近年來(1958∼),基於經濟與政治(地理、種族、民族、文化……)等因素的 推動,經濟的結合(INTEGRATION OF ECONOMIC) 在國際間一直相當盛行,諸如19 58年歐洲共同體(EUROPEAN ECONOMIC COMMODITY; E.E.C.) 、1960年歐洲自 由貿易協會(EUROPEAN FREE TRADE ASSOCIATION; L.A.F.T.A.) ……等,其中尤以 歐洲共同市場的快速成長與輝煌成就最為引人注目,並帶給世界經濟、貿易結構與政 治情勢相當大的衝擊,由於其形成及成功的實例,顯示經濟的結合不但加速域內(IN TER-REGION)的經濟成長亦促進政治的團結,因而導致目前國際間經濟的結合更為盛 行,例如最近的美加自由貿易區協定、歐洲單一市場的籌設、東南亞國家(日本、台 灣、南韓……)亦積極研擬設立自由貿易區的可能性,可見經濟結合在未來將扮演著 更重要的角色,但有關經濟結合理論方面的發展卻相當少且緩慢,本論文即針對此現 象,希望建立一個多國的一般均衡理論模型來探討在兩國經濟結合的情形下,採取各 種貿易攻策(關稅、配額、自動出口設限)對區內個別會員國(INDIVIDUAL MEMBER COUNTRY) 、經濟區域(ECONOMIC REGION) 或域外國家(EXTRA-REGION COUNTRY) 、所產生的影響(等別是福利水準)。本論文主要包括五部份,分別為序論、二國結 合下之貿易政策效果與有關問題、三國模型(兩國結合與第三國)之貿易政策與各國 福利問題、結論及附錄。

The impact of association with the EU on domestic industrial policy making : the case of Poland 1990-1995

This thesis is a case study of the effects of association with the EU on domestic industrial policy making in Poland during 1990-1995 from a liberal intergovernmentalist perspective, showing how association affected the industrial policy-making autonomy of the Government in relation to other domestic actors in two ways. First, because domestic interests were weak and divided in transition-era Poland, the EU provided political leaders with a sharper focus and allowed them to consolidate domestic support for government industrial policy initiatives. Second, where domestic opposition arose, association helped political leaders to overcome it by giving industrial policy initiatives greater legitimacy and allowing them to be portrayed as "mandatory" for EU membership. The manner in which the Government handled domestic pressure for intervention from state enterprises seeking to avoid painful adjustments and restructuring during the transition offers a prime test of the effects of EU association on industrial policy-making autonomy. In most areas, the pro-market, pro-competition policies mandated by EU association were incompatible with the nature and level of governmental involvement in industry under socialism, requiring an end to state subsidies and other forms of discretionary support enjoyed by state enterprises for nearly four decades. Incorporating case studies of the steel and textiles sectors, this thesis illustrates how in the context of transition, the Government's commitment to EU association was stronger than for other recent EU members and ensured that the Government would deviate from the course charted in the Association Agreement only in cases of intense domestic pressure, and even then only temporarily. Accordingly, in a new twist to liberal intergovernmentalism, Poland's transitional domestic situation coupled with the country's enduring commitment to eventual EU membership ensured that the effects of association on policy-making autonomy were more pronounced in Poland than in existing member states.

L’insertion par l’activité économique (IAE) regroupe des associations et des entreprises quimettent au travail des chômeurs « en difficulté » afin de faciliter leur accès ultérieur à l’emploi.Cette thèse se penche sur l’action des fédérations de structures d’insertion. Positionnées àl’interface entre les responsables politiques et administratifs et les professionnels des structuresd’insertion, ces fédérations tentent de réguler les tensions et les controverses au sein de l’espacede l’IAE. À partir d’une enquête ethnographique reposant sur des observations participantes etdes entretiens avec des acteurs de l‘IAE, cette recherche met d’abord l’accent sur les stratégiesd’alliance et d’opposition entre fédérations. La thèse interroge ensuite la participation de cesdernières aux réformes de l’IAE. Si les fédérations se présentent comme les représentantes desintérêts des acteurs de l’IAE, elles se posent également en relais des injonctions de l’État enmatière de « performance » et de « bonne gestion ». Enfin, la recherche montre l’avènementd’une nouvelle génération d’experts de l’insertion, aux trajectoires sociales et aux aspirationsindividuelles ajustées aux attentes de ces fédérations. À la croisée d’une sociologie du travailassociatif et des politiques d’insertion et d’emploi, cette thèse entend apporter un éclairage à laquestion des transformations des politiques sociales mises en oeuvre par les associations. / Integration via economic activity (IEA) gathers different structures (associations andcompanies) that set to work unemployed in difficulty so that they may have a subsequent accessto employment. This thesis studies the action of federations of agencies for integration.Positioned at the interface between political and administrative officials and experts ofstructures for integration, these federations try to regulate tension and controverses within theIAE area. From an ethnographic survey based on participant observations and interviews withstakeholders of the IAE, this research first emphasizes strategic alliances and resistancebetween federations. The thesis then questions the involvment of the federations in the reformsof the IAE. If they claim to represent the interests of the IAE stakeholders, they also set themselves as representatives of government demands as far as «performance» and «goodmanagement» are concerned. Finally, this research shows the arrival of a new generation ofexperts in job integration, whose social trajectories and individual ambitions are ajusted to theneeds and expectations of these federations. This thesis is at the crossroads of a communitywork sociology and of policies in the field of employment and integration, and it also intendsto shed light on the problem of the social policies transformations implemented by theassociations.

Promoting Socio-Economic Development through Regional Integration - The Politics of Regional Economic Communities in Africa

<p>Regional integration has gained momentum since the 1980s and throughout the world. The new regionalism process prevailing since differs from the old one by its multidimensionality covering economic, political, social, and cultural issues within a regional setting. While the old regionalism focused on market protection using a range of tariff and non tariff barriers, the New Regionalism is reinforced by the globalisation effects and strives for efficiency in production, and market access. Using the New Regionalisms Approach, the aim of this thesis is to appreciate the actual levels of regional integration in Africa and explore plausible ways of deepening the integration process with the view that regional integration can promote socio-economic development, provided a pro-development approach is privileged in the conception and implementation of the regional integration process. Focusing on SADC as a representative regional economic community, a qualitative content analysis is used for data collection while policy analysis is carried out using the Institutional Analysis and Development framework. The results of this study reveal discrepancies between policy formulation and policy implementation when it comes to enhancing the pro-developmental aspects in the unfolding regional integration process. In spite that shortcomings in past experiences triggered dramatic structural reforms ranging from the reorganisation of the Organisation of African Unity into the African Union, the creation of NEPAD, to structural reforms within regional economic communities with the example of the 2001 restructuring of SADC, empirical evidence shows that little change has occurred at the operational level. Moreover, even policy formulation at the collective-action level still lacks concrete strategies and plans for harmonisation and implementation of regional initiatives. Some of the strategies for deepening the regional integration process would include prioritising regional commitments to external ones and improving policy formulation as well as establishing linkages between different regional policies and strategies.</p>
