O complexo hidrelétrico Garabi-Panambi (RS): a inserção do COSIPLAN-IIRSA em histórico missioneiro

A integração regional da América do Sul se faz presente de forma física através da iniciativa da IIRSA, que, com o advento da UNASUL, passa a ser integrada ao COSIPLAN. Assim, novas infraestruturas são implementadas, provocando alterações no território. A fim de que se desvende essas alterações nos municípios-sede das futuras hidrelétricas, a presente dissertação traz à tona a análise do projeto do Complexo Hidrelétrico Garabi-Panambi na visão de três diferentes atores territoriais locais (dois prefeitos e MAB), traçando semelhanças e disparidades com hidrelétricas instaladas em diferentes tempos do século XX no território histórico missioneiro. Com o presente estudo, entende-se que a implementação do projeto hidrelétrico é vista como algo imposto pelo governo federal e pelo interesse internacional. Quanto às possíveis repercussões, compreende-se que elas se darão de forma negativa para as pessoas que serão removidas e também para o meio ambiente. As repercussões positivas poderão ser sentidas no desenvolvimento econômico através do turismo e do aumento de recurso para os municípios. / South American regional integration is physically present through the initiative of IIRSA, now integrated to COSIPLAN after the advent of UNASUL. Thus, new infrastructures are implemented causing changes in the territory. In order to disclose these changes in the host cities of future hydroelectric dams, this dissertation brings to light the implementation of the Garabi-Panambi Hydroelectric Complex, under the perspective of three different local territorial actors (mayors and MAB), drawing similarities and disparities with preivously installed hydroelectric dams in different moments of the twentieth century in the historical missionary territory. With the present study, we understand that the implementation of the hydroelectric project is seen as something imposed by the federal government and by international interest. Concerning the possible repercussions, we undesrtand that they will be negative to the people who will be removed from the area and for the environment too. The positive repercussions can be observed in economic development through tourism and the resources growth for municipalities.

No Brasil, os EIAS/RIMAS são o principal instrumento para a análise de viabilidade ambiental dos empreendimentos potencialmente causadores de significativo impacto ambiental, sendo também peça indispensável ao processo licenciamento ambiental. Esta pesquisa tem como objetivo central a abordagem geomorfológica adotada em EIAs de usina hidrelétricas no período entre 1993 a 2014. Foram analisados 13 registros de EIAs elaborados para usinas hidrelétricas cujo licenciamento ocorre em nível federal, analisando informações como escala de abordagem, escola teórica, procedimento metodológico, etc. Todos estes dados foram analisados quali e quantitativamente, sendo que os resultados apresentados permitem verificar o aprimoramento técnico contínuo na abordagem geomorfológica nestes estudos ambientais. Os resultados da pesquisa também proporcionaram a elaboração de recomendações visando à elaboração de futuros estudos de impactos ambientais. / In Brazil, the Environmental Impact Statements (EISs) are the main instrument for environmental feasibility analysis of enterprises, which can cause significant environmental impact, and is also indispensable part of environmental licensing process. This research is based on the geomorphological approach adopted in EIAs (Estudos de Impacto Ambiental, or Environmental Impact Studies, in free translation) applied for hydroelectric power plants, in the period of 1993-2014. We have analyzed 13 EIAs designed to hydroelectric power plant which licensing occurs at the federal level, analyzing information such as scale approach , theoretical school, content, assignment of technical staff , etc. All these data were analyzed qualitatively and quantitatively, and the results allow verify the continuous technical improvement in the geomorphological approach of these environmental studies. The results have also provided the elaboration of recommendations for the development of future environmental impacts studies.

A metodologia ora apresentada é também desenvolvida em formato de ferramenta computacional e tem por objetivo principal abordar os diversos aspectos relevantes neste processo de avaliação, que seja de fácil aplicação, rápida e automatizada e traga uma visão ampla das possibilidades de soluções para determinado estudo de caso. A dissertação aborda um assunto de amplo interesse para o atual mercado de geração de energia, pois é sabido que existe uma tendência de que cada vez mais exista a necessidade de explorar este tipo de aproveitamento hídrico, principalmente na região norte brasileira / Abstract: In this work, it is presented a methodology for assessing the technical and economical feasibility study of low head hydropower generation projects. Les travaux présentés contribuent à un des enjeux majeurs de l'Entreprise Etendue liée au domaine de la production d'énergie électrique. L'objectif est de maintenir en dynamique la qualité des services rendus par les processus de production. Ces travaux ont ainsi pour objet, en se référant au cadre de modélisation d'Entreprise GERAM, de proposer une méthodologie réutilisable pour l'automatisation intégrée des centrales hydroélectriques. Ces dernières étant structurellement des systèmes stables, cette méthodologie est basée sur une approche orientée processus et aboutit au développement de modèles pérennes et réutilisables. Le point central de cette méthodologie consiste en la définition d'un modèle de référence ICMMS (Intelligent Control-Maintenance-technical Management Systems) formalisant la connaissance générique, de niveau terrain, applicable à l'automatisation de toute centrale hydroélectrique. La mise en œuvre de ce modèle de référence conduit à la proposition d'une architecture HSAS (Hybrid Smart Automation System) qui intègre en un tout cohérent sur les points de vue Contrôle, Maintenance et Gestion Technique, les différents composants d'automatisation distribués, supportés par des actionneurs, capteurs, ou contrôleurs conventionnels de niveau terrain. Par rapport à cette architecture, les concepts innovants de "Surveillance Conditionnelle" pour l'îlot Maintenance et d' "Atténuation de Perturbations" pour l'îlot Contrôle sont définis et étudiés afin d'être intégrés au système ICMMS. De plus, nous proposons, pour la Gestion Technique, des concepts, critères et outils pour l'évaluation de performances des HGUs (Hydroelectric Generating Units). Cette contribution est basée sur la définition d'un système d'évaluation des performances économiques utilisant des descripteurs quantitatifs mesurant l'état d'efficacité, le niveau de gestion de l'exploitation et l'état de maintenance de ces unités. Une nouvelle stratégie en lien avec la maintenance, intitulée EBM (Economic performance Based Maintenance), est ainsi formalisée. L'ensemble de nos propositions est validée sur une étude de cas.

Energy is increasingly becoming more important in today&rsquo / s world. Ascending of energy consumption due to development of technology and dense population of earth causes greenhouse effect. One of the most valuable energy sources is hydro energy. Because of limited energy sources and excessive energy usage, cost of energy is rising. There are many ways to generate electricity. Among the electricity generation units, hydroelectric power plants are very important, since they are renewable energy sources and they have no fuel cost. Electricity is one of the most expensive input in production. Every hydro energy potential should be considered when making investment on this hydro energy potential. To decide whether a hydroelectric power plant investment is feasible or not, project cost and amount of electricity generation of the investment should be precisely estimated. This study is about cost estimation of hydroelectric power plant projects. Many design parameters and complexity of construction affect the cost of hydroelectric power plant projects. In this thesis fifty four hydroelectric power plant projects are analyzed. The data set is analyzed by using regression analysis and artificial neural network tools. As a result, two cost estimation models have been developed to determine the hydroelectric power plant project cost in early stage of the project.
