Politika Spojených států amerických vůči nelegální migraci z Mexika (2001-2008) / The Politicy of the United States toward Illegal Immigration from Mexico (2001-2008)

The dissertation deals with immigration policy of the United States toward illegal immigration from Mexico during the presidency of George W. Bush. It aims to answer the question whether the policy had at all changed when compared to the previous administrations, and whether the terrorist attacks from 9/11 had any effect on the issue. The paper also discusses reasons why comprehensive immigration reform has not been accepted yet. In order to answer those questions, the thesis analyzes American perception of immigrants and characterizes interests of pressure groups and political parties in immigration.

Ce travail analyse la construction de la politique d’immigration en Espagne à travers le cas desmigrations ouest-africaines, un révélateur privilégié des ambiguïtés et ambivalences qui latraversent. Dans le contexte du retournement des flux migratoires qui transforme l’Espagne en unedestination de plus en plus importante, nous abordons la mise en place compliquée d’une politiquenationale qui, dès sa naissance en 1985, doit conjuguer les obligations européennes et les intérêtsinternes. Nous étudions comment la virulente politisation de la question migratoire, en 2000,constitue un moment clé dans le développement de la politique espagnole, en modifiant d’abord leprocessus d’européanisation. L’Espagne, qui initialement est un récepteur passif de normes etpratiques européennes, se transforme ainsi en une actrice clé dans l’UE en matière d’immigration,tant par son adhésion à la sécurisation de l’immigration, que par son rôle dans le processusd’internationalisation des enjeux, où son action vis-à-vis du continent africain devient unarchétype. Nous analysons ainsi le développement du volet extérieur de la politique espagnole qui,par une focalisation exacerbée sur les flux subsahariens, impulse une diffusion poussée des enjeuxmigratoires dans les rapports avec l’Afrique. La réévaluation et revalorisation des relations del’Espagne avec le Maroc, en tant qu’espace de transit des flux, et le réengagement conséquent enAfrique de l’Ouest, à la suite du Plan Afrique, témoignent du rôle du continent africain commeterrain d’expression privilégié de l’externalisation du contrôle des flux. Le décryptage de cerégime euro-africain des migrations en essor, ainsi que de sa négociation, permet de saisir enprofondeur les conséquences et les effets collatéraux de cette politique. / This project aims to analyse the development of Spanish immigration policy through the caseof West African migrations which significantly reveals the ambiguous and ambivalent nature ofthe policy. In the context of migratory flows reversal, Spain has become an increasingly importantdestination for immigrants, so I wish to address the complicated implementation of a nationalpolicy which, from its birth in 1985, has had to reconcile EU obligations with internal interests. Ishall look at how the virulent politicisation of immigration issues in 2000 not only represents akey moment in the development of Spanish policy, but Europeanization process as well. Thesignificance of this is that Spain, a country which was at first a passive recipient of Europeannorms and practices, steadily became a central actor in the key debates and issues surroundingimmigration in the EU. These include the Spanish alignment to the securitisation process ofimmigration as well as becoming a model in the internationalisation of immigration policythrough its action towards the African continent. I will also analyse the development of theexternal dimension of Spanish policy, which through an exacerbated focus on sub-Saharanimmigration leads to a widespread effect of the migratory issues in its dealings with Africa. Thereassessment and consequent improvement of Spanish relations with Morocco was a crucialmoment due to the country’s strategic importance as a “transit zone” to Europe. This trendcontinued with the consequent re-engagement in West Africa following the Africa Plan which Ibelieve reflects the role of the African continent as a privileged field of expression towards theexternalisation of migratory flows control. The deciphering of this emerging Euro-Africanframework of migration governance and its negotiation help us to fully comprehend theconsequences and collateral effects of this policy.

Parent Involvement in Contested Times: A Brief Analysis of the Effects of Anti-Immigrant Policies on Latinx Immigrant Parent Involvement

How do perceived community and school cultural values affect Latinx immigrant parents’ decisions to engage with their children’s schools? What lessons might their experiences have for our understanding of parent involvement beyond the parameters of traditional models of parent involvement? Engaging parents as advocates for school success in the home is particularly important for English Language Learners (ELs). Tapping into the experiences of EL parents is a resource educators can use to increase parental involvement and, consequently, student academic achievement. This qualitative case study grounded in Critical Inquiry and Cultural Historic Activity Theory examined the perceptions and experiences of 5 working-class Latino immigrant mothers whose children were enrolled in two elementary schools in southern California. Parents were purposively selected from two predominantly Latinx urban Elementary schools to participate in individual interviews and focus groups. This study addresses an urgent need to survey the current context of immigrant families and, because most research on the subject of parent involvement takes a subtractive or deficit approach that often devalues the experiences and perceptions of Latinx immigrant parents, it responds to a need for studies that approach the subject from an asset based perspective that includes the voices of the parents themselves. Examining the narratives of the parents from their own perspectives, this study provides a platform from which parent voices can be heard and creates a space where the historical and current particulars of home and community practices, histories, and activities become as relevant as those of the dominant culture(s), thus creating equitable conditions where the social justice mission of education—which is to provide quality education for all—is more likely to be fulfilled.

The Concept of'European Citizenship': National Experiences and Post-National Expectations?

<p>The aim of this thesis is to interpret and understand the concept of citizenship in general, and the European citizenship in particular, placed within a broad theoretical framework. Furthermore, the purpose is to examine whether the development of a European citizenship indicates an emergence of a new ‘post-national’ model of citizenship, based on residence rather than nationality or place of birth. In order to address this, the status of third- country nationals (TCN’s), who are legally long-term residents within the Union, in relation to EU citizens has been analysed from the theoretical perspectives. </p><p>Different models of citizenship provide the paper with a theoretical framework, through which the empirical data has been examined. The theoretical approaches dealt with in this paper are the liberal, the republican/communitarian and the ‘post-national’ models of citizenship respectively. Fundamental ‘key concepts’ have been derived from these different models of citizenship, which have facilitated the analysis by providing the interpretation of the EU citizenship with an analytical framework. </p><p>To find answers to the initial research questions and fulfil the aim of the paper, a qualitative and hermeneutic study has been carried out, aiming at interpreting and understanding the European citizenship placed within its socio-political context. Text and language constitute the units of analysis and, hence, a textual analysis has been conducted of official EU documents. Following a conceptual history approach, concepts are not just reflections of historical processes, but can themselves contribute to historical change by making new things imaginable. As emphasised throughout the paper, concepts embrace at the same time a ‘space of experience’ and a ‘horizon of expectation’. </p><p>The main conclusions drawn from the research can be summarised in a number of points. First, while the concept of European citizenship was originally connected to a formal and economic view upon citizenship, close to a liberal/neo-liberal notion of citizenship, the texts express an aim of a more active citizenship, emphasised in the republican/communitarian tradition. Secondly, despite a multicultural and post-national rhetoric concerning the status of long-term resident TCN’s, the gaining of ‘full’ EU citizenship can still only be attained through nationality in a Member State. Thirdly, the importance of interpreting a concept placed within its socio-political context has been clear from the study. The semantic analysis has showed a close link between the European citizenship andthe goal to create an ‘area of freedom, security and justice’ throughout the Union. This goal is interpreted as a response to recent occurrences in the world, but at the same time it expresses expectations about the EU citizenship, and it can thus itself affect future developments in this field. </p><p>To sum up, while the concept of European citizenship is post-national to the extent that it applies to all EU citizens irrespective of where in the Union they live, it is still not completely based on the principle of residence. Only nationals of an EU Member State can obtain citizenship of the Union. Thus, the concept of European citizenship, while establishing a citizenship across national borders, is still based on nationality.</p>

Humanitarian Ambitions - International Barriers: Canadian Governmental Response to the Plight of the Jewish Refugees (1933-1945)

From 1933 to 1945, thousands of European Jews attempted to gain access to Canada in order to escape Nazi oppression. This thesis examines Canada’s immigration records and policies during this period. In addition to bringing light to key issues concerning popular Canadian perceptions of Jewish immigrants and refugees in the thirties and forties, this history raises important questions about the Canadian government and ethical responsibility in a time of war; about the relationship between government policy and provincial politics; and about the position taken by Canada’s longest serving Prime Minister, William Lyon Mackenzie King, and his Cabinet. The author’s research brings attention to Irving Abella and Harold Troper’s work, None is too Many, which, since its publication in 1982, has stood as the authoritative work on the subject. A variety of important issues which are not treated in detail in this earlier monograph are examined in depth in this analysis: The prevalence of anti-Semitism in French and English Canada, and the Canadian immigration record are treated in Chapter 2. Chapter 3 and 4 investigate accusations that William Lyon Mackenzie King, Ernest Lapointe, Frederick Charles Blair, and Vincent Massey harboured anti-Semitic views. It is found that such charges suffer from a serious lack of evidence. Although sometimes the language used by these men in their correspondence and letters can be shocking to the modern reader, it was the colloquial language during their lives. Furthermore, their personal documents often exhibit evidence of sincere sympathy for the Jews of Europe, and frustration with Canadian popular opinion. The author concludes that collective memory of the Holocaust has affected perceptions concerning the Canadian immigration record during the period in question. Anti-immigration sentiment was strong in Canada during the Depression. Nevertheless, as the Canadian Government became increasingly aware of the persecution of Jews within the Reich, particularly following the events of Kristallnacht in November of 1938, measures were put into place to ease Jewish immigration to Canada, such as including refugees among the admissible classes of immigrants. The Canadian Government did not begin to receive information concerning the extermination of European Jewry until 1942. By this time, there was hardly anything Canada could do. Heinrich Himmler had forbidden Jewish emigration from the Reich in October of 1941, the war was in full swing by 1942, and ships carrying refugees and PoWs were not safe from U-boat attacks. From 1933 to 1945 Canada allowed 8,787 Jews into the country. However, all immigration to Canada was slowed during this time. Consequently, Jews, in actuality, represented a higher percentage of immigrants arriving in Canada, at this time, than they had from 1923 to 1932. This illustrates Canada’s doors we not closed specifically to Jewish refugees during the Depression and Second World War.

Minority Voices: The Representational Roles of African American and Latino Legislators during State Legislative Deliberations

In this dissertation I systematically examine African-American and Latino legislator behavior in a legislative setting. The project specifically examines whether and how minority legislators represent and influence African American and Latino policy interests during the legislative process. I perform an analysis of minority legislator participation rates on bills and develop an original measure of substantive representation using patterns in legislative speech of state representatives’ language during committee hearings. I build on existing theory in the representation literature and offer new hypotheses for expanding the scope of how substantive representation is defined and investigated, namely through an empirical investigation of the link between deliberation and descriptive representation. Second, I collect an original data set and develop an original measure of substantive representation to test these hypotheses with participation rates and a linguistic frame based content analysis approach of minority and non-minority representatives’ language on bills for racial perspectives during state legislative committee hearings on several policy issue areas including, but not limited to education, healthcare, and immigration. Third, I offer a critical test of hypotheses to test whether African American and Latino representatives’ (1) participate more when the legislation is deemed minority interest in comparison to their non-minority counterparts? (2) their behavior (or deliberation style) is different from non-minority legislators? (3) impact the deliberation style of non-minority legislators? The analysis draws on original data collected through committee hearing tapes and online video archives of Texas committee hearings in multiple policy areas, and the findings indicate that minority legislators do indeed provide a voice for minority constituents, providing more minority interest language on minority interest bills in comparison to their non-minority colleagues, especially when the legislation is threatening to minority populations. These results support the argument that minority legislators do indeed substantively represent minority constituents at levels greater than non-minority representatives during the legislative process.

Résumé: Au lendemain de la Seconde Guerre Mondiale, la nécessité de moderniser la politique d’immigration américaine fait l’unanimité, la principale loi régissant l’immigration datant de 1924. Cependant, la question des paramètres de la réforme fait naître un débat fortement polarisé. Les défenseurs du statu quo, qui souhaitent maintenir le système des quotas nationaux faisant de l’origine nationale le premier critère d’admission, auront initialement le dessus, comme en fait foi le passage du McCarran-Walter Act en 1952. D’autre part, les partisans d’une libéralisation affirment que cette loi restrictive et discriminatoire va à l’encontre des objectifs de la politique étrangère américaine, particulièrement dans un conflit aussi idéologiquement chargé que la Guerre Froide. Au courant des années cinquante et au début des années soixante, les réformateurs libéraux auront progressivement le dessus dans le débat, si bien qu’une nouvelle loi sera adoptée en 1965. Ce mémoire propose d’aborder cette période de réforme sous l’angle de l’opinion publique. Dans le cadre de ce mémoire, l’interprétation de cette évolution est centrée sur l’influence grandissante des enjeux de la Guerre Froide dans le débat entourant la réforme. / Abstract: Following the Second World War, immigration policy became an important issue for the United States, as the main immigration law dated back to 1924. If the idea that immigration policy needed to be modernized was shared by most legislators, the debate over the adoption of a new law was fierce. Those who favoured a restrictive policy based on the reaffirmation of the national origins quota system, which made nationality the main criteria for admission, got their wish when the McCarran-Walter Act was enacted in 1952. On the other side of the debate, those who favoured liberalization saw the new law as discriminatory and harmful to American foreign policy objectives, particularly in the context of the ideologically charged Cold War. During the late fifties and early sixties, liberal reformers progressively gained the upper hand, and a new law was adopted in 1965. This study analyses how American public opinion reacted to the immigration policy reform debate. The study of primary sources reflecting the attitudes of the American public on immigration policy revealed that public opinion underwent a progressive liberalization during the era of reform. The interpretation of this liberalization is centered on the growing influence Cold War dynamics in the immigration reform debate.
