Separate but Equal:The Black Racial Classification in the Canadian Blood System

In this thesis, I explore the African, Caribbean, and Black communities— as it pertains directly to the Black racial classification— and their place within the Canadian blood donation system. The aim is to explore the ways in which the legacy of risk, the Black racial classification, pathology, and associations with disease may be manifested in donation policies and procedures (current and retired). Precisely, my interest lies in the subtle and diffuse ways in which Negrophobia (and its variant racism) survive in blood donation in spite of putative efforts to neutralize it. I undertook this study with the aim to fill a noticeable gap in the literature, by providing knowledge on the ways in which racial stereotypes can be disseminated discursively through institutionalized health policies. As data sources, I used explicitly publicly accessible national (and international) document materials on blood donation. With a critical discourse analysis methodology, the evidence presented demonstrate that under the guise of value-freedom, blood donation guidelines have the ability to reinforce dangerous assumptions providing a rationale for Negrophobic beliefs, behaviours and policies within the blood system. Studying blood donation in this manner offers evidence for the ways in which health institutions continue to treat Black populations based on racial stereotypes. This exceptional attention to the Black racial classification in blood donation provides important insights into the understanding of the lasting and plagued relationship that Black peoples have had with the scientific community, illustrating that institutionalized Negrophobia may remain imbedded despite decades of sociopolitical and medical progress.

The speeches and narratives are built around fear and support the paradox: normal and safe to do is a C-section; strange and risky is the normal birth. This media strategy, considered a device in the Focault and Agamben concept, more than fulfill the position of spreading the word and legitimating the biopolitic speech, but is also responsible for building this model. The bio politic guidelines around childbirth are anchored in the control of the body and in bio economics, according to Nikolas Rose. By taking the woman from the scene and outsourcing the protagonist of child birth to the doctor, this assistance model makes the female body more controllable and productive. After all, the current biopolitic is focused in the increasing capacities to control, manage, plan, and remodeled the vital capacities. And how to do that? The media, with its convocations, teaches. It is also attempted to investigate, by means of Bodymedia theory, the changes in the body immersed in the C-section environment, that passes through cognitive changes and causes several other modifications in the environment / A pesquisa investiga as convocações biopolíticas em torno da via de nascimento, parto e cesariana, na imprensa, nos sites de relacionamento, nas redes sociais e na comunicação das maternidades. Os discursos e narrativas são construídos em torno do medo e sustentam o paradoxo: Normal e seguro é fazer cesariana. Estranho e arriscado é o parto. Essas mídias, consideradas dispositivos, no conceito de Foucault e Agamben, mais do que assumirem o papel de propagarem e legitimarem o discurso biopolítico em prol da cesariana, fazem parte da construção desse modelo. As diretrizes biopolíticas em torno do nascimento são ancoradas no controle do corpo e na bioeconomia, de acordo com Nikolas Rose. Ao tirar a mulher de cena e terceirizar o protagonismo do nascimento para o médico, esse modelo de assistência tonar o corpo feminino mais controlado e produtivo. Afinal, a biopolítica atual está focada nas crescentes capacidades de controlar, administrar, projetar e remodelar as próprias capacidades vitais. E como fazer isso? A mídia, com as suas convocações, ensina. Busca-se também investigar, por meio da teoria corpomídia, as mudanças no corpo imerso nesse ambiente cesarista, que passar por mudanças cognitivas e provoca outras tantas nesse ambiente

By showing the profusion of useless actions in that area this dissertation treats this matter reaching beyond the discussions about hygienization process and the real estate speculation, pointing out another dimension of the State and the politics and demonstrating a machine that lives off exclusion, speculation, immolation, safety and potentializing more and more lucrative businesses that go from wars against drugs to humanitarianism. In another movement, it exposes the matter of irrecoverable population management, extrapolating the cracolandia space and the discussion about crack cocaine and the control of the undesirable population through technologies that provide administration and risk management. It also shows how these ungovernable populations have been, also with the formation of a new drug market, the main effect of the austerity politics that have taken the globe, questioning our model of society and our political rationality related to the way power has struggled to manage populations since the appearance of the biopower. Taking a step forward from a strictly biopolitical analysis, rewriting the to make die and to let die in the mark of power technologies, pointing out how death became a normal governmental mechanism, inserted in a military-political project of war on drugs and being a privileged strategy that allows the creation of a tension between to make live, to make die and to let die / A partir de uma escritura cartográfica, Máquina Crack mostra jogos de poder e forças em luta no campo da cracolândia, evidenciando não só batalhas, engrenagens e arranjos específicos situados em redes de lugares estratégicos, mas também deslocamentos, sinuosidades, transversais, rastros, sulcos e limiares que atravessam todo a questão da cracolândia e que colocam a nossa política em questão. Ao mostrar a profusão de ações inócuas na área, trata esta questão indo além das discussões acerca de processos de higienização e do fenômeno da especulação imobiliária, evidenciando uma outra dimensão do Estado e da política e demonstrando toda uma máquina que vive da exclusão, da especulação, da imolação e da segurança e que cada vez mais potencializa lucrativos negócios que vão da guerra às drogas ao humanitarismo. In order to do so, it was necessary to articulate discourse, power and knowledge through discourse analysis, with emphasis on the theoretical assumptions of Michel Foucault. This work is about an analysis of the power tecnologies used to control the population and the body of individuals. To do this, it was necessary to articulate discourse, power and knowledge through discourse analysis, with emphasis on the theoretical assumptions of Michel Foucault. Our route also includes the approximations and displacements of a sovereign power to the disciplinary power, present in the eighteenth century, to biopower, which is found in the late nineteenth and early twentieth century. For the analysis we use the works Brave New World, by Aldous Huxley; 1984, by George Orwell; and We by Evgueny Zamiatin together with various present-day statements so that we can draw a parallel between the practices present in the works and those experienced today in our daily lives. The problematization of the forms of power in analysis passes through the relation of biopolitics with neoliberalism, sovereign right and the excesses of biopower; for a discussion of the notion of state racism, of resistance, when considering Foucault's dialogues with Hannah Arendt and the concept of biopolitics in Agamben and the devices of language, family, security, sexuality, and happiness. / Este estudo tem como objetivo fazer uma análise do funcionamento das tecnologias do poder utilizadas no controle dos corpos dos indivíduos e das populações. Para tanto, fez-se necessário uma articulação entre discurso, poder e saber, por meio da análise do discurso, com ênfase nos pressupostos teóricos de Michel Foucault. Nosso percurso compreende ainda as aproximações e deslocamentos de um poder soberano ao poder disciplinar, presente no século XVIII, ao biopoder, que se encontra no final do século XIX e início do século XX. Para as análises utilizamos as obras Admirável mundo novo, de Aldous Huxley; 1984, de GeorgeOrwell; e Nós, de Evgueny Zamiatin em conjunto com diversos enunciados da atualidade para que possamos fazer um paralelo entre as práticas presentes nas obras e as vividas hoje em nosso cotidiano. A problematização das formas de poder na análise passa pela relação da biopolítica com o neoliberalismo, pelo direito soberano e os excessos do biopoder; para uma discussão acerca da noção de racismo de Estado, das resistências, quando considerados os diálogos de Foucault com Hannah Arendt e o conceito de biopolítica em Agamben e os dispositivos da língua, da família, de segurança, de sexualidade e de felicidade.

La question sociale en santé : L'hôpital public et l'accès aux soins des personnes en marge du système de santé en France à l'aube du XXe siècle / The social question in the french public : Care access for poor people

Ce travail porte sur l’étude du traitement de la question sociale dans le domaine de la santé à l’hôpitalpublic au prisme des rapports de pouvoir et de l’organisation du système de santé. Ainsi, l’enquête sociologiquea porté sur les Permanences d’accès aux soins de santé (PASS) présentes au sein d’hôpitaux publics enFrance et dont l’accès est réservé aux personnes éloignées du système de santé, dont le cas emblématiqueest celui de l’étranger sans papier.La méthode a consisté à combiner des éléments sociohistoriques et une enquête empirique qui s’est dérouléesur trois années auprès de seize PASS implantées dans huit villes et au sein d’organismes en lien avecelles, telles des associations ou encore les tutelles institutionnelles. Des observations et des entretiens semidirectifsauprès de professionnels ont été réalisés (n=40).D’abord, l’étude de la généalogie de la question sociale en santé en France montre comment s’estprogressivement constitué à la fin du XXe siècle un espace du soin de la précarité visant à prendrespécifiquement en charge des groupes sociaux parmi les plus défavorisés. Cet espace de soin spécifique aconnu une institutionnalisation dans le système hospitalier public français au cours des années 1990,s’inscrivant à la fois dans le champ de la santé publique et dans celui de la lutte contre l’exclusion. Il remplitdes objectifs (bio-)politiques multiples : lutter contre l’exclusion sociale, garantir un droit à la santé, protégerla santé de la population générale. En second, l’étude des PASS dans l’organisation hospitalière conclut à leurmise en difficulté par les deux modèles dominants concurrents (spécialisation technique et néo-managérial).Face à cette situation, diverses stratégies (d’adaptation et d’autonomisation) sont déployées par différentsacteurs à l’intérieur et à l’extérieur de l’hôpital. Enfin un troisième résultat relève de l’analyse des catégoriesde patients produites lors des interactions avec les professionnels des PASS. Elle met en lumière le rôle qu’ellesjouent dans la stratification du système de santé à ses marges les plus basses. Les patients sont ainsi séparésen groupes plus ou moins légitimes selon des critères de citoyenneté et de solvabilité auxquels sont attribuéesdes valeurs de la vie différenciées. Cela se caractérise dans le quotidien des PASS, par une tension permanenteentre inclusion et exclusion du patient et une distribution différenciée des soins. Un gouvernement individualiséet flexible permet de poursuivre dans un tel contexte la multiplicité des objectifs (bio-)politiques. / This thesis explores how the “social question” (question sociale) is managed as an issue of health at publichospitals through the lens of power relations and health care structures. To this end, the sociological studyexamines the “healthcare access unit” (Permanence d’accès aux soins de santé, PASS) of public hospitals in France,which are reserved for persons who are excluded from the healthcare system – most notably irregular migrants.The employed methods combine a socio-historical analysis with ethnographic fieldwork — including participantobservation and semi-structured interviews (n=40) — conducted over the course of three years in sixteen PASSunits based at eight different hospitals, and in the broader structures within which they exist (i.e. associationsand institutional guardianships).In the first section, a genealogy of the “social question” in health in France demonstrates how space for thehealthcare of poverty has emerged at the end of the 20th century, which specifically targets social groups amongthe most destitute. This space of a particular type of care was increasingly institutionalized in the public hospitalsystem during the 1990’s, embedding itself in both the field of public health and in the fight against socialexclusion. This space fulfills several (bio)political objectives: fighting social exclusion, ensuring a right to health,and protecting the health of the population as a whole. Second, an analysis of PASS units in the organisation ofpublic hospitals exposes how they are weakened through two dominant and competing models (technicalspecialization and new public management). Faced with this situation, varied strategies (ex. of adaptation andempowerment) are employed by different actors inside and outside of the hospital. Lastly, a third section lays outthe categories of patients that are produced during interactions with professionals from PASS units. It exposesthe role of these categories in the stratification of the health care system along its lowest margins. Patients aredivided into more or less legitimate groups - based on criteria of citizenship and of solvency – each of which areafforded differentiated values of life. These dynamics are characterized by a permanent tension betweeninclusion and exclusion in the field, and by a differentiated distribution of health care. In such a context, anindividualized and flexible government allows for the pursuit of these multiple (bio)political objectives.

In addition, it will be made referance of how, themes such as the brazilian exception - the influence of military dictactorship in democracy- and education can be articulated. The aim of this dissertation is to research how the artistic intervention on urban areas about the military dictatorship, named as "education urban intervention" can be used as educational strategy in the biopolitc field. The methodology we choose was the bibliographic and documental research, books, photography, videos and images refering to the topic were used. Whatsmore, there will be presented the work of three groups, called "coletivos" which have been using those urban interventions and its strategies. The name of those are : "Aparecidos Polítcos" from Fortaleza , "Coletivo Político QUEM" from São Paulo and the national wide "Levante Popular da Juventude", This intervention are between the years 2010 and 2012 and are linked with the brazilian exception. The dissertation ends with the relationship of the studieded theories, the work of theses colectives and a demonstration at the way this educational urban interventions changes the way people see the education and the reallity. / A partir do contexto de uma realidade Biopolítica, articulada com as doutrinas neoliberais, apontadas por Michel Foucault, procuraremos, em um primeiro momento, relacionar esse poder sobre as espécies e as populações, com os conceitos de Estado de Exceção e Homo Sacer desenvolvidos por Giorgio Agamben. É dizer, situaremos de que maneira os temas referentes à exceção brasileira – a influência da Ditadura Militar na democracia – se articulam com a educação. Nesse sentido, essa dissertação tem como objetivo realizar uma pesquisa das práticas de arte ativista, as denominadas intervenções urbanas educativas, às biopolíticas incrementadas do período da Ditadura Militar até hoje. Trata-se de pesquisar de que maneira essas intervenções urbanas se colocam como estratégias de resistência educacional ao campo biopolítico. Como metodologia, escolheremos a pesquisa bibliográfica e documental em livros, fotografias, vídeos e imagens referentes à temática. Apresentaremos as estratégias de resistência à biopolítica, com foco na apresentação dos trabalhos de três coletivos que vem desenvolvendo Intervenções Urbanas, de arte e resistência ao modelo de exceção brasileiro iniciado pela Ditadura Militar e presente na atualidade. Analisaremos experiências do coletivo fortalezense Aparecidos Políticos, do paulista Coletivo Político QUEM e do nacional Levante Popular da Juventude. Serão apresentadas algumas intervenções dos coletivos realizadas entre os anos de 2010 e 2012 centradas nas questões concernentes às exceções brasileiras. Finalizaremos a dissertação relacionando com os aportes teóricos levantados, os trabalhos desses coletivos, e demonstrando de que forma essas intervenções urbanas educativas vêm, de alguma maneira, quebrando consensos estabelecidos em relação à educação e à realidade.

Pour ce faire, on a réalisé une recherche sur le terrain dans l’équipement public nommé Casa Transitória « Adélia Portella Volpe » (Maison Transitoire « Adélia Portella Volpe ») et dans le réseau d’accueil intersectoriel de la population sans domicile fixe, dans la ville de Jaboticabal – SP. À partir des conceptions de biopolitique, de thanatopolitique et de vie nue, cette thèse analyse la gestion actuelle de cette population. Pour ce faire, on répertorie les données de la recherche sur le terrain, de l’analyse documentaire et du contexte de la guerre aux drogues, mis en évidence par le Programa Crack – é preciso vencer (Programme Crack – il faut vaincre), qui articule les domaines de la Santé, de l’Assistance Sociale et de la Sécurité Publique dans le plan national. Ainsi, l’argumentation de la thèse se structure selon deux perspectives d’analyse : a. une première plus « positive » des politiques publiques, qui les prend au sérieux et décrit leurs caractéristiques, leurs impasses et leurs limitations, c’est-à-dire, une analyse de ce que j’ai nommé « politiques de gouvernement » ; b. une seconde analyse, plus pessimiste, qui fait la critique des limites de l’État dans sa relation avec la population. Alors, on présente l’analyse du dispositif de gestion en marge de l’État et, ainsi, on travaille avec l’idée de « politiques d’État». Ces deux perspectives, quoique distinctes, font partie d’une même analyse. Et, dans n’importe laquelle de ces perspectives, les politiques publiques destinées à la population sans domicile fixe n’atteignent pas les buts qu’elles se proposent, à l’exception de celui du contrôle de cette population, ce qui renforce le dispositif et ne l’émancipe aucunement. / Esta tese analisa o acolhimento intersetorial (Saúde e Assistência Social) para a população em situação de rua de um município de médio porte do interior paulista. Para tal intento, foi realizada uma pesquisa de campo no equipamento público denominado Casa Transitória “Adélia Portella Volpe” e na rede de acolhimento intersetorial da população em situação de rua, em Jaboticabal-SP. A partir das concepções de biopolítica, tanatopolítica e vida nua, esta tese analisa a gestão atual da população de rua. Para isso, são elencados os dados da pesquisa de campo, a análise documental e o contexto de guerra às drogas, evidenciado pelo Programa Crack – é preciso vencer, que articula Saúde, Assistência Social e Segurança Pública no plano nacional. Desta forma, a argumentação da tese se estrutura em duas perspectivas de análise: a. uma primeira mais “positiva” das políticas públicas, que as leva a sério e descreve suas características, impasses e limitações. Ou seja, uma análise do que denominei “políticas de governo”; b. uma segunda análise, mais pessimista, que faz a crítica do próprio limite do Estado em sua relação com a população. Então, apresenta a análise do dispositivo de gestão nas margens do Estado. E, desta forma, trabalha com a ideia de “políticas de Estado”. Ambas perspectivas, embora distintas, fazem parte de uma mesma análise. E, em qualquer uma das duas perspectivas, as políticas públicas destinadas para população em situação de rua não dão conta do que se propõem. A não ser o controle desta população, que reforça o dispositivo e em nada emancipa. / This thesis analyses the intersectorial host institution (health and social assistance) for homeless population in a small town located near São Paulo. For this purpose, a field research was carried out on the public equipment called Casa Transitória (Halfway House) “AdéliaPortela Volpe” and on the intersectorial network of homeless people, in Jaboticabal-SP. From the conceptions of biopolitics, thanatopolitics and bare life, this thesis analyses the current management about homeless population. In this regard, it listed the field research data, documentary analysis and the war on drugs context, indicated by the Programa Crack – é preciso vencer (Crack Program – It needs overcome), that articulates Health, Social Assistance and Public Security at national level. Thus, the argument of the thesis has two perspectives: a. the first one is more “positive” about public policy, which understand seriously and describe its characteristics, problems and restrictions. In other words, an analysis I named “government policies”; b. the second, a more pessimist analysis, criticizes the limits of State in its relationship with the population. So, it presents an analysis of management device in the margins of the State. Both perspectives, although different, are part of the same investigation. And, both perspectives the public polices intended to homeless population does not get effective results. Except for the control of this population, which reinforce the device and does not emancipate anybody.
