The goal of my thesis was to provide a basic and comprehensive picture of the territory of the town of Tábor, and to describe how the characteristics influence the possibility of occurrence of extraordinary events and crisis situations, including the follow-up ways to solve these situations. Another goal of my thesis was to present a picture of the possibilities of occurrence of selected and particular extraordinary events and crisis situations, including the identification of the readiness level of the crisis management authorities of the town of Tábor for these events. In the final part there are findings and information based on which we can state that the hypotheses were confirmed. Based on the characteristics of the town of Tábor, which influence the occurrence of unfavourable events and their solutions, the level of readiness of the town for these events is considered to be good, and currently additional new measures are taken to stabilise and improve this readiness.

The thesis ``Causes of Accident Occurrence in Transporting Dangerous Substances{\crq}q is aimed at the topic of road accidents in transport of dangerous substances, which is one of its inseparable parts on which extra stress is placed and cannot be classified as common transport. Road transport of dangerous substances is subject to the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR). Although the safety of road transport of dangerous goods is broadly secured in the sense of ADR there are still numerous factors affecting the transport course itself, which may lead to a road accident. Road accidents of vehicles transporting dangerous goods often involve leaks of dangerous substances and subsequent threat to human lives and health, damage on environment and property. This is why transport of dangerous substances definitely belongs to activities with higher risk rate. The fact that the time and place of accident occurrence cannot be determined in advance even escalates the danger. The thesis is aimed at surveying the situation in the field of causes of accident occurrence in transporting dangerous substances, discovering the level of awareness of the problems of dangerous substance transport and the causes of road accidents among traffic participants and proposing concrete preventive measures. Quantitative research was performed to gain information necessary to confirm my hypotheses. Secondary analysis of the data from the Police of the Czech Republic archives was used as the method for confirmation of hypotheses. A questionnaire survey was used for determination of the level of awareness among traffic participants. The hypotheses set in the thesis, that the causes of accident occurrence in transporting dangerous substances have direct influence on accident frequency and common road traffic participants do not have sufficient knowledge of the problems of dangerous substance transport have been confirmed.

Estado atual e propostas de melhorias no gerenciamento em resíduos de glutaraldeído, xileno e formaldeído em um hospital escola e em um laboratório universitário de anatomia

O presente trabalho visa contribuir para o encaminhamento de soluções, relativas ao gerenciamento de resíduos químicos em instituições de ensino e pesquisa e hospitalares. Estas instituições atuam, ou pelo menos devem atuar, como modelos das políticas de preservação ambiental e prevenção de riscos à saúde, com práticas sustentáveis e respaldadas nas normas vigentes, contribuindo para a formação de cidadãos comprometidos com a saúde ambiental e a qualidade de vida. O objetivo principal do trabalho foi caracterizar os compostos glutaraldeído, xileno e formaldeído, após o uso, oriundos de atividades de ensino e assistência à saúde, com vistas a propor melhorias no sistema de gerenciamento dos mesmos. A primeira etapa do trabalho envolveu o levantamento dos resíduos químicos gerados no hospital escola, em especial o xilol e o glutaraldeído, e no laboratório universitário de anatomia, especificamente o formaldeído em uso, quantificando-os e identificando o local de geração. Também foram avaliados o processo e o tratamento aplicados atualmente a cada um desses resíduos. Para a análise cromatográfica foram coletadas oito amostras mensais de glutaraldeído e xilol pós-uso no hospital escola e uma amostra de cada um dos cinco tanques em uso no laboratório universitário de anatomia, totalizando 16 amostras no hospital e 40 amostras no laboratório de anatomia. As degradações do glutaraldeído, xilol e formol foram de 9,19, 1,52 e 59,38 %, respectivamente. Como alternativa ao descarte convencional dos compostos de interesse sugere-se a reciclagem de solventes orgânicos. São apresentados também possíveis substitutos ao glutaraldeído, xilenos e formaldeído e uma proposta de melhorias de gerenciamento das substâncias. / The present work aims to contribute to finding solutions concerning the management of chemical waste in universities, research institutions and hospitals. These institutions act, or at least should act as models of policies for environmental preservation and prevention of health risks, supported in the current regulations, contributing to the formation of citizens committed to environmental health and quality of life. The main objective of the present work was propose alternatives for the current chemical waste management system, particularly the compounds glutaraldehyde, xylene and formaldehyde after use, in a higher education institution and in a hospital school, in order to support decision-making as to minimize the risks to human and environmental health from the use and disposal of the same. The first step of the study involved a survey of chemical waste generated in the hospital school, especially xylene and glutaraldehyde, and in the university laboratory of anatomy, especially formaldehyde in use, quantifying them and identifying the generation site, and the process and the treatment currently applied to each one of these residues, through local direct observations and survey information from the Environmental Sanitation Institute of the Caxias do Sul University. The next step was the characterization compounds glutaraldehyde, xylene and formaldehyde as the purity (compared to standard substances) in order to analyze the degradation by use and the need ou not of disposal. For this purpose were collected 8 monthly samples of glutaraldehyde and xylene, after use in the hospital school, and formaldehyde in the university laboratory of anatomy. Were present two proposals: a review of the current method of disposal of the compounds glutaraldehyde, xylene and formaldehyde and the replacement thereof by other, smaller environmental impact and health, analyzing advantages and disadvantages of proposals, based on the literature, studies and practices carried out by other institutions. The chromatographic analyzes showed that the compounds glutaraldeyde and xylene have very purity (only 9.19 and 1.52 % of degradation, respectively) and can be reused by the institution, while formaldehyde degradation was high (59.38 %). The proposed alternatives prove to be very advantageous, according to the results obtained in the present study. The recycling of the compounds evaluated, in turn, implies directly in reducing the volume of toxic and hazardous materials that the institution sends to the final disposal.

I samband med en ökad befolkningstillväxt och en ökad ekonomisk tillväxt påverkas konsumtionen och produktionen av olika varor, vilket leder till ökad efterfrågan på råvaror. En del av efterfrågan kan mötas genom återvinning, men problemet är att avfallsströmmar ofta innehåller en blandning av ämnen. Detta leder till en spridning av farliga ämnen, där mängden farliga ämnen måste minska i strävandet mot en cirkulär ekonomi. Vid konstruktionen av olika anläggningsprojekt finns det möjligheter att förbättra hushållningen av resurser genom att återanvända avfall. Avfallet avser restprodukter, jord och sorterad bygg- och konstruktionsavfall enligt Danmark, vilket skiljer sig från Sverige som avser avfall med främst geologiskt ursprung. Syftet med denna rapport var att identifiera utgångspunkter för att reglera farliga ämnen, samt att förstå vilka prioriteringar som har gjorts och vilka konsekvenser det får på gränsvärdena. Detta genomfördes genom att jämföra Sverige och Danmark för att se hur utgångspunkterna kan hjälpa till att förstå likheter och skillnader. Resultatet baseras på en textanalys av ett fåtal myndighetsrapporter som var till underlag för gränsvärdena, där intervjuer med relevanta aktörer har genomförts i ett tidigt skede för att förtydliga innehållet i rapporterna.  Resultatet visar att Sverige anser att både skydd av hälsa och miljö är viktiga utgångspunkter vid framtagandet av olika gränsvärden. Danmark prioriterar främst skydd av hälsa, där olika modeller och antaganden lett till att gränsvärdena skiljer sig mellan länderna. Resultatets jämförande del visar att länderna använder olika metoder och antaganden när de ta fram gränsvärden för totalhalt och utlakning. Detta är en av anledningarna till att gränsvärdena skiljer sig. / Population and economic growth have affected the increase of consumption and production of goods, and with that the demand for raw materials. A part of the demand can be met through recycling, the only issue is that the waste streams are not in the form of pure materials. Often, they contain a mixture of substances, which affects the dispersion of hazardous substances. Therefore, the reduction of these substances is necessary in a circular economy. Reuse of waste- based aggregates is possible for construction facilities and is a way to improve resource management. In the case of Denmark, the referred waste consists of residual products, soil, and sorted building and construction materials, which differs from Sweden. Instead, Sweden refers to waste of mainly geological origin. The purpose of this study was to identify different approaches and starting points to regulate hazardous substances and to understand how various priorities affected the limit values. A comparison between Sweden and Denmark was done for a better understanding of the differences and similarities. A qualitative method was used based on interviews with relevant actors in addition to a text analysis of government background reports. The interviews helped to understand and clarify the information in the reports at an early stage.  The results show that Sweden prioritizes the protection of health and the environment, which are their main starting points when producing the limit values. Denmark also prioritizes health, where they use other models and values when producing the limit values. The comparison shows that the countries use different methods and assumptions when calculating the limit values for total content and leaching. This is a part of the explanation to why there is a difference in their legislation.

Method: A quantitative, baseline descriptive study was conducted using a structured survey checklist. The population consisted of the chemistry department. Other than purposive observation by the researcher, employees present during data collection were approached for further clarifying comment to survey questions. Results: It emerged that physical-, health- and environmental hazard classes of HCS were present; and that hazard types included flammable liquids, HCS with acute toxicity and carcinogenicity. Selected exposure control measures were lacking which created risks of fire and explosion. Conclusion: The study reflected the use and management of HCS, the actual and potential human exposure and the exposure control measures. Deste modo, combinam-se os efeitos de sorção em condições de equilíbrio e não-equilíbrio, representadas pelas isotermas do tipo de Freundlich, com os processos de biodegradação dados pelas cinéticas de Monod. Matematicamente, o problema é descrito por um sistema de equações diferenciais parciais não lineares de convecção-difusão-reação acopladas pelos termos de reação. Do ponto de vista numérico esta é a primeira vez na literatura que são tratadas sorções não-lineares em condições de equilíbrio e não-equilíbrio acopladas com biodegradação não linear no transporte fortemente convectivo de múltiplas espécies. Primeiramente, apresenta-se um algoritmo completamente acoplado, no sentido que em cada equação do sistema os operadores diferenciais são discretizados e resolvidos simultaneamente como um sistema completo. Em seguida, desenvolve-se um método de decomposição de operadores,o qual trata de uma maneira seqüencial os termos de elementos finitos estabilizado combinado com um esquema de diferenças finitas na aproximação das equações de transporte. Para tratar-se as não linearidades, em geral, foram usados algoritmos do tipo Newton-Raphson e um método de Runge-Kutta na segunda etapa de decomposição de operadores. Os diversos resultados obtidos das simulações computacionais demonstraram a eficiência das metodologias propostas, apresentando de forma clara a influência dos efeitos não lineares de sorção sobre a biodegradação na localização espacial e na forma da pluma. O conhecimento destas interações é bastante importante para ajudar nas escolhas de biorremediação in situ em regiões subsuperficiais contaminadas.

The aim and scope of this study is to describe the coordination of joint efforts concerning chemicals and hazardous substances in the Baltic Sea region, between the Swedish Chemicals Agency (KemI) and the land-based pollution group of the Helsinki Commission (HELCOM LAND). Based on the description of the coordination, the second aim is to discuss the consequences for the Swedish Chemicals Agency in its policy shaping work towards a nontoxic environment. A qualitative and descriptive case study method is used for this purpose. Theories of coordination and achievement-inducing criteria for environmental goals are applied to the case. Components and related processes of coordination are applied to the descriptive part of the study, whilst the achievement-inducing criteria are applied in the discussion. The description of the coordination unveils a strong coordination regarding goal selection, goal decomposition and mapping activities to actors. It also confirms an interdependency between the two organisations, based on the fact that they have different institutional leverage, and thus addresses different types of actors. The result of the study shows that the coordination consequences do not lead to an independent Swedish chemicals policy. Due to limited data, the certainty of the conclusions based on the theoretical and empirical evidence found in this study can be discussed, and must therefore be subject to more empirical research.

Jakten på det klimatsmarta fixet : En fallstudie om hur arbetssätt och materialval vid kakling av badrum kan minska negativ miljöpåverkan på ett byggföretag

Denna rapport är resultatet av ett examensarbete som utförts isamarbete med byggföretaget K360 i Uppsala. De arbetar medkakling av badrum i renovering och nybyggnation. En fallstudiehar besvarat forskningsfrågan “Hur kan byggföretag i Sverigegenom materialval och arbetssätt i samband med kakling avbadrum, minska sina koldioxidutsläpp och sin användning avfarliga ämnen?”. Materialen avser avjämningsmassa, fästmassa ochkakel. Litteraturstudierna bygger på rapporter och skrifter frånstatliga institutioner, kommuner, företag och tidningsartiklar. Dettycks saknas forskning om avjämning och fästmassa. Litteraturenberör klimatneutral betong, farliga ämnen, avfallshantering ochföretagskultur och visar följande. Cementen i betong ger högakoldioxidutsläpp. I klimatneutral betong har delar av cementenbytts ut mot bl.a. flygaska. Den gör att betongen eller avjämningentorkar långsamt. Cementindustrin forskar på metoder för attminska sina koldioxidutsläpp. En annan studie bygger på en teoriatt normaltorkande avjämning möjliggör klimatneutraltbetongbjälklag då den fungerar som fukt- och alkalispärr. Denempiriska studien beräknas färdig 2021. Farliga ämnen skaminskas och mycket farliga ämnen ska fasas ut. Dessa ärcancerframkallande, hormonstörande, svårnedbrytbara, kraftigtallergiframkallande och förändrande av arvsmassa ellerfortplantning. Försiktighetsprincipen bör tillämpas då det saknasforskning om många ämnens miljöpåverkan i kombination medandra. I cementbaserade fästmassor och avjämningsmassor kan detfinnas plasttillsatser som medför giftiga biocider. Det finnsnaturliga alternativ. Avfall bör i första hand minimeras, sedanåteranvändas, materialåtervinnas, energiutvinnas och sistdeponeras. I K360s miljöpolicy står att de värnar ommedarbetarnas delaktighet. Litteraturen stödjer delaktighet ochyrkesstolthet som drivkraft till ett företags kvalitetsutveckling därmiljö är en del. Beslut ska baseras på fakta som kräverkommunikation men K360 saknar idag forum för miljö- ochklimatfrågor. Sju kvalitativa intervjuer har genomförts medplattsättare och projektledare. Alla intervjuade anser att miljö- ochklimatfrågor är viktigt. Samtliga plattsättare strävar efter attminska spillet genom planering och beräkning av materialåtgång.Detta blir lättare med mer erfarenhet. För att effektivt kunnaanvända kakelplattorna krävs tid för planering och logiskttänkande. Tidsbrist, standarden för att kapa kakelplattor, mått ochutformning av badrummen utgör hinder för att förebygga spill.Möjligheterna för detsamma är att i projekteringsstadiet anpassatidsplan, badrummets mått och kakel. Allt material återvinns närmöjlighet ges. Beställarens krav och pris styr materialvalet. Andrafaktorer är låg vikt och att det fungerar med befintliga material.Plattsättare och projektledare uttrycker tilltro till att materialet ärkontrollerat för farliga ämnen. Överlag saknar de kunskap ommaterialens innehåll och möjligheten att påverka materialvaletupplevs vara litet. En produktjämförelse jämför fästmassornaCentro FK# 1000 som K360 använder mycket och Haga 325 Bio-Platten- und Fliesenkleber. Produkterna är likvärdiga ochcementbaserade. Centros innehåller plasttillsatser medan Hagasbara naturliga tillsatser. Diskussionen tar upp om ett riktatlitteratursökande kan ha lett till att källor missats och att källorfrån företag kan vara vinklat. Hänvisningar från kommunen ochoberoende källor stärker informationen. Vidare diskuteras omtilliten hos informanterna till materialkontrollerna är frånsägandeav ansvar men flera uttalanden pekar på starkt ansvarskännande.Slutsatsen från produktjämförelsen är att ett byte från Centro tillHaga skulle minska potentiellt farliga ämnen. Andra slutsatsersom dras är att det saknas klimatneutral avjämningsmassa påmarknaden men det kan komma att visa sig att normaltorkandeavjämning är att föredra. Företaget saknar idag forum för internkommunikation om miljöfrågor vilket gör att information fastnarhos enskilda individer. Rapporten rekommenderar K360 att avsättaresurser för att uppdatera sig om materialinnehåll ochmiljöutveckling, skapa forum och vägar för intern kunskaps- ocherfarenhetsöverföring, sprida information om material ocharbetssätt till beställare och producenter av material, fortsätta medcementbaserad avjämning och byta mot klimatneutral cement iframtiden.
