The Provision of Library and Information Services to Gays and Lesbians in Cape Town’s Public Libraries

Magister Bibliothecologiae - MBibl / The research project is based on the belief that Lesbian, Gay, Bi-sexual and Transgender (LGBT) people have specific information needs and interests that public libraries should cater for. The philosophical literature of public libraries states that they have to cater for all sectors of their diverse communities without discrimination. The aim of the research study was to gauge if Cape Town’s library and information services (LIS) include gay and lesbian materials in their collection development policies and procedures. It also aimed at finding out if City of Cape Town Library and Information Services (COCTLIS) provide for the information needs of their gay and lesbian users in their provision of information services. The research problem and the review of literature led to the following research questions: • Do the gay and lesbian library user community constitute a special user group with particular information and reading needs? • If it is accepted that public libraries have a responsibility for the special information and reading needs of gay and lesbian library users, how do they cater for these needs? • How do South African public libraries, specifically the City of Cape Town Library and Information Services (COCTLIS), provide for these needs with their collections and their information services? • Are the public library staffs aware of the UNESCO principles in terms of LIS services for gay and lesbian library users? The first two research questions were answered by means of a review of the theoretical and professional literature. The last two questions were answered by analysis of COCTLIS collection development procedures and policy and a questionnaire survey of library staff. A survey was conducted among librarians in charge of collection development in the COCTLIS libraries early in 2009, collecting data by means of a structured questionnaire. The sample comprised 69 libraries of the total 100, with an even spread across the six city library districts and including a mix of “types” of library (regional and community). The findings of the research study echo the agreement found in the literature that the provision of library services to LGBT people is inadequate. City of Cape Town collection development policy does not have any explicit mention of the LGBT user group. The major finding of the survey is an evident gap between stated beliefs and actual practices. The majority of respondents agree that public library collections should cater for LGBT people but in fact they buy very few books or magazines oriented to gays and lesbians. And only 55% indicate that they do consciously consider the needs of gays and lesbians in their book selection. The information services to gays and lesbians appear to be rather thin. For example, less than 10% include gay and lesbian oriented information in their community information files and only 37% display gay and lesbian oriented information on their community notice boards. The study provides some evidence that practices might differ according to size and position of library. The research study hopes to make a difference in the provision of gays and lesbians in the City of Cape Libraries. It also hopes to remind librarians of the mandate they have to develop their collections to reflect diversity.

Silence in the sexual agenda of a UK probation service

No / The purpose of this paper is to interrogate ways in which sex and sexual orientation are excluded from the agenda of work relationships in one probation service. The research was conducted through conversational interviews with members of a team responsible both for supervision of colleagues and for development of supervisory practice. Straight and lesbian officers responded to a perceived lack of skills to effectively “work with” sexuality issues. Responses lead to discussion of the discursive “silence” of sex, and to the specific positioning of lesbian identity. Specifically, it critiques approaches to supervision that do not explicitly value lesbian experience. This small study does not include the voices of black or gay male officers. It also does not explore the experience of bisexuality. The finding of this research can be used to support development of good supervisory practice. The paper sheds light on day to day interactions that “silence” experience of sexual orientation. The paper draws on original research interrogating both lesbian and straight experience. In so doing it sheds light on both discursive practices of a sexual agenda and practice issues in supervision.

A presente dissertação é um estudo sobre o movimento GLBT (Gays, Lésbicas, Bissexuais e Transgêneros) e as relações desenvolvidas por esse movimento com um mercado segmentado destinado a homossexuais, ou mercado GLS (Gays, Lésbicas e Simpatizantes). O trabalho procura compreender essas relações a partir da pesquisa de campo realizada com foco na Associação da Parada do Orgulho GLBT de São Paulo (APOGLBT). Além disso, há um esforço no sentido de entender as dinâmicas do mercado GLS e do movimento GLBT a partir de meados da década de 1990, especialmente em São Paulo. O enfoque da dissertação recai sobre processos de aproximação e diferenciação entre movimento e mercado, envolvendo também situações de conflito e colaboração entre ambos os atores sociais. This approach has been elaborated from a theoretical discussion about processes of collective identity formation, present in the constitution of political subjects, as well as from an anthropological perspective on consumption processes.

Darbe iškelta hipotezė, kad netradicinės seksualinės orientacijos asmenys turi taikių susirinkimų laisvę. Siekiant patvirtinti arba paneigti hipotezę, atlikta teorinė taikių susirinkimų laisvės ir seksualinės orientacijos koncepcijų analizė, nagrinėtos tarptautinės žmogaus teisių apsaugos dokumentų normos, reglamentuojančios taikių susirinkimų laisvę ir apžvelgtas šių normų aiškinimas teisminėje praktikoje. Apžvelgtas nediskriminacijos principo seksualinės orientacijos pagrindu įtvirtinimas tarptautinės žmogaus teisių apsaugos dokumentuose bei jo praktinio taikymo aspektas. Atlikta taikių susirinkimų laisvės ir nediskriminacijos principo seksualinės orientacijos pagrindu reglamentavimo apžvalga atskirų valstybių vidaus teisės aktuose. Analizuotos Lietuvos teisės aktų normos, reguliuojančios diskriminacijos seksualinės orientacijos pagrindu draudimą, pateikiami konkretūs pavyzdžiai bei aprašomas taikių susirinkimų laisvės reglamentavimas ir praktinis jos įgyvendinimas. / The hypothesis of the work is that the homosexuals have the freedom of peaceful assembly. The first part of the work describes the terms related to the freedom of peaceful assembly, the sorts of assemblies, main principles determining the proper regulation of this freedom and legal restrictions of the freedom of assembly. The aspects of sexual orientation are discussed and the brief history of homosexual movements is presented. The second part of the work analyzes the provisions of Universal Declaration of Human Rights, International Covenant on Civil and Political Rights, European Convention for the Protection of Human Rights and Fundamental Freedoms, American Convention on Human Rights and African Charter on Human and People’s Rights, regulating the prohibition of discrimination and freedom of peaceful assembly. Also there are analyzed the primary and secondary legal acts of the European Union, which form the EU policy on the protection of human rights. The third part of the work is dedicated to the analysis of the national legal base of the United States of America, Canada, South African Republic, Finland and Poland, which regulate the freedom of peaceful assembly and protection of homosexuals. The last part of the work reviews the Lithuanian legal norms regulating the prohibition of the discrimination on the basis of sexual orientation, presents the concrete examples and describes the regulation of freedom of peaceful assembly and its practical implementation.

Effective integration through the use of social influence tactics: what the military can learn from racial integration of baseball in ending “don’t ask don’t tell”

Framing tactics are used to structure a situation in an attempt to establish a “favorable climate” for influence. Framing can be used to influence the military or society to make decisions that are in your best interest (i.e. Jackie Robinson’s allowance into major league baseball and the desegregation of the Armed Services) by structuring the issues at hand. The military may be faced with several options; however, introducing social influence tactics will alter his/her idea of what they believe to be their set course of action. Successful framing tactics are evident in how the military desegregated itself breaking from its long tradition of racial separation of decades past. Framing will present the military an optional course of action. This course of action is not desirable for some, but most will benefit from it, due to the fact that homosexuals will not be subjugated, scrutinized, or discharged for their sexual orientation. The idea behind this framing tactic is to have the military choose option A on their own accord. This thesis will explore the relevance of the Jackie Robinson situation and how it relates to the current military actions towards “Don’t Ask Don’t Tell” and to determine how social influence tactics were employed to achieve the desired result. There are several examples ranging from desegregation of African-Americans into the military to the current acceptance of gays into the military.

However, it still experiences prejudice, and homoparental competence to raise children and the possible compromising of their affective and sexual development are reasons for doubt and discussions. This research aimed to understand how couples who define themselves as homoaffective, that is, couples of gays and lesbians who maintain a stable relationship, experience the daily family life and the exercise of parenthood. The qualitative methodology was used, and the interpretation of the participants’ narratives was based on the hermeneutics of Ricoeur, seeking the co-construction of meaning in the dialogue with the researcher. Three couples of lesbians and three couples of gays participated in the study, totaling 12 people who defined themselves as homoaffective, in stable marital relationships and that had children. The discourses were obtained through dialogical interviews, recorded and transcribed, from which thematic analysis emerged categories and subcategories that allowed to understand that: the motivation to start a family is based on the belief that it is necessary and desirable, bringing a sense of social belonging, especially through children; the sense of family is not tied to its configuration, nor to the parents sexual orientation, but to what is lived in it; the way relationships are built; parenting is prioritized as well as the provision of the children’s needs; according to those parents, children give the family a positive meaning way showed by daily life, according to what they see in everyday life, and this valorization helps in the confrontation of social prejudice; the possibility of those parents being influences in the definition of the future sexual orientation of the children is shifted to other figures of the family, their relationships or the community; domestic activities are divided according to availability and exclude the gender criterion; parental competence is not defined by the parents gender (father or mother), however, they understand that, for society, lesbians are more apt and competent in raising children; homoconjugality was the object of prejudice coming from the families of origin, however, homoparentality minimized it; children were the sources of approximation between homoparental family and family of origin since they made possible the amplification of the kinship ties and favored the assumption of new positions/identities as grandparents, uncles and cousins. In the social environment and at school, there were some experiences of acceptance, but also of both explicit and veiled prejudices; the same was true for the judiciary. It was possible to observe that, although they do not always admit or perceive, the partners in several situations reproduce almost compulsorily the heteronormativity, which runs counter to the idea that there is something specific in the exercise of homoparentality due to the sexual orientation of the parents / A família homoparental é uma das formas de família que, na sociedade pós-moderna, tem aumentado e ganhado mais visibilidade. Porém, ainda vivencia preconceito, sendo a competência homoparental para criar os filhos e o possível comprometimento no desenvolvimento afetivo e sexual deles motivos de dúvida e discussões. Esta pesquisa objetivou compreender como casais que se autodefinem como homoafetivos, isto é, casais de gays e lésbicas que mantêm relação estável, vivenciam o cotidiano da vida familiar e o exercício da parentalidade. A metodologia qualitativa foi utilizada, e a interpretação das narrativas dos participantes baseou-se na hermenêutica de Ricoeur, buscando a coconstrução de sentido no diálogo com o pesquisador. Participaram da pesquisa três casais de lésbicas e três casais de gays, totalizando 12 pessoas que se autodefiniram como homoafetivas, mantinham relação conjugal estável e possuíam filhos (as). Os discursos foram obtidos por meio de entrevistas dialógicas, gravadas e transcritas, de cuja análise temática emergiram categorias e subcategorias que permitiram compreender que a motivação de constituir família funda-se na crença de que ela é necessária e desejável, trazendo um senso de pertencimento social, sobretudo por meio de filhos(as); o sentido de família não está atrelado à sua configuração, nem à orientação sexual dos pais, e, sim, ao que nela se vive; o modo como se constroem as relações; a parentalidade é priorizada, assim como a provisão das necessidades dos(as) filhos(as); segundo tais pais/mães, os(as) filhos(as) dão à família um significado positivo de acordo com o que constatam na vivência cotidiana, e essa valorização ajuda no enfrentamento do preconceito social; a possibilidade de esses pais/mães serem fontes influenciadoras na definição da futura orientação sexual dos(as) filhos(as) é descartada, e o suprimento da falta da figura do outro gênero é deslocada para outras figuras da família, das suas relações ou da comunidade; as atividades domésticas são divididas conforme a disponibilidade e exclui o critério de gênero; a competência parental não é definida pelo gênero dos pais (pai ou mãe), porém, entendem que, para a sociedade, as lésbicas são mais aptas e competentes na criação de filhos; a homoconjugalidade foi alvo de preconceito por parte das famílias de origem, porém, a homoparentalidade o minimizou; os(as) filhos(as) foram fontes de aproximação entre família homoparental e família de origem, na medida em que possibilitaram a ampliação dos laços de parentesco e favoreceram a assunção de novas posições/identidades como avós, tios e primos. No meio social e na escola, houve algumas experiências de acolhimento, mas também de preconceitos tanto explícitos como velados; o mesmo se deu em relação ao judiciário. Foi possível observar que, embora nem sempre admitam ou percebam, os (as) parceiros (as) em várias situações reproduzem quase compulsoriamente a heteronormatividade, o que contraria a ideia de que há algo específico no exercício da homoparentalidade devido à orientação sexual dos pais e mães

Feeling queer : can a primary health care approach mitigate health inequity experienced by homosexually active South Australian men ?

Health inequity refers to differences in health status between populations ( health inequalities ) that are unnecessary and avoidable and, additionally, are considered unfair or unjust. The history of the concept is reviewed and the mechanisms by which inequity affects health surveyed, with a focus on multi - level models of health production. The origins and development of the Primary Health Care approach is then considered with an emphasis on the Australian setting and on HIV / AIDS policy. The construct of homosexuality is then explored and concepts of sexual attraction, ' orientation ', identity and behaviour differentiated. What is known about the health characteristics of homosexually active men in the First World is then surveyed by means of a systematic literature review. It is concluded that there is evidence that they are affected by substantial health inequality in a range of areas including mortality, suicidality, depressive disorders, anxiety disorders, report of childhood sexual abuse and problematic substance use. Few of these inequalities have been confirmed in the Australian context, however, and almost none have been confirmed specifically in South Australia. The background to the development of a Primary Health Care programme focused on homosexually active men, is then described. The baseline health characteristics of the programme ' s cohort of 542 homosexually active South Australian men ( including their sexual behaviour in the context of HIV transmission ) are described and compared with other samples of men to identify inequalities. It is concluded that men in the cohort were subject to health inequality in a wide range of health parameters including mortality, suicidality, sexually transmitted infections, depressive and anxiety disorders, levels of substance use and self - rated health on the short - form 36 ( sf36 ) instrument. The relationships between these characteristics and factors indicative of disadvantage and victimisation are then explored. It is concluded that many of the health inequalities identified were related to sociohistorical factors such as emotional withdrawal by one ' s father, low income, unemployment, reduced educational attainment, and recent experience of violence and abuse from strangers. It is argued that some of these factors can be considered to be examples of unfairness and injustice and that, as a consequence, at least some of the health inequality experienced by this population is also health inequity. The elements of the Primary Health Care programme devised to meet the needs of homosexually active men is described and the trajectory of health characteristics of its participants over three time points is examined. 210 homosexually active men had reached Second Review, an average of thirty - six months after enrolment, by the time of analysis. Among this group, significant sustained improvement in a range of health outcomes, including prevalence of depressive disorders, sf36 scores and rate of recent suicidal ideation, is reported in association with involvement in the programme. Participant ' s subjective satisfaction with the programme is then described and their beliefs about the causes of their improved health explored using a qualitative methodology. It is concluded that the programme had largely met the needs of participants and they believed that it had been responsible for their improved health. Limitations of the study are considered and discussed. Limitations of the investigation to identify health inequality include questions of external validity arising from the absence of a perfect comparator group and concerns with construct validity related to the possibility of geographical and cultural variation in definitions of ' homosexually active men '. In the investigation to determine the extent to which health inequalities were also examples of inequity, issues of conclusion validity are discussed particularly in relation to multiple comparisons and the balance between Type I and Type II errors. In the evaluation of the impact of the Primary Health Care programme, there are concerns about internal validity resulting from the absence of randomisation and an uncontrolled design. The components of this issue are discussed and some support for internal validity is found in the reported subjective beliefs of participants about the cause of their health improvement and the outcomes of critical reflection by the programme team. The implications of the findings for policy, practice and further research are explored. It is argued that the health inequity experienced by people of sexual diversity will require profound social change for complete resolution. In the meantime, however, focused Primary Health Care with a community of sexual diversity has the potential to mitigate the health inequity its members experience and to help them to survive and function while they wait for a fairer and kinder society. / Thesis (Ph.D.)--School of Population Health and Clinical Practice, 2005.

Darbe analizuojamos Europos Žmogaus Teisių Teismo praktikos tendencijos, susijusios su baudžiamosios atsakomybės už homoseksualius santykius panaikinimu, ginant šių asmenų teisę į privatumą. Atskleidžiama, kad Teismas pasisako prieš bet kokį baudžiamąjį persekiojimą, grindžiamą lytine orientacija, siekdamas, kad Europos Tarybos valstybėse būtų pripažįstamos ir saugomos homoseksualių asmenų teisės. Šiandien vis garsiau kalbama apie homoseksualių asmenų teisę į santuoką. Magistro baigiamajame darbe analizuojama EŽTT praktika, siekiant nustatyti, ar kartu gyvenančių homoseksualių asmenų santykiai patenka į šeimos gyvenimo apimtį. Be to, ar pagal Europos žmogaus teisių konvenciją valstybės turi pozityvią pareigą teisę į santuoką užtikrinti ne tik skirtingų lyčių poroms, t.y. neatsižvelgiant į lytinę orientaciją. Egzistuojantis registruotos partnerystės institutas yra alternatyvi forma įteisinti homoseksualius santykius, tad siekiama nustatyti, ar EŽTT įpareigoja valstybes suteikti minėtą galimybę tos pačios lyties poroms savo nacionalinėje teisėje. That is why a society often acknowledges it like a deviation from norms and this may sometimes result as an act of discrimination. The Master’s thesis analyses the tendency of the Jurisprudence of the European Court of Human Rights which is related to abolishing the criminalisation of private homosexual relations. It is important because of defending the right to privacy of homosexuals. The Court speaks against criminal prosecution on the ground of sexual orientation and finds that Member States of the Council of Europe should recognize and protect the rights of homosexual persons. Today the discussions about the right to the same-sex marriage are becoming louder and louder. The thesis attempts to ascertain whether the cohabitation of homosexuals falls in the ambit of a family life according to the European Court of Human Rights as well as whether the Member States of the European Convention on Human Rights have a positive obligation to ensure the right to marry for the same-sex couples. Furthermore, the institute of a registered partnership is an alternative form for legalizing homosexual relationships. A investigação é desenvolvida através de dois movimentos, considerando como ponto zero o ano de 1978 e os eventos consagrados na literatura como fundantes do movimento homossexual brasileiro, isto é, a constituição do grupo Somos/SP e a edição do jornal Lampião da Esquina. Um, em direção ao passado, até o ponto mais remoto cujo registro foi possível conhecer, onde se verifique a vocalização da demanda por uma vida livre do preconceito e da discriminação. O outro, em direção ao futuro, trata da sua constituição e trajetória, privilegiando suas lutas nos espaços normativos, tendo como marco final a participação no processo constituinte. O objetivo é compreender como se deram tais vocalizações e disputas. Na medida em que essa trajetória é atravessada pela pandemia da aids, que por suas conseqüências termina por impor o privilegiamento do campo jurídico como espaço de reconhecimento, o objetivo adicional é verificar quais as representações da homossexualidade de que são portadores os diversos agentes do campo nesse período. O que termina por fazer surgir uma problemática adicional, que consiste em verificar a validade e o alcance da tríplice retórica que estrutura esse campo (universalidade, impessoalidade e neutralidade), explicitada por meio de princípios ou axiomas, como o da isonomia jurídica (“todos são iguais perante a lei”), da presunção da inocência (“todos são inocentes até prova em contrário”, “in dúbio pro reo”) etc. em relação a agentes tidos como desqualificados. Para cumprimento dessa problemática suplementar será examinado o processo criminal movido contra um dos editores do jornal Lampião da Esquina, em 1981, no Rio de Janeiro, em razão de sua representatividade. / Understanding the struggles of homosexuals as disputes of representation, within the framework of cultural history, through the contributions of Roger Chartier and social structures theory of Pierre Bourdieu, I analyze the input of transvestites, dolls, fags, gay and lesbians in the Brazilian policy scene, claiming the right to live free from discrimination. The research is developed through two movements, considering the zero point of 1978 and the events established in the literature as founding the Brazilian homosexual movement, ie the foundation of the group Somos/SP and the editing of a newspaper called Lampião da Esquina. The first one, focuses in the past, to the farthest point which record was possible to be known, where there can be found a demand for a vocalization of a life free of prejudice and discrimination. The second one, directed towards the future, deals with their formation and trajectory, focusing on their struggles among normative spaces, having as the final milestone their participation in the constitutional process. The goal is to understand how did such vocalizations and disputes take place. As this path is crossed by the HIV pandemic, which ends up imposing ots consequences privileging the legal field as a space of recognition, the additional goal is to verify which are the representations of homosexuality that are carried out by different actors of the field in this period. This procedure ends up arising and additional problematic, which consists in verifying the validity and the scope of the rhetoric that structures this field (universality, impartiality and neutrality), explained through principles or axioms, such as the legal equality (“all are equal before the law”), the presumption of innocence (“everyone is innocent until proven guilty”, in dubio pro reo) etc. regarding agents taken as disqualified. To fulfill this additional issue, there will be examined criminal prosecution brought against one of the editors of the newspaper Lampião da Esquina, in 1981, in Rio de Janeiro, because of its representativeness.
