Community participation among people who are homeless

Thesis (Sc.D.)--Boston University / Community participation has been regarded as a goal for people with rehabilitation needs, but there is a lack of consensus about the definition and measurement of community participation. In addition, there is limited knowledge about the community participation of individuals who are homeless. This dissertation contains three studies aimed at furthering our understanding about community participation among individuals who are, or were previously, homeless. Study 1 systematically reviewed instruments that measure community participation in people with disabilities and compared these instruments by analyzing the content based on the International Classification of Functioning, Disability and Health Perspective (ICF) classification. Seventeen instruments were identified as containing community participation items. None of these instruments covered the full breadth of community participation domains, but each addressed community participation to some extent. Effect of Modern Training Techniques on Economically-Disadvantaged Homeless People

This study examined a segment of the homeless population who participated in a jobs training program. The research investigated the effect of socioeconomic status, self-esteem, and locus of control on the clients in getting and keeping jobs. The training was a comprehensive 36-day treatment dealing with three major areas: (a) how to get a job, (b) how to keep a job, and (c) how to develop life-coping skills. A quasi-experimental research design was used for testing by t-tests, two-by-two repeated-measured anova, chi-square tests, and regression analysis. The findings showed that high socioeconomic status clients demonstrated higher self-esteem and internal locus of control than low socioeconomic status clients at the start of the treatment. The treatment had a significant effect on both groups with an increase in self-esteem and internal locus of control and a decrease in both external locus of control dimensions of powerful others and chance. The treatment had a greater effect on the low socioeconomic status clients than on the high socioeconomic status clients on increases in self-esteem and locus of control—internal. Both groups were successful in finding jobs, with 79% for high socioeconomic status clients and 74% for low socioeconomic status clients having jobs at the end of the treatment. Both high self-esteem and high socioeconomic status had a positive effect on the length of time over a sixmonth period following treatment that clients were able to maintain employment (job retention). This study must be considered largely as exploratory in its findings. Restrictions in the selection process prevented the results from being generalized. It does, however, provide a very important profile of a segment of the homeless population that can be useful in the research for new and improved methods of dealing with the problems of the homeless unemployed.

[pt] Esta dissertação buscou compreender a relação das ações sociais das micro e pequenas empresas no processo de revitalização do centro do Rio de Janeiro. O objeto empírico de nossa pesquisa foi constituído pelas empresas que compõem o projeto Pólo Novo Rio, cujas ações têm como alvo os moradores de rua e catadores de lixo. O estudo revela alguns embates que ocorrem entre os interesses dessas empresas em fortalecer e ampliar seus negócios e os interesses dos moradores de rua e catadores de lixo, que circulam na área e apresentam uma imagem negativa do espaço, que na visão dos empresários fica marcado pela violência e o abandono da cidade. / [en] This dissertation sought to understand the participation of the social actions of the micro and small enterprises in the revitalization process of Rio de Janeiro´s urban center. The empirical object of this research focussed on the enterprises that comprise the project Polo Novo Rio (Pole Rio´s New), the actions of which target the homeless population and trash collectors. The study reveals some struggles that occur between the interests of those enterprises in strengthening and increasing their businesses and the interests of the homeless population and trash collectors in establishing themselves in such a busy area. In the view of the businessmen, this area becomes marked by violence and abandon, which yields a negative image to it.

Perceptions of a HIV Testing Message Targeted for At-Risk Adults with Low Functional Health Literacy

This study analyses warehoused data collected by Georgia State University and Centers for Disease Control and Prevention (GSU/CDC) researchers after developing an HIV testing message for urban adults with low functional health literacy. It expands previous work by examining data collected when 202 primarily African-American homeless clients of an urban community based organization (CBO) reviewed both the low literacy brochure (Wallace et. al., 2006) and a standard HIV brochure (Georgia Department of Human Resources, 1997). Participants’ health literacy was assessed using 2 measures; the Rapid Estimate of Adult Literacy in Medicine or REALM (Davis, Crouch, Long & Green) and the Test of Functional Health Literacy Assessment or TOFHLA (Nurss, Parker & Baker, 2001). HIV risk was determined using an interview questionnaire developed by the research group (Belcher, Deming, Hunter & Wallace, 2005) which allowed participants to self-report recent alcohol and drug use, sexual behavior, sexually transmitted disease (STD) history and exposure to abuse and sexual coercion. Open-ended response questions regarding readability, understanding, main message, and importance for each brochure provided the qualitative data.This analysis confirms previous work showing accessibility, readability, cultural sensitivity and user-friendly formatting are important when attempting to engage at-risk adults with varying levels of functional health literacy in an HIV testing message. The visual aspects of the brochure can be essential in capturing the reader’s attention and should be relevant to the target audience (Wallace, Deming, Hunter, Belcher & Choi, 2006). Mono-colored graphics may be perceived as dated and irrelevant or worse yet, threatening to some readers. Whenever possible culturally appropriate color photos of people depicting relevant content should replace excess text and difficult medical terms should be eliminated. Wording on the cover and within the brochure should be used to focus the reader on a single main message.This data also shows that many participants considered the quantity of information just as important. For reasons not elucidated here, many respondents equated quantity of information with message quality. Based on these results it is important to further clarify how much information is enough to maintain legitimacy and the reader’s attention while simultaneously avoiding confusing mixed messages.

À partir des conceptions de biopolitique, de thanatopolitique et de vie nue, cette thèse analyse la gestion actuelle de cette population. Ainsi, l’argumentation de la thèse se structure selon deux perspectives d’analyse : a. une première plus « positive » des politiques publiques, qui les prend au sérieux et décrit leurs caractéristiques, leurs impasses et leurs limitations, c’est-à-dire, une analyse de ce que j’ai nommé « politiques de gouvernement » ; b. une seconde analyse, plus pessimiste, qui fait la critique des limites de l’État dans sa relation avec la population. Ces deux perspectives, quoique distinctes, font partie d’une même analyse. For this purpose, a field research was carried out on the public equipment called Casa Transitória (Halfway House) “AdéliaPortela Volpe” and on the intersectorial network of homeless people, in Jaboticabal-SP. From the conceptions of biopolitics, thanatopolitics and bare life, this thesis analyses the current management about homeless population. In this regard, it listed the field research data, documentary analysis and the war on drugs context, indicated by the Programa Crack – é preciso vencer (Crack Program – It needs overcome), that articulates Health, Social Assistance and Public Security at national level. Thus, the argument of the thesis has two perspectives: a. the first one is more “positive” about public policy, which understand seriously and describe its characteristics, problems and restrictions. In other words, an analysis I named “government policies”; b. the second, a more pessimist analysis, criticizes the limits of State in its relationship with the population. So, it presents an analysis of management device in the margins of the State. Both perspectives, although different, are part of the same investigation. And, both perspectives the public polices intended to homeless population does not get effective results. Except for the control of this population, which reinforce the device and does not emancipate anybody.

[pt] O objetivo geral de nosso trabalho foi investigar, dentro de uma perspectiva genealógica (Foucault, 2006), os diferentes aspectos e fatores socioculturais, presentes na construção social do fenômeno das crianças e jovens pobres que usam as ruas da cidade do Rio de Janeiro, como meio de sobrevivência e/ou moradia; reconhecidas conceitualmente como crianças e jovens em (situação de rua). A busca por um entendimento da genealogia desta problemática nos levou a investigação histórica e, por conseguinte, a delimitação temporal das três últimas décadas do século XIX como foco da nossa investigação. A impossibilidade de transportar o conceito atual de crianças e jovens em (situação de rua) para aquele período nos levou a eleger as categorias de (vadio) e (vagabundo). Estas categorias foram eleitas, por serem de possível averiguação em documentos históricos e, pela semelhança e aproximação da dinâmica social (indivíduo- Estado-sociedade) com a população em (situação de rua) do século XXI, na cidade do Rio de Janeiro. Nesta perspectiva, este trabalho se propõe a analisar a construção social das noções de (vadios) e (vagabundos), através de nosso personagem: crianças e jovens recolhidas das ruas do Rio, no fim do século XIX, por motivo de (vadio) e (vagabundo). A partir deste contexto urbano, discutimos sob que aspectos a idéia de (progresso) e (civilização) centrada na instauração da (ordem) social e urbana se coadunam com a construção social das noções de (vadio) e (vagabundo). Consideramos, ainda, como se estruturaram os discursos e práticas do Estado e sociedade no controle e repressão destes comportamentos e modos de vida, ao enxergá-los como expressões das idéias de ócio, vicio e imoralidade, ligados ao fenômeno da pobreza e a produção de perigos. Focamos também em nossa análise, a maneira pela qual a necessidade de fabricação do Estado-nação brasileiro e a experiência social do cativeiro - que significavam nos planos, real e abstrato produzir uma identidade nacional e conceber a (modernidade) – se inscreveram na arquitetura dos significados presentes na construção social das noções de (vadio) e (vagabundo). Nesta perspectiva, descrevemos as características das crianças e jovens pobres recolhidos dos espaços públicos, nos últimos trinta anos do século XIX na cidade do Rio de Janeiro, por motivo de vadiagem e ou vagabundagem. Abordamos também, a forma pela qual a construção social das noções de (vadio) e (vagabundo), ao serem impregnadas por uma idéia mais geral e abstrata de incorrigíveis, tipificadas dentro de um (estado) de comportamentos ou modos/meios de vida considerados (anormais) e perigosos, passa a justificar a institucionalização de práticas e discursos desumanizantes. Por fim demonstramos o papel central da polícia na institucionalização de discursos e práticas destinados aos pobres considerados perigosos. E, construímos argumentos que descortinam novos horizontes em relação ao processo histórico de construção da assistência na cidade do Rio de Janeiro. / [en] The general purpose of our work was to investigate, within a genealogical perspective (Foucault, 2006), the different sociocultural factors and aspects, which are present in the social construction of the phenomenon of poor children and the young who use Rio de Janeiro city streets as livelihood and/or dwellings. They are conceptually known as (homeless) children and young. The search for understanding the genealogy of this problem has led us to a historical investigation and, accordingly, the temporal constraint of the three last decades of the XIX century as the focus of our inquiry. The impossibility of transporting the current concept of homeless children and young back to that period of time has made us elect the categories of (loafer) and (vagrant). These categories were chosen for being possible to be investigated in historical documents and for the similarity and proximity of the social dynamics (individual-state-society) of the XXI century (homeless) population in Rio de Janeiro city. From this perspective, this study proposes to analyze the social construction of the notions of (loafers) and (vagrants) through our characters: children and young who were collected from the streets of Rio, in the end of the XIX century, accused of being (loafers) and (vagrants). From this urban context, we discuss under what aspects the idea of (progress) and (civilization), centered upon the social and urban order introduction, conform with the social construction of the notions of (loafers) and (vagrants). We also consider how the discourses and practices of the state and society get structured in the control and repression of these behaviors and ways of life, as they are perceived like expressions of vagrancy, bad habit and immorality ideas, bounded to poverty phenomenon and danger production. Our analysis also focus the way the necessity of the nation-state fabrication and the social experience of captivity - which meant in the real and abstract plans to produce a national identity and to conceive (modernity) - enrolled in the architecture of meanings which were present in the social construction of the notions of (loafer) and (vagrant). From this perspective, we describe the features of poor children and young who were collected from public places because of vagrancy in the last thirty years of the XIX century in Rio de Janeiro city. We also discuss the way the social construction of the notions of (loafer) and (vagrant), as being impregnated by a more general and abstract idea of incorrigible, typified in a state of behaviors or ways/means of life considered to be (abnormal) and dangerous, justifies the institutionalization of dehumanizing practices and discourses. Ultimately, we demonstrate the central role of the police in the institutionalization of discourses and practices destined to those poor ones regarded as dangerous. In addition, we build arguments which unveil horizons related to the historical process of assistance construction in the city of Rio de Janeiro.

A rua em movimento - experiências urbanas e jogos sociais em torno da população de rua / The street in movement - urban experiences and social configurations among the homeless population.

Partindo da hipótese de que a população de rua, tal como é concebida hoje, não existiu desde sempre, o objetivo deste trabalho é interrogar parcialmente os jogos de relações que definem este fenômeno enquanto uma questão social. Isto através de três perspectivas fundamentais: sua constituição histórica, sua contestação política e sua regulação institucional. Para tal, utilizo-me do conceito foucaultiano de dispositivo, de modo a tratar esta realidade como efeito de correlações dinâmicas entre agentes, discursos e instituições, estrategicamente situadas no centro da cidade de São Paulo. No primeiro capítulo, busco, através de trajetórias entrecruzadas de atores diretamente envolvidos com o tema, traçar a trama de uma história capaz de expor o nascimento da população de rua como questão social, bem como delinear seu campo de aparição. No segundo capítulo, através de uma cadeia de cinco mobilizações sociais, apresento rituais políticos capazes de exporem as dimensões públicas e conflituosas do fenômeno, assim como o campo de forças em que este se situa, dando especial destaque para os modos no qual o Movimento Nacional da População de Rua (MNPR) elabora um discurso sobre si frente a outras alteridades políticas. No terceiro e último capítulo, apresento a população de rua como um problema de gestão e segurança, descrevendo alguns componentes da rede de atendimento e proteção deste contingente, destacando a importância do albergue nesta composição, e problematizando etnograficamente os usos destes equipamentos institucionais. Entende-se, neste trabalho, que a definição do fenômeno população de rua é um objeto provisório, foco de múltiplos agenciamentos urbanos, e cujo contorno constitui-se como o alvo privilegiado dos questionamentos que o presente estudo busca interrogar. / This study works from the hypothesis that the homeless population (população de rua) of São Paulo, today considered a problem in terms of its growth and control, has not always been considered in these terms. The study seeks, therefore, to interrogate the sets of relations that define this phenomenon as a social question. This approach is developed through three central perspectives: the historical formation of this population, the political conflicts that surround it and its institutional regulation. To this end, the Foucaultian concept of dispositif is considered as a way of treating this reality as the consequence of dynamic correlations between agents, discourses and institutions, strategically situated in the centre of the city of São Paulo. In chapter one, the history of the appearance of the homeless population as a social question is explored through a series of intertwined trajectories of individuals and organizations directly involved with this issue. In chapter 2, through the analysis of a sequence of five political protests, the study explores the ways in which political rituals expose the public and conflictive dimensions of this phenomenon, as well as the political context in which it is situated, with particular emphasis on the ways in which the National Movement of the Homeless Population (Movimento Nacional da População de Rua) elaborates its discourse in dialogue with other political entities. In the third and last chapter of this study, the homeless population is considered as a management and security problem. This chapter describes some of the components of the network of assistance and protection services offered to the homeless, highlighting among these the importance of the hostel, and exploring, from an ethnographic perspective, the uses of these institutional services. This study considers the definition of the phenomenon of homelessness as a provisional object, the focus of a multitude of urban agencies whose configurations represent the field of reference that this study seeks to explore.

From this context, this dissertation aims to explore further the issue of access to justice, combining theory to practice by presenting the existing institutional tools. The present study is devoted to a theoretical research on the subject and to the exposure of a crisis in the national judicial system. With so many procedural reforms insufficient to deal with this crisis, this work argues that the term "access to justice" cannot be interpreted restrictively as "access to the courts" and proposes a "new justice" model for the Brazilian reality. The proposal involves the study of the Public Defender's Office, the institution responsible to ensure legal assistance to those most distant from the justice system: social or Judiciary. From this context, the dissertation methodology evolves to study a project developed in the city of São Paulo commited to provide legal services for the homeless population; this part of the work demanded field research and interviews with the people involved with the project. The case study is able to demonstrate how theory and practice are still far apart and how troubled is the path that leads to an effective access to justice as proposed in this work / Considerado como marco teórico sobre o tema, o relatório sobre acesso à justiça de Mauro Cappelletti e Bryant Garth, publicado no final de década de 1970, incentivou o desenvolvimento de pesquisas envolvendo o sistema de justiça nas democracias ocidentais, incluindo o Brasil. Diante desse cenário, a presente dissertação pretende aprofundar o estudo no tema relacionando teoria e prática com o objetivo principal de apresentar ferramentas institucionais para esse fim. Para isso, o presente estudo se dedica ao levantamento teórico sobre o tema e relata a crise do sistema judiciário nacional. Diante de tantas reformas processuais insuficientes para lidar com essa crise, o estudo sinaliza que o termo acesso à justiça não pode ser interpretado restritivamente como acesso ao Poder Judiciário e propõe uma nova justiça para a realidade brasileira. A proposta envolve o estudo da Defensoria Pública, instituição eleita pela Constituição Federal para garantir a assistência jurídica àqueles mais distantes do sistema de justiça, seja a justiça social, seja o Poder Judiciário. A partir dessa contextualização, a dissertação estuda o projeto desenvolvido na cidade de São Paulo voltado ao atendimento jurídico para a população em situação de rua, que envolveu pesquisa de campo e realização de entrevistas com os envolvidos. O estudo de caso é capaz de demonstrar como teoria e prática ainda estão distantes, e quão tormentoso é o caminho a ser percorrido para o efetivo acesso à justiça almejado neste trabalho

This research aims to uncover social practices and educational processes in the consolidated experiences lived by adult women and men that lives on the street, which, every day, fight and resist the marginalization and deprivation of rights reality. The study is guided on theoretical concepts of Critical Social Science and Education as Freedom Practice, taking as central authors Enrique Dussel and Paulo Freire. Adopts as methodological pillars the dialogicity and interaction between researcher and subjects of the research, making use of interviews, participant observation, diary field and round of conversation to collect data. Research shows, from its results, that life on the street is dialectical, multifaceted and complex and cannot be interpreted in a limited way, since there are cases that prove her relentless pursuit of the people To Be More. Data analysis points to the categories: 1) People who are on the street are not garbage that society throws away ", 2)" To live is to learn to live, to inhabit is washing, ironing, cooking "; 3) Living in street is very difficult, but is happy too, you know? "; 4) The street is a world", 5) "on the street I learn a lot, experiences that I will never forget". Involves, therefor, educational processes focused on the production, reproduction and development of human life, showing a street culture. By unveiling the knowledge of this group, as well as the processes of its production, it is expected to contribute to the visualization of diversity in ways of living and resisting of subjects, in opposition to prejudiced stereotypes that fuel discrimination and marginalization of street population in Brazil. / Frente às desigualdades produzidas pelo sistema socioeconômico vigente que gera a desumanização de alguns grupos sociais, como é o caso da população de rua presente em cidades brasileiras, é premente consolidar processos de autonomia por parte dessa população. A presente pesquisa teve como objetivo, desvelar práticas sociais e processos educativos consolidados nas experiências vivenciadas na rua por mulheres e homens adultos que, cotidianamente, lutam e resistem em uma realidade de marginalização e privação de direitos. O estudo pauta-se em conceitos teóricos da Ciência Social Crítica e da Educação como Prática de Liberdade, tomando como autores centrais: Enrique Dussel e Paulo Freire. Adota como pilares metodológicos a dialogicidade e o convívio entre pesquisadora e sujeitos participantes da pesquisa e lança mão de entrevistas, observações participantes, diário de campo e rodas de conversa para a coleta de dados. A investigação demonstra, por meio de seus resultados, que a vida na rua é dialética, complexa e multifacetada, não podendo ser interpretada de maneira reduzida, uma vez que nela há processos que comprovam a busca incessante das pessoas por serem mais. A análise dos dados aponta para as categorias: 1) As pessoas que estão na rua, não são os lixos que a sociedade joga fora ; 2) Viver é saber viver, morar é lavar, passar, cozinhar ; 3) Viver na rua é muito difícil, mas é alegre também, sabia? ; 4) A rua é um mundo ; 5) Na rua eu aprendo muito, experiências que eu jamais vou esquecer e para processos educativos voltados à produção, reprodução e desenvolvimento da vida humana na rua, evidenciando uma cultura da rua. Ao desvelar os conhecimentos dessas pessoas, bem como os processos de sua produção, espera-se contribuir com a visibilização da diversidade nos modos de viver e resistir dos sujeitos, contrapondo-se a estereótipos preconceituosos que alimentam a discriminação e marginalização da população de rua no Brasil.
