souveraineté que se décline le phénomène de justiciabilité de l'Etat en droit international. Dans cette étude, le nouveau droit international tel que proposé par la Charte des Nations en 1945, maintient l'Etat dans son rôle classique de sujet principal du droit des gens, en lui étant tout de même le statut de souverain absolu et inaccessible. En plus du contentieux interétatique classique, le souverain étatique est devenu depuis cette date un acteur contentieux presque banal devant les nouvelles juridictions internationales. C'est ainsi que l'émergence de nouveaux acteurs de la société internationale comme les individus, les entreprises et les ONG, a donné lieu à un nouveau développement conventionnel dans des espaces juridiques qui échappent au contrôle étatique. La protection internationale des droits de l'homme fait passer l'individu de la sphère nationale à la sphère internationale. Le nouveau droit international économique institutionnalisé par le CIRDI en 1965, le nouveau droit de la mer matérialisé par la Convention de Montego Bay de 1982 et le développement des juridictions pénales internationales (lutte contre l'impunité) sont la preuve d'une transformation de l'environnement juridique international où l'Etat n'est plus l'unique centre d'intérêt des rapports internationaux. / This thesis examines the status of the defendant State in international law. The study of State, subject of international law and immune from international courts, led to the analysis of its international legal personality. To know the legal status of the State and its possible questioned before an International Court, it took to give a definition of the concept of sovereignty and state test. It is from the variant sovereignty comes the phenomenon of justiciability of the State under international law. In this study, new international law as proposed by the Charter in 1945, maintains the State in his classic role as main subject of the law of Nations, by taking away all the same absolute and inaccessible sovereign status. In addition to the classical inter-State disputes, the sovereign State has become since that date an almost banal litigation player before the new international courts. It is as well as the emergence of new actors in the international society as individuals, businesses and NGOS, gave rise to a new conventional development in legal spaces that are outside State control. The international protection of human rights puts the individual in the national sphere to the international sphere. The new international economic law, institutionalized by the ICSID in 1965, the new law of the sea, materialized by the Montego Bay Convention of 1982 and the development of international criminal courts (Fight against impunity) are evidence of a transformation of the international legal environment where the State is no longer the only main interest of international reports.

Assentamentos rurais da região metropolitana de Porto Alegre e a formação de cooperativas

A presente pesquisa ocorreu na Região Metropolitana de Porto Alegre em seis assentamentos ligados à COOTAP (Cooperativa dos Trabalhadores Assentados da Região de Porto Alegre), incluindo o Assentamento Capela onde se localiza a COOPAN (Cooperativa de Produção Agropecuária Nova Santa Rita LTDA). Entre os objetivos do trabalho estão o levantamento de dados relativos à melhoria de vida dos agricultores associados e às mudanças culturais em relação aos métodos produtivos. A pesquisa foi realizada com o uso de entrevistas semiestruturadas e observações feitas em saídas de campo. Entre os resultados mais relevantes está a opção pela produção orgânica e as consequências políticas desse caminho. / The present research occurred in the metropolitan region of Porto Alegre in six settlements linked to COOTAP (workers cooperative from Porto Alegre), including the Capela Settlement, where COOPAN is located (cooperative of agricultural production Nova Santa Rita LTDA). Among the objectives of this work, are the data collection related to the improvement of the life of the associated farmers and the cultural changes in relation to the productive methods. The research was made using semi-structured interviews and observations made in field trips. Among the most relevant results there is the choice for organic production and the political consequences of this path.

Transformation from below? : the role of civil society organizations in the global governance of the response to HIV/AIDS

This thesis contributes to debates on the role of civil society organizations (CSOs) in global governance by asking if their participation in the global response to HIV/AIDS has been transformative – with transformation conceptualized as change towards a more equitable order. Adopting a critical International Relations approach, and applying qualitative methods, it analyzes how CSOs used the initial failure of biomedical responses to the epidemic to advance a human rights frame, which justified their participation in global governance. This frame complemented conceptions of AIDS exceptionalism, and has recently shifted in response to an increased focus on key populations. CSOs continue to advance the rights frame in global institutions – the focus here being on how they have done so within UNAIDS and the Global Fund to Fight AIDS, Malaria and Tuberculosis. However, rigid bureaucracies and dominant power relationships limit CSOs’ ability to transform these institutions to be more responsive to and representative of those affected by the epidemic. CSOs have further struggled to influence the largest global donors of the HIV/AIDS response – the Global Fund and PEPFAR – to direct greater resources to rights-based initiatives, despite CSO participation in resource mobilization. Though CSO participation has been restricted by donor state power, bureaucratic structures, and changes in the political economy of global health, CSOs have continued to promote potentially transformative alternatives, and so have continued to represent the interests of those most affected by the epidemic. This allows potential for further transformative alternatives.

Notre thèse a pour objet une analyse sémantique des discours de la Commission européenne sur l'emploi et la lutte contre la discrimination. Le corpus est constitué par les publications de la Direction générale « Emploi, affaires sociales et inclusion » de la Commission et rassemble un matériau linguistique de 155 documents parus entre 2004 et 2011. En s'inscrivant dans la tradition de l'analyse du discours politique, cette étude prend appui sur les acquis de la linguistique de l'énonciation, de la pragmatique et des théories de l'argumentation afin de dégager, pour mieux les observer et théoriser, certaines propriétés inhérentes aux discours politiques et institutionnels. Il s'agira, plus exactement, de cerner les procédés linguistiques et discursifs à l'oeuvre dans notre corpus et, corollairement, d'observer comment ceux-ci participent à la construction et à la stabilisation du sens et de la référence en discours. Notre thèse est structurée en deux parties. La première (chapitres 1-2) est consacrée à la présentation du corpus et des cadres théorique et méthodologique. La deuxième (chapitres 3-5) portera sur l'analyse sémantico-énonciative et discursive du corpus / The purpose of this thesis is to analyse, from a semantic and enunciative point of view, the European Union's discourse on employment and the fight against discrimination. The Corpus is made up of 155 documents published between 2004 and 2011 by the European Commission's DG for Employment, Social Affairs & Inclusion. Our goal is to observe the way linguistic phenomena described in this work contribute to the construction and discourse stabilization of the linguistic sense and reference. The thesis is structured as follows: the first part will be dedicated to the presentation of the corpus and problematic. This section also contains the fundamental principles of enunciative semantics along with a description of the AntConc software we will employ in order to explore the reference corpus. The second part is focused on the corpus analysis and is divided into three chapters. The first one deals with the linguistic expression of subjectivity and will concentrate on the study of the enunciative modalities. The second one is dedicated to an analysis of the enunciative heterogeneity of the European Union's discourse, in particular from the Scandinavian Theory of Linguistic Polyphony's point of view. Finally, in the last chapter, we will observe the way a verbal sequence ? whether it be a collocation, a simple or complex syntagma, may create a speech event
