Utvärdering av måluppfyllelse för Polisen och SKL : en studie av upprättandet av ett gemensamt servicecenter för ekonomi- och personaladministration

<p>Inom Polisen finns ett behov av att renodla verksamheten, då de med åren fått ökade administrativa kostnader. Ett projekt startades inom Polisen och Statens kriminaltekniska laboratorium, där all ekonomi- och personaladministration ute på myndigheterna samlades på ett och samma ställe i ett servicecenter förlagt till Linköping. Syftet med studien är att utvärdera hur måluppfyllelsen för de mål som sattes upp för projektet upplevs. Studien är av kvalitativ karaktär, med en fallstudieliknande ansats, där 18 intervjuer genomfördes med de anställda på servicecentret, samt flertalet ur projektets styrgrupp.</p><p>Resultatet av studien är att organisationen har kommit långt med måluppfyllelsen, men att man inte har nått riktigt ända fram då studien visar att åtta av elva mål är helt uppfyllda i nuläget. Tre mål är alltså ännu inte helt uppfyllda, vilket kan bero på att många av målen är otydliga, kan tolkas olika och inte är så väl förankrade hos de anställda. Att utgå från några kriterier för hur mål bör formuleras tros förbättra måluppfyllelsen, men då organisationen ändå har lyckats uppfylla målen relativt väl är det ingen förutsättning för att lyckas. Då centret ännu inte är helt färdigt, utan på några års sikt skall utökas till att omfatta alla polismyndigheter i landet, tros många mål leva kvar och en bättre måluppfyllelse uppnås allt eftersom fler myndigheter ansluter sig till centret.</p> / <p>The Swedish Police has increased its administrative costs during the years making the ordinary police work suffer. A project started within The Swedish Police and The Swedish National Laboratory of Forensic Science. The project aimed to establish a shared service center for personnel and business administration. The aim of this study is to evaluate whether the goals of the project have been reached or not. The study has a qualitative approach and is mainly based on 18 interviews with the employees at the shared service center and the directors of the four authorities. The result of the study is that the organization has come a long way in reaching the goals, and has today reached 8 out of the 11 goals for the project. The reasons for there being 3 goals left to reach may be that the goals are unclear and not so well anchored among the employees. Using criterias in formulating goals is thought to make it easier to fulfil the goals. Since the organization has fulfilled the goals quite well even though it has not followed all of the criterias, there is no guarantee for success to follow the criterias in formulating goals. Since the shared service center is not yet complete, but should in a few years include all police authorities in the country. Some goals should still be used and the goals will probably reach better goal performance as more authorities are added to the shared service center.</p>

Organizational death and employee motivation : Investigating a plant closure in a multi-plant organization

Major organizational changes are often connected with a variety of negative outcomes for both employees and the organization alike. As a contrast to this, organizational deaths have instead been associated with increased productivity and motivation to perform, despite certainty of job loss. These results have been regarded as counter-intuitive, since employment and job security are regarded as a foundation for work motivation. Consequently, this thesis aims at investigating the motivational aspects of organizational deaths in terms of change in motivation as individuals adjust to changing realities. The thesis rests on three empirical studies.The first study's results showed (contrary to theoretical postulations) that goal setting was able to influence employees' in-role and extra-role performance, job-induced tension, commitment to the closure, and job satisfaction. The second study showed that organizational productivity, efficiency, performance, motivation and psychological climate increased for both blue-collar and white-collar employees'. The results of the third study lend support to the anecdotal reports that high-performers stop performing during organizational deaths. However, this study also found that low-performers perceiving low justice increased their effort which may show that they have a personal gain in performing (e.g., positive self-perception). The results of the empirical studies support the notion that organizational productivity increases along with employees' motivation to perform. Finally, a common pattern in the data was that most positive variables increased and the negative variables decreased. These results are explained by the adoption of new goals, which creates horizontal coherence (harmony) among goals, which gives rise to goal proximity (motivation increases due to moving closer to the goal). / At the time of the doctoral defense, the following papers were unpublished and had a status as follows: Paper 1: In press. Goal-oriented Pattern Family Framework for Business Process Modeling

While several approaches exist for modeling goals and business processes in organizations, the relationships between these two views are often not well defined. This inhibits the effective reuse of available knowledge in models. This thesis aims to address this issue through the introduction of a Goal-oriented Pattern Family (GoPF) framework that helps constructing business process models from organization goals while expanding these goals, establishing traceability relationships between the goal and process views, and improving reusability. Methods for extracting domain knowledge as patterns, which are composed of goal model building blocks, process model building blocks, and their relationships, and for maintaining the patterns over time are also presented. The GoPF framework provides the infrastructure for defining pattern families, i.e., collections of related patterns for particular domains. The foundation of GoPF is formalized as a profile of the User Requirements Notation, a standard modeling language that supports goals, scenarios, and links between them. A method for the use of GoPF is defined and then illustrated through a case study that targets the improvement of patient safety in healthcare organizations. The framework and the extraction/maintenance methods are also validated against another case study involving aviation security in a regulatory environment. The GoPF framework is expected to have a positive impact on the scientific community through the formalization, evolution, and reuse of patterns in domain-specific business domains. From an industrial viewpoint, this framework will also help intermediary organizations (such as consulting firms) who are required to repeatedly create and document goal and process models for other organizations in their business domain.

Indicator-based Policy Compliance of Business Processes

Background: Business process compliance management has recently attracted a lot of attention in both business and academia as it enables organizations to not only control and monitor their business processes from a legal point of view but also to avoid financial penalties and undesirable consequences to their reputation. Objective: This thesis aims to provide a framework that would enable organizations to: 1- Discover business processes that violate regulations, laws and policies; 2- Discover the importance level of business processes based on the organization’s goals; 3- Determine the impact of compliance-related process modifications on business goals, including conflicting goals between stakeholders, and on policies; and 4- Enable organizations to measure the level of business process compliance for one or multiple policies. Methodology: A systematic literature review in the area of goal-oriented business process compliance management and measurement has been conducted, which showed that balancing legal compliance obligations with business objectives remains a difficult challenge. A new Indicator-based Policy Compliance Framework (IPCF), which combines policy and rule models together with models capturing business goals (with their relative importance to the organization) and business processes, has been proposed. This framework builds on the User Requirements Notation (URN), which is the first international standard to combine goal modeling with scenario modeling. The intents and objectives of policies have been modeled, as well as the goals and business processes of organizations, and indicators are used to measure the compliance level of policies. This enables the detection of non-compliant business processes and the evaluation of the impact of compliance-related process modifications on business goals. Human resource policies and business processes are used as an example to illustrate the method. Aerodrome security regulations and business processes are then used to validate the method in a real-life environment. Comparisons to related work, evaluation against different sets of criteria, and tool support complement the framework validation. Results: The Indicator-based Policy Compliance Framework enables organizations to discover business processes that violate policies as well as other types of rules, regulations, and laws. Guidelines for modeling legal text with URN’s Goal-oriented Requirement Language (GRL) are proposed. Furthermore, IPCF helps determine the impact of compliance-related process modifications on business goals, including conflicting goals between stakeholders, and on policies. In addition, as policies sometimes apply differently to different types of organizations, a new profile for GRL, with suitable stereotypes, well-formedness constraints, and a modified analysis algorithm defined for GRL model families is used to evaluate the satisfaction level of individual goal models that are members of a larger family model. Finally, the proposed IPCF enables organizations to measure the level of business process compliance for one or multiple policies, and such measures can be visualized directly in URN models but also through interactive Business Intelligence portals, for a wider diffusion.

Förmågan att kunna kommunicera är av yttersta vikt för att en organisation ska vara fungerande. Det är också nödvändigt för en organisation att kunna förändra sig för att förbli effektiv. Motivation är det som sätter tankar i handling och därför bör det vara en viktig aspekt när det kommer till internkommunikation i stora organisationer som genomgår förändringar.      Uppsatsen baseras på en fallstudie av en organisationsförändring vid Karlstads universitet som genomfördes 1 januari 2013, där kvalitativa intervjuer använts som metod. Undersökningen gjordes under november och december 2012 då förändringsprocessen var i sitt slutskede. Intervjuer utfördes med både informanter och respondenter anställda vid Karlstads universitet.   Syftet med uppsatsen är att undersöka internkommunikationens betydelse för hur medarbetare motiveras till en organisationsförändring. Utifrån syftet har tre frågeställningar formulerats: (1) Hur önskar medarbetare vid Karlstads universitet att information kommuniceras internt vid en organisationsförändring? (2) Överensstämmer medarbetares och implementeringsgruppen vid Karlstads universitets uppfattningar om hur information om en organisationsförändring bör kommuniceras? (3) Hur anser medarbetare vid Karlstads universitet att motivation skapas inför en organisationsförändring genom internkommunikation?   Resultatet från de intervjuer som genomförts har analyserats utifrån teorier som till exempel transmissionsmodellen, goal setting teorin och McLuhans teori om kanalval.  Denna undersökning visar att den närmsta chefen ses som den viktigaste informationskanalen. Det kommer även fram att medarbetarna tycker det är viktigt att organisationen använder sig av många olika kanaler när de kommunicerar och att muntlig kommunikation ses som en nödvändighet. Resultatet visar även att intern- och externkommunikation bör ses som lika betydelsefulla för en organisation och därför borde lika mycket energi och resurser läggas på de två. Uppsatsen presenterar utifrån dessa resultat en tankemodell på hur organisationer kan se på kommunikationsprocessen kring en organisationsförändring. / The ability to communicate is of utmost importance for an organization to be functional. It is also important for an organization to be able to change in order to stay effective. Motivation is what puts thoughts in to actions and should therefore be an important part of the internal communication in large organizations going through changes.   This paper is based on a case study of an organizational change at Karlstad University that took place the 1st of January 2013. The method used in this case study was qualitative interviews. The study took place during November and December 2012 when the process of change was coming to an end. The interviews was conducted with both informants and respondents employed at Karlstad University.   The aim of this study is to examine internal communications importance in motivating employees during an organizational change. There is also three questions of issue that has been examined further: (1) How do employees at Karlstad University wish that information gets communicated internaly in the organization during an organizational change? (2) Do employees and managers at Karlstad University share ideas of how information about the change at hand should be communicated during an organizational change? (3) How do employees at Karlstad University consider that motivation gets created through internal communication facing an organizational change?   The result from the interviews was analyzed through theories such as the transmission model, McLuhan’s theory about mediums and the goal setting theory. This study shows that the immediate supervisor is the most important channel for communication. It also shows that employees considers it important that the organization communicates through a variety of channels and that oral communication is a necessity. The result also shows that internal and external communication should be seen as equally important for the organization. And equal amounts of energy and money should be spent on both internal and external communication. The paper presents a conceptual model of how organizations should look at the communication process surrounding an organizational change. The model is based on the results of the study.

How to set ratiohnal environmental goals : theory and applications

<p>Environmental goals are commonly set to guide work towards ecological sustainability. The aim of this thesis is to develop a precise terminology for the description of goals in terms of properties that are important in their practical use as decision-guides and to illustrate how it can be used in evaluations of environmental policy.</p><p>Essay I (written together with Sven Ove Hansson) identifies a set of rationality criteria for individual goals and discusses them in relation to the typical function of goals. For a goal to perform its typical function, i.e., to guide and induce action, it must be precise, evaluable, approachable (attainable), and motivating.</p><p>Essay II argues that for a goal system to be rational it must not only satisfy the criteria identified in Essay I but should also be coherent. The coherence of a goal system is made up of the relations that hold among the goals, most notably relations of support and conflict, but possibly also relations of operationalization. A major part of the essay consists in a conceptual analysis of the three relations.</p><p>Essay III contains an investigation into the rationality of five Swedish environmental objectives through an application of the rationality criteria identified in Essays I-II. The paper draws the conclusion that the objectives are not sufficiently rational according to the suggested criteria. It also briefly points at some of the difficulties that are associated with the use of goals in environmental policy and managemen</p>

Goal-setting and goal-achieving in transport policy

<p>The thesis aims at developing new, alternative approaches and methods based on suggestions and ideas originating from moral philosophy and philosophical decision theory. More precisely, the thesis aims at investigating the rationality of transport policy decisions, including goal-setting and performance evaluation.</p><p>Paper I discusses rationality in road safety policy. Problematic features are identified and discussed. The paper argues that the Swedish road safety goal is rational, since it is action-guiding and achievement-inducing. This follows by observing that the goal satisfies the criteria of <em>precision,</em> <em>evaluability, approachability, </em>and <em>motivity</em>. The paper states that previous accusations of irrationality have been unnecessarily imprecise, since no reference is made to independently developed criteria of rational goal-setting.</p><p>Paper II discusses the Swedish transport policy goals, and the role of social welfare in rational policy decisions. Goals often come into conflict and trade-offs must be rationally and consistently managed. Policy decisions are outcomes of political processes. In the case of policy goals and decisions, the agent is society. This introduces the problematic concept of social welfare, which itself is an ambiguous goal with many meanings. Whether a decision is rational or not depends on whose perspective one takes on – that of society as a whole or that of the actual decision makers.</p><p>Paper III aims at investigating six different procedures for resolving goal conflicts: weighted average, lexicographic preference, conditional lexicographic preference, absolute restriction, generalised prioritarianism, and partial comparability. Criteria for selection, according to the respective procedures, are formulated and summarised in a table. The six procedures are contrasted with respect to their tendency to rule out possible sets of alternatives as being not choiceworthy.</p>

An Investigation of the Role of Goal Setting during Vicarious Learning of Physics

abstract: Observational tutoring has been found to be an effective method for teaching a variety of subjects by reusing dialogue from previous successful tutoring sessions. While it has been shown content can be learned through observational tutoring it has yet to been examined if a secondary behavior such as goal-setting can be influenced. The present study investigated if observing virtual humans engaging in a tutoring session on rotational kinematics with embedded positive goal oriented dialogue would increase knowledge of the material and perpetuate a shift an observer's goal-orientation from performance avoidance goal orientation (PAVGO) to learning goal orientation (LGO). Learning gains were observed in pre to post test knowledge retention tests. Significant changes from pretest to posttest occurred across conditions for LGO. Additionally, significant changes from PAVGO pretest to posttest were observed in the control condition however PAVGO did not significantly change in the experimental condition. / Dissertation/Thesis / Masters Thesis Applied Psychology 2014

De forma geral, estas quantidades de interesse são caracterizadas por funcionais lineares limitados no espaço de funções que contém as soluções. Como exemplo, tem-se: a derivada da solução, o fluxo através de uma região da fronteira, o valor médio da solução sobre uma região do domínio, o valor da solução em um ponto etc. Em tais circunstâncias, nem sempre o refinamento uniforme ou uma estratégia de hp-refinamento, que diz respeito à qualidade global da solução, são as estratégias mais apropriadas para melhorar a aproximação da quantidade, pois podem tornar o custo computacional muito alto. Neste sentido, estratégias direcionadas para o aprimoramento da aproximação de quantidades de interesse são temas que têm recebido grande interesse nas últimas décadas. Um dos objetivos deste trabalho é o estudo de métodos para o pós-processamento da solução por elementos finitos com objetivo de se obter uma precisão desejável na aproximação das quantidades de interesse. Em particular, estudam-se dois métodos: a estratégia de adaptatividade goal-oriented e o método da função de extração. / Abstract: In many situations in the modeling of applied problems, what is wish is not the solution of governing partial differential equation system but rather a quantities of interest. In general, the quantities of interest are characterized by bounded linear functionals on the space of functions to which the solutions belongs. As an example, we have: the derivative of the solution, the flux through part of the bondary of the domain, the average of the solution over a subdomain, the value of the solution in a point etc. In this circumstances, the uniform refinement or a strategy for hp-refinement, which concerns the overall quality of the solution, not always are the most appropriate strategies to improve the approximation of the quantity, because the computational cost may become too high. In this sense, strategies directed to improve the accuracy of quantities of interest are topics that have received considerable interest in recent decades. One of the objectives of this work is the study of post-processing methods of the solution by finite elements in order to achieve a desirable precision in the approximation of quantities of interest.
